In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

The company has identified the management of Health and Safety as a key capability to sustain future growth, and to add value to the business. It has set a target of being the best practice in managing Health and Safety.   This paper examines the company's activities in the Health and Safety area, and how it sees that value can be added by preventing and containing losses through accidents involving people, property, process and the environment. Solid Energy is confident that a Planned approach to managing Health and Safety can achieve this. It will explore historical events, strategic changes, Health and Safety systems, Benchmarking, Performance Measures, initiatives, progress to date and challenges for the future.

Field portable X-ray fluorescence (XRF) and near infrared (NIR) instruments are proven technologies in the minerals industry. The in-field results of these instruments can add value early in the project life, leading to cost-effective decision-making compared to their equivalent laboratory based techniques. However, in order to add value to a project, it is crucial that the instruments are employed correctly.Orientation studies should be carried out prior to initiating a sampling program to achieve the highest level of quality assurance and control for the results. Hence, an appropriate sampling workflow begins with considering what outcomes are required, including level of precision, accuracy, reliability for elements and minerals of interest, and sampling errors. The workflows proposed include soil sampling and reverse circulation and diamond drilling sampling techniques, and laboratory based techniques. They are practical and flexible workflows using available portable XRF and NIR technologies that can be applied to current sampling and drilling methods.The combined technologies have the ability to create large, integrated geochemical and mineralogical data sets that can provide cost savings for every stage of the mining chain from exploration to prefeasibility, mineral processing and environmental remediation.CITATION:Jansen, N H and Bridgwater, H L, 2017. The conclusion from the debate over the last decade in the mining sector is that, for grade control, reverse circulation (RC) drill sampling gives more reliable results due to less sampling problems than blasthole samples. However, by conducting the latter with well-controlled procedures there still exist fair possibilities to counteract the major blasthole sampling problems and achieve fit-for-purpose representativeness, especially if based on minimal loss of fines. In the present PhD study, extensive replicate experiments and variographic characterisations are conducted to evaluate the performance of manual blasthole (BH) sampling and sectorial segment sampling. The experiments were performed in Luossavaara-Kiirunavaara AB (LKAB)’s Leveäniemi open pit mine in the north of Sweden. The experimental area is an apatite-magnetite iron ore deposit of the Kiruna type, with the demand to exhibit a maximum of local heterogeneity to allow the experiment the largest possible conclusion powers. Gathering and splitting the complete BH drill cutting cones (fines cone, coarse cone) served as an authoritative reference on which to assess the representativity of the two BH sampling methods.Results show that manual BH drill sampling is able to produce samples with an acceptable accuracy and precision if performed properly and with insight. Based on variographic comparison, segment sampling shows similar precision for chemical grades as the manual sampling, while the particle size distributions were more deviating for segment sampling than for manual sampling at the high and low size ranges. Possible reasons for these partly surprising results are discussed.For further investigation of the performance of BH versus RC drill sampling, a second experiment has been planned on a parallel profile. More complex ore bodies with lowering grades increase the challenges of maintaining high throughput, energy efficiency and required particle size for optimal downstream processing in grinding circuits. Continuous and often rapidly changing characteristics of the mill feed requires constant focus to operate the circuit at optimal level. Modern process instruments, on-line analyzers, monitoring and process control systems provide attractive and managed options to increase the circuits’ capability to respond to the challenge, often in phases and in rather short time period. Furthermore, well instrumented and performing base level automation in the grinding circuit enables advanced process control (APC) strategies that utilize measurements from the whole circuit to stabilize and optimize production. In this paper alternatives for incorporating process measurements and controls to typical grinding circuits are proposed. The Century zinc-lead-silver deposit has a geological resource of 118 million tonnes averaging 10.2% zinc, 1.5% lead and 36 g/t silver. It lies approximately 250 krn NNW of Mt Isa in NW Queensland, Australia, and is hosted by middle Proterozoic age siltstones and shales of the Lawn Hill Formation. Within the orebody, most mineralisation occurs selectively within black shale units as fine grained sphalerite and galena lamellae with minor pyrite and siderite. The black shale units are separated by weakly mineralised sideritic siltstone horizons. The deposit is unmetamorphosed and only weakly deformed, displaying excellent lateral stratigraphic and grade continuity. The deposit is mostly overlain by younger Proterozoic sediments and later Cambrian age limestone cover and only a small proportion of the mineralisation crops out. Mineralisation has a subtle surface expression without a classic gossan profile, probably due to the low iron sulphide content of the ore. These factors contributed materially to the length of time between the first recognition of lead-zinc-silver mineralisation in the area by prospectors in the 1880s, to the discovery of the orebody by CRA Exploration Pty Ltd (CRAE) in April 1990.   Small scale prospecting and mining continued in the area from the date of the first mining lease in 1887. Post 1950, the deposit area was also included within nine separate regional exploration titles prior to CRAE's title acquisition in 1987. CRAE's original exploration strategy was partly pragmatically and partly conceptually inspired, but the eventual discovery only partly conformed to the original conceptual model. The deposit was found higher in the stratigraphy than the original target position, with unexpectedly low total sulphide content relative to other known deposits.   The discovery soil anomaly was located by the CRAE's first regional orientation traverse line in the area, but was not drill tested for three years. The discovery sequence at Century has strong elements of persistence, technical competence and some luck. It demonstrates that even in well explored terrains (by conventional standards) the exploration story can never be said to be over. The foreshadowed development of an economic resource at Century will hopefully inspire continued commitment to 'brownfields' exploration by mining companies, and demonstrate to external regulators the importance of genuine multiple land use strategies and the need for continued access to land for exploration and mining purposes.

