ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE MEDAL TO LAURENCE CHARLES BRODlE-HALL, C.M.G.The Institute Medal is awarded to a select band of people who have rendered great service to the mining industry and the community. Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

The placer mining industry of the West Coast region of the South Island is based largely around the production of alluvial gold, although other valuable minerals are also present. Since the first major discoveries in 1864-65, reported gold production has totalled around 264 t (8.5 Moz). During the past 10 years, annual production has totalled around 1460 kg (47,000 oz). It is anticipated that gold production over the next three years will continue at a level of 1400-1800 kg.   Annual gold production peaked during 1866 at approximately 17,170 kg (550,000 oz) and has not exceeded 100,000 oz since 1885. This reflects the ease with which gold was won from shallow, rich deposits that were present at many localities. Subsequently, there has been a general decline in the availability of this type of deposit, a trend that will continue in the future. This paper outlines the present state of placer mining in the West Coast region, gives some historical background to the industry and briefly predicts future trends.

The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

Dry separation of iron ore fines and other heavy minerals has previously been achieved using one of two main approaches. The first is an inclined table with an upward airflow via small holes to help form an autogenous dense medium. The second is based on fluidised beds comprising a dense medium formed by fine particles suspended in an upward flow of air. In either case, vibration can be introduced. This paper describes recent findings using a novel system referred to as the Sink-Hole Fluidiser, which utilises elements of both these two former approaches. This device consists of a conventional gas-fluidised bed of fine medium with a 1 mm aperture mesh located at the surface. This mesh contains relatively large holes that act as sink-holes. The fluidised media flows upwards through the sink-holes and then falls back into the fluidised bed via the fine apertures in the mesh. The particles being separated, which are much larger than the fine media, pass over these sink-holes, where they either sink or float. The sink-holes offer a more precise balance of forces, applied on a single particle basis, resulting in robust density separation.Experiments have been performed using 2.0–4.0 mm tracer particles of density varying from 2.4 to 4.8 relative densities (RD) separated in a 200 mm diameter Sink-Hole Fluidiser with a single 13 mm diameter centrally-located sink-hole. In this preliminary semi-batch work, it was found that the Sink-Hole Fluidiser was able to achieve sharp separations (Ep as low as 0.20). This work underpins the development of a new continuous steady-state Sink-Hole Fluidiser, applicable to the dry separation of iron ore fines.CITATION:Kumar, D, Iveson, S M and Galvin, K P, 2017. Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. OK Tedi Mining Ltd. (OTML) is in the process of optimising the concentrator performance. One aspect that has been recently implemented is an upgrade of the existing expert control philosophy on the grinding circuit and this will be the topic of this paper. Ore grinding in SAG mills is a multi-input multi-output (MIMO) process subject to several disturbances, most typical being quick acting disturbances such as changes in ore characteristics like hardness and particle size and slow acting disturbances such as ball charge variations and liner wear. The OTML SAG mills treat ore from diverse ore bodies and receive fresh feed subject to large changes in particle size. These circumstances make these mills particularly challenging to control. In this paper, a comparative analysis is presented between the performance of the OTML SAG mill #2 before and after the commissioning of a hybrid control strategy. The strategy uses Expert Knowledge combined with advanced disturbance rejection to reduce the variability of the main process variables, especially pressure and power. It further optimises the overall operation by driving the SAG mill #2 against process constraints (e.g. high power, high motor temperature and high scats recycle rate) and maintaining the operation at or near this point. This strategy is implemented by a combination of the manipulated variables (i.e. fresh feed tonnage and % solids) at any given time.The paper will present trends and a statistical analysis of the comparative results of the mill operation over a period of months, showing a 30% reduction in mill power / pressure variability and a 12% improvement in average power drawn. An increase in throughput was also observed, but cannot be conclusively attributed to the change in mill control due to other changes that were made to the SAG mill #2 during the period of comparison. An additional benefit includes better acceptance from the operators with improved consistency of the SAG mill #2 operation across shifts.The paper will also discuss further improvements envisaged in the continued optimisation of the grinding control circuit.CITATION:Savage, C, Rodriguez, R and Metzner, G, 2013. Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia's geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. Megascopic and microscopic studies of cleats and mining induced cleavage in Ihe first workings at Leichhardt Colliery reveal the presence of four distinct fracture sets. Microscopic studies confirm underground observations of the fracture sets.The most likely order of formation of the fractures is (i) "butt" cleats (ii) facc cleats (iii) shallow dipping faults (iv) mining induced cleavage. Three fracture sets apparently formed by tensiIe failure. Microscopy shows that the mining induced cleavage surfaces have preferred starting or lerminating points at the extremity of a "butt" cleat and a vitrite-dull coal band boundary. It is postulated that the induced cleavage begins at 'butt' cleats which behave as Griffith flaws under high compression around Leichhardt Colliery faces. Instantaneous outbursts of coal and gas are associated with only those workings which are affected by mining induced cleavage and occur at or adjacent to working faces.

