Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. "More than 6,300 people converged on the Colorado Convention Center for the 2017 SME Annual Conference and Expo and 119th National Western Mining Conference in Denver, CO on Feb. 19-22. Many of them crammed in to hear Douglas Silver deliver the keynote address to the conference.Silver is a portfolio manager for Orion Mine Finance, a private-equity fund focused on providing funding to advanced-stage base and precious metal projects and is one of the most respected voices in the field of mineral economics. Prior to joining Orion, he served as chief executive officer and chairman of International Royalty Corp., a global mineral royalty company, which he founded in 2003 and sold in 2011.Those who were hoping that Silver would deliver at least a bit of optimism during his 90-minute presentation got what they came for from the talk titled, “When are commodity prices going to rebound?”It marked the second time Silver has presented the keynote address to SME, the first was in 2008 and was delivered during the height of mining’s super cycle (ME, June 2008). In his 2017 address, Silver looked back on the previous 10 years and the massive contraction of the global economy that resulted from the great recession that began near the end of 2008.It has been a challenging time for the mining industry. About US$1.4 trillion was lost in the global mining stocks from 2011 to Jan. 6, 2016. Major mining companies exceeded $60 billion in write downs between 2012 and 2013 and investors lost confidence in the sector, putting the global mining industry into a bear market that has taken mining equities to historic lows.However, that was then and this is now.Using numerous examples, including rising commodity prices, a steady decline in the U.S. unemployment rate, increases in discretionary income and the Dow Jones Industrial Average, which topped the 20,000 mark for the first time ever in February, Silver theorized the current down cycle is near its end and the demand for metals and other commodities will see a sharp increase by 2025. He also noted that investors are beginning to rotate back into mining equities."

San Francisco, CA will host about 1,500 tunneling and underground construction professionals from around the world during the biannual Rapid Excavation and Tunneling Conference (RETC), June 19-22. These professionals are gathering in a city that has seen much under-ground work throughout its history. And, today, the San Francisco region has more than $4.6-billion in tunneling projects under way. The RETC will include three-and-a-half days of technical programming, complete with proceedings, two short courses, two field trips and a host of social activities. In addition, the accompanying exhibit has attracted 127 exhibitors in 152 booths, an RETC record. The following is a brief list of activities that will take place during the conference. The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

This figure, if attained, will establish an all-time record for the Province. Great changes have taken place in the different divisions of the mining industry since 1929, the previous peak year of mineral production. A brief review of the earlier history of mining in the Province will also be given.

PILOTED by Cadwallader, Evans, Jr., as chairman, the Coal Division got under way Monday morning for the first of three consecutive sessions. N. F. Patton started the ball rolling with a paper on the economics of anthracite distribution, which was ably discussed by H. J. Rose, W. S. Blauvelt, and others. Mr. Patton pointed out many incongruities in freight rates, dealers' margins, and other factors which are disturbing the distribution of anthracite, one result being that trucks are hauling at least six million tons of anthracite annually, half of which is stolen. In the discussion of the papers the desirability of greater uniformity in the production and shipment of coal from month to month was urged; with larger summer price concessions as a means toward this end. "Performance Expectancy of Domestic Underfeed Stokers for Anthracite," by Allen J. Johnson, brought this important platter down to date by showing the range in capacities and efficiencies to be expected from well-made stokers, and by detailing other of their operating characteristics. G OLD MINING is enjoying a real revival in the West, and a considerable portion of the production is coming from small properties. The large mining companies of the world get most of the publicity, but in the last year the small gold property has often proved a more attractive field for the mining engineer looking for something to do. Old mines have been re- opened, prospects have been more closely examined, and many properties that were out of the running with the high commodity and labor costs of two or three years ago, have recently been making money for their operators. An interesting phase of this activity is the operation of so-called one-man mines. The west is dotted with these small properties, without the resources or reserves to warrant large-scale operation, but which return a living and often something over to one or two men who under- stand mining and simple methods of treatment.

