The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

Recently published extensions to the mill-dump cutoff grade theory for joint open pit-concentrator operations lead to equations that must be simultaneously satisfied as a necessary condition for an optimal operating policy. These equations are parametrically dependent upon ore quality parameters, other than grade, relating to the ease of recovery of the disseminated mineral in the concentrator. Since it is not possible to treat quantities of ore corresponding to the size of selective mining units separately in the concentrator some mixing is inevitable and often deemed desirable in the interest of homogeneity of mill feed. This renders the calculation of cutoff grades for individual mining units futile; mining units must be grouped to form larger parcels that can be dealt with separately. In doing so an opportunity cost may be incurred; the loss of potential benefit that would result from such separate treatment. This matter is considered from a theoretical, qualitative, point of view. A numerical example then shows that a significant variability in the quality parameters can be tolerated without incurring such opportunity cost, provided sufficient knowledge is available concerning the distribution and effect of these variables to enable the use of effective mean values of these parameters in the cutoff grade calculation. The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. Disequilibrium ratios (U3O8/eU3O8), which assess the degree to which gamma activity represents the uranium content of a sample, have been measured on a representative set of samples from the ore zone of a carnotite ranium deposit located at Yeelirrie, Western Australia. A statistical analysis has been performed to investigate the dependence of the ratios on lithology and on the location of the sample in the orebody. The analysis indicates that dependence on lithology and on position across the orebody is negligible. Samples from the western end of the orebody and those from below the water table level tend to have slightly lower ratios than samples from other positions, although these trends are small compared with a large random variation in the data. The large random variation could result from some redistribution of the daughter isotopes of uranium within the orebody. On the basis of the results from all the samples, the estimated deficiency of uranium relative to radium in the ore zone of the deposit is 11 per cent.

The rapid development of the Australian steel industry over the past twenty years has greatly increased the demand for coking coal from the collieries owned by the Broken Hill Proprietary Co. Ltd. and Australian Iron & Steel Ltd. This in turn has called for an intensive and continuous programme of colliery expansion and new colliery development, along with the reorganization and modernization of existing collieries.This paper presents a general description of the factors involved and the techniques used in planning modern colliery development for the steel industry.PRELIMINARY GEOLOGICAL INVESTIGATIONSIn any colliery development, preliminary geological investigations require a detailed and practical knowledge of the geology and characteristics of the coal-field as a whole. Davis tube tests were conducted on a Koolanooka magnetite iron ore sample, supplied by Kingstream Steel Ltd, to determine the optimum grind size, maximum iron recovery and the cleanness of the products from low intensity magnetic separation (LIMS). The ore sample contained 38.6 per cent iron, 37.8 per cent silica, 6.5 per cent magnesia and 0.54 per cent alumina. XRD and microscopic examination showed that the main minerals in the ore were amphibole (42 per cent), magnetite (39 per cent), and quartz (14 per cent). Amphibole, (Mg, Ca, Fe),Si8O22.2(OH), containing 50.3 per cent SiO2, 35 per cent FeO and 11.5 per cent MgO is the main gangue mineral in the ore, and about 30 per cent of the total iron in the ore is contained in the amphibole. Heavy liquid separation tests showed that it is very difficult to separate iron from silica by gravity separation to obtain a high quality iron concentrate. Three grind sizes were initially tested, ie 45, 38 and 20 ¦m. It was found that grinding to 100 per cent -38 ¦m (P80 of 29 ¦m) appeared to be the best option for liberating the magnetite from gangue minerals. The iron recovery to the LIMS magnetic product for the 100 per cent -38 ¦m sample reached 73 per cent and the iron content was 65 per cent. Further test work suggested that the optimum grind size was a Psu of 25 ¦m.