The major copper orebody at Mount Isa is being extracted at a rate of four million tonnes per year. The method used requires an equivalent rate of back filling with (mainly) cemented fill. There were three major incentives for developing this mining system. The first was the prospect of high ultimate recovery of the orebody. The target is 100 per cent recovery. Also the proposed stoping layout appeared to offer significant advantages in development and production costs. Finally, extensive subsidence above the northern end of the orebody could have disturbed permanent surface installations and jeopardised a possible future open cut. The full implications of this ambitious strategy were not apparent in the early years. Now, after 12 years of production the benefits are being realised and they can be weighed against the costs. Probably the most interesting result which comes from this analysis is the significance of cutoff grades and dilution factors in balancing mining and filling rates.

The polymerisation of silica is found to interfere with thickening of leach pulps at Risdon. Hydroxyl ion and fluoride ion are catalysts for this reaction. Stability may be obtained by the presence of aluminium or ferric iron.INTRODUCTIONAt Risdon it has been a matter for satisfaction that, although the concentration, of silica in leach solutions is appreciable, it has ,given relatively little cause for anxiety.However the margin of safety is small and some intermittent difficulty in thickening leach residues during the last few years has prompted a further investigation, certain parts of which are described here since they may be of general interest.Leaching and ClassificationThe method of leaching which is practised at Risdon has been described in, two previous articles, by W. C. Snow (1936) and S. W. Ross (1949) to whiCh the reader is referred for detail. Continuous leaching is practised, the circuit solution flowing through five air agitated pachucas in series, to tlie first of which calcine is added. The circuit solution, which also enters the first pachuca, consists of spent electrolyte from, the electrolytic cells and contains 90 -gm. of free sulphuric acid per litre. About 80 per cent of the solublezinc oxide is extracted from the calcine in the first pachuca, at a pH value of 1-1 (7 gm.H2S04/1 at 55 to 60°C. In the later pachucas the leaching rate decreases sharply. The leach pulp which leaves the 'last pachuca contains an average of 17 gm. of free acid per litre, corresponding to a pH of 1.7; but, owing to variations in extraction, the end point fluctuates between 2.5 and 0·3 gm. free acid per litre (pH:> 1·5 to 2.5). A pilot plant was constructed for the low temperature carbonization of Wallarah (N.S.W.) coal at the rate of 300 lb/hr. The design was based on an entrained state carbonizer developed by Parry and D.S. Bureau of Mines co-workers. Prior to delivery to the client, the plant was successfully operated over periods of several days duration.INTRODUCTIONIn September 1961, the Australian Mineral Development Laboratories (A.M.D.L.) was engaged by the Broken Hill Pty. Co. Ltd. (B.H.P.) to design, construct and test an entrained state coal carbonizer with a capacity of 300 lb/hr of Wallarah (N.S.W.) coal. Char product was required within the specification 15·5 -I- 1 per cent volatile matter. The design was to be based on a pilot plant developed by Parry and others in the D.S. Bureau of Mines Coal Research Laboratory at Denver, D.S.A. The method involved the carbonization of fine coal by entrainment with air in an externally heated reactor. The heat required for the carbonization of the coal was to be supplied to the bed both through the reactor walls, and also by internal combustion of products in the bed. Several D.S. Bureau of Mines Reports of Investigations weFe used as the main guide to the physical layout and proportions of the plant. However, the individual units required detailed designing, before engineering drawings could be prepared and fabrication begun.A 10 ton sample of crushed Wallarah coal was used for preliminary testing of the plant. The first test run on the pilot plant was carried out in February, 1962. After some modification a second test of longer duration was conducted in August, 1962. Many open pit mines require dewatering or need aquifer depressurisation systems to manage mine water inflow and/or mine floor stability. In many instances these mining operations impact on regional groundwater resources and therefore access to these resources by other users.As such potential exists for mine development to be hindered or even blocked by groundwater legislation that aims to prevent declining groundwater levels and demonstrate equitable use of a regional groundwater resource.There is a need to manage aquifer systems during and after the mining operations, and in some cases stresses on the aquifers and associated ecosystems may be elastic and can be managed with minimum impacts or reversed once the mine ceases to operate.This paper uses the Gippsland sedimentary basin, with a history of declining groundwater levels and mining and petroleum production, as a case study to pose the question: Should period of mining operation, aquiferÆs storage capacity and its ability to recharge be concurrently considered when granting groundwater abstraction and mining licenses for prospective mine development?It further examines that by utilising an aquiferÆs storage capacity and demonstrating an understanding of aquifer system hydrodynamics during and beyond the life of the mine (time), the approval process for groundwater abstraction and associated cost of statutory monitoring may be made less onerous.

