Traditionally, the development of a mineral resource project goes through a fairly set pattern of decisions from what commodities to search for; where to look; how to locate; what are the reserves; how can they be exploited with optimum returns for all stakeholders; where are the markets and what will be the price received; what financing arrangments? However, due to the unique nature of most mineral resource properties, the relative significance of individual parameters on the ultimate development decision will vary from project to project. Sensitivity analysis in its formal sense is most frequently related to the economic analysis of a project particularly in conjunction with the ultimate development decision making process, and acknowledges the uncertainty of the actual values with their impact on the corporate decision making yardsticks. In many cases, this analysis merely adds more values to confuse the decision makers who may well opt for some subjective rationale to overcome the numeric confusion. However, sensitivity analysis should be used more frequently to exploit the development dollar to its maximum, THROUGHOUT the phases leading to the development decision. It is essential to identify the critical inputs to the various decision tiers in a project as early as possible and direct the funds to ensure that these parameters are determined as accurately as possible. Examples are used to illustrate the need for an even-handed quantification of the parameters which affect the outcome of decisions en route to the final one while minimising the risk in making an optimum assessment in relation to development funds Available.

In seeking to improve the economic performance of mines, the management or human aspects are usually seen to be quite seperate from, and more significant than, the technical aspects. There are obvious aspects of industrial relations, man-management, skills training and supervision that are currently the focus of efforts to improve the productivity and quality of the mining process. However technology also has a lot to offer. Analysis of the costs involved suggests that innovations leading to improvement in the productivity of the excavation and transport of overburden and the recovery of coal (both in the mine and preperation plant) can lead to improvements in the economic performance of a mine that may outstrip the obvious non-technical or management opportunities for improvement. While there are some innovations currently being investigated within the industry that relate to the design of mining equipment, the type of machinery being used in open cut mines has not changed dramatically over the last twenty five years. It is also likely that mining equipment will remain essentially of the same form in the forseeable future. If significant improvements to mining performance are to be achieved other than by futher increases in the scale of machinery, then we need to seek ways to operate these same types of machines in a more productive and controlled manner. This paper discusses the identification of mining processes the improvement of which is likely to have a significant effect on mining costs and performance. Some areas of current research are discussed and potentially fruitful areas for future development are identified.

The eastern third of Australia contains an unrivalled Phanerozoic rock record generated by the regional interaction of Gondwanaland with the Pacific and by the global effect of the 400 m.y. Pangaea - Panthalassa cycle. Between the latest Proterozoic (600 Ma) breakup of Proto-Pangaea and the mid-Carboniferous coalescence of the dispersed continents in Pangaea, the Lachlan and Thomson Foldbelts accreted to the craton by Mariana-type (backarc basin) and Chilean-type (continental margin) subduction from eastward jumps of the Palaeo- Pacific rim. Further jumps of the rim of the Permian and Mesozoic Pacific, now expanded to Panthalassa, accreted the New England Foldbelt to the craton. An Early Permian rift basin was succeeded by a Late Permian to mid-Triassic foreland basin which extended between the craton and the foldbelt behind the 10000 km Panthalassan rim, from the Bowen Basin of Queensland to South America, and was host to the productive coal measures of eastern Australia, as the succeeding Jurassic and Early Cretaceous foreland and epicratonic basins included the coal measures, hydrocarbon reservoirs, and aquifers of the Great Artesian Basin. The magmatic arc on the Australian margin ended after the mid-Cretaceous uplift along the Queensland coast that initiated southwestward drainage from the high Pacific rim. The Chilean-type subduction that had prevailed since the Devonian was superseded shortly afterwards by Mariana-type subduction with the successive generation of the back-arc basins of the Tasman Sea, Coral Sea, and other southwest Pacific basins by the migration of the island arc to its present position 2500 km eastward of Australia.

