This paper concerns a pragmatic approach to a problem that is common to many operations in the mining industry: how, over the short-term, to grasp the extent and distribution of long-term financial risk from environmental causes and reduce these risks strategically, in order to maintain stability and flexibility in the operations. Surprisingly, many companies operate without an environmental master plan or tools that can help managers measure and reduce financial risks. Such companies may be subject to unknown unacceptable financial risks from environmental causes. While many companies have some kind of internal system of environmental standards, it is often the case that such systems have uneven or limited effect, and offer no opportunities for visualising, measuring or managing aggregate financial risks from environmental causes. `Aggregate risks' are defined here as the calculated total expected financial costs to a company, or a subdivision of a company, from environmental causes at nominated operations over a defined time period. Aggregate risks take into account the type and magnitude of an environmental problem set, the likelihood of occurrence, and the time frame during which the problems will develop or solutions are required. For the large corporation, the 'amount of' aggregate environmental risk is a statistic that can be managed, along with other financial parameters, at the corporate level to improve the stability and predictability of operations, and protect the interests of shareholders. This paper concerns development of a management framework and a tool for the large corporation that responds to the need for managing aggregate environmental financial risks. The logical framework proposed to overcome the need for strategic vision is the Environmental Master Plan, and this is described in the next section. The analytical tool proposed to measure aggregate risks and provide relevant data and insights to managers, is called an Environmental Risk Management Information System, and its mechanics are described in a subsequent section.

Covers on waste rock and tailings remain the primary choice for closure planning where the purpose is to create an environment where water ingress into reactive material can be controlled and/or prevented. In semi-arid and arid environments, dry cover systems are the preferred option with the design intention to absorb rainfall and to prevent deep drainage. Although the average amount of rain typical for semi-arid environments is relatively low and evaporative demand is high, the seasonal and annual distribution may vary greatly. Rocky substrates are often the only choice for the construction of covers due to economic constraints or availability of suitable materials. While the water holding capacity may be suitable for the application of a dry cover design in arid and semi-arid climates, some of these covers bear the risk of preferential water flow when rain events are intensive or occurring at high frequency. The objective of this presentation is to demonstrate the occurrence of preferential flow through rock containing dry cover systems. A regional classification for the applicability of dry covers is attempted to delineate those regions of Australia where the characteristic of the rainfall pattern increases the risk of failure for dry cover designs. Orebodies at Ok Tedi contain a number of different fluorine bearing minerals. Some of these minerals report to concentrate and are responsible for the presence of the penalty element, fluorine, within the concentrate. Previous analytical work has tended to examine geological samples for content, rather than determine the metallurgical behaviour of the different mineralogical species. This investigation utilised X-Ray Diffraction combined with Scanning Electron Microscope / Electron Microprobe to identify the fluorine bearing minerals in flotation test products. Seven fluorine bearing minerals were identified, viz., talc, phlogopite, amphibole (tremolite and actinolite), sphene, apatite, biotite and clay. Talc was found exclusively in the skam ore type. Phlogopite and amphiboles (tremolite and actinolite) were found to occur in both skarn and porphyry ores, while sphene, apatite, biotite and clay were found only in the porphyry ores. Of the fluorine bearing minerals observed, only talc exhibited natural hydrophobicity to any significant degree. Phlogopite and the amphibole minerals were found to be hydrophillic, whilst the remaining minerals occurred in insufficient quantities to determine the flotation behaviour. Ok Tedi copper concentrate fluorine content prior to skarn ore treatment in the mill (typically 350ppm) was previously identified as deriving from phlogopite, while talc was believed to be the source of intermittent high concentrate fluorine contents when skarn ores were treated. This paper provides supporting evidence for this belief, and reports the nature of fluorine bearing mineral flotation behaviour.

