Cobalt is reported1,2 to scale in accordance with the Pilling and Bed-worth3 parabolic law: where w = weight increase per unit surface area K = constant l = time The reported values of the parabolic oxidation constant, K, in the temperature range 600 to 1100°C follow an Arrhenius type of equation as inspection of Fig 1 shows. According to Valensi's theory5 on the scaling of metals where multiple-layered scales (for example, MeX, MeX2, and others) are possible, this fact could be construed as indicating that a single oxide only is formed on cobalt in this temperature range. Since the single straight line extends above 920°C where only CoO is stable in air (see Fig 2) it might be inferred that this is the only oxide formed on scaling. Arkharov and Voroshilova10 have studied the scales formed when cobalt is heated in air in the temperature range 385 to 800°C and report that CoO is indeed found in the scale but that CoO4 is also found as an overlay and in increasing amounts in the lower temperature ranges. No quantitative data regarding the relative proportions of the two oxides were reported. Again in the light of Valensi's theory this would indicate that the straight line in Fig 1 would be expected to undergo an inflection at some point in the temperature range 385 to 800°C. Chauvenet2 has studied the oxidation rates of CoO to Co3O4 and has found this reaction to proceed parabolically with time but reports parabolic scaling rates which are considerably (about ten times) larger than the scaling rates of cobalt metal itself. This is difficult to explain in terms of Valensi's theory although a full discussion of the possible discrepancy cannot be made in view of the lack of sufficient data. These points made an investigation of the scaling behavior of cobalt in air an attractive study. Discussion of Results Relatively large (approximately 95 sq cm of surface area) samples of 0.020 in. thick electrolytic cobalt strip,* sanded with 2/0 paper, were heated in air in a cyclone type furnace. The samples were weighed before and after the scaling treatment. The weight increases so observed obeyed the Pilling and Bedworth parabolic law at all temperatures studied. INTRODUCTION The Philippines is endowed with mineral resources, much of which still remains unexploited. The country's known reserves, at least for the major mineral commodities, have increased every decade since the first major discoveries more than 80 years ago. Mining, therefore, naturally evolved as one of the pioneer industries and has ever since been a major factor in economic development. The Philippines has entered a new era in mineral resources development and management. One significant feature of this era is the degree to which the government is involved with the industry. In recent years, the state has increasingly encouraged the private sector to carry out detailed exploration aided by governmental contributions through extensive geological and geophysical surveys, fundamental researches and even indirect financial assistance in some specific areas. Significant changes in mineral resources development policies were brought about with the promulgation of Presidential Decree 463 or the Mineral Resources Development Decree of 1974. The Decree provides for a more rational system of administration and disposition of mineral lands to promote mineral resource exploration and exploitation. Various forms of incentives are provided. Foreign entities are allowed to participate in development through service contracts with leaseholders or with the government in the case of reserved areas. The thrust in mineral resources development has been focused on the base metals which as envisioned would provide the foundation for sound economic development. In recent years, however, major strides have been made to promote the exploitation of the non-traditionally produced commodities especially the non-metals. Development likewise point to the growing determination of the government and the private sector to expand benefits from mining. This is evident in efforts to promote downstream processing operations and to encourage investments in exploration, exploitation and mineral processing ventures. The integrated mineral resources development plan, therefore, proposes the vertical integration of mining extraction activities with the processing requirements of the metal-based manufacturing industries. While mining activities shall continue to be carved out by the private sector, the government shall influence the industry's direction by establishing legitimate goals to maximize benefits through an integrated approach giving due consideration to environmental protection and resource needs of future generations. STATUS OF MINERAL RESOURCES DEVELOPMENT Extent of Exploration Application of modem exploration tools and concepts complemented by intense infusion of foreign technology and rapid development of indigenous expertise have enabled the government jointly with the private sector to geologically explore vast grounds and to expand the country's known mineral resources. Approximately 93% of the country's total land area of 30 million hectares have been geologically mapped on at least 1:250,000 scale. Of the 93% total coverage, roughly 37.54% or 11.07 million hectares have been done on scales of 1:10,000 to 1:50,000 as shown in Figure I. Only 3.07% of the total coverage have been surveyed in detail. Land gravity surveys have been undertaken on over 45% of the total, while some 77,300 line km. of aeromagnetic surveys have been flown over 110,000 sq. km. of land area. Processing of data is almost complete. Total magnetic intensity and IGRF-corrected maps are available. Geological interpretation utilizing Landsat MSS imagery and low altitude aerial photography augmented by ground truthing have been undertaken in several large areas with very encouraging results. Beach and offshore mineral surveys were initiated in 1977 and have covered substantial areas in northwest and southeast Luzon and northeastern Mindanao. Highly promising areas for detrital magnetite, chromite, gold and some heavy minerals including ilmenite and titanium have been identified. In the petroleum sector, two offshore oilfields are currently producing from Miocene limestone reefs in Northwestern Palawan. Another field from the same area will be on stream in mid-1982.

