This paper examines the concepts of risk analysis and uncertainty in open pit mine design. It describes the relationship between risk analysis and uncertainty, describes methods that can be used to quantify uncertainty, and suggests ways of reducing the geological and geotechnical uncertainties that are inherent in open pit mining.

Accounting for borehole damage in analytical modelling of explosively generated stress waves is important for predicting the finer details of the stress wave patterns observed in the field. The classical Sharpe's [19421 concept of an effective borehole larger than the initial borehole diameter has been widely accepted to explain material damage around a borehole. A new analytical model based on dynamic compaction is advanced to predict far-field stress wave patterns. This model supports field data corresponding to reduced frequency of oscillations and increased damping. The present model recovers the earlier result when compaction around the borehole representing borehole damage is ignored.

Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

A zone of northwest trending dykes extends for over 600 km in the hinterland from Cairns to Mackay. In sate regions the zone is up to 120 km wide. Figure 1 shows their approximate extent, compiled from published regional maps and from specific studies in more limited areas : Palm Islands, Cardwell Ranges, Jourama Falls, Townsville area and Burdekin Delta. The context of the dyke swarm is the Tasman Orogenic Zone, the region of Eastern Australia conprised of Palaeozoic metamorphic, sedimentary, volcanic and plutonic rocks which has experienced a complex history and evolution. In the Whitsunday region, the Tam-an Zone also involves Cretaceous volcanism and plutonism. Geological relationships indicated a wide span of ages for the intrusions in the dyke, swarm zone. They intrude a range of volcanic and sedimentary rocks, and in some areas plutonic rocks. Older dykes, apparently part of the same regional swarm are intruded by sate of the granites.

I have been asked to speak today on the topic of Project Finance in the Mining Industry. Through this presentation, I hope to give you a broad outline of the concept of project finance. The first half of the presentation covers the principles involved in project finance and the second half moves to aspects more specific to the mining industry. I have worked for 3 years at Rothschild Australia. Rothschild provide finance for projects in the mining industry, world wide. We finance both large and small projects, with facilities varying from $2m to $100m.

The Greenvale Joint Venturers, Metals Exploration Queensland Pty. Ltd. and Freeport Queensland Nickel Incorporated, use ten Herreshoff roasters, for the reduction of ground lateritic nickel and cobalt containing ores.Initially the roasting section of the plant limited production, due to high down time.The use of technology developed and adapted over a number of years has achieved significant increase in on line time and a minimization of costs.

The paste fill system at BHP CanningtonÆs underground silver-lead-zinc mine is described. The first of its type in Australia, the paste fill system has been operational since December 1997. Key technical and operational learnings since the first underground stope was filled are presented. Issues addressed include plant performance, pipe wear and failure, automatic control, rheology and in situ performance.

The San JosT district in Patagonia comprises a number of epithermal precious metal quartz veins hosted by a Mesozoic volcanic sequence. New radiometric data indicates that upper Jurassic volcanism was closely followed by vein mineralisation in the lower Cretaceous. A structural model is discussed for the district at times of mineralization that may also apply on a regional scale and other mineralised districts in Patagonia. Predictive chemical models facilitate the selection, design and assessment of aqueous chemical processes. The development of expertise in aqueous themochemistry has not matched the explosion in computer technology for modelling, which has placed pressure on the need for acquisition of skills to critically assess the appropriateness of the models produced. The 'blind faith' culture which appears to be developing must be arrested by appropriate programs at the tertiary level and professional development strategies in the minerals industry.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

In designing for a highly productive new mine during the present declining coal market, a very detailed ò planning is necessary. Attitudes of both management and coal operators may have to be changed, with more initial participation by the unions, governmental agencies, and the coal owners. A considerable number of Australian mines are remote from labour source and this trend is likely to increase particularly in the state of Queensland. Consequently such 'mines must be developed on the basis of the future technological and social changes in order to minimise both the capital and operating costs.