Geological reconciliation is an indispensable part of BHP Billiton’s Western Australian Iron Ore (WAIO) operations. Since 2009 our reconciliations have been calculated in a single, centralised sequel-server database. This system draws data from across our operations and calculates a hierarchical sequence of reconciliation factors that span the company from the smallest grade control (GC) block to the whole of WAIO. It then presents the results using sophisticated graphical reporting tools.The initial motive for developing WAIO’s reconciliation system was to meet corporate compliance and public reporting requirements. The ability to validate our resource and reserve models by comparing their estimates of tonnes and grade with production figures remains the system’s principal function; however, as the system has matured, we have significantly developed its ability to support the improvement of various technical activities within the business. For example, the system can now calculate and report reconciliation factors for different resource classifications, short-term planning models and geometallurgical estimates.More recently, great emphasis has fallen on the system’s ability to detect and warn of possible geological issues that may pose a risk to either production schedules or product quality. We envisage a future where automated analysis of our large historical data set will enable high-risk conditions within future mine plans to be detected and highlighted.In all of these ways geological reconciliation plays an important role in contributing to this company’s financial and operational resilience.CITATION:Loach, S J, 2017. Purification of Nickel and Cobalt from Heap Leaching Effluents Using Ion Exchange Resins A comparative study among several chelating resins for purification of a heap leaching effluent from a nickel laterite ore has been finished. Chelating resins with iminodiacetate (IDA) and bis-picolylamine (Bis-PA) functional groups, from different suppliers, have been evaluated for their selectivity and loading capacities for nickel and cobalt over impurities. The two evaluated IDA resins, Amberlite IRC 748 and Monoplus TP 207, showed very similar results for both loading capacity and selectivity. Better performance was obtained at 7 BV/h at a pH of 4. Evaluation of Bis-PA resin showed that XUS 43578 has better performance than TP 220, with a 30 per cent higher loading capacity and superior selectivity for nickel over impurities.

The Macraes Mining Company Limited was listed on the New Zealand and Australian stock exchanges in January 1990, and the proceeds of the float were used to purchase a 70 per cent interest in the Macraes Gold Project, previously owned by BHP Gold Mines (NZ) Limited. Macraes Mining has had a 30 per cent interest in the project since May 1984, when it was incorporated. Project financing in the way of a gold loan was secured in February 1990 and construction commenced shortly afterwards. The mine construction activities were completed within nine months and the mine commenced operations in October 1990.

The Martha Hill project operates with a nett surplus of water, due to the catchment of rainwater on the tailings dam and the requirement to de-water the open pit mine. It is necessary to discharge this surplus, treated as required, to the Ohinemuri River which flows past the process plant.   The treatment plant, adjacent to the process plant, handles all effluent from the Martha Hill operation including water pumped from the mine, excess water from the tailings decant, and seepage from the tailings dam underdrains. To-date the plant has treated and discharged over 800 000 tonnes of water.

The level of salinity that various aquatic organisms can tolerate without incurring any adverse effects is dependent on several environmental and evolutionary factors. These factors include the relative concentrations of different types of dissolved salts in the water that makes up their habitat, the regimes to which organisms are exposed to waters of differing salinity levels (including naturally derived variations), the degree to which an organismÆs life history stages have adapted to salinity, an organismÆs ability or behaviour to avoid adverse levels of salinity and an organismÆs capacity for osmoregulation.Release of saline water into rivers of the Fitzroy catchment has created concern about the impact on aquatic organisms. Not only is salinity itself a stressor on organisms but different ionic compositions will moderate the effects. Ecotoxicology experiments were conducted using artificial saline water based on mine water chemistry using sensitive macroinvertebrates collected from the catchment, as well as a range of laboratory organisms in accordance with the ANZECC and ARMCANZ (2000) guidelines. The 95 per cent ecosystem protection value calculated from species sensitivity distribution derived from the commercial tests was estimated to be ~2.0 mS/cm. For the protection of 99 per cent of the species the salinity has to be reduced by more than 50 per cent to 0.91 mS/cm. The electrical conductivity (EC) values, derived by commercial testing and species sensitivity distribution in this study suggests that salinity contaminant trigger values previously developed using a referential approach for protection of aquatic ecosystems from saline mine water releases in the Fitzroy may be conservative.CITATION:Vink, S, Mann, R, Nanjappa, V and Prasad, R, 2013. Gold is extracted by cyanidation of a sulphide-rich concentrate at Macraes mine, and after cyanidation, the concentrate is discharged to tailings impoundments. The concentrate tailings were discharged to a dedicated concentrate impoundment from 1989 to 1993, afterwhich they were blended with the flotation tailings. Since mid-1998, concentrate tailings have been redirected to the dedicated concentrate impoundment. The concentrate tailings contain up to 1 ppm gold, and will be reprocessed in the future. However, it is a regulatory requirement that a contingency plan be in place to rehabilitate the concentrate tailings should the mine operation cease for any reason. Initial predictions suggested that the sulphide-rich tailings would oxidise and acidify, creating a potential long term environmental problem. Investigations of the state of the tailings after 4 years show that these predictions were overly conservative. Only minor oxidation has occurred in the upper 2 metres of the tailings where the pH has locally dropped from 10 (discharge condition) to between 7 and 8. Below 2 metres, the tailings are essentially unchanged from their deposition state. The low rate of change in the tailings is due to their very low permeability which in turn is a consequence of the fine grain size (ca. 15 ¦m). Dewatering is extremely slow, and incursion of oxygenated water is negligible. Calculations suggest that water movement over 30 m will take at least 100 years and possibly 1000 years. The contingency plan is to capitalise on the very low permeability and keep the tailings from drying with a semipermeable cap. A layer of limestone will be added to the top of the tailings, beneath the cap, to enhance alkalinity of any percolating water. If acidification does occur, contrary to expectations, any acid produced will be neutralised by underlying calcite-bearing schist, schist in the concentrate impoundment wall, and the flotation tailings immediately downstream. In addition, dilution by alkaline ground and surface waters would further ameliorate any acidic discharge.

