EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.

Due to geographical location, AustraliaÆs economy and trading are closely related to Asia. With ChinaÆs increasing demand on resources and energy and Japan and KoreaÆs steady imports in these fields, AustraliaÆs mining industry is experiencing a so called æboomÆ period. Traditionally, engineers or skilled workers from South Africa, Britian or other parts of Europe moved to Australia for its mining industry. Now, more students from Asia are starting to choose mining engineering (similar choices include mining geology, metallurgy, geotechnical engineering and mining surveying) and expect to work in these fields. How does AustraliaÆs mining industry face such a situation? What kinds of challenges and opportunities do the mining industry and universities face? How do mining companies utilise these human resources? This paper concludes with an analysis of all these questions at an industrial level and some personal deduction as to the preferred course for international students.

A number of small copper deposits occur in the Pernatty Lagoon-Mt. Gunson area. Textural and mineralogical differences distinguished the lagoon sulphide deposits, which occur in a water filled basin of permeable bedrock immediately under the lagoon floor, from the largely oxidized deposits which occur in the low hills adjacent to the lagoon deposits.Groundwaters are carrying copper, and to a lesser extent zinc, downstream to the lagoon. Several species of sulphate-reducing bacteria are widespread in the groundwaters and lagoon muds.It is suggested that copper sulphides were first deposited at the same time as, or soon after, the host Proterozoic sediments, and that during the present cycle of erosion the lagoon deposits may have been enriched, or largely formed, by bacterial precipitation of copper sulphides from laterally migrating cupriferous groundwaters.

Tanking of tunnels is now often specified when inflows exceed as little as 1 L/s/km with a unit distance of 100 m. To demonstrate inflows over a 100 m segment of a tunnel are less than 0.1 L/s with a standard error of 0.01 L/s by timed, gravity filled, volume measurement up and downstream of the segment, the measuring cylinder volume (L) must exceed 10 Q, where Q is the flow in L/s, and the number measurements taken and averaged must exceed 20 . If a standard error of 0.02 L/s is acceptable then 5Q2 measurements must be taken and averaged. Information obtained from a reconciliation system provides fundamental indicators to an operations performance and is often neglected as a key performance indicator when developing a business plan or mining schedule. The cycle of exploration, ore definition, mining and processing within a company is constantly scrutinised both internally and externally as to the safety, environmental and financial performance of these activities with the operators judged on their performance on a periodic basis. However, it is not unusual for the reconciliation process to be given scant attention until a serious issue (usually a shortfall) occurs, at which point short-term solutions may be implemented which only serve to compound the original problem. A robust reconciliation system takes time to develop and implement initially and must continue to evolve with time. The best systems are those where all the stakeholders in the ultimate outcome are involved in the design and accept responsibility for the validity of their component inputs. Output from the reconciliation process can be utilised to fine-tune all aspects of an operation once the underlying issues leading to a particular result are understood.

This paper will review the experiences of both big and small exploration/mining companies (local and foreign investors), including the impediments to exploration and project development in Indonesia since the Contract of Work was first introduced there (1967 Minerals, 1981 Coal). This is seen through the eyes of a person who has been employed in a managerial capacity in large and small concerns, and more recently as an independent consultant. Comment will be made on the political, legislative and social constraints imposed by the presence of a large group of disparate artisans (illegal miners) who now form a significant component of the Indonesian mining industry; the Bre-X debacle; the impact of the recent Regional Autonomy legislation; and changes to the Mining, Forestry and Environmental Acts. An overall view (including statistics) will be presented as to how recent Indonesian developments have affected international confidence in investing in its mineral sector over the past decade and it will be placed in an international competitive context.

I wish that in addition to being a Pro- fessional Engineer I was also a communications expert. My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

Surface tailings are finely ground waste materials produced in all mines after the mineral or metal has been removed from the metallurgical process. Current methods for disposal of tailings involve constructing dams, dumping into existing waterways, and depositing as backfill underground. Each method has its drawbacks in terms of cost, level of complexity, safety and environmental concerns. Backfilling is the process whereby waste material (generally metallurgical tailings, prepared aggregates or a combination) is placed from the surface back underground into open mine workings via conveyor belts, hydraulic or pneumatic pipes or gravity. In the backfill process common difficulties are expensive placement costs, equipment wear and the ability to meet early and long-term strength requirements. Traditional tailings transportation in pipes involves the use of water as the transport medium. Foam technology involves the introduction of micro-air bubbles that replace the water as the main transport medium. This air can be removed after placement if necessary, by the addition of a defoaming agent. This could produce an under-saturated stable cake. Foam technology has the potential to revolutionise surface tailings disposal and backfilling by providing a less expensive and environmentally safe alternative to those just described.