Willemite mineralization was discovered in 1966 in the North Flinders Ranges of South Australia, in the course of a stream sediment sampling programme. Further work outlined a total of nine separate willemite occurrences in the Copley/Beltana area, and ten small deposits in the Toondana area south of Parachilna. Mineable reserves of 1 000 000 tonnes grading 36.8% zinc were outlined in three deposits in the Copley/Beltana area and campaign mining of the Main Orebody commenced early in 1974. The main group of deposits all occurred within red, dolomitized Cambrian Ajax Limestone, and most are associated with significant thrust faulting. The area of the Main Orebody group of deposits has been intensely fractured, and the surrounding dolomites are often brecciated and contain up to 5% zinc. Lead and arsenic mineralization are minor components of the main group of deposits. Masses of Middle Proterozoic Willouran Formation crop out adjacent to or close to most of the deposits in the Copley/Beltana area. The Willouran is frequently highly sheared, brecciated, and often contains large inclusions of younger formations. It is believed that most of the Willouran outcrops represent piercement structures.

The calibrated thermal IR data of part of Cambay Basin is used to determine surface temperatures and to detect the heat flow. Applying the conductive heat flow continuation technique, the three dimensional configuration of the hydrocarbon bearing reservoir was defined. The zone delineated by the present study coincides with the oil-bearing structures inferred by seismic survey. The results indicate the possibility of the technique as an effective tool in hydrocarbon exploration.

Artificial support can be used to improve wall stability in open pit mines. This is examined for a particular case where the factor of safety for a slope is kept constant by using artificial support as the slope angle is increased. It is demonstrated that the savings in excavation generally exceed the cost of support. However, in order to correctly judge the eco- nomic impact of artificial support on the project, all the elements relat- ing to the use of artificial support must be taken in account.

A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The New Zealand Minerals Industry Association was incorporated as the NZ Mineral Exploration Association in 1982, with a membership that consisted of the gold exploration companies then active in New Zealand . As its membership broadened, it changed its name to the Mining and Exploration Association in 1994, and more recently the Minerals Industry Association. It is a non-profit-making incorporated society relying on voluntary membership, and is not funded by industry levies.   It has employed a full time executive director since 1988 when Robyn Ross was appointed, followed by John Pfahlert (1991 - 1996) and now with Doug Gordon managing the Association.   The Association is one of a number of organisations that represent the mining industry in New Zealand. Others include the Coal Association of NZ (CANZ), the Aggregate and Quarry Association (AQA), The West Coast Commercial Gold Miners Association and Minerals West Coast.   NZMIA membership comprises the main exploration and mining companies that account for over 80 per cent of New Zealand Æs mine output, and nearly all of its exploration investment. Its membership has expanded from gold exploration to encompass exploration and mining companies active in coal, gold, aggregates and industrial minerals.   The Association has developed a National Minerals Strategy that determines its priorities, implemented via a Minerals Industry Advisory Committee. This group was established six years ago to advise the Associate Minister of Energy on issues relating to the long term development of the minerals sector in New Zealand.

The Goodyear nickel prospect is located 45 km southeast of Kalgoorlie (31.04¦S, 121.80¦E) near the eastern boundary of Hampton Area - East Location 45 (Figure 1). Nickel mineralisation was discovered on the Goodyear prospect in March 1996 when a reverse circulation drillhole (GYC5), initially drilled in December 1995, was deepened to meet a minimum footwall penetration requirement of 20 in that had been set for the drill program. Approximately 3 in of sulphides averaging 4.9 per cent nickel was intersected from 296 metres down-hole, this being within 2 in of the first end-of-hole. Hole GYC5 was part of an eight hole drilling program undertaken by Titan Resources in late-1995. This program was designed to test whether nickel mineralisation in the Dunlop prospect, discovered by the Western Mining Corporation - BHP Camylia Joint Venture immediately east of the East Location 45 boundary, continued across the tenement boundary. The area targeted by the initial drill program had been explored by Western Mining Corporation in the mid-1980s using extensive surface sampling and a drilling program that included 17 RAB and percussion drillholes. None of these holes intersected nickel Mineralisation.\

