GRAPHITE is one of the so-called minor nonmetals that have become of major importance during the present conflict. Requirements of the domestic industry for graphite are relatively small and uses have changed so greatly in the past 25 years that different types, with few exceptions, are more nearly interchangeable in use. However, the quality of the graphite required for crucibles is exacting and under present manufacturing practices only a small part of the world production can be utilized economically by this industry. Graphite, for the domestic crucible industry, was supplied almost entirely by imports from Madagascar and Ceylon before the present war. The quantity required has been increased by the war and the greatest demand is for Madagascar flake. The fall of France to Germany in 1941 and the Japanese expansion southward threatened our supply of crucible-grade graphite, therefore the domestic industry was revived to supplement imports and to act as insurance in the event of complete stoppage of imports. Two plants were constructed for the Government, one at Ashland, Alabama, called the Crucible Flake Graphite Co., operated by Haile Mines, Inc., and one near West Chester, Pennsylvania, operated by the Benjamin Franklin Flake Graphite Co. Loans were made by the Reconstruction Finance Corporation to the Alabama Flake Graphite Co. at Ashland, the Ceylon Graphite Co., at Goodwater, Ala., and the Southwestern Graphite Co., at Burnet, Texas. However, by the end of 1943 the import situation had improved and it was no longer necessary to continue Government assistance to mine and stock-pile the high-cost domestic material. Graphite is found in virtually every country of the world. Most occurrences are of no economic importance because of their poor quality, prohibitive mining and milling costs, inaccessibility, and poor location with reference to the industrial centers where graphite is used. The principal commercial deposits are found in Ceylon, Madagascar, Chosen (Korea), United States, U. S. S. R., Canada, Germany, and Mexico. Graphite is a typical international mineral in that it is utilized mainly in countries noted for industrial activities, whereas the two islands, Ceylon and Madagascar, which produce the major part of the world's high-grade graphite, are virtually devoid of any manufacturing establishments requiring its use. The industry thus is violently disturbed by wars. TYPES of GRAPHITE USED IN CRUCIBLES Graphite of various kinds and from many countries has been used for making crucibles. At a special inaugural ceremony in Blue Hill, Maine on August 3rd, Governor John H. Reed detonated the first blast to signify the beginning of development work on a new copper-zinc mining venture that seems destined to focus increased interest in the mineral potential of that State. The property which is the first new base metal mine to be discovered in the northern Appalachians in 30 years, is owned by Black Hawk Mining Co., a subsidiary of Denison Mines Ltd. of Toronto. When it goes on-stream in 1966, it will join Ducktown, Tenn., as the only active copper producing region, east of the Mississippi River. According to official reports submitted by the Company to Robert G. Doyle, Maine's State Geologist, Black Hawk has found ore reserves totalling 4.5 million tons. Assays show 2.8 million tons of 2.0'; copper and 0.4 oz. of silver per ton; 1.2 million tons of 16.75% zinc and 0.58% copper; and 0.5 million tons of 6.75% lead with 4.25 oz. of silver per toil and some zinc.

