IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. IN 1925, Harry Howard Stout, then metallurgist for Phelps Dodge Corporation, while investigating the cleaning of cathode copper by various gases at elevated temper-atures below the melting point of the metal, observed in the laboratory that particles of pure copper heated in a closed tube filled with hydrogen seemingly "stuck together." By further investigation he found that there was actual crystal growth across the boundaries of the particles of pure metal; in other words, there was a complete new crystal realignment and growth throughout the newly formed copper mass. It was coalescence, not adhesion; the several parti-cles had become one unit. From this dis-covery has been developed the coalescence process, whereby copper of cathode purity is squirted out in semifabricated form from an extrusion press, by the appli-cation of about 30c0 tons pressure on a 10-in. piston. Stout decided that cathode copper pro-duced by electrolytic deposition was the logical source of the pure copper required for the coalescence process, but as there was no way of reducing the ordinary tough commercial cathodes to the small particles required he was confronted by a serious problem at the outset. Under his direction, this problem was solved by William H, Osborn and Harry Howard Stout, Jr. They developed the process and technique for producing cathode copper in brittle, friable form, and to them must be given the greater part of the credit for this phase of the development program as well as for that relating to the gas cleaning of the cathode particles.

THE Hawkesworth detachable drill steel shank and bit were invented by A. L. Hawkesworth; while he was a mechanical foreman for the Anaconda Copper Mining Co., at Butte, Mont. Mr. Hawkesworth died on June 16, 1925, at the time that his invention was practically a proved success. The first application for patents was made by him in November, 1918, and the bit is now being manufactured under patents issued in 1922 and 1923. The credit, for its development in the early stages belongs to A. L. Hawkesworth, Roy S. Alley, Harry A. Gallwey, E. J. Bowman and various officials of the Anaconda Copper Mining Co. Later improvements, manufacturing problems and the direct usage in the mines were originated and perfected by the mechanical department under C. D. Woodward, E. R. Borcherdt, head of the Rock Drill Equipment Department, Robert E. Kelly of the Mechanical Department, and various operating department heads of the Anaconda Copper Mining Co. The author wishes to acknowledge the assistance of these officials in the preparation of this paper.

I am going to discuss gold mining in Mexico during the last twenty centuries and try to suggest some of the futures that may develop in this industry in the next decade. Before I start this rapid review of such a long developing mining tradition, T must give credit to my sources. I an, talking here as an associate of Commoditi,c,s Reseflrch Unit Ltd. of London (better known as CRU) and as a principal of Ainsworth-Jenkins Holdings, an international mineral resource consultant group that has been exploring and deveJoping mining properties in Mexico and Central America for the last six years. CRU is the leading consultancy providing industry, governments and financial institu­tions with analysis and advice on the metals and the mining industries. They recently completed a three volume study entitled Gold Mining Opportunities in Mexico. This .<1tudy describes Mexico, the business environment, its geology and details its gold mining potential with property descriptions and maps. I have adopted and adapted the s11mmari.zed Mexican government statistics and rlrawn on some of the historical comments in these volumes. However, I do not have ti me (nor would it be appropriate) to be giving the details of the CRU work. Jorge Ordonez, whose shoes I am trying to fill today, was a major contributor to the study and it was an honour to be asked by Willem Beunderman, the Principal Editor, to step in when Jorge was unfortunately unable to be here. Jorge has been an enormous help to Ainsworth­Jenkins and a consistent friend of foreign investment in Mexico. Our own work in Mexico has allowed us to obtain a few useful in­sights into this most interesting slice 0f Mexican history.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company&apos;s policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a &apos;bankable project&apos; will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank&apos;s credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term &apos;bankable&apos; invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank&apos;s requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers&apos; feasibility reports, other than those which are automatically associated with the use of the term &apos;ore&apos;.

Although coke is the acknowledged metallurgical fuel, and has been extensively used in this country for more than thirty years, yet the facts on record in regard to its physical properties are exceedingly meagre; and this is also true, but in a less degree, of its chemical composition. An investigation is being carried on in the National Museum which is intended to supply, so far as may be, this deficiency, and through the kindness of Professor Baird, Director of the Museum, I am permitted to present to the Institute a summary of a portion of the results already obtained. So far as I am aware, the credit for the first systematic investigation of the physical properties of coke belongs to Mr. John Fulton, Mining Engineer of Cambria Iron Co. The results of this investigation have been published in Report L, Second Geological Survey, Pennsylvania, 1875, and in a pamphlet setting forth the advantages of the Connellsville coke, the latter published also by the " Virginias"* His results are not altogether free from experimental errors, and the assumption that "the specific gravities of coke and water are very nearly alike "- is scarcely warranted. It has seemed to me, therefore, desirable to make an independent investigation of the physical properties of coke on a plan somewhat different from that adopted by Mr. Fulton. This is the investigation now being carried on at the National Museum.