The article, as written, represents a short account of the treatment of the base bullion from the Broken Hill ores, as carried on at Port Pirie, for the recovery of lead, silver, and gold, and for the treatment of by-products. Appended is a short description of the chief facilities of plant which have been adopted to overcome the main difficulties in the refining of lead the Howard press and stirrer. The article is within the limit prescribed by the regulation for the prize offered by the Australasian Institute of Mining Engineers, comprising 30 pages, containing an average of about 200 words per page, exclusive of analyses, photographs, and sketches.The writer desires to thank those to whom he is indebted for their- kindness in affording him every facility possible to obtain the information which he required for the success of such a paper-viz., Messrs. Robertson, Leavens, and Gronow, of the Broken Hill Propritary Co. Limited, at Port Pirie, and Mr. Crowther, of the Adelaide School of Mines, to whom he is indebted for photographs. The difficulty of obtaining fair samples of gold drosses, and the inability to obtain particulars of fuel consumptions, prevents the paper from being as complete as one would wish. On behalf of resident members, I have to offer the visitors a very cordial welcome to Mount Morgan, and to tell them that all arrangements have been made to enable them to inspect the mine and works at their own convenience, and to supply them with any particulars they may need.It is very pleasing indeed to see such a large gathering, especially on account of the long journeys many have undertaken in order to be present. The first congress in Queensland, about eleven years ago, was attended by a comparatively small number of members, and a rather long time has been allowed to pass in consequence. The large attendance at this meeting encourages the holding of meetings in Queensland more frequently. Three separate and unconfined aquifers occur in the Hilton area, named relative to position in relation to ore horizons: Footwall Aquifer in the east; Ore-Zone Aquifer within the ore-bearing Urquhart Shales; and the Hangingwall Aquifer in the west.It is the on-going strategy it Hilton to drain the Ore-Zone Aquifer which occupies structurally- and sulphide-controlled leached zones in the steeply west dipping strata. The aquifer affects considerable ore reserves to 480 m below the surface. Dewatering began in 1976, and is essentially completed to 4 level (240 m below surface). Dewatering efforts are now based on 8 level (480 m below surface).

Slag from the smelting of lead can contain up to 20 per cent zinc as an oxide. An understanding of the lead smelting process and of the subsequent fuming process for the recovery of zinc is enhanced by a knowledge of the activity coefficient behaviour of zinc oxide in smelting slags. The literature presents a wide range of contradictory values. This paper critically reviews the published data and outlines new measurements being made by the authors. A consistent set of zinc oxide activity coefficient data is presented for liquid slags within the ZnO-'FeO'-CaO-A1203-SiO2 system, through a combination of present and previous measurements.

Loubert Witbank is a defunct coal mine situated near Ermelo in South Africa. Mining ceased in 1992, and within a short period acidic decant occurred, with a significant impact on the regional catchment. The problem was studied during 1996/1997, and the site remediated in 2001/2002 by the Department of Water Affairs and Forestry. Remediation involved primarily submerging of carbonaceous material, backfilling of voids, and capping of the site. Acidic water with high iron levels was also neutralised and discharged. The project was used to assess the cost benefit of different options to the downstream users, from which target expenditure was derived for the various improvements. The cost benefit analysis for neutralisation provided a basis for the investigation of low-cost neutralisation options that are robust enough to be applied in a remote environment.

Among countries afflicted with insLantaneous outbursts of coal and gas, Australia is noteworthy because of lesser disturbances of the seams and of the occurrence of CO2 in the seam gas from place to place. Research sLarted with the 1954 occurrences at Collinsville and Metropolitan Collieries leading to early publications reviewing the problem, describing occurrences and assessing variations in proneness factors in the two affected coal basins.The basic requirements for proneness include coals of high gas sorptive capacity, high ground stress, use of a mining method which provides higher stress concentrations and limits emission of seam gas, including high rates of advance. With CO2 in the seam gas proneness is greater.The mechanism is complex and not fully understood, but involves the coal, the roof, the floor, the gas, the mine opening, the ventilation, the kind of work and the rate of work. Geological disturbances such as faults and dykes increase proneness and tend to localise occurrences. On-occurrence of outbursts in some mines is difficult to explain.Outbursts are seen as a continuing threat to modem deep Australian mining of high rank coal.The simplest contributory factor to reduce is gassiness - despite the low permeability of outbursting coals - and present practices are showing promise. The greatest challenges for the future are partial degasification to below a known threshold figure and confirmation that this reduction is achieved and identification of anomalous geological structures ahead, the most likely locations for instantaneous outbursts to occur. The advances made to date give promise of a future with reducing experiences of uncontrolled instantaneous outbursts. For the Bulli seam particularly, working to achieve prediction and prevention is most urgent.

The complexity in treating environmentally harmful impurities such as As, Sb, Bi from the base metal matte or metal in the smelting stage are responsible for the high cost of the refining process. The impurity capacities (such as arsenic, antimony and bismuth) of slags were calculated a priori using Reddy-Blander (RB) model. The capacity predictions were for a wide range of matte and slag compositions in copper smelting conditions. The calculated impurities capacities and impurity distribution ratios results are in good agreement with the available experimental and industrial slags data. The a priori knowledge of impurities is useful for reduction of energy consumption and enhanced environmental control in the current and future non-ferrous metal processes.