The results of oxidation and corrosion experiments on niobium in oxygen and steam at temperatures of 350° to 650°C, and in dilute sulphate solutions at 300°C are presented. The oxidation of niobium in oxygen can be explained in terms of a pre-transition period, which obeys an approximately parabolic rate law, and a post-transition period in which a more rapid linear rate is partially stifled by restriction of the gas flow due to the gvowth of the porous outer film. Due to changes in the porosity of the outer layers the restriction presented by the porous outel. film attains a limiting value. Subsequent oxidation obeys a linear rate law and shows an almost linear dependence of the rate on gas pressure. liltimately a second failure of the protective film may take place leading to a further acceleration in the oxidation rate. In water vapor the oxidation of niobium follows a parabolic rate law and does not show a transition to linear kinetics. The higher oxide, Nba05, was usually absent from the NbO/NbO2 film which was formed. The addition of a small partial pressure of oxygen to the water vapo3, resulted in accelerated oxidation according to the normal kinetics for oxidation in oxygen. The oxygen reacted preferentially with the niobium, and the protective oxide film was reformed when all the oxygen had been consumed. This behavior supports the theory that nucleation of Nb205 on the surface of the protective NbO/NbO2 film is the cause of the accelerated oxidation. After oxidation in steam at high-pressure Nb2Os was found in the protective film. The mode of formation of Nb2O5 under these conditions did not produce a change in kinetics, but was thought to explain the comparatively large dependence on pressure of the oxidation rate. The kinetics of oxidation in oxygenated aqueous solutions at 300°C were similar to those for oxidation in oxygen. A penetrating attack on niobium sheet may be related to the second breakaway observed by some investigators of oxidation in oxygen.

ALTHOUGH not of the same importance as electrical conductivity, the capacity for conducting heat is nevertheless a very important property of metals and alloys. A knowledge of thermal conductivity is of value in selecting alloys for many purposes and in the calculation of the efficiency of apparatus which is being designed. Unfortunately, the determination of thermal conductivity is extremely slow and tedious, consequently few data have been obtained. A further reason for the lack of information is that there has long been an impression that the thermal conductivity of an alloy is directly proportional to the electrical conductivity and that it can therefore be calculated from the latter. The Wiedemann-Franz-Lorenz law of constant ratio of the two conductivities holds with a considerable degree of precision for all the pure metals, but appreciable deviations occur in certain alloys-particularly those containing nickel-and it seems difficult to predict exactly what the ratio will be. Therefore direct determinations of thermal conductivity should be made whenever the results are, needed with any accuracy. This research is intended eventually to cover all the alloys of copper that are of commercial importance, including the binary alloys of copper with zinc, tin, aluminum, nickel, silicon, manganese, cadmium and phosphorus, and the ternary alloys copper-nickel-zinc, copper-nickel-silicon, copper-manganese-silicon, copper-zinc-tin, etc. Most of these alloys are customarily used in the wrought condition and therefore were tested in the form of annealed rods. A limited number of sand castings were also obtained and examined. This paper contains a complete review of all the previous work that has been done on copper alloys, and includes a detailed description of the apparatus and method of procedure used in the present research, together with the new results obtained on the copper-zinc series, which is the only one completed at the present time. Subsequent papers describing the other alloys will contain the experimental results and discussion only.