IRving Ariel Stearns died at his home, 60 South River St., Wilkes-Barre, Pa., on Tuesday morning, Oct. 5, 1920, of pneumonia, after an illness of about a month. In his death, the Wyoming Valley loses one oflits most eminent and best loved citizens, and the loss of so strong a participant in the activities of the Valley will leave a gap most difficult to fill. Despite his more than three score and fifteen years, Mr. Stearns, at the time of his death, was president of the Wilkes-Barre City Hospital, Wyoming National Bank, and the Wyoming Historical and Geological Society, chairman of the Board of the Vulcan Iron Works, and a director of the Spring Brook Water Supply Co., and of the Wilkes-Barre Lace Manufacturing Co. Mr. Stearns came of New England stock, a descendant in the eighth generation of Charles Stearns who was admitted freeman in Watertown in 1646. Irving Ariel Stearns was born Sept. 12, 1845, in Rushville, N. Y., a son of George W. and Miranda (Tufts) Stearns. He was graduated from the Rensselaer Polytechnic Institute of Troy, N. Y., in the celebrated Class of 1868. After graduation, he was assistant professor of chemistry in charge of the analytical laboratory for a year, then went to Wilkes-Barre in 1869, as engineer in the office of R. P. Rothwell, at that time the leading mining engineer of the region. From 1871 to 1872, he was superintendent of the McNeal Coal & Iron Co. of Schuylkill County, Pa. and in 1872 succeeded to Mr. Rothwell's business when the latter became editor of the Engineering & Mining Journal of New York. From 1872 to 1885, Mr. stearns was in private practice as a mining engineer, handling a great amount of business in the anthracite region, including the building of the bridges at Shickshinny and Pittston, and the surveying and mapping of many of the individually operated mines. His practice extended throughout the country, with numerous examinations and reports upon mining properties in Pennsylvania, Virginia, West Virginia, Arkansas, Colorado, California, Wyoming, Idaho and Utah; he was responsible for the design and execution of the Lehigh Valley Railroad Co.'s great Tifft Farm improvements at Buffalo, N. Y. including canals, docks, coal stocking plant, etc. He was commissioned Quartermaster of the Ninth Regiment, N. G. P., March 29, 1880, was promoted to Major on May 15, 1884, and resigned Apr. 1, 1885. He always retained his interest in the National Guard and was trustee and president of the Ninth Regiment Armory Association.

THE pioneering work of Steinitz1 and Steinitz, Binder, and Moskowitz2 has shown conclusively the existence at high temperature of two additional phases in the molybdenum-boron system and thus brings to a total of six the number of structures appearing in this system. To the structures Mo2B, MOB, and Mo2B5 they have added MO3B2, a new -MOB form, and have shown that MOB,, which has the same range of composition as Mo2B5, is only a high temperature structure of the latter. This solid solution, interestingly enough, includes neither of the compositions corresponding to the stoichiomet-ric compounds, MOB, or Mo2B5, but rather at all temperatures has intermediate values of composition. These workers have also, in the course of their work, measured melting points, transition temperatures, eutectic and peritectic points in the system and have shown that Mo3B2, because of its dispro-portionation at low temperature to Mo2B and MOB, is stable only in a limited high temperature range. During the course of the present work on the vaporization properties of the molybdenum-boron compounds, a few transition temperatures were observed. When the report of the other workers appeared, it was decided to repeat, in part, their study of the system. As a result, considerable evidence has been obtained that substantiates the specific kinds of melting processes they report as well as the general features of their diagram. However, a marked difference was found between the temperatures they report and the ones observed in this study, with the latter being higher. The purposes of this paper are to present the evidence obtained in this laboratory that verifies their diagram of the system, to give some important temperatures in the system, to compare them with those previously published, and to seek an explanation of the difference. Samples The metal starting material was 400 mesh molybdenum powder with a purity stated by the manufacturer to be 99.9 pct. The initial treatment, designed to remove volatile contamination, consisted of heating in a vacuum for 10 min to a temperature of from 800" to 1000°C during which a loss of 0.3 to 0.4 pct occurred. An assay following this treatment showed it to be 99.4 pct pure, with the principal impurity probably being oxygen. The boron starting material was obtained from the Cooper Metallurgical Laboratories and the Fair-mount Chemical Co. as 325 mesh powder with manufacturers' analyses of 99 pct or better. Initial treatment consisted of heating in molybdenum in a vacuum at about 1700°C for 10 min. During this time a loss of 3.5 pct occurred. An assay following