The annual report of the Secretary of the Southern California Local Section for the year ending May, 1919, says that the Section was called upon to give all the assistance possible for the different Liberty Loan drives, for the Red Cross drives and not only in the canvass of our membership, but the canvass of all of the mining companies represented in this city. The committee on the Red Cross drive on which we were represented raised a larger proportion of the total amount than any other in the city. The subscriptions for Liberty Bonds from the members of our' Section that were credited to the Committee of the Joint Technical Societies exceeded in amount the subscription from the members of all the other technical societies combined. Members of our Section slid splendid and efficient work throughout the first half of the year at the Red Cross headquarters in this city, and under the leadership of A. B. W. Hodges and F. B. Close, systematized the work of handling the enormous quantity of material that passed through that organization. Mr. E. A. Montgomery directed the canvass of the mining companies of this city in the bond drives, and the Executive Committee did its part in solicitation among the mining engineers. The Section, together with the local sections of the American Chemical Society, American Institute of Architect, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and the local Engineers and Architects Association, forms what is called the Joint Committee of the Technical Societies. of Los Angeles. The honor of having the first president of this combined organization of engineers was given to us with, the election of Mr. Seeley W. Mudd. Upon Mr. Mudd's entering the service, Mr. George A. Daman of the Electrical Engineers was elected to the position and served splendidly during the latter part of the year. It devolves upon this Section to be represented upon this Joint Committee by three members, and it is our duty to supply a speaker once in six weeks to address the engineers in attendance at the weekly luncheon. During the year not a few of the most prominent men of the engineering professions have spoken upon subjects of the greatest interest to us all. Had it not been for the organized team work in the engineering profession available through this Joint Committee, there would have undoubtedly been passed in the recent session of the legislature of this state a bill for licensing and registering all professional engineers in this state, which, in the opinion of your Executive Committee and a large proportion of the membership of this Section, would have fallen far short of either protecting the engineer or protecting the public from impostors. That the public is awakening to the importance of what our National Society represents in the profession of mining engineering can be well inferred from the increasing number of inquiries your Secretary receives regarding the reputation of mining engineers. The necessary qualifications which a membership in the Institute requires and the membership of an engineer in this National Organization is more and more a criterion as to the ability of an engineer who represents himself as such, to the general public.

ONE of the first questions that naturally occurs to one who handles steel is," Why does steel harden ?" To answer this question the chemist and physicist have devoted much thought and experiment, and while they have enriched our store of knowledge of the nature and composition of steel, it cannot be said that they have yet solved the problem involved in its hardening. In this communication I desire to direct attention to a line of investigation yet new, in the hope that it may receive the attention of those who have the time and ability to pursue it. I refer to magnetism. There are so many parallels between the action of magnetism on iron and steel and their behavior under different processes of manipulation that it would seem as if there must be some connection between the forces at work in the different cases, if, indeed, there be not an identity of force in all of these cases. Magnetism, as we know it, may be merely the visible manifestation of forces, which may serve as a guide to lead us to an exact knowledge of the structure, the strains, and the resistances with which we have to deal in iron and steel. If a magnet be brought close to a pile of iron filings, the little pieces of iron will fly to the magnet and attach themselves to it, with their longer axes lying in the direction of the force. If molten cast iron be poured into an iron mould,-a chill,-the iron upon crystallizing will form needlelike crystals, with their long axes normal to the surfaces of the mould. If the iron is at the proper temperature and the quantity small, compared to the mass of the mould, the whole of it will be chilled, or set, in' the hard needlelike crystals