THE unprecedented high price of zinc ore prevailing through the early months of 1915 caused great activity in the Joplin district of Missouri. The Media mill is conspicuous as one of the first of the new "big mills" of the district. The mill was built over a mine previously worked but abandoned in 1912 because of the leanness of the ore and the large quantity of water encountered. The ore prices prevailing-$100 a ton in June, 1915, as against $50 in 1912-favored the new undertaking. The mill was designed for good recovery so that it might operate in times of depression. In design and equipment, the mill is exclusively local in conception and construction. Former Exploitation The tract of land is a part of the large Guinn holdings; 70 acres are comprised in this particular lot, which is situated just a mile north of the center of Webb City on the Alba line of the Southwest Missouri Electric Railway. The ore lies 242 ft. below the' surface at the top of the knoll which is surrounded by the well-known properties: Black Cat, Ground Floor, Florence, Hurry-Up, Electrical and Mercantile. Since the abandonment, in 1913, of the Yellow Dog. a bit farther to the north, the Black Cat, Ground Floor and Florence workings had been flooded. However, as there was no cut through from this side into the area it was proposed to exploit, it was thought that moderate pumping facilities would take care of the water.

A PROPER consideration of the subject of this paper should include economic aspects as well as the technical phases of the metallurgy, production, and properties of the product. The metallurgical phases of the processing and properties of the product will be considered only from practical aspects and within the scope of the writer's experience with tonnage production. The Bessemer process was invented 85 years ago and became important because it put steel manufacture upon a larger and less costly basis. In America the Bessemer production has declined for many years and has not maintained its proportionate place with the rapid advances of the open hearth. The achievements in the open-hearth field were attained by the greater number of technical people attracted to that branch of the industry. The antipathy of technical students for the older and less popular Bessemer field gradually weakened the forces defending it and retarded the development of new and better methods. In Europe the economic advantage of the basic Bessemer process has not been overlooked and the tonnage usually is greater than that of the open hearth. The acid process has been the subject of renewed attention in America during the past few years and those who are more familiar with it are striving to show that the method is too valuable to abandon. A considerable tonnage of Bessemer-blown metal, in both molten and ingot forms, used in connection with the open-hearth practice makes it an important auxiliary unit to the industry. This practice aids in modifying the price level of heavy remelting scrap in addition to speeding up the open-hearth operation. The use of Bessemer steel has continued not only because of periodic economic advantages but also because of certain inherent qualities of machinability, weldability and stiffness, which are valuable for many applications. The properties of stiffness and rather high reaction to cold-work require some modification in order to meet the demands of modern methods of processing, which involve cold-reduction and cold-forming. At least one factor contributing to the stiffness of this steel is the relatively high phosphorus content of the acid product. The phosphorus content of the Thomas or basic Bessemer steel of Europe is considerably lower than the normal acid product in America. The American industry has continued the use of the acid process chiefly for the reason that the available ores are more easily adapted to this process from both metallurgical and economic standpoints. In European practice the basic process is necessary with the highly phosphoric ores available and it is sustained to some degree by the sale of the rich phosphate slag as a by-product. The basic process was used in this country at several plants many years ago, but was abandoned for economic reasons. A part of the past history of these trials is given here because the author believes it has not been published and it has some bearing on the subject of this paper. Continuous sintering-a metallurgical process for more than 50 years-has broadened from its origin in nonferrous metallurgy to present-day applications in ferrous, chemical, and nonmetallic fields. During the past year, self-fluxing sinter production has been a subject of active interest to iron metallurgists in North America. Accomplishments however, have come predominantly from Europe and proper interpretation of these reports requires an understanding of European raw materials and European economics. The technology, of course, can be applied universally.