Stabilization Committee was named in 1932 to ascertain whether some practical substitute could be devised for the Rule of Capture, which was generally credited with being the major cause of instability in the Petroleum Industry. After considerable intercommittee correspondence a letter was received from E. DeGolyer under date of Jan. 25. 1935. in which he discussed the possibility of modifying rather than discarding the Rule of Capture. He summarized his proposal as follows:

Lloyd W. Ingles, Superintendent, Allen mine, Colorado Fuel and Iron Corporation. Stonewall, Colorado, called the meeting to order at 9:30 a.m. He introduced George C. Trevorrow, Safety Director, Bituminous Coal Operators&apos; Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow&apos;s paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow&apos;s paper. Mr. Westfield stated that the Foam plug had been used in the Bureau&apos;s experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

Discussion of the paper of HERBERT A. EVEREST presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 165 to 167. NEWELL G. ALFORD, Earlington, Ky. (communication to the Sec-retary*).-Mr. Everest&apos;s statement concerning the economies in a small coal mine has interested me very much. The majority of discussions on coal-mine economy omit the small operator and for this reason Mr. Everest&apos;s paper should lead to productive thought. I agree that close concentration of working places and constructive supervision of labor are two items of salvation to the small operator. It is also true that small mines often yield as much profit per capital invested as their larger neighbors. Mr. Everest also says that the small operator has so keen a regard for the inroad on his profits that even one extra day hand is an extravagance not tolerated, and this is rightly so. But, does not this earmark of the small operator in many cases offer a clue to his vital weakness? A credit balance is the acid test of success in any enterprise. With the small operator who owns practically all the capital stock this is particularly significant. He never takes his eyes off the market price and at the same time strains every nerve to cut down his payroll. In several cases I have noted that the resultant close supervision of labor was in fact too close. The "stitch in time" was not applied to the repair of this or that, with a decided increase to the cost of the work when it had to be done at the expense of cutting off the run when orders were on the books.

THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.

IN GATHERING material for this chapter on Yerington and the one to follow on Silver Bell, the A.S.& R. project near Tucson, Arizona, I was fascinated at the way the two stories paralleled each other. For example, here are a few instances: (1) The first copper mining in the Yerington district of Nevada was in the late 1860&apos;s; the first in the Silver Bell area in 1873. (2) Each district was served by a branch railroad about 25 miles long from a main line of the Southern Pacific (by quizzical coincidence); and, in each instance, the railroad was later abandoned and torn up. (3) Each district had a sizable blast-furnace smelter ten or fifteen miles from the principal mines, and in each instance the smelter was later dismantled for junk. (4) Up to 1954, the Yerington district was credited with a production of 100,000,000 lb of copper; the Silver Bell district with 80,000,000 lb. (5) In each district the entire production had come from deposits other than the low-grade ore bodies now being exploited. (6) In each instance, existence of the low-grade deposits of the Porphyry type was recognized in the period circa1910-1914 and a substantial amount of exploratory drilling had been done, on one deposit at Yerington and on two at Silver Bell. (7) In each instance, the properties containing the Porphyry ore were acquired by a strong company (Anaconda Copper Mining Company at Yerington and American Smelt-

Atlas Copco is a leading provider of industrial productivity solutions (Atlas Copco, 2007) and one of the worldÆs largest suppliers of rock drilling equipment. The business division of Atlas Copco Construction and Mining Technique is based in +rebro, Sweden with the majority of their equipment produced in a number of facilities within the area. As part of the 2006 AusIMM/Atlas Copco Scholarship I was fortunate enough to visit these facilities to experience first hand this truly unique global company. Through numerous presentations on the various divisions and products manufactured by the company, I saw the broad range of products and services offered by the company and came to realise it is much more than just selling drills. Other highlights included a brief love affair, a tour of EuropeÆs largest underground mine (or factory depending who you ask), a drink at the ice bar at the ice hotel in JukkasjSrvi, and a number of dinners of reindeer. Overall this it was a truly amazing experience with all involved with the program going out of their way to ensure I got the most out of the trip. More importantly, through no effort at all, everyone naturally conveyed their passion for the industry and the company which is a great credit to the æAtlas Copco WayÆ thereby creating a company æcommitted to your superior productivity through interaction and innovationÆ.