The metallogenic map of New Zealand shows the distribution of metallic mineral deposits, according to type and size, in relation to their geological setting. The major purpose of the map and accompanying 200-page monograph is to summarise the distribution, modes of occurrence and origins of the metallic mineral deposits of New Zealand. The map demonstrates the prospectivity of New Zealand for metallic minerals, particularly gold, silver, iron, and titanium. Information on each deposit is summarised in index tables based on major geotectonic units or deposit/commodity type. The mineral deposits are arranged and discussed in relation to tectonostratigraphic and tectonomagmatic units or terranes, under broad geotectonic divisions of the Paleozoic to Mesozoic Western Province, the late Paleozoic to Mesozoic Eastern Province, the mid Cretaceous to early Tertiary rifting phase, and the late Cenozoic Kaikoura Orogen. Regions or areas of marked concentration of mineralisation are recognised as metallogenic subprovinces or districts, namely: eastern Northland (Hg), the Hauraki Goldfield (epithermal Au-Ag-Pb-Zn-Cu), the west coast of the North Island (shoreline placer Fe), east Nelson (podiform Cr), west Nelson (porphyry Mo), the West Coast of the South Island (shoreline placer Ti), west Nelson-Westland (placer Au), Reefton (mesothermal Au-quartz veins), and Otago (placer Au and mesothermal Au-W quartz veins).

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

By using knowledge-based technology to create a Virtual Mining Enterprise and integrating it with existing technical and financial computer systems, a gold mining company has been able to reduce the time taken to produce a mine plan from 14 weeks to less than one week. Typically, the mine planning process requires circulating and managing large amounts of information. Even with the use of computers in todayÆs business, this is often still a manual process involving file transfers and individualised spreadsheets. Mine planning also involves understanding and managing large quantities of complex and interrelated variables. Added to this is the ever changing dynamics and constraints associated with the business of mining. These issues not only hamper the planning process but also question the validity and usefulness of the mine plans being generated. By integrating the information and knowledge of the numerous departments involved in mine planning into one core Knowledge Base - so called æone version of the truthÆ, - mining companies are able to overcome these pitfalls experienced in traditional planning methods. Once set up, the Knowledge Base creates and runs a virtual mining enterprise with which to visualise and test various scenarios of mining, business and logistical activities. The final output is an optimised enterprise-wide plan with clear and detailed instructions for each of the divisions of the company.

The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. James Barnes is Managing Director of James Barnes & Associated Ltd which is a company that has invested ten years of development to provide developers with a transparent, user friendly consultation framework that identifies who needs to be consulted, how they are to be consulted and procedures required to manage the risks associated with getting all the wrong! Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

 The Southern Alps is an active oblique collisional zone which has a characteristic wedge-shaped geometry above a low-angle ductile shear zone. The Main Divide region is a relatively low strain zone above this ductile shear zone, and is _deforming principally along steeply dipping strike-slip faults. Extensional fractures are common at a high angle to the regional structural trend. These steeply dipping structures act as conduits for gold-bearing fluids from depth, and small mesothermal gold deposits have formed at several structural levels including the near-surface region. Gold has also been deposited in a meteoricmetamorphic fluid mixing zone near a conductive thermal anomaly on the western slopes of the mountains. These various gold deposits and their well-constrained structural and tectonic settings can be used as analogues for larger, deeper-eroded mesothermal gold deposits in the Mesozoic Otago Schist belt. High level Miocene veins in NW Otago have formed beneath the main divide of the initiating Southern Alps. Late metamorphic gold-bearing veins formed as fluid escaped from the ductile-deforming crustal root beneath Mesozoic mountains.