Australian rutile and zircon concentrates are refined raw materials and not manufactured products. The composition and properties of the grains are therefore fixed by nature. Specifications and assay certificates should take this into account by eliminating unnecessary provisions which only increase the time and cost of analysis.INTRODUCTIONThe raw material from which Australian rutile and zircon concentrates are isolated is beach sand on the coast of New South Wales and Southern Queensland. The principal current operations are in an area between Sydney and Brisbane.The sands consist principally of quartz particles, but they contain from 1 per cent to 50 per cent of a mixture of heavy minerals, including zircon, rutile, ilmenite, monazite, leucoxenic grains, chrome spinel, chromite, garnets, corundum, topaz, brown spinel, olivine, epidote, clinozoisite, tourmaline, magnetite, hematite, and cassiterite. The major components are zircon (25 to 60 per cent), rutile (25 to 50 per cent), and ilmenite (5 to 50 per cent).The so-called leucoxenic grains are not a definite mineral species but an alteration product of which the major components are titanium oxides and silica in varying proportions.Primary concentration is by gravity, using spirals or various forms of pinched sluice (Pullar, 1962), the resulting concentrates being redressed on wet tables. Copper, sulphur, nickel, cobalt, palladium, silver, and gold can be recovered from the copper sulphide precipitated from the "copper boil" of the Sherritt-Gordon nickel process used at Western Mining Corporation's Kwinana nickel <refinery. The method is based on an oxidative ammonia leach of copper, nickel, and the precious metals at temperatures below 40°C to produce, in part, elemental sulphur, in the residue. This is followed by heating to decompose thiosulphate and remove some ammonia with precipitation of some of the copper, palladium, gold, and silver. Addition of sulphur dioxide to pregnant liquor precipitates copper, as either Chevreul's salt or copper(I) ammonium sulphite, together with the remaining gold and silver. Less than 10 per cent of the dissolved palladium and less than 1 per cent of nickel and cobalt precipitate to this stage.In one option, the Chevreul's salt is dissolved in a solution of copper(II) sulphate, acetonitrile, and water to generate a solution of copper(I) sulphate. Gold and silver do not dissolve. The solution of copper(I) sulphate is thermally disproportionated by distilling acetonitrile to give exceptionally pure copper powder, with desirable characteristics for powder metallUrgy. Nickel, cobalt, and ammonium sulphate are recovered from the motherliquor of the Chevreul's salt precipitation by return to the Sherritt-Gordon process, where recovery procedures already exist. Palladium is recycled for eventual removal as a sulphide with the gold and silver.In the other option, solid copper(I) ammonium-sulphite is <thermally disproportionated in water at 150°C to copper powder.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. At last year's. annual meeting of The Institute, Sir George Fisher, as President, compared it somewhat nostalgically with a meeting of its kind in the 1920s when comment was expressed on the decline of Australianmining and on the lack of new mineral discoveries.I feel that tonight's annual meeting is even more an occasion for nostalgia, for it represents the seventy-fifth anniversary of the founding of The Australasian Institute of Mining and Metallurgy. I hope, therefore, that I may be allowed to retrace some of the circumstances of this Institute's origin and at the same time to look at some of the broader happenings of those 75 years.From this distance in time it is, of course, much easier to get things in perspective and one of the things that compels enormous admiration in looking back over the history of our Institute is to note the qualities of foresight and keen concern for professional standards which moved the pioneers in this Institute. They had no benefit of hindsight to aid them.Just over 75 years ago, a small group of men met in Broken Hill to discus.s the possibilities of forming an association of mining engineers. The moving spirit was Uriah Dudley, our first secretary, manager of the Umberumberka mine at Silverton. The first formal move to form an association of mining engineers came from the Amalgamated Mining Managers Association of Australasia. At the time, this association was a fairly new group, being 5 years old.It had been formed to try to raise the standard of management throughout the industry. Uriah Dudley and our first provisional president, John Howell, held their first talks in 1891 and further meetings at Broken Hill followed. The inaugural meeting, attended by 200 members, was held in Adelaide in April, 1893.

The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia.An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared.The difficulties of distinguishing structured and nonstructured macerals of the inertinite group are discussed in terms of possible improvements to the present StopesHeerlen system by extending the classification to include transitional maceral types.

The clay slime generatea in many sand washing operations is usually very difficult to de-water. Treatment of these slimes is often limited by economic considerations and the properties of the solids to a gravity-driven process. The moisture characteristics of kaolinitic slimes from two different sand washing operations were measured.From these curves, equilibrium moisture contents for sedimentation and for drainage were calculated using the methods of soil physics. The validity of these calculations were confirmed by column experiments.The results show that the increased de-watering to be gained by drainage, as compared with sedimentation, is significant. Furthermore, observed rates of outflow indicate that water can be removed considerably morerapidly when drainage is possible.The practical application of these results to the dewatering of clay slimes is discussed.

