An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

BERYLLIUM, magnesium, zinc and cadmium, together with mercury, constitute a coherent sub-group of the periodic system and these metals, excepting mercury; have been studied in sufficient detail by the new X-ray diffraction methods to prove their common adherence to the hexagonal close-packed type of crystal structure with a progressive increase in axial ratio as we pass through the group from beryllium to cadmium. The first four columns of Table 1 summarize the data on crystal structure of these metals reported in the International Critical Tables.1 The last two columns are based on results obtained in the present investigation. PRioR to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compreeaing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors. Compressed Air for Hoisting. The Anaconda Copper Mining Co. operates 22 mine shafts and plants at Butte. Of these, 15 are large plants and hoists, through which most of its ores are hoisted. In 1912 this company commenced using compressed air in place of steam, in operating a number of its large hoists, and at this date has 10 main hoisting engines and 10 auxiliary hoists driven by compressed air. The compressed air is furnished from a central plant containing six compressors, each having a capacity of 7,500 cu. ft. of free air per minute compressed to 90 lb. pressure in large receivers, and conducted by suitable pipe lines to the various hoists, the air being reheated before passing to the engines. Each of these compressors is driven by a 1,200-h.p. synchronous motor, directly attached to the drive shaft, and takes electric current at 2,200 volts. At the meeting of the Board of Directors the following resolution was passed: "The members of the Board of Directors of the American Institute of Mining Engineers desire: to place on record their appreciation of the very great generosity of one of their colleagues and a member of the Board, George D. Barron, expressed in his gift of $5000 to relieve the financial stringency caused by the unusual expenditures of the Institute for war work and the remission of dues of those members on active service." By-Law VIII. was amended to make a slight change in District No. 5. The report of the Auditing Committee was accepted. Tellers were appointed to: count the ballots on officers and on the proposed amendment. The proposed budget for the year 1919 was presented. The following resolution re Secretary Emeritus Rossiter W. Raymond, which had been prepared, by request, by Dr. A. R. Ledoux was then unanimously adopted. "The Board of Directors of the American Institute of Mining Engineers would place upon its minutes its profound sense of loss and sorrow in the death of Rossiter Worthington Raymond, Ph. D., LL. D., Secretary Emeritus of the Institute. Both as one of its founders and as its Sec-retary for 27 years, his was the guiding spirit of the Institute for more than a generation. "During the greater part of this long period, it might almost have been said that the Institute was Dr. Raymond-and Dr. Raymond the Institute. When with the progress of growth and development, great changes were introduced, Dr. Raymond acquiesced in these in spite of some misgivings, such as those with which a father might contemplate the emergence of his child from the careful supervision of the home; but as Secretary Emeritus for the past eight years, lie was always ready with valuable advice and helpful suggestion.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

This paper presents the results of an investigation of the effect of feed size on the integral rate at which feed material is dry ground in a laboratory rod mill. The data are interpreted in terms of the Gaudin-Meloy distribution equation. The equation, Mo — Mt/t = Aoxo r-1, is found to hold for feed sizes smaller than some critical size or for grinding times larger than some critical time. It is shown that a feed grindability is related to this critical size, which appears to be the transition between predominately impact and predominately attrition grinding. Detailed research on feed size effects in comminution has been rather limited. Gaudin1 ground single-sieve fractions of quartz for extended time periods (four hours) in a laboratory ball mill. His work, which was designed to study the nature of size distributions, showed that there is a critical feed size above which comminution occurs primarily by attrition. For his system, the critical size was about 2-mm when using 22-mm balls. In a more recent investigation2 single-sieve fractions of quartz were ground in a laboratory rod mill for constant time periods (15 min) to determine how feed size affects the grindability of the material. This work showed that grindability is essentially independent of feed size in the rod mill after this moderately long grinding period. To further clarify this observation, a study in which feed size and grinding times are varied over a fairly wide range, and particularly, a study of the dependence of the integral rate of grinding on feed size during the initial stages of rod milling is necessary. For an analysis of such data, it is desirable to use a parameter which is very sensitive to change during the initial grinding period when reduction ratios are