The Takasima Coal Mines comprise four islands near the entrance to Nagasaki Harbour, and are owned and worked by the Mitsu Bishi Company.There are several unusual features in the occurrence and working of these coal seams, the steep angle of "dip," the numerous seams of good coal separated by hundreds of feet of sedimentary rocks, the extensive faulting of the strata, and the way in which the coal is won, when so little surface is available for works, and where there is the ever present danger of subsidence of the roof and consequent flooding of the workings by the ocean. The author trusts that short notes on these few points will be of interest to members.The Islands are named respectively Hasima (Extreme Island), Nakanosima (Middle Island), Takasima (High Island), and Yokosima, and are situated about one mile from the main land.

The increasing need for alternative energy sources as well as the less clearly perceived but equally increasing demand for non-fuel minerals has resulted in extensive exploitation of near surface deposits. Many such deposits have depleted reserves and mining corporations are increasingly turning their attention to deposits, with thicker overburden, less competent materials, steeper dips and more complex structure. These deposits pose mine layout, geotechnical and equipment problems as well as the need for large outputs to achieve economies of scale. The paper describes the major problems and operational solutions for such deposits using continuous excavation and transport equipment.

BHP Billiton Iron Ore has replaced the conventional product quality control batch system at Yandi with the Continuous Stockpile Management System (CSMS) centred on a fully integrated æcontinuousÆ stockpile flow from mine planning through to port reclaiming. With increasing tonnage rates, tight operational coupling associated with the original batch system caused production interference which achieved final product quality but in an increasingly inefficient manner. This innovative approach places a continuous emphasis on product grade control and takes full advantage of the most appropriate blending opportunities of the mine to port planning and production system in order to reduce the natural variability of the ore to an acceptable level. To implement continuous control, product variability throughout the process is classified as long-term and short-term. Long-term variability is best controlled through the monthly mine planning process which determines monthly grade targets while taking into account optimum mine development. In the past, attempts to control long-term variability were made at the port through selective stockpiling and reclaiming which reduced operational efficiency. Short-term variability is best controlled around the monthly mine grade target by daily mine production scheduling, train sequencing, stacking into port stockpiles of appropriate size and systematical stockpile reclaiming. The implementation of the new system has maintained customer accepted shipping grades and has provided significant improvements in resource utilisation, operational efficiencies and costs.