R. F. McELVENNY.- The next item is: "Center and other methods, vs. side charging." That was all discussed in the Carson case, and I do not know but what many of the plants are still using center charging. Some are using side charging. Did I understand that where you use the wet charge it is all side charging on the wet ore? B.-G. C. HONEYMAN.- We were on center charging for about a year with wet ore. R. F. McELVENNY.- Then you went to side charging. Has anyone any remarks to make on side versus center charging? E. A. BARNARD.- We have one side and one center, both on deep bath. It is an experimental proposition so far, but the side charge looks very favorable.. R. F. McELVENNY.- This is with calcine? E. A. BARNARD.- This is with calcine on a floating charge proposition.. They are both water jacket. The charge acts very similar on both center and side charging. The calcine spreads much the same as it does on the center charge. It will run down 75 ft. on the furnace side as well as the center. The advantage is in taking care of secondaries and things of that nature. C. BARDWELL.- Do you get any side wall protection from it? E. A. BARNARD.- No. R. F. McKENZIE.- Do you not project the side wall up to protect the skewback? E. A. BARNARD.- There is a slot projection down around the top of the bath; but the repairs on the side wall have been practically the same; that is, they, have been practically the same as they have on the center charge. A. H. RICHARDS.- A point I would like to make is that if you have any doubt about the center charging, we feel that we get better tonnages and lower fuel ratios and better slags with center charging than we ever got with side. Different kinds of charges would, of course, vary, and I could readily see that if you had the same advantage with deep bath smelting that you mention you would probably get just as good a slag and as good fuel ratios. E. A. BARNARD.- In fact, I think the calcine charge spreads more on the side than on the center charge. A. H. RICHARDS.- If you maintain a deep bath. E. A. BARNARD.- That is one thing we have to be careful about, to hold the charge back.

THE war is now behind us. We in the mining industry feel a just pride in the part that our industry and our men and our products played in defeating the enemy on the fighting fronts around the world. In five years of mobilization and actual combat, our mines and oil wells produced over 3 billion tons of coal, a billion tons of petroleum, 500 million tons of iron ore, 21/4 million tons of lead, 31/2 million tons of zinc, 5 million tons of copper, 14 million tons of bauxite, 17 million tons of sulphur, 68 million tons of salt, and 3 million tons of potash. It was an unparalleled performance. But what of today? Why the present low production and high costs? Among the black clouds in the mining sky none are so black as that presented by the labor situation. We know it is the result of the legislation and the interpretation of that legislation in the past ten or fifteen years. Since the passage of the Norris-LaGuardia Act in 1932, we have had nothing but a succession of laws, regulations, and decisions that have intensified the strength of the unions and made the operators of the mines and the sources of their financing prartirally impotent