The nation of Fiji is located the South Pacific on the æRim of FireÆ some four hours flying time from the eastern sea board of Australia. It is a tourist destination situated on the main route from Australia to the Americas. Fiji is a developing country that has had a fewsetbacks but the country has able, happy people that are very resilient. Most importantly, the country is a safe destination for tourists and businesspeople as the local people are friendly, have good ethics, and most speak English. Fiji is a very willing nation, hungry for knowledge and advancement. The Fiji geological setting on the æRim of FireÆ, that runs from New Zealand across the Pacific through Fiji and on to Papua NewGuinea, has many large deposits of gold and copper. Fiji is an exciting destination for mineral explorers with discoveries of gold, silver, manganese, bauxite, iron and copper. Gold was first discovered in 1921 and the first two mines opened in 1935; one of which was Emperor Gold Mining Company (EGM) the other being Mt Kasi. EGM mines gold on the margin of the Tavua caldera, some 85 km north of the Nadi international airport. EGM has operated continuously for close to 70 years, producing approximately 6.9 million ounces of gold and has an underground reserve of 847 600 ounces with a total mineral resource of 12 335 600 tonnes at 10 g/t (as given in the Emperor Mines Limited Annual report 2003). The mineralisation in Fiji is very exciting and it is common to discover spectacular intersections and outcrops, which are typical for this type of epithermal narrow vein mineralisation, but be aware that the orebodies are variable and not easy to understand.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

This paper firstly reviews the requirements for container and hopper design for reliable discharge. Discussion is then directed to the evaluation of the consolidation stresses acting in both in both the cylinder and hopper sections during both initial and flow conditions. Here the vast difference, especially in vicinity of the bin outlet, between the initial or filling and flow conditions is highlighted. This vast difference has major design and operation implications. A further major implication is that all bulk solids must dilate to flow. The opportunity to simultaneously attain reliable discharge and partial moisture removal is also examined.The selection of design parameters to maximise the consolidation stresses in both the cylindrical and hopper sections is detailed. In regard to the latter, it is recommended fine coal bins be discharged using low friction lined transition hoppers with large outlet spans. Such outlets will discharge fine coal in a relatively compacted state. This compaction state should exhibit minimum water retention and short term moisture uptake.

The concept of precise, accurate timing with Electronic Delay Detonators (EDDs) was first seriously addressed in the mid-1980s and much was made of the cheapness and profusion of digital watches in terms of the likelihood of EDDs also being cheap and easy to produce. Ten years later, with every major explosives company and many electronics groups having instituted projects to capitalise on the promise of these devices, production devices are still to come into general use. In South Africa, Expert Explosives units have been used in most applications during proving trials and more recently for production blasting in underground ring stoping and open cast coal. The outcome has been valuable learning both as to the benefits and technical requirements for electronic delay blasting, and especially, safety aspects. Examples are shown of production blasts which utilised the power of EDDs. It is evident that it is not delay accuracy alone which determines the value of these systems, but the whole robustness, flexibility and ease of delay allocation when harnessing blast engineering knowledge. Muckpile movement and shape, fragmentation and vibration frequencies have shown to be greatly influenced by designs which can be implemented no other way. The flexibility of a system and the power of the software controlling it are crucial in capitalising on blasting potential, which lies in integrating control of blast timing with other developing electronic Technologies.

Serious exploration for carbonate-hosted lead/zinc deposits in the Pillara district commenced in 1971 when Trend Exploration acquired exploration tenements covering stream sediment anomalies in the Limestone Billy Hills area. Shell Minerals managed the project from 1974 to 1976, and BHP Minerals Limited assumed management during 1976. Carbonate-hosted 'Mississippi-Valley- type' Pb-Zn deposits most commonly occur in Palaeozoic shallow marine carbonate complexes. At Pillara upper Devonian (Givetian/Frasnian) reef complexes are preserved on the flanks of Precambrian basement 'highs'. Within platform and atoll facies limestones sphalerite-galena- marcasite-calcite mineralisation occurs as disseminations, veins and breccia matrix, mostly associated with fractures and fault zones. Early exploration concentrated on detailed surface geochemistry and IP geophysical surveys, with geological mapping and shallow target percussion and diamond drilling. Results were discouraging and did not indicate potential for a shallow base metal resource. During 1976-77 BHP adopted a grid diamond drilling exploration technique and commenced testing an area of approximately 50 sq. km, initially using an 800 m square grid. In 1978 high grade mineralisation was intersected in an area subsequently named Blendevale. This was in the seventh diamond drill hole in the 800 m grid drilling programme, and to date more than 400 holes have been cored in the Pillara area. Detailed drilling at Blendevale has defined a number of mineralised breccia zones within an area of 2.4 km x 0.5 km, at depths of 100 m to 600 m below surface. The breccia bodies are associated with a series of north-south trending normal fault zones, forming a graben structure. The mineralisation occurs as breccia matrix surrounding unaltered limestone clasts, as veins filling steep fracture zones, and as

Reverse sensitivity is a critical issue for all extractive activities. Extractive industries can only establish in the location of the particular resource sought to be extracted. Avoiding a location near sensitive activities (such as residential activities) may, therefore, be more difficult for extractive industries, than for other industry (such as dairy factories).   This paper focuses on the following matters: +        principles to be derived from case law, +       district and regional council approaches managing reverse sensitivity effects, and +        avoiding, remedying or mitigating reverse sensitivity effects in the future.