THE construction industry normally contributes extensively to the general economic welfare of all sections of the country. Billions of dollars are spent for materials and labor, and the success or failure of many business enterprises depends upon the volume of construction. The steel, aluminum, copper, cement, brick and tile, lime, gypsum, stone, sand and gravel, and several of the less prominent mineral industries are vitally concerned. Of great interest, therefore, is the accumulation of needed construction following the relative inactivity of the past five years, the recent moderate revival in building, and the prospect of a broader and more definite upturn. One may judge the magnitude of possible expenditure for construction by what has occurred in the past. The peak years were 1925 to 1928, inclusive, when the annual values of con- tracts awarded amounted to over six billion dollars. In marked contrast was the 1933 total of about 1% billion, the lowest level shown in the Federal Reserve Board Index, which goes back to 1919, and the more favorable 1935 figure of about 1.7 billion. An increase of nearly four billion over the 1935 volume would be necessary to equal the peak year 1928.

Although the noble building provided in New York City by Mr. Carnegie for the United Engineering Society has been pushed to about half-completion, the ceremony of laying its corner-stone was not performed until Tuesday afternoon, May 8, 1906. The stone lies just back of the southeast corner of the building, on the north side-of West 39th Street. Among those present were Mr. and Mrs. Carnegie, Miss Whitfield, the sister of Mrs. Carnegie, Ralph W. Pope, Secretary of the Institute of Electrical Engineers, Frederick R. Hutton, Secretary of the. Society of Mechanical Engineers, Rossiter W. Raymond, Secretary of the Institute of Mining Engineers, Charles H. Haswell, the first Chief Engineer of the United States Navy (1836-1851), now in his ninety-seventh year, John Fritz, of the Bethlehem Steel Company, William H. Fletcher, President of the Engineers' Club, E. E. Olcott, President of United Engineering Society, and other interested friends. After an inspection of the interior of the building, the group formed about the corner-stone, which had been draped with the American flag. The exercises were opened by Mr. Olcott, who appropriately welcomed Mr. Carnegie, and briefly expressed the essential value of the building, saying, in part " The societies to be housed underneath this roof have as their aim the pre¬serving and putting in tangible form of the records of scientific accomplishments so as to avoid the repetition of mistakes. The possibility of finding the records of these results all at one center, so near the great Public Library of our city, will be an inestimable advantage to all professions. It is an occasion of no ordinary moment, therefore, when we can welcome Mr. Carnegie and have him lay for us the corner-stone of this great building which his liberality has provided." Mr. Carnegie responded in happy vein, thanking the committee for their greeting, and expressing his pleasure. in being able to do what he had done to further so worthy a cause. The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. For example, the price of copper ranged from 500 to 900 yen per metric ton for many years until 1937, but in mid-1948 producers were

South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

The ideal fuel for burning ceramic wares is the one that, among other characteristics, has little or no sulfur. For that reason wood was long considered the most desirable fuel but its high cost has practically eliminated its use except in regions where it is very abundant or other circumstances warrant its choice. The fuels commonly employed are natural and producer gas, oil, and coal. The last named is undoubtedly the most important, not only in this country but abroad. Occasionally anthracite is used but the larger part is bituminous. The quality of the coal used depends on the kind and the value of the products being manufactured. For some materials, such as common brick, hollow block, etc., the quality of the coal is of less importance than in the manufacture of polychrome terra cotta, pottery, porcelain, etc. It is obvious that in burning clays that contain notable amounts of pyrite, marcasite or gypsum, as is the case with many common clays, the sulfur content of the fuel is of much less importance. The permissible amount of sulfur in the coal used will depend on the kind of product being manufactured. "A good sample1 of coal commonly used in pottery ovens has something like this quantity of sulfur: total sulfur, 1.20 per cent.; sulfur in ash, 0.11 per cent.; volatile sulfur, 1.09 per cent." This is based on English pottery practice. Correspondence with a. number of leading manufacturers in this country has produced the following figures: Sanitary Ware.—(a) 1.0 per cent, maximum, (b) 0.5 per cent. Sewer Pipe.—(a) 1.2 per cent., (b) 1.1 per cent, present run, 3.0 per cent, has been used. Terra Cotta.—(a) 0.5 per cent, basis of contract, 1.0 per cent, approximate. Pottery.—1.0 per cent, contract, 1.5 per cent, probable content. Enameled Brick.—1.3 per cent, maximum, (a) and (6) designate different firms giving figures.