While coal was undoubtedly seen by the Spanish explorers in Texas, no mention can be found of it in any of their available published records; it was likely noticed by the first Americans, and coal along the Rio Grande River was reported in 1834.1 The next record is that of brown coal in Bastrop County in 1837 by James Nicholson and Judge Pinckney Hill? Dr. Riddell saw brown coal along the Trinity River in 1839 and described it as follows: "In the banks of the Trinity, associated with the iron ore, and overlying the brown coal, whole trees and fragments of trees, piled sometimes one upon another, present themselves completely transformed into stone. In some logs a diversified metamorphosis is observable; one portion of the vegetable structure having been replaced with silex, another with brown oxide of iron, and a third is bitumenized or converted into coal. "In concern with Dr. F. B. Page, I took considerable pains in the exploration of the Trinity brown coal formation., As no excavations for working have yet been made, the best places for inspecting the formation are where the Trinity cuts its way through the highlands, or where its banks present themselves in bold high bluffs, as at New Cincinnati, and near the site of the projected town of Osceola. The coal lies in horizontal strata, dipping one foot in thirty to the northwest. The main stratum at the latter place, just above Bedias creek; is represented by the concurrent statement of W. C. Brookfield, surveyor, Mr. James S. Hunter, of Huntsville, Texas, Dr. Page, and some other persons whom I consulted, as between six and seven feet in thickness, the lower portion being between three and four feet above low water mark. Unfortunately, during my sojourn there, the river was unusually high and turbid for the season of year; I could not consequently verify the same by personal observation and measurements. The most considerable coal beds which I had opportunity fully to inspect, were in the Trinity bluffs, southwest side, at New Cincinnati, six miles lower down, and just below the mouth of Salt creek, near six miles above. The workable stratum of brown coal in each of these localities is about five feet thick, and situated some fifteen feet or so above low water mark. In quality it is said to be precisely similar to the coal in the seven feet bed."2 . BALL*—These maps are obvi-~,usly quite helpful in many types of mining engineering, but I want to find out if the prints which you obtain in the first step toward making any aerial contour map have already been corrected for tilt. Is that done afterwards only if you are going into the process of making a contour map ? GEORGE HESS (authors' reply)— The tilt correction is the first step in either compiling the mosaic or compiling the total map. They must be corrected. C. G. BALL—But are the contact prints themselves corrected for tilt? GEORGE HESS—They are not corrected. E. R. KAISER†—I enjoyed this paper very much, and am glad to learn that the methods have a high degree of accuracy and are in use in the coal industry. Accuracy in dimensions is understandable from the paper. Would you tell us how accuracy can be obtained in the vertical dimensions by means of the photographs so as to permit drawing contour lines? GEORGE HESS—To explain our process, even in a limited way, is quite a large order. However, the basic principle involved is the measurement of parallax by viewing two overlapping photographs stereoscopically. It would almost be necessary to have the various instruments here on view to adequately explain their operation. E. R. KAISER—Are the elevations for reference obtained at more than four points ? GEORGE HESS—The pattern of control is four points obtained in the corners. Primarily. that is to restitute the picture and horizontalize it. The vertical control points are read ill on the stereometer and a direct comparison is made while draw- ing the contour lines. You do have to have those four points. But one stereoscopic pair of 5 ft contours has some 340 acres on it, consequently for every four points picked up 340 acres are contoured. E. R. KAISER—How does your method compare with that used by the military reconnaissance during World War II? GEORGE HESS—The Army did not get into this refined mapping. Most of their work has been reconnaissance mapping by taking one vertical and two oblique views. Basically, the same principle is used. Our maps are for engineering purposes. The Army was primarily interested in reconnaissance. E. R. KAISER—You could take more than 48 pictures in one flight? GEORGE HESS—Yes, the Brock camera accomodates 48 pictures per magazine. We are limited by the hours of greatest light, though, 2 hr before high noon, and 2 hr after high noon. Shadows do affect the picture. The shadows can-

These springs arc situated on the south bank of the river about four miles below the City of Great Falls. In addition to the spring on the bank there are several in the bed of the river. Estimates on the flow of all these vary from 350 to 600 cubic feet per second, and as the temperature is practically constant at 53° F. throughout the year, the effect on the river water is to prevent the formation of anchor ice at the Rainbow Fails power development below, trouble of this source being in evidence every winter at the Black Eagle Falls above. Geologists claim that the water of the Giant Springs is derived from seepage through an old pre-glacial channel of the Missouri River now occupied by Sand Coulee, five miles up-stream from Great Falls. The water in this buried channel seeps through the flat-lying sandstone of the region and again unites with the present stream at the site of the springs.

Central Sweden's Grängesberg underground iron ore mine, which accounts for more than three million tons of pellet product annually, is experiencing a major changeover to continuous block-caving. The newly-adopted method, complete with a total revamping of mining equipment, will be fully operational by 1975. For the past 15 years, Sweden's Grängesberg mine has been mined using two different methods. Those ore thicknesses of 117 ft or greater (they comprise about 70% of the total area) are worked by block-caving techniques with cross-cutting carried out on each 195-ft working level, and loading at the foot wall on each 58-78-ft level. Sub-level caving is carried out in all ore sections less than 117 ft thick.

THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company's shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother 'of F. J. Kipp, director of the Company.

GEOGRAPHICALLY, North Carolina consists of three divisions, the coastal plain on the east, the piedmont plateau in the center, and the Appalachian mountain region on the west. Geologically, the State may be divided into two main divisions, an eastern or coastal plain region, and a western or piedmont plateau and mountain region. The eastern region is underlain with unconsolidated sands, clays, marls, and shell limestones varying in age from Cretaceous to Recent. The western region is, in general, underlain with gneisses, schists, slates, sheared volcanics, and igneous intrusives of Pre-Cambrian age. In the mountain and upper piedmont portion of the western region are several areas of irregularly metamorphosed sediments of early Paleozoic age. Throughout the piedmont plateau and a part of the mountain portion of the western region, important areas are underlain with igneous intrusives of late Carboniferous age. Along the eastern edge of the piedmont plateau are two narrow belts, trending northeast-southwest, underlain with sediments of upper Triassic age. Although North Carolina contains a