The exposed high face of Kerr's Quarry has dominated the township of Ferntree Gully for half a century. The near perpendicular face of bare dacite rock is a crumbling scar in an area of significant natural beauty. Apart from being unsightly, the face is a hazard for any person who approaches too close to its base or to the top edge. The height and the precipitous nature of this man made wall of rock is hazardous indeed. (fig. 1) The rock face is on the municipal boundary between the Shire of Sherbrooke and the City of Knox. This boundary was drawn when partition of the Shire of Ferntree Gully took place. There are many advantages in benching back the wall of the quarry but to do so the operation, located in Knox would need to extend into Sherbrooke. There are planning difficulties involved in such a manoeuvre, but during 1972, at a meeting of Cabinet Ministers, it was agreed that the matter be resolved.

The enormous iron ore deposits of eastern India are part of the volcano-sedimentary basins containing iron and to some extent manganese deposits that belong to the Iron Ore Group (IOG) of Archaean Singhbhum Craton, occurring as western and eastern limbs of a broad synclinorium. The eastern iron basin contains typically huge amounts of blue dust and powdery ores. There is a remarkable difference between the western flank ores and the eastern flank ores and the present study is part of the eastern flank ores from Noamundi. Demand for sintered fines as blast furnace feed coupled with the higher export price for lumpy ores that produce enormous amounts of fines during processing has created a situation whereby both primary and secondary fines, such as classifier fines, are being increasingly used as sintered feed for blast furnace. Systematic mineralogical and geochemical characterisation indicates that in many cases the ROM and classifier fines have to be processed to increase their Fe content and at the same time reduce their Al, Si and P contents. The fines which are already at micron sizes are amenable for beneficiation using the Mozley mineral separator and sink float test. It was observed that beneficiation was better and significantly greater by the sink float method than the Mozley mineral separator. Mineralogical and chemical studies of the fines reveal that around 80 per cent of alumina bearing minerals (gibbsite, clay and silicates) are present in the liberated form. Microscopic studies confirmed that the iron minerals are well liberated by controlled grinding to -300 mesh sizes with the beneficiation of iron ore fines and low-grade ores carried out using the Mozley mineral separator and sink float test. Beneficiation using the Mozley mineral separator increased the grade of concentrate with increasing flow rate of water as well as increase in amplitude of oscillation of the tray, but not very significantly with the increase in slope of the tray. In this method, though, iron concentration improved from 47 to 63 per cent with a recovery of around 67 per cent. It is not suitable for industry scale operation as only a small quantity of ores can be handled at a time. Beneficiation using the sink float test produced a better result with the Fe content increasing from 47 - 49 per cent to 66 - 68 per cent with a recovery of approximately 58 per cent. Initial feed Al2O3, SiO2 and Fe contents of 9.85 per cent, 15.3 per cent and 49.8 per cent respectively were beneficiated to 2.13 per cent Al2O3, 1.5 per cent SiO2 and 67.5 per cent Fe in the concentrate, with a recovery of 54.1 per cent. In contrast, using the Mozley table resulted in beneficiable contents 66.3 per cent Fe, 3.01 per cent alumina and 2.05 per cent silica. To finalise the arrangement and details of the headframe to be erected over the new No. 3 Shaft, the haulage and winding equipment requirements were first determined, then tentative designs were prepared to cover the needs of general shaft servicing work for men and materials, mullock and ore handling, and the probable requirements of a breaker station to be built adjacent to the headframe, which would provide for the crushing of the run-of-mine ore down to a size which would be suitable for feeding on to the concentrating mill.

Polish coal mines are well equipped with methane monitoring systems,nevertheless the worsening conditions force a continuous impro- vement in the field of environmental monitoring. Application of modern electronic components make it possible to design the new modular telemonitoring system incorporating the best features of the older systems,widely employed in Polish collieries, eliminating their weak points. Several new sensors and portable instru- ments for methane monitoring and early fire detection have been developed and tested in mining conditions.