The generation and evaluation of solutions to body force problems is of extreme interest to the geotechnical profession, as all natural stress states must necessarily include some contribution from the weight of the material. In this chapter the elastic solution for the stress field around a circular, horizontal tunnel at an arbitrary depth beneath the surface of a half-space is reexamined. The influences of body force, initial stress, and free surface proximity are examined and related to in-situ cases. The solution as presented deals only with an isotropically elastic medium; this medium is further considered only in a half-space configuration. It is readily apparent that these restrictions impose severe limitations if analogies are attempted with in-situ cases where geologic discontinuities, inhomogeneities, and irregular boundaries exist. The question might be raised as to the propriety of geotechnically oriented researchers even considering such idealized conditions. There is, however, much to be gained from study of such solutions. The lack of geologic discontinuities and inhomogeneities allows the investigator to separate and leisurely examine such parameters as are included in the solution, without worry of interrelationships of a host of other parameters. Further, elastic solutions have had extensive usage prior to the development of such techniques as the finite-element solution. It is interesting to compare body force solutions with the external field solutions which in the past have been used for design purposes. Finally, the exact solution may be used to verify the accuracy of the finite-element type of solution. The mathematical solution on which this chapter is based was originally developed by R. D. Mindlin.l Because of the complexity and length of the solution, no attempt was made to determine the resultant stress fields until the advent of the present-day high-speed digital computer. How-

Under the name given to this column, I almost feel obliged to write about some aspect of grinding, but I have decided instead to comment on the future of chemical processing. In recent years, I have seen a tremendous interest in extractive metallurgy develop among undergraduate and graduate students at the University of Utah. For example, of the 12 graduating seniors this year, over half seem to prefer extractive metallurgy to physical metallurgy. In particular, they seem to be most interested in hydrometallurgy, or chemical processing, obtaining industrial exposure to the phenomena they study via part-time employment at the Kennecott Research Center and the USBM Metallurgical Center in Salt Lake City. The stimulus has been generated by society itself. Many students are dedicated to the proposition that new technology can circumvent the destruction of our environment, a concept which provides considerable motivation. At the governmental level, the recent concern for the quality of our environment has created action in the area of chemical processing both through imposition of stringent air and water quality standards, and through increased funding for technological research in this area. The National Academy of Sciences (NAS) gave impetus to this movement when it pointed up the need for development and support of such disciplines as extractive metallurgy, particularly chemical processing, in a recent report on Mineral Science and Technology. The recommendations in the NAS report have prompted governmental action on many fronts, including the Bureau of Mines, and have also given rise to direct legislation in the form of two bills -H. R. 3492 and S. 635- presently before Congress to a mineral engineering education. The report recommends that chemical processing technology (more generally extractive metallurgy) be developed by both new engineering techniques and unconventional chemical techniques such as application of the chemistry of nonaqueous liquids to mineral systems.

The extreme difficulty of obtaining a short and, at the same time, exact method for the determination of gold and silver in copper-materials has been well illustrated in "Assays of Copper and Copper-Matte," and its discussion, by Dr. A. R. Ledoux and other leading authorities on this subject.* Two general methods were used by the numerous assayers who took part in the symposium initiated by Dr. Ledoux, and whose results are given in the paper and discussion. One of these is the dry or fire-method, consisting of scorification and cupellation, the former being repeated if the percentage of copper is very high, all slags and cupels being assayed and the results so obtained added to the ordinary assay; and the copper retained by the silver buttons being determined and deducted from the combined weight of the buttons obtained from the assay of the original material, the scorification-slag, and the cupel. The other is the wet or combination-method, which, while not involving so much work, requires a longer time. Briefly, it is as follows : The material to be assayed is dissolved in nitric acid, the solution is diluted, and the fine undissolved gold is collected by means of sulphate of lead, formed by the addition of lend acetate and sulphuric acid to the solution, After standing from 12 to 24 hours, the precipitate is filtered off, and the silver in the filtrate is precipitated as a chloride or bromide, and collected by means of sulphate or bromide of lead. The solution containing this precipitate in suspension is again allowed to stand until the precipitate has settled. It is then filtered; both precipitates, containing the gold and silver, are dried, ignited and scorified, either separately or together, and the result is cupelled in the usual way.