A creep mechanism based on cross slip of dislocations around The O2 particles can satisfactovily explain the low-temperature (T < 0.5 T,) cveep behavior, and the follo wing relation is applicable: Q, (a) is found to decrease from 57 to 46 kcal per mole as the stress is increased from 32,000 to 36,000 psi. THERE have been a variety of theories proposed to explain the influence of dispersed second-phase particles on the yield strength and flow stress of metals, and these have been reviewed recently by Kelly and icholson.&apos; However, only several attempts2"4 have been made to develop mechanistic treatments which characterize the creep behavior of dispersion-strengthened metals, and to date these have not been fully evaluated experimentally. weertman2 and Ansell and weertman3 proposed a quantitative creep theory for coarse-grairzed dispersion-strengthened metals, based on the concept that the rate-controlling process for steady-state creep was the climb of dislocations over second-phase particles, as suggested by choeck. The theory predicted that the steady-state creep rate, <,, was proportional to the applied stress, a, for low stresses and that is a4 o for high stresses. The activation energy for creep, Q,, was equivalent to that for self-diffusion, Qs.d., in the matrix. Some limited experimental evidence in support of this theory was obtained on a recrystallized Al-Alz03 S.A.P.-type alloy by Ansell and Lenel.6 Ansell and weertman3 also developed a semiquanti-tative theory for high-temperature creep of lineg-rained dispersion-strengthened metals in order to explain their results on an extruded S:A.P.-type alloy, which had a fine-grained fibrous structure. They suggested that the rate of dislocation generation from grain boundaries was the rate-controlling process, and fitted their results to the equation: where Q, was found to be 150 kcal per mole, i.e., QC- 4Q,.d. in aluminum. Similar high activation energies for creep7-&apos;&apos; and tensile deformation" of dispersion-strengthened alloys have been observed by other investigators for S.A.P.,&apos;" indium-glass bead omosites, and Ni + A1203 alls.&apos; There is no general agreement regarding the mechanisms involved in the creep of dispersion-strengthened metals, and this is due in part to the lack of detailed studies relating the structures of crept specimens to the mechanical behavior. The present investigation on thoriated nickel was undertaken with the aim of studying the structural changes which occur during creep of a dispersion-strengthened alloy and rationalizing the observed mechanical behavior in terms of the creep structures. EXPERIMENTAL METHODS The material used in this investigation was 1/2-in.-diam TD Nickel bar, which contained 2.3 vol pct Tho,. Obtained from E. I. duPont de Nemours & Co., Inc. The final fabrication treatment by DuPont consisted of -95 pct reduction by swaging followed by a 1-hr anneal at 1000°C. Transmission and replica electron microscopy revealed that the material had a fine-grained fibered structure with an average transverse grain size of -1 p and a longitudinal grain size of 10 to 15 p. Selected-area diffraction indicated that the fiber axis was parallel to (OOl), in agreement with the results of Inman eta1." All creep specimens were vacuum-annealed at 1300°C for 3 hr prior to testing. Transmission electron microscopy showed that the only structural change due to annealing was a slight decrease in dislocation density, confirming the reported high degree of structural stability.13 Furthermore, recrys-tallization or grain growth during creep was never observed. The structure typical of uncrept material (after the 1300 C, 3-hr anneal) is shown in Fig. 1. The grain boundaries are predominantly high angle and. although some areas show a tangled cell structure, the grain interiors are relatively dislocation-free. Individual dislocations are strongly pinned by the Tho2 particles; i.e., very rarely did dislocations move within a thin foil. The grey "halos" around some of the larger particles which protrude out of the foil surface arise from contamination in the electron microscoge. The Tho, particle size ranged from -100 to IOOOA, and the distribution is shown in Fig. 2. The technique used to obtain the data in Fig. 2 consisted of dissolving the nickel matrix in acid, collecting the Tho2 particles on cellulose acetate, and measuring about 1000 particle diameters in the electron microscope. Similar results were obtained by measuring about 600 particles in thin foils, an; the average particle size was found to be 2r, = 370A. By rapidly quenching Ag-Pt alloys from the melt, a continuous series of solid solutions has been obtained. At equilibrium&apos;&apos;2 these fcc elements form a peritectic system, Fig. 1. Weighed amounts of silver and platinum powder (325 mesh, purity greater than 99.9 pct) were mixed for 24 to 120 hr, pressed into compacts, sintered at 1000°C in a hydrogen atmosphere for at least 16 hr, and then furnace-cooled. Because of the difficulty in achieving homogeneity in alloys containing more than about 40 at. pct Pt, the sintered compacts were induction-melted under hydrogen in alumina crucibles and then cold-rolled into wires. Small amounts ("30 mg) of alloys cut from various sections of the sintered compacts or rolled wires were heated to at least 50&apos; ~ above the liquidus in an alumina insert held within an induction-heated graphite crucible; then the molten alloy was ejected by a blast of helium onto a lightly polished copper strip held on the inner periphery of a rotating wheel. The flakes thus obtained were typically 1 sq mm in area or often slightly larger for the silver-rich alloys. X-ray diffraction patterns were obtained with nickel-filtered copper K radiation in a 114.6-mm-diam Debye-Scherrer camera with rotated specimens. Lattice parameters and associated uncertainties were estimated from extrapolations against the Nelson-Riley function. High-angle lines were always resolved and spacings were computed relative to r(CuKa!,) = 1.540508 The details of these techniques have been discussed previously.s&apos;6 Lattice parameters of the solid solutions are plotted in Fig. 2, together with the data of Schneider and Esch,&apos; Johansson and Linde,&apos; and Novikova and pudnitskii. Each of the present lattice spacings represents two or more independent determinations. The alloys were homogeneous within 2 at. pct of nominal composition as estimated from the uncertainties in the lattice spacings. Many of the mechanisms involved in the achievement of metastable solid solutions by rapidly quenching from the melt have been previously discussed. There is some evidence" that such solid solubility cannot be obtained when the liquid alloys are cooled