this treatment showed the different samples to have purities ranging from 95.5 to 99.0 pct with iron and carbon as the principal impurities. Following the initial treatment, the elements were combined to form stocks of Mo2B and MOB by heating pressed mixtures in a vacuum to 1100" to 1200°C to accomplish reaction and to 1500" to 1900°C for a few minutes to evaporate the more volatile impurities. Analysis of the two compounds for boron by a modification of the method of Blumenthal3 and for molybdenum by the lead-molybdate method indicated them to have purities greater than 99 pct. The individual samples to be studied had compositions in the Mo2B-MOB range and consisted of mixtures of the stock compounds. Procedure As is usually the case in high temperature work the selection of containers for the samples posed some problems. For vapor pressure studies tantalum crucibles, allowing little contact with the pressed samples, were used and some of the observations made during these experiments are pertinent to the study of the phase diagram. Most of the experiments, however, were performed in graphite containers, as were those of the previous authors. Two kinds of spectroscopic grade graphite crucibles were used. One was a % in. cylinder, 3/4 in. high, containing seven 3/16 in. holes drilled 1/2 in. deep into which were packed samples of the different mixtures weighing 250 to 500 milligrams. The other, consisting of separate crucibles, was prepared by drilling 3/16 in. holes, 1/2 in. deep into 1/4 in. graphite rods % in. long. The 7/8 in. cylinder was heated directly by induction while the small crucibles were packed in a tantalum heating element for induction heating. All heating was done in a high vacuum system in which the pressure was generally less than 1x10-5mm and never rose above 2x10-5mm when the samples were hot. The general pattern of the heating in graphite was to heat rapidly to a temperature somewhat below the desired one, then to raise the temperature slowly. The samples were held for 2 to 5 min at the maximum temperature, which in all cases was far higher than that needed to produce reaction. The short time was employed to reduce possible contamination by the crucible material and to reduce composition changes that would occur because of vaporization. After examination following the heating, the samples were reheated to a higher temperature. Temperatures were measured with a Leeds and Northrup disappearing filament optical pyrometer, certified by the National Bureau of Standards, by sighting through a window at the top of the vacuum

OKLAHOMA, in 1924, recorded the largest single increase of any state; the total oil production for the year being 176,206,397 bbl. (Oil & Gas Jnl.), which gives an increase over 1923 of about 9 per cent. Oklahoma ranked second in total amount, California being first, and produced almost 25 per cent. of the total production of the United States. This gain in production is accounted for entirely by the rapid development, deeper drilling, and efficient management of productive areas known at the beginning of the year, for, due to the small number of wells drilled, few new pools were discovered and developed up to any important stage during the year. Three major pools, Burbank, Tonkawa and Cromwell, furnished 37 per cent. of the total production. Burbank led by a wide margin, having the largest production of any single pool; there was a steady increase in production until September. The close. development of the pools in Okfuskee, Seminole, and Hughes Counties, together with the new deep-sand production at Tonkawa and increased drilling operations in Osage County, accounted for the big increase shown during the year. In January, 1924, the shutdown movement and curtailment of production in Hewitt and Tonkawa, which had been effective during the year of 1923, were stopped. The shutdown movement and curtailment of operations in 1923 does not give a fair comparison with 1924, as undoubtedly a great deal more oil would have been produced in 1923 had it not been for these measures. The sensational developments during the year, which were certainly beyond the prediction of the oil industry, were the Cromwell field, which started the year with 10,478 bbl. for January and increased rapidly to 1,267,032 bbl. for. December, and the discovery of the Wilcox productions below 4000 ft. in the Tonkawa field in May, which by the end of the year had produced 11,650,000 bbl. In this connection, it can be safely said that 1924 was a banner year for the Wilcox sand series; it has been estimated that between 40,000,000 and 50,000,000 bbl. of the production for the year came from this sand. Although numerous Wilcox pools were opened throughout the state, the big Wilcox production came from. the Tonkawa and Stroud pools. Oklahoma's deepest well, the Kingwood Oil Co. No. 1 Barnett in the northwest corner of the northeast quarter of the southeast quarter of Sec. 7 T. 7 N. R. 10 E., Hughes County, was abandoned in January, at 5281 ft. with numerous good shows recorded, which have stimulated-further drilling in the locality.

