Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

In June 1996, Nord Resources Pacific (Nord) decided to work towards obtaining all necessary approvals from the government of PNG for a mine on Simberi Island in the Tabar Island Group, New Ireland Province. On the 9th of September 1996, Nord submitted a Proposal for Development and an application for a Mining Lease to mine the oxide gold deposits on Simberi Island. The Mining Lease was granted on the 3rd of December 1996 in a signing ceremony on Simberi Island. This was achieved in the extremely short time frame of less than 3 months and this paper attempts to explain the processes which made it possible.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

The extension of theoretical and laboratory studies of the roasting of tantalite and cassiterite concentrates from Greenbushes Tin Limited to pilot and semi- commercial plant developments is detailed. A rotary pilot furnace was used to prove the feasibility of the process and a semi- commercial plant was constructed at Greenbushes to produce large quantities of roasted calcine. The additions and conditions of the laboratory study were employed to achieve marketable grades of calcine from the two materials. As well as producing calcines with less than 0.1% Sb, most of the tin in tantalite was recoverable to a separate fume product. Tin fumed during cassiterite roasting on a semi-commerical scale amounted to less than 1% of the tin in feed.

The difficulty of successfully imple menting a landscape policy is almost incom- prehensible. Landscape design is recognised as an essential component in the integration of engineering and architectural projects into the landscape, but the factors which prevent the achievement of a successful result are rarely recognised or assessed. In many cases these prohibiting factors are due to a lack of understanding of the effect of major planning decisions on the existing landscape, the importance of the landscape plan and the significance of appro- priate specified techniques to prevent un- necessary damage and to ensure retention of existing vegetation in a healthy condition. The role of the landscape architect in incorporating new land uses into the landscape provides the background against which factors which inhibit policy achievement can be con- sidered.

Adsorption tests have been carried out to elucidate the interaction mechanism between dextrin and sulphide minerals. Sulphides such as galena and heazlewoodite exhibit high affinity adsorption over the pH range that coincides with the iep of lead and nickel hydroxides, and is suggestive of chemical interaction. The adsorption behaviour with respect to the sulphides of copper is of the low affinity type, and follows a different pattern. The adsorption studies on graphite, support the chemical interaction mechanism, with the metallic impurities serving as adsorption centres. In conformity with the proposed mechanism selective separation of galena from chalcopyrite and heazlewoodite from chalcocite has been Achieved.

A vehicle-mounted radiation detector interfaced to a microprocessor called PRAM (programmable radioactive analyser mobile) has been developed to provide grade control for selective mining of a soft rock uranium ore. The grade of ore over which the vehicle passes is determined and indicated by several coloured lights to a pegman who walks behind the vehicle. Coloured pegs are then laid out to mark the uranium grade ranges on the floor of the mine pit. Comparison between grade ranges determined by the PRAM and by prior drilling and downhole logging at the Yeelirrie deposit, Western Australia indicate good agreement. Use of the PRAM decreases the cost, manpower and time required to grade extensive areas of a mine pit floor.

Modern minerals projects face serious challenges in earning and maintaining acceptance by their key stakeholders. Factors which underpin effective response to managing these challenges include consideration of public affairs issues from the earliest planning stages, building robust alliances with a range of influential partners, developing a level of transparency in all operations and decision-making and integrating activities towards resolving key strategic issues. Effective community relations is vital and there are a number of elements common to the best approaches. These include senior management support and involvement, appropriate involvement in project decisions and activities by community members and company responsiveness to community expectations. The project's operations manager and executive team must fully commit to developing the capability and processes to meet these challenges. They require a whole of project response and it is not an option to manage them peripherally.

Arising from prospecting success, the underlying worth of the shares of a publicly listed mining exploration company can increase many-fold. Prompt and accurate reporting during the exploration stage is therefore essential. While there is scope for varying degrees of optimism or caution in statements about the future economic prospectivity of a mineral deposit which has been discovered, the directors of a mining exploration company have both a legal and ethical obligation to keep their shareholders and the general public fully informed as to the state of progress of, and significant factual results arising from its exploration efforts. Suggestions are made as to the desirable form and content of exploration reports up to and including the time when the orebody has been delineated in terms of assured tonnage and grade. The benefits which will flow from this greater disclosure are discussed.

In this paper, we introduce a methodology to optimise mining equipment operation in terms of the conflicting concerns of productivity and availability. We also introduce the concept of damage points and equipment dutymeters. These provide the mine management with tools to monitor the success of such optimisation. Since we have quoted the results of an on-going Australian Coal Association Research Program (ACARP) project, the apparent focus of this article is on draglines. However, the concept is equally applicable to other equipment. Mining is the type of business that requires a large investment in capital infrastructure and equipment to produce a product that is sold at a relatively low unit cost. In such a business, the key to competitiveness lies in achieving the full realisation of capital investment ie sustained production at high levels. Some of the concepts outlined in this paper are essential components of this picture.

It has long been recognised that applications of the Net Present Value (NPV) investment decision making methodology can have serious deficiencies in situations where investment can be delayed and, once made, various options allow increases or decreases in the level of output. NPV valuation can undervalue the project if it does not incorporate future flexibilities or ""options"". It is important to realise that a proper valuation of a project (ie, valuation of its future cash flows) must incorporate an analysis of optimal future decisions involved in managing the project. Current valuation cannot be divorced from a consideration of future decision making. There is now a considerable amount of literature, mainly academic, identifying and exploring ways of remedying these deficiencies in the application of NPV. While the necessity of period by period analysis is sometimes acknowledged, little if any practical illustrative model building has been published to date, aside from algorithms using continuous time stochastic processes which deny access to the uninitiated.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. The T33-34 blast, the first major blast at Mount Isa Mines, broke 1,360,000 tonnes of copper ore using 349 tonnes of explosives. The original concept of firing T33, T34, T35 and U37 separately was changed during the life of the project due to adverse ground conditions. These conditions also caused the stoping method to be modified after the firing of the stopes had started. To stabilise the two stopes T33 and T34 where large fall off was occurring, rib pillars were left in the original slot. This caused the blast design to be more complex as these rib pillars had to "lead" the blast. The implication of such a large blast on the underground and surface environment was thoroughly investigated and precautions taken. The charging time of the blast was six weeks. Hook-up was started four days before the blast and continued until two hours prior to the blast. Detailed scheduling was carried out of other work that had to be done in the 24 hours before the blast to ensure that there were no delays in the firing.

As a part of Solid Energy's progressive rehabilitation of the Stockton Mine, it was determined that significant rehabilitation of the existing Mt Frederick Sidecast would be required to ensure the long-term stability of the sidecast. The goal of this rehabilitation is to reshape the existing stockpile into a more stable slope configuration, and the construction of a comprehensive stormwater collection and discharge system. The reconfigured slopes will facilitate the final revegetation of the exposed surfaces and the management of surface and groundwater discharges from the area. This paper briefly describes the specific details of the project and the significance of seismic conditions on the long-term stability of the reconfigured stockpile.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.