Examination of wastes aimed at evaluation of their usefulness for utilisation needs applying modern chemical testing methods. The XRD-XRF-ICP-GC/MS set of test methods constitutes an integrated testing system enabling ecochemical examination of wastes. As far as the problem of time-consuming operations is concerned, the offered system fits in a market-oriented field of activity of accredited chemical laboratories. Within a reasonable period of time, it allows to obtain information about mineralogical and chemical properties of wastes. It provides full range of information beginning from mineral composition (XRD) through chemical composition including the number of elements and organic compounds (XRF-ICP-GC/MS) up to the contents relating to the amounts of ingredients, both organic and inorganic in the leaching tests (ICP-GC/MS). The XRD-XRF-ICP-GC/MS testing system proves to be of particular importance in obtaining reliable results enabling to perform precise assessment (from ecochemical point of view) of wastes to evaluate their usefulness for utilisation in building materials, in civil engineering and reclamation works.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. As an older member of The AusIMM, I received my 30 year æPearl AwardÆ in June and had my 50th birthday two weeks ago, I am honoured to be here today. I thank those responsible for their confidence in me and in my ability to hopefully hold captive a broad group of individuals who are here as equals, sharing an interest, no a passion in blasting technology and associated works à over the two days you will hear some excellent operational and technical presentations I am sure. But today I will digress; I want to talk about the importance of leadership and how it indeed can be the catalyst for success, improvement and change. There has been much written about leadership, its principals, the charismatic leaders, the doÆs and donÆts and so on à and I for one am not about to give you the Holy Grail; there are many experts with greater wisdom than I on this subject matter. What I do want to do is explore the application of this passion to examples within the world stage and some examples drawn from my experience in mining.

In recent years the heavy mineral mining industry has started to look more closely at the feasibility of mining moderate to high slimes deposits. During the initial stages of orebody evaluation the primary purpose of the pilot plant is to produce heavy mineral concentrate for metallurgical evaluation. Hence, generally little consideration is given to the disposal of the waste material (slimes and tailings). This paper suggests additional, simple, low-cost, tests that can easily be incorporated into an initial pilot plant operation. With this data a more definitive evaluation of available waste disposal options can be made during the early stages of the project. Thus, permitting better project focus and utilisation of resources. These tests include free settling of slimes, natural slimes drying and consolidation (undrained and drained), tailings stacking angles, and particle size distributions of input and waste streams, etc. The objective and method of each test is summarised, together with its relevance to possible waste disposal options. The results of this preliminary testwork can later be used to expand upon and define further tests for the second phase of pilot plant operations, which will enable a more definitive evaluation of a proposed waste disposal solution.

Almost all industrial products, such as buildings, cars, plastics, railways, radio and television sets, computers, and others are made from materials extracted from the Earth. Earth is main resource of energy and up to now; the energy has been derived mainly from natural resources. Mining industry has significant influence to the nature, sometimes evokes a devastation of nature. On the other hand we have got a lot of nice examples that good preparation, sensitive mining practice and consistent reclamation can minimise the negative effects. All the mentioned problems calls for effective tools for mine design, mine operation and mine reclamation. Third millennium brings next challenge given by advances in information and communication technology. The development of very sophisticated software tools provides to technical systems some features of autonomous æthinkingÆ and intelligent behaviour. We can find large effort and a lot of scientific papers reflecting last advancement in science and technology and providing inspiration for new mining technology of third millennium called Intelligent Mine. Some aspects related to creation and utilisation of æIntelligent ModelsÆ as a background of æIntelligent MineÆ are presented and discussed in this paper.