The first progress in American ore dressing practice was made in the mills of the Mother Lode in Calif., the Comstock Lode in Nev., and Gilpin County in Colo., during the years 1861 to 1870, when the ancient wooden stamp battery, with square wooden stems, was converted into the 'California' stamp made of wrought and cast iron, with round stems which rotated. Eli Whitney Blake invented the jaw crusher in 1858 for stone crushing, and it was soon used for crushing ore. F. W. Gates' gyratory crusher followed twenty years later. S. R. Krom, Thomas A. Edison, and others improved the Cornish rolls by increasing their size and spring pressures; the Symons Brothers made horizontal and vertical disc crushers; W. Ball and E. T. Leavitt designed powerful steam stamps for Lake Superior native copper ores; and jigs were mechanized. William B. Frue, a mill superintendent in the Lake Superior copper district, invented the vanner in 1874. Arthur F. Wilfley built his riffled concentrating table in 1895, just after Dr. Robert H. Richards commenced his Ore Dressing. The Wilfley table so changed concentrator flow sheets that Dr. Richards was compelled to revise his text, and its publication was delayed until 1903. The value of sizing or classifying before concentration was recognized. Dr. Richards had persuaded the Anaconda Copper Mining Co. to install round tables with special surfaces to catch the 'extremely fine free mineral.'l Gravity concentration had achieved almost every refinement for recovering or separating minerals by the difference in their specific gravities. However, one serious problem remained unsolved, i.e., how to retrieve the enormous loss of the extremely fine mineral in the slime portion of the ore. Slime, then, as now, was not a precise term due to the variation in the mineral composition of the ores and the different requirements in crushing, grinding, sizing, and classifying. At that time, slime was considered to be fine sand and colloidal material passing 100 mesh.2 Most sulfide ore minerals are more friable than their associated gangue minerals, so that crushing and grinding increased the proportion of the extremely fine ore minerals in the slime. Sparkling specks of galena, chalcopyrite, argentite, or ruby silvers, according to the ore, floating away on the tailing stream from vanners and slime tables, were familiar sights in the old gravity concentrators. The wall-building properties of salt-water muds can be maintained at high temperatures by additions of gum karaya, gum ghatti, gelatinized starch, or commercially prepared starch. A germicide should be used to prevent fermentation. Introduction The behavior of drilling mud has received special attention from the petroleum industry within the past few years in numerous research projects dealing with such subjects as chemical treatment, gelation, and filtration characteristics. The importance and control of filtration, or water loss, is readily apparent* It affects the analysis of side-wall cores and interpretation of electric logs; it controls to a large extent the work of primary cementing, reduces the amount of expensive fishing, and permits the running of long strings of casing. It has been found that among the many factors that have an adverse effect on filtration, the presence of electrolytes, in general, and of salt, in particular, is outstanding. The effect is one of flocculation of the colloids due to neutralization of the negative charges on the clay particles. This reaction is further increased on the Gulf Coast because high temperatures reduce dispersion, to a minimum, causing increased flocculation in both fresh-water and saltwater muds. The problem of reducing water loss in salt-water muds by the addition of gums and starch at atmospheric temperature has been investigated,' and many successful field tests in West Texas indicate its solution. From the work of Byck2 it is concluded that no existing method will permit an approximate determination of the filtration rate at high temperatures from data taken at room temperatures. Filtration should be measured at the ternperature actually anticipated in the well, or at least at a number of lower temperatures and extrapolated over a small range. A laboratory study has been made of the chemicals available for the filtration characteristics of salt-water muds at high temperatures, and the use of germicides to prevent fermentation. Laboratory Investigations Procedure Since the purpose of this investigation was to compare several different gums and starches at elevated temperatures, mud from the same source was used for all the tests. Viscosity was measured in a Stormer viscosimeter at 600 r.p.m. and water loss was determined with a Baroid High-pressure and High-temperature Wall-building Tester3 at temperatures from 