Activity in Oklahoma fields declined in 1938 from the banner year of 1937. During the year, 1768 wells were completed as compared to 2632 completed during the year 1937. The following tabulation sets out details regarding the wells completed during the year: These computations do not take into account the wells drilled for repres-sure and salt-water disposal, and other nonexploratory wells. Purchasers' reports filed with the Corporation Commission of the State of Oklahoma show a total of 168,789,229 bbl. of oil purchased from Oklahoma leases in 1938, or a daily average of 462,436, a decrease of about 25 per cent from the year 1937. The outstanding operation of the year was the further development of the Ramsey pool, in western Payne County, the producing horizon being classified as the Wilcox. This pool was discovered on the last day in the year 1937, by the Mid-Continent Petroleum Corporation drilling on a unitized block in see. 18, T. 18 N., R. 2 E. The map in Fig. 1 shows the development at the end of the year 1938. An important discovery of the year was the Champlin Refining Company's No. 1 Boehm, in Garfield County, sec. 4-24N-8W., the producing horizon being the second Wilcox found at a depth of approximately 6700 ft. This pool was assigned the name of Hillsdale. Some of the offsets to this discovery well had not come up to expectations at the end of the year, but the discovery seems to be important as indicating that the Wilcox sand is productive in the Anadarko Basin area, providing that the right structural conditions are present.

FLOTATION of sulphide minerals and native metals is no longer a practical difficulty. The underlying scientific principles of the method, although not explored in anything like complete detail, have been formulated with sufficient breadth so that the direction of attack on any specific case is clearly indicated. It has been known since the earliest days of flotation that certain of the nonsulphide nonmetal minerals-e.g., sulphur and graphite-would respond to flotation by oils as sulphides do; therefore they have been grouped with sulphides in many patents. But since the development of the chemical theory of collection, 1,2,3 this similarity in action has been one of the facts cited in disproof of the theory by opponents of the hypothesis. 4 5-1 Air levitationt of certain oxidized minerals, both metalliferoust and nonmetalliferous, and separation thereby from other oxidized minerals, is a recent development in practice, although the discovery of the method dates back 17 years .7 This paper presents evidence that the principles underlying the air levitation of the nonsulphide nonmetal minerals are the same as those utilized in the flotation of the sulphides and native metals. It will be apparent immediately to anyone with knowledge of mineral concentration that separation of air-levitated minerals in water from minerals not so levitated is a simple matter of water-gravity concentration, the separating device employed depending solely upon the size of the particles treated and the buoyancy differences effected by the levitation. The usual separating means employed are: (1) a flotation machine for fine, slimy and for well aerated granular material; (2) shaking tables for granular less aerated material. This paper generalizes the results of the recent theoretical and experimental investigations on the air-pulsated jigs in Japan. The pulsating mechanism is analyzed as a special vibratory system, and the jigging mechanism as a mass system subjected to the law of hindered settling. The results of investigations on the following items are reviewed: dynamics of the pulsating mechanism; pulsation in a practical TACUB jig development of a new type of air valve; uniform pulsation in a large Baum jig; motion and mobility of bed particles; separating speed in hindered conditions; and standard deviation in practical jigs.

The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables. FUGITIVE DUST Most state air pollution regulatory agencies now have rules and regulations requiring control of fugitive dust. Fugitive dust has been defined by the courts as particulate matter other than that emanating from a specific point such as a stack or chimney. A typical air pollution control agency regulation reads as follows : “Fugitive Dust " "No person shall cause, suffer, allow, or permit any material to be handled, transported, or stored; or a building, its appurtenances, or a road to be used, constructed, altered, repaired or demolished without taking reasonable precautions to prevent particulate matter from be- coming airborne. Such reasonable precautions shall include, where applicable, but not be limited to the following:

No metallurgical process developed in the 20th century compares with froth flotation in its effect on the mineral industry. Processes like gravity - concentration, amalgamation, and pyrometallurgical reduction are of ancient origin; others like cyanidation and electrolytic reduction were well established by 1900. Such metallurgical processes as heavy-media separation, ion-exchange, and solvent extraction belong to this century, but their influence is small compared with froth flotation. Data collected by the U. S. Bureau of Mines* in a canvass of 202 froth flotation plants reveal that, in 1960, 198- million tons of material was treated to recover 20-million tons of concentrates which contained approximately $1 billion in recoverable products. SIGNIFICANCE OF FLOTATION Froth flotation as described in this chapter refers to a wet process for separating properly ground mineral particles into two or more products. It involves the separation of mineral particles from each other in a liquid pulp by means of air bubbles. Finely crushed ore is agitated in water with the addition of air or other gases. Various chemicals and oils are added to cause the selected mineral particles to attach themselves to the air or gas bubbles. These bubbles, carrying the mineral particles, rise to the surface where they are removed in a froth, while the other particles remain suspended in the pulp. The earliest flotation divided the raw material into two products: a bulk concentrate that was removed as a froth and a tailing that remained in the flotation machine. The froth usually contained the valuable constituents. The successful application of such a process depended on the recovery of a single concentrate from which one or more valuable constituents could be recovered by a chemical or smelting process. With the advance of the art, however, the principle of selective flotation, by which two or more relatively pure products could be recovered from complex raw materials, was evolved. THE content of this paper is a presentation of the diffusivity theory for the calculation of the water drive on an oil reservoir in which b the history of reservoir pressure with time are the essential parameters for the determination of the rate and cumulative water encroachment into a field. The paper is divided into two parts-the main portion and appendix. The main body is essentially the application of the principles underlined here to actual field data. It consists of the work plots of the radial-flow case, and includes a discussion of an illustrated problem for which the water-drive calculations are treated in conjunction with the volumetric-balance equation. The appendix is a mathematical treatment of the linear, radial, and spherical cases of water influx into a reservoir.

The work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacional da Produggo Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operating practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being -expanded- and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining conditions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern Sao Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I) shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). THE creep properties of metals have as-sumed increasing importance in recent years and many investigations have been made on various phases of the problem. In the past year the annual lectures of the Insti-tute of Metals Division1 and the Iron and Steel Division2 were concerned with this subject, and are excellent reviews. For many years the creep properties of lead and lead alloys have been investigated at the Central Research Laboratories of the American Smelting and Refining Co., and it is hoped that the present paper will contribute knowledge of some of the factors that influ-ence creep. Lead, being a metal that recrys-tallizes readily at room temperature, is an excellent material upon which to investi-gate creep phenomena because of the sim-plicity of the apparatus needed, and it might be expected that results would apply to some extent to elevated-temperature tests of other metals.

Several different equation forms were studied to determine the extent to which each particular equation type yielded an accurate representation of a given set of first-stage creep data. Specially developed least-squares computer programs were employed to obtain unique solutions for the creep-equation constants. In studies of creep data for lead at 14.5"C, nickel at 70OCC, and arc-cast tungsten at 2400°C consistently good representations were afforded by a third-degvee polynomial in t113. Other effective correlations were obtained with the Andrade, Cottrell-Aytekin, and de Lacombe equations along with a third-degree polynomial in t112. A newly proposed creep equation involving a hyperbolic-sine term in t1'3 was also found to yield very satisfactory results. This appears to be the first use of such a functional relationship in the analysis of transient creep behavior. In general, the deformation behavior of a material subjected to a tensile load is described in a strain-time plot. Experiments have shown that, following the instantaneous elongation which results on loading, the instantaneous slope (i.e., creep rate) of the strain-time curve decreases gradually with time and approaches what appears to be a constant value. Equations, therefore, which are proposed to provide an analytical representation of such first-stage or transient creep behavior must be consistent with these observations. In other words, at time zero, these equations must yield a finite deformation value corresponding to the elongation on loading. Furthermore, the first derivative of these equations must exhibit a fairly high although finite value at time zero, and then values which decrease with time. It is also preferable, in general, that the derivative eventually assume a constant value at high time values. Although many studies of first-stage creep behavior have been made and numerous equation forms have been proposed for expressing this type of deformation behavior, it is still not possible to state with any assurance which functional relationship will be adequate for a given set of measurements. Parabolic relationships have been employed most extensively although logarithmic expressions have been shown to be applicable in some instances. Combined forms1 have been studied in considerable detail and have on occasion been found to be very effective. One such expression is that of iXndradea and involves a modified parabolic expression: where 1 is the instantaneous length, lo is the length immediately following load application, t is the time, and p and k are constants. Another combined form has been proposed by weaver3 as follows: where E is the instantaneous strain, is is the linear creep rate, t is the time, and a and b are constants.