Mineral resource and ore reserve classification defines the risk associated with quoted resource tonnes and grades, allowing the interested party to make a judgement as to the `worth' of the resource statement. The JORC Code and Guidelines (1992) are now well entrenched as the foundation upon which gold and base metal deposits in particular are publicly reported. There are three categories of resource, namely Measured, Indicated or Inferred reflecting decreasing levels of confidence. The ore reserve, that is the economically mineable part of the resource, is classified as Proven or Probable and can only be drawn from the Measured and Indicated resource categories. As summarised by Stephenson (1995), resource/reserve classification has been an issue ever since the earliest days of mining in Australasia where, like elsewhere in the world, the industry, for a long time, lacked firm reporting guidelines. Those currently adopted in Australasia as the minimum standards for companies reporting to the Australian Stock Exchange (ASX) have been developed and revised since 1972 by The Australasian Institute of Mining and Metallurgy (The AusIMM), the Australian Institute of Geoscientists (AIG) and Australian Mining Industry Council (AMIC). Debate is now underway in terms of adopting an international code. The Code specifically does not attempt to regulate either the classification technique nor the method of estimation of the resource/ore reserve, but rather places the responsibility for this task on a `Competent Person' whose experience will decide the appropriate approach for a given commodity/orebody. The Competent Person must be a Corporate member of either The AusIMM or AIG with five years experience `relevant to the style of mineralisation' under consideration.

The Ardlethan tin concentrator had dete riorated considerably in metallurgical per- formance, maintenance and plant availability. This problem was compounded by low tin prices and International Tin Council quotas. Mid- 1976 figures were: throughput - 1300 tonnes per day, availability 83% and metal recovery 537. Major problems existed throughout the circuit from crushing to tailings disposal and with morale, staffing, and housekeeping. With the lifting of the quotas in June 1976, management provided funds to implement a major rehabilitation programme and some fifteen major projects, at a cost of about $1.3 million have been completed to date. The change in performance has been dram- atic, and end of 1977 performance figures are: throughput - 1700 tonnes per day, availability 90% and metal recovery 65%.

In the British coal mining industry, during the last decade, a great deal of environmental monitoring experience was acquired, particularly in the Doncaster Area of the Yorkshire coal- field, which had a long history of spontaneous combustion and gas emission problems. This paper summarises the experience obtained and shows how the introduction and operation of these systems has resulted in improved techniqu- es for fire detection and control. Some of these systems are described in detail with emphasis placed on the uses to which output data are put, and their impact upon management at colliery level. Reference is also made to the problems encountered in the development of such systems and how they were solved. The paper also makes reference to the recent Research and Development work of the NCB's Scientific Department and Mining Res- earch Development Establishment (MRDE), which was directed to the design and application of a range of underground sensors, and so ensured continuing progress in this field. The paper refers briefly to a new comprehensive monitoring unit and an integrated fire detection and data transmitting system which are currently being assessed in the Yorkshire coalfield.

Over the longer term, the adoption of new technology is an essential component in the endless tasks of reducing mining costs, improving safety and improving environmental standards. However the choice of which of the many available new technologies to adopt and which not to adopt is not easy and the price of mistakes can be very high. The most important issue for mine developers faced with making such choices is knowing whether or not a new technology has been developed to the stage where the timing is right for its adoption. A system for categorising new mining technologies is provided. It provides a basis for more easily reaching common understandings about various new technologies and the background information supplied provides an understanding of what it takes to get new technologies to the proven stage and the risks of never getting there. Wherever possible, new full-scale mine developments should not rely on unproven technologies. Approaches to handling situations where a proposed new mine development is not feasible on the basis of proven technologies are also provided. If any commitment to the use of unproven technologies is made, a guarantee of high quality development support from the supplier of that technology is essential. Several case studies of successful and unsuccessful new technology development programs at BHP are Provided.