80' to 250°F. and at a pressure of 500 lb. per sq. in. for 30 minutes. In the valuable paper of Mr. Dunbar D. Scott and its varied discussion, on the evolution of mine-surveying instruments, the tripod-head has not received the attention it merits. During the last 50 years this very necessary adjunct to the surveyor's instrument has been much improved. The legs are of better construction; and the devices for laterally moving the instrument over the station-point and for quick leveling, without the use of the screws, have given to the instrument fitted with the modern tripod-head the same facilities possessed by the oldfashioned ball-and-socket, with more perfect accuracy, not attainable in the latter, while saving from 30 to 50 per cent. of the time required for setting the instrument over a station. The structure of silicon surfaces, thermally oxi&zed in dry oxygen and in steam, was studied using the electron microscope. It was found that the structure on the original (etched) surface is retained at the outer surface of the oxide, whereas the oxide-silicon interface is smoothed out considerably. This supports the idea that, both in oxygen and in steam, the oxidation reaction occurs at the oxide-silicon interface. Mechanical damage of the original silicon surface affects the rate of oxidation. It also changes the chemical properties of the oxide, as shown by the enhanced rate of etching in buffered HF at the locations of damage. However, the oxide at the originally damaged surfaces still exhibits a high electrical breakdown strength. Exposure of thermal oxides to P205 or BzOs vapor, which will yieldphospho- or borosilicate layers, results in complete annihilation of all fine structure on the surface. Reaction of silicon with C02 gives a surface film which probably does not consist of pure SiO,. THERMAL oxidation of silicon yields uniform and strongly adhering oxide films which are normally amorphous and continuous. Contamination and surface imperfections have been reported to cause local crystallization and the formation of pinholes."' The parabolic-rate law of film growth observed by several workers for the oxidation both in steam and in dry oxygen at higher temperatures suggests that diffusion of one or more reactants through the oxide is the rate-deter mining step. One of the dif-fusants is an oxygen species and oxide is continuously formed at the oxide-silicon interface. This was concluded for high-pressure steam oxidation by Ligenza and spitzer5 from an infrared-absorption study of the isotopic exchange of oxygen. Jorgensen arrived at the same conclusion for the oxidation in dry oxygen by measuring during oxidation the resistance change between silicon and a porous platinum marker electrode in the oxide. Recently, Pliskin and Gnall' reported similar conclusions concerning the growth mechanism from controlled etch studies using a phosphosilicate marker. The work communicated in the present paper was aimed at studying oxide growth on locally damaged silicon substrates and relating it to the chemical behavior and electrical breakdown properties of the films. Since etched and oxidized silicon surfaces normally appear to be very smooth when examined by optical microscopy except for some occasional pits, it was decided to use the electron microscope as a tool. In this way, the detection of surface roughness and damage on a scale comparable to or smaller than the thickness of the film is possible. Also, the microstructure of the original substrate surface constitutes a built-in marker which represents a minimum of perturbation to the growing oxide layer, and no foreign material is introduced. Thus information on surface reactions and additional evidence on the location of oxide formation in steam and in oxygen could be obtained. EXPERIMENTAL Electron micrographs7 were obtained using a Philips EM100 electron microscope. Collodion surface replication was used since this is a nondestructive technique and thus permits replicating the same surface at different stages of processing. In order to establish the effect of different treatments it was found essential to make successive observations of the same area by using a reference point. Reference points were conveniently provided by scribing a small v mark on the original surface with a silicon carbide tip. This procedure yields damaged and damage-free areas near the reference point. Upon replication, the samples were thoroughly cleaned before subjecting them to the next process step. Mechanically lapped silicon wafers (Dow-Corning, 100 ohm-cm p-type, cut perpendicular to the (111) direction) were chemically polished in a rotating beaker with a mixture of 1 part HF (48 pct), 2 parts glacial acetic acid, and 3 parts HNO3 (70 pct) by volume. This procedure yields a smooth surface with a