Pay-out, the ratio of capital expenditure to annual cash return can be very revealing when employed to gage the merits of a proposed mining venture. It is a quantity, numerically but not physically equal to a factor, by which cash return may be discounted to equal required investment. The fewer the pay-out years, the greater the average annual earning power of the project. Considerable material has been written in the past about the most important and difficult problem mining management faces in evaluation of a property: the optimum production rate for the venture. What daily capacity should be adopted for the proposed operation that it may be the most rewarding to those underwriting it? H.C. Hoover has said, "The most important objective is the least cost per ton mined; and minimum working costs can only be gained by the most intensive production." Theoretically and practically, the quicker the ore is removed, the more profitable should be the venture because of the saving in fixed charges, the consequent lower unit costs and the interest unearned by the profit from the unmined ore. Yet, such performance will be tempered by policy and a restraint imposed by the ratio of capital expenditure to annual cash return. * The 'Annual net profit after taxes but including depreciation and depletion allowances. former will be based upon an analysis of the economic climate anticipated, with its many ramifications including the demand for the product, prices, tax laws, the conduct of labor and related wage scales. The variables and intangibles involved in estimating the optimum production rate for a mine do not readily lend themselves to mathematical relationships or equations and the problem can become complex indeed. The more readily applicable and relatively faster appraisal method will be used which, in addition to being reasonably adequate in most cases, will serve as a guide, should a more expanded and detailed estimate be desired. The first question is what is company policy with respect to the rate of investment return? This will depend on that significant period of time referred to as the pay-out, which can be defined as the estimated interval during which capital investment is returned through application of annual cash return to its recovery. Expressed another way, it is the ratio of capital expenditure to the annual cash return. For example, if the capital investment is $C and the annual cash return is $A (after Federal tax), then $C/$A = the pay-out period in years. That is to say, if $C = $1,500,000 and $A = $214,000, then which is the mathematical expression for the period of time it takes to recover the funds originally invested in a mining enterprise. The relationship yp = $C/$A can be useful — an expression which requires only the significant tern yp to be fixed; in other words, the long range investment policy. For what is the pay-out period but an expression of that policy in terms of the speed, within practical limits, with which an individual or company may want to recover capital expenditure? A policy by which pay-out will be fixed is imperative. This ratio must lie within relatively narrow limits governed by what is economically feasible. It cannot be too low, rendering the ratio impractical or absurd, nor too great, delaying the return of capital for reinvestment beyond a commensurate interval. What pay-out will govern this policy? Federal corporate taxes would seem to present the best measure. Consider mining in Canada where new mines are exempt from Federal income tax for 3½ yr from date of first production. This exemption expressly allows The Act states: "A corporation . . . i s not required to include the profits . . . for the period of 36 months commencing with the day on which the mine came into production in reasonable commercial quantites." a company to recover capital expenditure during the early stages of production. With such an incentive, it is logical to strive for as much capital redemption as possible during this period. Thus, 3½ yr would be a major contribution to the pay-out in Canada. (communication to the Secretary*) :—Some statements in the paper of Mr. Keyes relative to the nature and formation of the Ozark lead- and zinc-deposits seen1 to me erroneous and misleading, and I respectfully present the following criticisms, placing Mr. Keyes's original statements in quotations. Referring to the Ozark dome: (p. 192.) "It is a region that has been repeatedly upraised and planed off, until in the middle portion the oldest known rocks only are exposed." Does he mean that the St. Francois mountains, which have always been considered as lying on the eastern flank of the Ozark dome, are the middle of the dome ? Or does he mean that the Cambrian rocks of the generally-accepted middle are the oldest known rocks ? Certainly not the latter, and if the former, his idea of the middle of the dome is not in accord with that of others who are familiar with the region. (p. 203.) "... the ore-deposits are definitely associated with, or localized by, geologic structures of some kind that produce in effect basins in which the underground waters are impounded, or their flow retarded." This statement does not appear to be altogether consistent with the facts, since the ore bodies of the Joplin district, as the rule, occur in those parts of the Mississippian formation which have a tendency to accel erate the flow of ground-water rather than retard it. I migh name the open, brecciated ground near Joplin, Webb City, and Oronogo as especially noteworthy illustrations. The ore-bodies, everywhere, occur in positions where there must have been a free and copious circulation of dilute lead- and zinc-solutions in the presence of reducing constituents.