The safety in pillar extraction is closely allied to the design features of the pillar extraction system. Considering the conventional supported systems of pillar extraction there are problems associated with complying with the design system outlined. The accident causing agencies and the legislative action to overcome them are im- portant aspects. There is merit in the regularity of support and the limiting of the effects that human error can cause. But new problems and hazards are introduced by this powered support equipment. The comparison of accident experience is difficult due to lack of records and lack of uniformity of approach, but it is clear that powered supports provide a safer system. Every progress in research and practice provides further data to employ in accident prevention.

The topic for my address is Sharemarket Floats - Issues for Expert Valuers. I've decided to focus on three areas where current practice in the preparation of prospectus valuation reports for resource companies might be improved. My central theme is that the valuer for a float should augment the usual assessments of the value of the company or its assets, with some input on the way the share market might value the company's shares when they are listed. I will then look at the valuer's role in relation to vendor consideration, last I will look at his role in providing investors with some input on the risk dimensions of the new company.

Investigation of a water inflow into Wongawilli Mine in the Southern Coalfield of New South Wales included algal analysis. The determination of algae in the water suggested an external water source. An alternative hypothesis proposed that algae are inherent in a coal mine environment. Investigations to determine the validity of these hypotheses and provide information on the viability and longevity of algae under adverse conditions were conducted in the mine and the laboratory. Results indicated that a mine environment is not natural to algae and is not conducive to their growth. These findings support the hypothesis of introduction of surface water to the mine workings. They indicate that, in the absence of other available techniques, algae can be an effective tracer for use in the determination of a water source.

The educational system is a dynamic; a flow resource that can be significantly shaped, changed and - refined by educationists. This paper analyses these various facets of geo- science education in Australia. The Australian educational philosophy is essentially a laissez- faire model, a free market approach without any real government or professional directive or stratagem. Students are therefore free to choose their own educational pathway dependent only upon their ability and the access to courses. Geological education at the tertiary level in Australia is described and critically analysed. There is a real need for a rationalisation of geological education in Australia, and this rationalisation should include not only the number of courses offered but should also aim to fully define both the philosophy and purpose of geological education and the accreditation procedures for the Students.

Australasian mining companies expect a high standard of professionalism from their metals exploration teams. They also have, increasingly, a global perspective, employing explorationists of diverse cultural backgrounds and operating in diverse environments. Human resource development (HRD) of these professional explorationists needs to address all personal facets of functioning independently and interdependently in a modem working culture, as well as the needed technical competency. Creation of a learning organisation to promote this development is critical. Organisational consultants can support managers and supervisors as mentors facing the wide spectrum of development required by the explorationists; mentorship and guidance counselling can then complement training in the maturing of professionals from technical competence to professional independence and interdependence. Empowerment and clearly stated expectations are keys by which professionals can learn efficiently and effectively.

Mining is claimed to be unique among industries owing to its dependence on exploration for its existence, the need to operate in remote, inhospitable areas, the vast capital sums required for development, the need to pay royalties regardless of profitabil- ity, the wide swings in prices for many of its products, the finite life of each-mineral deposit, its susceptibility to criticism by environmentalists, its dependence on export markets and sensitivity to' cost and exchange rate fluctuations, the uncertainties inherent in most mining legislation, pressures to grant mineral rights to aboriginal communities and the burden of having to finance its own infrastructure. The special problems of the industry have been recognised in the income tax laws which, generally speaking, allow for the deduction of all capital expenditure before tax is payable. Notable exceptions to this rule are the absence of special deductions for mineral processing facilities and the absence of any deductions for a large part of the expenditure on ports and port towns. It is now recognised that rotary sample division is by far the best laboratory tool for extracting subsamples from a lot of material. In terms of sampling theory, rotary division, by virtue of the fact that it can extract many increments from the lot during the division process, radically reduces the variance due to distributional heterogeneity in the sample being divided. There are a number of occasions in sample preparation when it is necessary to extract a subsample of a target mass. To do this with rotary dividers taking a fixed fraction of the starting mass is a tedious task. In response to this problem, a variable split sample divider has been designed and built for the mineral industry. This paper discusses the utility of the device and presents test data showing that the machine is capable of making accurate mass split while overcoming segregation in the material being divided.