The point of the anode effect on carbon anodes of dcfincd surface area. during electrolytic decomposition of alumina dissolved in molten fluorides. has been determined from current-voltage curves. The reproducibility and accuracy was found to be better for cell voltage than anode current density. Results have been obtained for the effect of alumina concentration temperature and carbon type. The point of the anode effect was strongly dependent on both the alumina concentration and the carbon type. For high alumina concentrations it has been found that the anode effect approaches reversibility. From these results it is concluded that co-evolution of CO, and CF. occurs prior to the onset of the anode effect. The anode effect results when the CF, content becomes sufficiently high for the melt not to wet the electrode surface and is maintained because of the slow desorption of CF, and the high electrode potential that results.

The assistance that can be gained by the use of aerial photographs in the geological examination of a mineral field is clearly illustrated by the results of a rapid reconnaissance survey of the newly-discovered Mount Fitton talc, deposits, situated in the north-eastern extension of the Flinders Ranges in South Australia.The talc deposits were found to occur about the margins of a large lenticular mass of dolomitic marble, interbedded with hornfelsic tillites and fluvio-glacial sediments of Upper Pre-Cambrian age. Aerial photographs show clearly the extent of the dolomitic marble on which the growth of a species of eucalypt-Eucalyptus Gillei-is prominently developed, and which assists in defining the limits of this relatively light-coloured formation. (See Fig. 1).Upon field investigation it was found that the talc, deposits are related closely to the margin of the dolomitic marble where the latter has been subject to minor folding and faulting. The deposits themselves have been formed by metasomatic replacement of schistose dolomite. The contact of the dolomite with the underlying and overlying glacial beds is also noteworthy for the presence of minor occurrences of copper, silver, lead and zinc minerals.An examination of photographs covering a wide area reveals an outcrop of a massive granite to the north-east of the dolomitic marble, Fig. 2, which was almost certainly responsible for the regional metamorphism of the dolomitic and glacigene sediments, and the source of the mineralising solutions.All these features, as well as the broader structural features of the area, which are extremely important in the understanding of, individual commercial depQsits, were quickly determined with the assistance of the photographs.It is useful, briefly to relate the procedure adopted in examining this recently developed field as an example which may be well worth following on other fields, even if exposures are not so clearly defined. The method to be outlined, of course, will be of maximum advantage. Where rock exposures are good, where the ore bodies are likely to be widely spread, and where such bodies are related to some major geologi-cal control. Experiments have been made in a laboratory heavy media separator at various specific gravities of separation using zinc chloride solution and magnetite suspension as media for different types of coals. The results indicate that the magnetite bath gives at better separation than zinc chloride solution. Even though the probable error remains the same for most conditions of operation, the error area is found to have a wide variation which emphasises the importance of the error area over probable error in evaluating the performance of a cleaning unit.

Laboratory and field work on the use of wetting agents for suppression of colliery dust is described. Although the results were inconclusive they were not discouraging and further investigation is required. The use of certain wetting agents may constitute a healthhazard.INTRODUCTIONCoal dust presents explosion and health hazards to the coal mining industry. The problem of dust suppression is particularly acute where water alone is unsatisfactory for this purpose. The addition of a surface active agent (wetting agent) to the water should enable the dust particles to be more easily wetted and thus more easily prevented from entering and spreading through the mine atmosphere.Investigations into this effect carried out at The University of Sydney mainly under research grants from The Joint Coal Board (Dawson and Hargraves, 1955; Charlton and Curnow, 1957) are summarized, and information on the possible harmful effects of certain wetting agents is given.Twelve local manufacturers and five importers supplied 52 wetting agents in liquid, solid, powder, and paste form.The active material content varied from approximately 10 per cent to 100 per cent and the cost per pound from 8d. to 14/3.LABORATORY TESTINGPossible test methodsThree methods of laboratory testing were considered.1. If the industry keeps doing what it has always done, it will continue to get what it has always got - rising operating costs. Why is this so? Generally grades being chased are becoming lower, stripping ratios becoming higher, ability to attract personnel to the industry becoming harder and/or more expensive, higher safety standards are being demanded and environmental governance is being enforced.   How then should the surface mining industry plan for the future whilst delivering on improved safety and the environment? In-pit crushing and conveying (IPCC) points the way, as a partial or complete substitute for trucks.   IPCC systems promise significant advantages over traditional truck and shovel operations, including improved safety, reduced operating costs, reduced dust and noise emissions, far greater efficiency in energy use (electric versus diesel motors predominantly and the ability to regenerate electricity back into the local grid for downhill situations), reduced carbon emissions (dependent on power generation source) and reduced water consumption. Despite these advantages, there is a general industry reluctance to migrate from truck and shovel operations. This reluctance stems from a familiarity with truck and shovel operations and a perceived concern that IPCC lacks flexibility which will negatively impact on the mining operation.   In studies conducted since 2007 (with the new modular builds) comparing IPCC with truck-optimised pit designs, IPCC has delivered up to USD$0.82 per tonne moved less than an equivalent truck operation. In addition, IPCC is easily automated from a central control room (local or remote) - something that trucks have yet to commercially achieve.   IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations - its safety, the impact on the environment and its costs. It maybe of interest to note that there is over 200 IPCC installations worldwide today.   This paper and presentation will assist in furthering the understanding of IPCC and its applicability.