Discussion of the paper of H. 0. Hofman and C. R. Hayward, presented at the New Haven Meeting, February, 1909, and printed in Bulletin No. 30, June, 1909, pp. 513 to 529. GEORGE W. RITER, Salt Lake City, Utah (communication to the Secretary*).-In their paper, Messrs. Hofman and Hayward deal with a branch of silver metallurgy that is on very uncertain ground, both as a commercial process and as a metallurgical science; moreover, its field is limited to few localities and to peculiar conditions. The literature on the subject is incomplete and full of conflicts. The paper under discussion clears u p no disputed points; on the contrary, because of hasty generalization, its tendency is towards further confusion. In Table I., the authors assume that each test-lot of 1,800 g. of ore contained exactly 5.499 g. of silver, that any variation in the quantity of silver recovered, however slight, should be ascribed to variation in the time of grinding. It is barely possible that the ore was mixed so uniformly as to justify this assumption; but those of us who know how difficult it is to get uniform samples of any ore in which silver mineral is present in rich particles will have a doubt on this point. The unlikelihood of getting absolutely uniform test-lots of ore also reflects on the data in Table II., on the effect of varying the amount of salt in a pan-charge. The authors say " The salt series was the last one that was investigated." This again raises a question as to whether the ore was split into test-lots at the time of sampling, or whether it was kept in bulk in such a way as to permit mechanical concentration of values before the end of the experiments. The conclusion following Table II.: " There is no reason, therefore, for going beyond six per cent. of salt," is hardly to the point. If we assume that salt is of benefit only when in solution, it follows that the relation between the quantity of salt

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro-quantities of radio- nuclides such as Ra226, Th230, and Pb210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U.S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings.