Environmental investigations have been undertaken by Ok Tedi Mining Limited (OTML) since 1981 when the Ok Tedi Environmental Study was commenced. Environmental monit- oring and management programmes were implemented in 1983. The programmes included water quality monitoring, river flow and sediment monitoring, surveillance of aquatic biological communities and a health and nutrition survey of the local people. These original programmes have continued, and additional programmes of work have been developed and revised to reflect changing operations and the need to focus investigations on specific areas and issues of concern. In April 1990, following the establishment by the Government of Papua New Guinea (PNG) of environmental management criteria for the Fly River system, compliance monitoring programs were introduced. Details of the compliance and additional monitoring programmes undertaken by OTML throughout the Ok Tedi and Fly catchments, including programmes of investigation in the Fly River estuary, Gulf of Papua and Torres Strait, are presented.

Some 800 analyses for Cu, Zn, Pb, Ag, Fe, S, CaO, MgO, C02, Si02 and Al203 were used to examine the elemental constitution of the Mount Isa ores, and, for comparison, those of the Northern Leases area.Lead: zinc relations show little order from sample to sample, but means of large zones (Le. individual orebodies) show a highly linear inverse relationship. Lead: silver ratios are fairly constant from sample to sample, and means show a highly linear direct relationship.Sulphide sulphur appears to be related to carbonate and alumina abundance, sulphur decreasing systematically with increase in the ratio CO2:AI203. In all graphs involving members of the group CO2-A203-S the lead-zinc and copper ores conform to the same simple trends, confirming that the two ore types and their host rocks are genetically closely related. The earlier deduction of a volcanic-sedimentary origin for the sulphides of the Black Star orebodies appears compatible with present findings.On the basis of such an origin, the pattern of sulphide occurrence and mineralogy in the Mount Isa district is possibly related to the configuration f the upper surface of the "Eastern Creek Volcanics", the facies patterns of the overlying sedimentary rocks, and to the oldest faults affecting the two.INTRODUCTIONStanton (1962) described and interpreted the chemical constitution of the Black Star No. 2 lead-zinc and the 650750 copper orebodies at Mount Isa. The investigation has now been extended to the other principal orebodies of the area.The earlier study showed that the host rocks of the two adjacent Black Star orebodies were constitutionally closely related, and suggested that this was probably due to their original formation in contiguous zones of sedimentation. On this basis the silica-dolomite of the copper ore appeared to represent the slightly more shoreward, "limey" member, probably a fairly massive algal calcareous sediment laid...

The final criterion of the payability of gold production must necessarily be the cost per ounce. While the cost per ton or per cubic yard is a convenient comparative measure, and a necessary one for operating control, it is obviously insufficient as a means of judging whether or not, in a given set of circumstances, a gold production operation can be carried out economically.. An alternative method, which brings in the ton or cubic yard as a unit of measurement, is to determine what the cost per ton or per cubic yard is equivalent to, in terms of pennyweights or grains at the ruling price of gold. But this is really only another way of stating that the cost per unit of product is the ultimate measure of profit or loss, and not the cost per unit of input material.It is accordingly of interest to determine the cost per ounce of Australian gold production and to compare it with the cost of gold production in some other parts of the world which are important gold producers. The attached Appendix, which it, is believed comprises practically all Australian mines of any consequence (except Big Bell and the de Bernales group, for which. insufficient information is available), shows this information for financial years ending between 31st December, 1938, and 31st December, 1939, the production of gold dealt with being some 1,084,000 oz., or 66% of the total Australian production for 1939. For comparative purposes the cost of producing gold at representative mines in New Guinea, New Zealand, Fiji, Canada, India, West Africa and Rhodesia, and the average cost of production at the Rand mines, has also been included.It is obviously necessary in a study of this sort that the basis of the cost should be clearly set out and should be as nearly as possible uniform.