Discussion of the paper of S. E. BRETHERTON, presented at. the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1595 to1599. ANTON EILERS, Brooklyn, N. Y. (communication to the Secretary*). While the advantages in the use of high-line siliceous slags in lead smelting which Mr. Bretherton discusses in this paper are obvious under certain economical conditions, he gives me credit for the introduction of such slags when it does not belong to me. It is true I did considerable experimental work, off and on, for the purpose of finding such slags, while at the Germania in 1877 and 1878, but I did not have occasion to introduce any such slags for regular work, because I had no ores which fitted the economical conditions for using high silica and high lime, except in isolated cases for very brief periods. On the contrary, the ores I had to treat were mostly very ferruginous and very low in silica, so that, economically, I was compelled to run nearly always on slags, which allowed me to use the abundant flux I had without cost. It was August Raht who first had occasion to establish and use for long periods a slag high in silica and line, and low in iron. This was when he was confronted with the task of smelting the. Horn-Silver ores at the smelting works at Franklin, Utah, with as little expenditure for fluxing material as possible. I was at that time in Leadville, Col., where, in the new works I had built, the Billings and Eilers smelters, I had occasion to use profitably many slags, but never anything as high in the earthy bases and in silica as Mr. Raht had to use.

THE second award of the Saunders Gold Medal for "distinguished achievement in mining," of which the first was awarded last year to the late D. W. Brunton, has been made to Herbert Hoover. The main events of Mr. Hoover&apos;s life are so familiar to all through the numerous journal articles about him and his work, and the interesting biography written by Vernon Kellogg, that no attempt will be made here to touch on anything other than his achievements as a professional mining engineer, for which the award was made. He graduated in mining from Leland Stanford, Jr., University in 1895, but had served as an assistant to Dr. Branner on the Arkansas Geological Survey in 1893 and had also worked two sum-mers as an assistant to H. W. Turner and Waldemar Lind-gren on U. S. Geological Sur-vey work in the Sierra Nevada around Lake Tahoe, and on the American River. Immediately after graduation he got "a job" underground at Grass Valley, and soon rose to be night shift-boss. He then secured employment with the late Louis Janin and made such a good record as office and field assistant that he was soon placed in charge of a small mine at Carlisle, N. M. In 1897, Mr. Janin recom-mended him to Bewick, More-ing & Co., who were looking for an examining engineer for their staff in Australia. Two years were spent in hard work there which was done so creditably that his princi-pals held him and his judg-ment in the highest regard, and he came to the head of their local organization. Among the properties which he acquired for them was the Sons of Gwalia.

Russia&apos;s first "Petaletka&apos;&apos; has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world&apos;s production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

Discussion of Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the presentation of papers, and for discussions thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitals-ties which demonstrate the brotherhood due to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of&apos; a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most -members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a member of a great and worthy organization. Tile greater the value of tile contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made in papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers&apos;) ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers&apos; views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines.

Education and Training for the minerals industry has been identified as one of the key priorities by the AusIMM and many closely related groups. The AusIMM Education Taskforce has been engaged, through a visioning exercise, in evaluating what minerals education and training should look like by 2025. A common recurring theme is that for minerals education and training to be efficient and effective into the future, it needs to be comprehensive and inclusive. Some previous attempts to achieve efficiency and effectiveness have had limited success, mainly due to approaching the issues involved from a narrow, singular perspective. This paper outlines that the achievement of the desired outcome may require an approach that parallels the same techniques that are used for multi-dimensional mine planning, treating tertiary minerals education and training in a similar way to the planning involved for a complex orebody. Just as efficient and effective mine planning requires engagement and understanding of many factors, so too does engagement with tertiary minerals education and training. The major factors that need to be considered are outlined in the paper, including: levels of tertiary education and training; Australian Qualifications Framework (AQF), Levels 1 to 13: systems of minerals education and training, such as higher education, (mainly universities), industry/professional associations and licencing requirements, vocational education, (mainly TAFE) and workplace programs; types of minerals or mining methods involved; volume of delivery; stage in the flow sheet, (geology, mining, beneficiation, extraction, refining). For comprehensive mine planning there is the need to develop links or roadways and openings between different levels of a mine. Similarly, to achieve a comprehensive tertiary minerals education and training model, there is a need to develop pathways, recognition and credit transfer between the various levels and components of minerals tertiary education and training.