Major changes occurred in the management of loss prevention and risk management at operations in North and South America due to increased insurance premiums following the Olympic Dam fire in Australia in 2001. There are many different scenarios on how fires can develop and the estimated maximum losses (EML) those fires can incur. The EML is utilised by insurance companies to determine the cost of insurance premiums. The cost of insurance can be controlled at existing and newly designed solvent extraction (SX) plants by using risk reduction methods and design criteria to limit the fire exposure. A review of data collected during several loss prevention risk assessments can show how a budget can be protected from dramatically increased premiums and see which design of SX plant and fire protection standards best apply to your operations. The paper will investigate the pitfalls of existing materials of construction, capacity, geography, management practices, fire risk minimisation, and fire suppression systems. Intelligent engineering and managerial improvements implemented by the operations in the Americas in the past two years have further minimised the fire potential and benefited companies in insurance renewal negotiations.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Flue gases from electrical power station boilers, roasting, metallurgical and chemical plants could be treated by flotation using conventional flotation machines. The flue gases are introduced into the pulp instead of the air. The flotation media is a suspension of Ca(OH)2 or CaCO3 or a solution of NH4OH etc containing Na oleate as collector and frother. The SO2 and dust content of the initial flue gases were experimentally reduced by 100 to 1000 times in one flotation operation. The velocity of the flue gases through flotation machines could reach approximatively 0.4 to 0.5 m/s and more against 1.5 m/s reached in scrubber absorbers used for this purpose, but the quality of purification is expected to be better for flotation, which is essential for the cases of heavy polluted metallurgical and chemical flue gases. For some chemical plants the flue gases flotation media may be different and more suitable as compared to the above mentioned media. The proposed flotation method could be used for separation of dry grinded ores in the form of aerosols, with a realisation of flotation from a closed space (gas bubble in the pulp) onto the interface liquid-air where the particles are attached inside the bubbles.

Northeast of Brazil is situated in the polygon of drought. It covers some very important states like Bahia,Pernam- buco, Paraiba, Rio Grande do Norte, Cea- ra and Piaui , which have a potential for mineral production. Of them the main contributions that comes from Rio Grande do Nor to , Ceara and Paraiba are the scheelite and im portant quantities of granitic pegmatite mine- rals like tantalite-columbites, micas, beryls, precious stones, lithium minerals etc. On the other hand flourishing mineral economy in gold, tin, emeralds, chromium, lead, apatite is most- ly from Bahia; and potassium, salts, and petro- leum are from Sergipe, Alagoas and Bahia res; pectively. The most interesting aspect coninues to be the nucleus of the drought zone constituted of the Rio Grande do Norte, Paraiba and Ceara sta- tes.The first two authors have worked for twel- ve years in the region and have dedicated atten tion and time to two systems, namely skarns and granitic pegmatites. Their mineralogy,petrogra- phy, geochemistry, origin and economy is being worked upon from time to time to accompany the progress that is being achieved both in the sec tors of geology and economy. Besides, during the field campaigns, evidences have been sought to find the best guide horizons for mineralisa- tion and options for the location of target areas and prospection methods for scheelite, tantalites and other pegmatite minerals.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

The design and operational aspects of fluidised solids transfer-cooling devices will be discussed in this presentation. The devices include air slides and fluoseals (also called seal pots, loop seals, etc), which are widely used in metallurgical plants and other processing plants. Cooling can be achieved while solids are transported in the solids transfer devices. The units combining solids transfer and cooling provide compact and clean plant layouts and also reduce capital and operational costs. Fluidised devices provide excellent gas-to-solids and gas/solids-to-surface heat transfer rates, hence high cooling efficiency. Fluidising gas, such as air, nitrogen or other gases, can be used as direct cooling mediums. Coolants such as water, steam and other liquid or gas cooling fluids can be used as indirect cooling mediums via tube coils immersed in the fluidised solids. The fluidised transport devices share some common features with fluidised bed equipment. The air slide is similar to a linear fluidised bed while the fluoseal is similar to a circular fluidised bed. Therefore fluidised bed design techniques are applicable to the design of the air slides and fluoseals. The heat and mass balance and temperature profiles of the devices concerned will be discussed in the presentation. The design criteria and operational philosophies of the critical components such as tuyeres and air spargers will also be discussed.