faint "orange peel'' structure due to a "ripple" less than 20002i deep. Oxidation in steam or oxygen was carried out in an Electroglas tube furnace. Steam oxidations were always preceded and followed by a brief exposure to oxygen at the same temperattre. The thicknesses of the oxide films under 3000A were determined with a Rudolph Model 436-2003 ellipsometer,' whereas those over 3000A were measured using the VAMFO technique. The occurrence of the manganiferous variety of wolframite at a new locality in Arizona was announced in the month of May last." It occurs in the granite hills of the Dragoon mountains, in Cochise county, about 6 miles north of Dragoon Summit station, on the Southern Pacific Railway of Arizona. It is found in veins of white quartz, traversing a coarsely crystalline granitic gneiss, and, so far as yet determined, is without association with other metallic minerals in the same veins, except small quantities of scheelite. It is a very pure form of the mineral, and contains but little iron, the base being manganese oxide. The color is brownish-red; it is nearly the same as the color of the mineral originally described by E. Riotte from Mammoth District, Nevada.† Thin films or plates on the broad cleavage-surfaces, and thin cleavage-flakes, seen by transmitted light, are ruby-red, or rather more like the color of red zinc oxide or the mineral known as clintonite. To evaluate the effect of a dispersion of nondeform-able, incoherent, second-phase particles on high-strain cyclic deformation and fracture, recrystallized TD-nickel (Ni-2ThO2) and a commercially pure nickel, Ni-200, were fatigued under strain control at total strain ranges varying from 0.009 to 0.036. Relative to the Ni-200, the slip at the surface of the TD-nickel was more wavy and discontinuous due to the presence of the thoria particles. This made crevice formation (incipient cracking) within slip bands more difficult in TD-nickel than in Ni-200. Both materials cyclically hardened to a constant (saturation) flow stress which increased with increasing plastic strain amplitude. Cellular substructures were developed in both materials during cycling. The cell size in TD-nickel was controlled by the thoria particle distribution and was independent of plastic strain amplitude over the range investigated. The cell size in Ni-ZOO was larger than that in TD-nickel at similar plastic strain amplitudes and was a function of plastic strain amplitude. These results, together with the cyclic stress-strain curves for both materials, are discussed in terms of a model for fatigue strain accommodation at saturation recently proposed by Feltner and Laird. NUMEROUS fatigue investigations have considered the interrelation of slip character, dislocation substructure, and cracking in pure metals and solid-solution alloys. However, except for the studies of the low-strain fatigue of internally oxidized copper alloys1 and cast, dispersion-strengthened lead,&apos; little is known about the effects which small, incoherent, nondeform-able, second-phase particles have on cyclic deformation and cracking processes. Effects due to the particles alone are often obscured by a dislocation substructure introduced during thermomechanical processing of dispersion-strengthened metals. In the present study, recrystallized TD-nickel and a commercially pure nickel, Ni-200, were employed to evaluate the effect of a thoria dispersion on high-strai fatigue deformation and cracking at room temperature. I) MATERIAL AND EXPERIMENTAL PROCEDURE The TD-nickel was supplied by DuPont as a 5/8-in.-thick stress-relieved plate which had been subjected to a proprietary schedule of thermomechanical treatments, and the Ni-200 as 3/4-in. bar which was subsequently annealed for 2 hr at 850°C in argon resulting in an average grain diameter of 0.05 mm. The compositions of these materials are given in Table I. The microstructure of the TD-nickel consisted of elongated grains parallel to the primary working direction with an average width of 0.16 mm, Fig. l(a). Many fine annealing twins were present indicating that the starting material was in a recrystallized condition; this supposition was confirmed by the absence of of any extensive dislocation substructure, Fig. l(b). Sheetlike stringers parallel to the rolling direction were occasionally seen both within grains and at grain boundaries. Some approximately spherical particles about 2 in diam, which may correspond to exceptionally large thoria particle aggregates, were also present. The average Young&apos;s modulus of the plate material in the rolling direction was 21.8 X 106 psi which is consistent with a {100}<001>recrystalliza-tion texture3&apos;* being prominent. In transmission microscopy, the 2.3 vol pct of thoria particles generally appeared to be uniformly distributed although some clusters, 0.1 to 0.3 in diam, of larger particles were observed as previously reported for TD-nickel sheet,5 and stringering of particles was present in some areas as welt. The average diameter of the thoria particles was 450A with a calculated mean planar center-to-center spacing of 2100A, as determined by quantitative metallographic analysis.