The Western Australian School of Mines is continuing to investigate the blasting techniques and mining strategies that are used for ore/waste separation (or high grade/low grade ore separation) or to prevent ore and waste mixing. The aim of all the mining strategies is to produce an optimum product. The optimum product is one which contains no diluent and undergoes no mixing of the various identified ore and waste blocks and is fully recovered at the minimum overall operating cost. The current study includes the use of computerised Knowledge Based Systems (KBS) technology to assist the user with the blast technique selection and blast design process. These aspects are highly dependent on the geology. (geometry, rock mass properties, grade distribution), explosive performance and the expectations of the mining company in terms of production rates and equipment utilisation. Most of these factors are not well defined and nor are they easy to quantify. However, a large amount of knowledge does exist and is available in the following forms: rules of thumb, empirical formulae, engineering judgement and past experience. KBS techniques are well adapted to handle such"forms of knowledge. The primary objective of this paper is to illustrate an approach for the use of Knowledge Based Systems during the analysis and interpretation stages of the blast design process. In particular, the components and methodology of the developed system are described for selective open pit gold mining. The Knowledge Based System developed was written using the declarative programming language PROLOG.

Many changes have occurred in the world market for manganese over the last five years. Among these, the emergence of divided steel processes for the hot metal refining of pig iron is affecting the use of both ferruginous manganese ore and ferro manganese, at this stage particularly in the Japanese steel industry. Subsequent demand for higher quality manganese materials is promoting the use of thermally beneficiated products such as sinter. In addition, many processes are being developed for the direct smelting of fine manganese ores, of which plasma technology is the most advanced. Cost pressures and product quality requirements are encouraging pre- viously self sufficient countries such as The People's Republic of China and the USSR to import high grade manganese ores to supplement indigenous lower quality supplies. At the same time, Brazil has been provided with the impetus to convert its substantial reserves of ore to value added products.

The use of a 35mm non-metric SLR camera and an analytical plotter to prepare close range photogrammetric (CRP) plans of a quarry and open pit mine face is described. The plans, at scales ranging from 1:5 -1:1 000, were used to measure the orientation of geological structures and failure surfaces in the exposed faces.Details are provided on the equipment used and the field techniques. The method:ò is quick and relatively cheap to perform,ò allows the accurate orientation of specific geological features to be determined,ò provides survey results of suitable accuracy that may be used for detailed geotechnical analyses of pit wall failures,ò shows great potential as a rapid and accurate technique for monitoring changes in pit wall profiles with time.

Vatukoula is a gold mining township situated at the south-west periphery of a Tertiary caldera which measures 3 miles by 4 miles. Erosion of the caldera resulted in the formation of a topographic depression, called the Tavua basin, covering about 30 square miles. This area, also known as the Tavua Goldfield, has been the site for spasmodic prospecting since the initial discovery of gold in 1932.The mineralization at Vatukoula is typically epithermal with the gold occurring as tellurides, auriferous sulphides, and to a much less extent as native gold. The lodes are confined to three major structures i.e. north-west shears, flatly dipping structures (flat makes), and local shatter orebodies.Within these structures, at least five types of controls are recognized to account for the localization of the oreshoots. The dominant control is structure.The lode structures are related to the overall structural pattern of the Tavua basin. This pattern, which is controlled by the collapse planes of the caldera and a north-west shear system, produced a "shatter block" atVatukoula and elsewhere around the caldera.Structural analysis indicates there are certain areas in the Tavua basin where exploration could be rewarded by the discovery of orebodies with similar controls to those of the productive Vatukoula block.

Laboratory high tension roll separation and the commercial machines available for this purpose are discussed. The shortcomings of these machines are indicated and a machine that overcomes some of these undesirable character- istics is described. A procedure for evaluating laboratory high tension roll separation is described. The use of this evaluation procedure in conjunction with the laboratory separation is described with examples taken from the Dunwich and Hexham processing plants of Associated Minerals Consolidated Limited. Evidence that laboratory testwork results may be directly transposed to operating plants is given. A discussion of the effects of variables in high tension roll separation of mineral sand concentrates concludes the paper, and uses in support results obtained in the metallurgical laboratories of Associated Minerals Consolidated Limited, Southport, Queensland.