The Corridor ore body is so named because it occurs in an east-west zone or corridor of schist bounded on the north by the siliceous conglomerates of Mount Lyell, and on the south by similar conglomerates of the Tharsis ridge (Fig. 1). It was discovered after the geophysical prospecting methods described below had defined a target zone for diamond drilling.Since the proving of copper mineralisation by drilling, the corridor orebody has served the vital function of a convenient known target body for the orientation of more recently developed geophysical methods. Traversing of the orebody by these new methods has provided experience for the evaluation of anomalies elsewhere.Some of the methods applied had not been used in Australia before, and were introduced to the west coast of Tasmania through the undertaking there of modern regional exploration programmes. The authors feel that the information gained could be of assistance to others engaged in geophysical prospecting.HISTORY OF DISCOVERYProspecting in the Mount Lyell district has been more or less continuous since 1881. The first geological report was published by Thureau (1886).In 1934, Blazey and Douglas (1934-38) commenced geophysical surveys at Mt. The Golden Ridges Mine, one of the properties of New Guinea Goldfields Limited, is situated on the right bank of Nami Creek, not far from the township of Wau, in the Territory of New Guinea.The property is somewhat unique, in that the goldbearing ore-body occurs in the form of a flat seam-like deposit lying on a volcanic breccia, and covered with a mantle of overburden of decomposed porphyry. The overburden varies in thickness up to a maximum of about 65 ft.The ratio of overburden to ore is about 3 to 1. The practice developed is to strip the overburden by hydraulicking, and to mine the exposed ore under open-cut conditions, blasting to a vertical face, and using electrically operated scraper hoists for conveying the broken ore to the mill bins.The stripping of the overburden involves the boring of well-drill holes, blasting the holes and then hydraulicking the shattered material.

The following data cover a phase in the systematic testing of gold deposits which does not appear to have been specificalIy investigated.In boring either secondary or primary deposits, gold, by virtue of its high specific gravity, will tend to migrate downward, below the driving shoe or bit, and thus cause misinterpretation of value unless final recovery Can be effected after the hole has been bottomed.Unlike fortuitous and non-recurrent errors, due to, say, running ground, "pile driving" or rock fractures, systematic error due to migration may be unpredict.able from operating data alone, and, therefore, result in serious miscalculation of the weighted average upon which the engineer's recommendation is based.Applied to diamond drilling, loss by downward migration appears to have been largely responsible for distrust of sludge assays in the past. On the other hand, although modern practice rightly trends towards an integration of both core and sludge samples in borehole valuation, the possibility of systematic loss must be investigated when using combination graphs such as those of Longyear, Moehlman and WeIler. If the sludge value is incorrect the combination graphs will serve solely to stultify the core valuation.It appears to be axiomatic that: 1. With full core, sludge assays are of minor import.2. With recovery above 90%, differentjal grinding, of the high grade sections may have occurred, and this c!ln be corrected only by the us.e of cOJ;rect sludge valuation.3. With core recovery less than, say, 70%, no accurate valuation is possible without integrating the sludge assay.4. With less than, say, 10% core recovery, the sludge assay affords the sole basis of evaluating a borehole which may have cost many hundreds of pounds.The conditions demanded for reliable sludge valuation have, in practice, been restricted to high quantitative recovery and return of nearly 90% of the drill water. It is submitted, however, that the following additional knowledge is required:1. The nature of gold distribution in the ore.2. The lifting power of the return water column, which can be gauged by the maximum quartz particle, provided that the degree of "hindrance" can be determined.3. That all gold has been cleared from the bottom of the borehole immediately after it has passed through the orebody.The three cases discussed hereunder are offered not only as proof of the thesis, but also in the hope of promoting discussion on the interpretation of borehole values and on methods for saving free gold in the sludge. The fact that two of them cover alluvial boringand the third diamond drilling has resulted in this attempt to reduce the behaviour of free gold to a basis common to all types of boring.