= The 0.2 pct offset yield stress was 36,000 psi which agrees with the value predicted by the modified Orowan relation7 for edge dislocations bowing between thoria particles of the size and spacing observed in the present investigation. Fig. 2 illustrates the specimen design employed for the axial high-strain fatigue testing. Adapters were screwed onto the threaded portions of each specimen so that testing could be performed in the same manner as that reported for buttonhead specimens.8 Stressing was coincident with the working direction for both materials. The gage section of each specimen was electropolished and lightly etched prior to testing. The total strain was controlled, being varied between zero and a maximum tensile strain ranging from 0.009 to 0.036. In addition to these tests, a circum-ferentially notched TD-nickel specimen was cycled over a total strain range of 0.0075. The same strain

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country&apos;s position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government&apos;s participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

THE Rocky MountainClub brought into the East the spirit of the West; the impulse to build, to develop, to accept unquestion-ingly the comradeship and help of any straight shooter who had it in him to accom-plish things and a will to work. That this was the spirit of the Club was due to its leaders. It was their spirit and they attracted around them men of the same stamp. Among those who made the Club what it was no one had larger in-low fluence than William Boyce Thompson, the vice-president and chief of financial staff. It was characteristic of him that the same financial genius that was employed in building up Nevada Consolidated, In-spiration, Magma, Texas Gulf, and as director of the Metro-politan Life and the Federal Reserve Bank, was freely placed at the service of the Club. It was equally char- acteristic that the generosity that financed the Red Cross Mission to Russia inspired the use of the Club funds for Belgian and war relief. "W. B.," as he is known to his many friends, was born at Virginia City in Alder Gulch, Mont., on May 13, 1869. His father, William Thompson, born at Cobourg, Ont., had drifted into the old Northwest and, hearing at Yankton of the gold strike at Bannack, crossed the plains on the Oregon trail in the summer of 1863, arriv-ing in Alder Gulch at the inception of a mining boom that lasted several years, during which something like $60,000,000 in gold was yielded by the placer diggings. His mother was a daughter of Maj. James R. Boyce, Sr., from Logan County, Ky., who had served under General Sterling Price of the Confederate Army. Major Boyce&apos;s ancestors were early settlers of the Old Dominion, and his grandfather had seen military service in the war for American independence. Major Boyce&apos;s mother was a descendant of the Marshall and Smith families of Westmoreland County, Va. When Thompson was eleven years old, the family moved to Butte, then a silver camp. He attended the public schools of Butte, but desiring a better education, entered Phillips Exeter Academy and later the Colum-bia School of Mines. Returning West, for a year or two he ran the Boulder Chief mine near Basin, Mont., which earned him a sobriquet, "Boulder Thompson." While here, some old ore sacks, oil-soaked, introduced him to flotation. He was also the first to leach some of the ore dumps of Butte.

The thirteenth meeting of the Boston Local Section was held at the Engineers&apos; Club, 2 Commonwealth Avenue, Boston, on Monday evening, Oct. 6, 1913. Fourteen members and three guests were present at the dinner, at which Chairman Robert H. Richards presided. After the dinner, the Chairman expressed his pleasure in welcoming the members at the first dinner following the vacation. He said that lie had attended a meeting of the Directors of the parent society in New York ; that they had asked what the Boston Section were doing, and expressed their hope that we would be able to make some of our papers formal and offer them for publication. The Chairman then said that lie realized the objection to this; that members were less willing to speak for publication than informally, but that lie hoped, nevertheless, that some of the speakers this year would see their way to write up a formal paper at some later date, along the general lines of their informal ,addresses.