E. Windsor Richards, London, England:—In reading this paper the most interesting point to me mas the question of the maximum percentage of phosphorus allowable in the steel rail. Mr. Colby said, and we will all agree with him, that the engineer knew, and even a steel-rail maker grants that phosphorus is the most undesirable constituent of steel. We in England have been for a long time considering a specification for the supply of steel rails. This matter has been taken up by the Institution of Civil Engineers, the Mechanical Engineers, the Iron and Steel Institute, the Institute of Naval Architects, and the Electrical Engineers. Committees have been formed,and the whole matter has received most careful attention. They arrived at last at an analysis which I will read: " The carbon is to be from 0.35 to 0.5 per cent.; the manganese from 0.7 to 1.0 per cent.; the silicon, not to exceed 0.10 per cent.; phosphorus, 0.07; and sulphur, 0.07 per cent." As to the phosphorus, which is the most important point of all in the analysis, we have for many years, and indeed until very lately, always agreed to supply steel which would not contain above 0.06 per cent. of phosphorus. Iron-ores are not quite as good now as they were formerly, and the manufacturers at the meetings of the committees referred to, tried to obtain an increase in the allowance of phosphorus. They asked the Sub-committee to agree to 0.08 per cent. of phosphorus. They tried all they possibly could to obtain that; but they failed. English engineers in Great George Street and all over England, representing the important Associa tions I have mentioned, would only agree to 0.07 per cent. and that is the maximum allowance of phosphorus. Mr. Colby is an able advocate, but with all his ability he would not have been able to persuade the English engineers to agree to 0.08 per cent.

Prealloyed powders of nickel-base superalloys were sintered to almost theoretical density in short sinterilzg times. It was ascertained that the rapid densification was caused by a small amount of liquid phase at the grain boundaries, which apparently ovriginated by incipient melting at temperatures considerably below those at which macroscopic melting of the compacts occurred. An increase in the quantity of liquid phase present during sintering-, caused by an increase in the sintering temperature, increased the densification rate, but resulted in a decrease in the room temperature tensile propevties. NICKEL-base superalloys, which presently comprise an important group of high temperature alloys, are difficult to fabricate by the forging, casting, and machining operations presently used. As it was felt that fabrication by powder metallurgical techniques might offer advantages in the production of super-alloy parts, a basic investigation of the most important process in the sequence of powder metallurgical operations, the sintering process, was undertaken on Rene 41, Udirnet 500, and Nimonic 90 and 100 powders. These alloys age harden by the precipitation of the ? Ni, rA1,Ti) phase. AN investigation of the behavior of inclusions in steel several years ago1 led to the conclusion that some of the commonly occurring inclusions in steel have appreciable solubilities, particularly in liquid steel. In the belief that further study and clarification of this matter was warranted, a laboratory study of oxides in liquid steel was started. These oxides are generally the result of deoxidation treatment, and the basis of an understanding of their behavior must be, therefore, the behavior of the deoxidizer in liquid iron. The Fe-Si-O system was selected for the first study, and the apparatus used and experiments conducted are described herein. APPARATUS The apparatus is shown in Fig. I and the system is shown by diagram in Fig. 2. Furnace Atmosphere Commercial hydrogen (1) passes through an orifice (2) into a manometric system that measures the tankside pressure (3) and the back pressure (4) in the system. A water trap (5) guards against excess tankside pressure. A by-pass with stopcocks (6 and 7) is provided, so that the hydrogen can be routed directly from the tank to the furnace if desired. When stopcock 7 is closed and stopcock 6 is open, the gas proceeds through the conditioning train, of which the first unit is a furnace (8) that contains platinized asbestos at 350°C. The temperature is measured by a thermo-couple and potentiometer (9) and is controlled by a slidewire resistance (10). In [ ] this furnace free oxygen is converted to water vapor. The exiting gas passes over a water bath (11) kept slightly below boiling temperature by an auxiliary heating unit (12). This unit also heats a surrounding copper coil (13) containing water, and the heated water rises through a collar (14)

During the latter part of 1916 and the early months of 1917, due to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to $2 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year&apos;s delivery. This condition caused such a demoralization of the business, and SO much complaint, that some action to regulate prices was considered essential by the National Administration. Lane-Peabody Agreement In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.
