The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

1. Domestic Production and Use: In 1980, 13 companies operated 33 primary aluminum reduction plants, with 3 firms accounting for 62% of production. Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.

The results of investigations of the oil-shale resources of the United States were first published by the United States Geological Survey in 1915.1 Other reports 2 have followed. These reports, investigations by private individuals and corporations, and the beginning of the development of an oil-shale industry in this country have aroused considerable interest in the possibilities of these shales as a commercial source of hydrocarbon oils. The Bu- . reau of Mines bas appreciated these possibilities, and since 1916 one or more of its engineers have given all or part of their time to investigations relating to the treatment of oil shales. A short pamphlet a containing general information on the possibilities of oil shale in this country, particularly the shales of the Rocky Mountain district, has already been published. This pamphlet gives methods for assaying the shales of oil and ammonia and contains a bibliography for the use of those desiring to search the literature.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. Increased employment and a lower accident-frequency rate were the outstanding features of the metal- and nonmetal-mining4 industries of the United States in 1939 compared with 1933, according to reports furnished by individual mining companies to the Bureau of Vines, United States Department of the Interior. Except for 1937, the reports for 1939 showed gains both in number of employees and number of mar -hours worked over all years since 1929. The accident-frequency rate per million man-hours of exposure to mining hazards was lower than in any year since 1925. Reports for 1939 revealed a total of 111,909 men employed in and about mines, an increase of inure than 8 percent over 1931 The total volume of labor performed at all mires was slightly more than 299 million plan-hours, an increase of mare than 10 percent over 1938. As these gains suggest, the average employee had a longer period of work in 1939, the increase amounting to r workdays per employee.

The Salt Flat field, formerly called the Joe Bruner field, is located northeast of the town of Luling in Caldwell County, Tex. This field, which is a fault structure, approximately parallels and is about 5 miles east of the Old Luling field. The proved area is approximately 1,280 acres, on which 332 producing wells (September, 1930) have been drilled. The majority of the wells are producing from the Edwards limestone at an average total depth of 2,700 feet. A few wells are producing from the Austin chalk or from other formations above the Edwards limestone. The Wilcox formation is exposed, and the fault trace in places is scarcely evident. The strike of the structure is approximately N. 20 to 45° The displacement of the fault is probably 200 to 500 feet. The discovery well was completed in the Austin chalk by the Lutex Oil Co. during April, 1928. In October, 1926, the Sun Oil Co. completed the discovery well in the Edwards pay. This well was an important discovery, as it indicated the potential oil possibilities of the Edwards limestone in echelon fault structures. The discovery led to the development of the third fault field in the Edwards limestone and opened up a large area for future prospecting.

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

Fires that occur in abandoned coal mines, waste banks, and in coal outcrops constitute a serious health, safety, and environmental hazard. Toxic fumes, the deterioration of air quality, and subsidence constitute the greatest hazards from these fires. Although tires on abandoned mined land (AML) occur in every coal-producing state, the severity of the problem varies. Methods to extinguish or control AML fires, including excavation, fire barriers, and sealing, are generally expensive and have a relatively low probability of success This U.S. Bureau of Mines report includes information from a variety of sources, i.e., agencies of the Federal Government, State agencies, research reports, conference proceedings, product information, and technical literature. This information has been collated into a comprehensive discussion of AML fire problems. Data on past fire control projects and on the estimated extent of the current problem have been compiled. Factors affecting the occurrence, propagation, and extinguishment of AML fires are discussed. Conventional fire control methods are described, and their probable effectiveness is evaluated. Information on the hazards of AML fires and safety considerations is included. The status of current technology, recent improvements in fire control methods, and areas of current research are discussed.

Introduction The subject of basic refractories is daily becoming of increased importance in metallurgical processes, and there is a constantly growing necessity for the development of better materials. This fact, together with the realization that Canada possesses one of the best sources of such refractories in the British Empire, if not in the world, made it appear? advisable that the subject be presented to the Empire Mining and Metallurgical Congress at the 1927 meeting. Having been in close touch with developments in the Canadian product during the past five years, G. M. Carrie was requested to prepare such a paper. The Canadian producers of magnesia refractories have succeeded in developing the product to a place where it has almost entirely displaced imported materials from the Canadian market. These developments were made possible by a close study of the methods of preparation of the material, and by an exceedingly careful control of the manufacturing process so as to obtain a thorough blending of the different constituents with the resultant uniformity of composition. This point is very important to the metallurgist, as un-uniform materials are a potent cause of difficulties in most manufacturing processes and the constant trend is towards their elimination. The temperature at which the Canadian material is burned ensures high specific gravity and thorough shrinkage. The grain size of the product is so controlled that the voids are only just sufficient to allow of proper bonding, thus making possible a dense, hard bottom affording high resistance to erosion and shock. Careful proportioning of the constituent elements absolutely prevents disintegration.

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

Experimental work is report on the gasification of 90-percent through 200-mesh, strongly coking Sewickley-bed coal with oxygen and with steam in three temperature ranges, namely, 2,700° to 3,400° F., 1,600° to 2,000° F., and 230° to 250° F. Thirty-one runs have been made, during which 56,000 pounds of coal have been charged to the generator at feed rates of 200 to 450 pounds of coal per hour. The average results, not the optimum results, are given in the following tabulation:

According to Lindgren , the economic importance of pegmatites stems from the fact that they represent the principal natural storehouse of two classes of mineral products : (1 ) common minerals in exceptional size and purity and ( 2 ) several of the rarest minerals , which are not commercially available from other types of deposits . Most pegmatites can be described simply as coarse- to very coarsegrained granites . Pegmatite includes coarse -textured igneous rocks of any composition , such as syenitic , alkali syenitic , dioritic , or gabbroitic ; but basic pegmatites are far less common than those that are associated with acid rocks and correspond approximately to the mineral composition of ordinary granite . Moreover , only a very few basic pegmatites can be considered as economic sources of useful minerals . Whereas , in ordinary granitic rocks the individual minerals usually measure 1/8 to 1/4 inch across , in pegmatites they are characteristically over 1 inch and often more than 12 inches in diameter . Although some of the constituents of the pegmatite may be only a fraction of an inch in length , single crystals more than 10 feet long are by no means unusual , and some crystals are enormous . A whole quarry was operated in the Urals within a single crystal of feldspar . Huge quartz crystals are quite common although usually imperfect . Muscovite plates 10 feet in diameter have been mined in India , and the Purdy mica mine in Canada contained a mica crystal measuring 6.5 by 9.5 feet and weighing nearly 7 tons , which supplied more than $20,000 worth of trimmed mica sheet . A loglike crystal of spodumene in the Etta mine in the Black Hills of South Dakota was 42 feet long . Giant crystals of beryl weighing several tons apiece have been mined from several properties . Because so many rare minerals are found in substantial concentration only in pegmatites , it is a common fallacy to suppose that pegmatites are always enriched in rare elements . Traces of most of these elements , of course , are found in almost all igneous rocks , and they reappear in the sediments derived from igneous rocks . It does not follow , however , that all or even most pegmatites contain higher percentages of rare elements than other granitic rocks . Geological evidence points to the probability that notable concentrations of rarer minerals or elements in pegmatites are more or less fortuituous , such additions often being ascribed to events subsequent to the original emplacement of the main body of the pegmatite . Most pegmatites consist principally of potash , feldspar , and quartz . Even mica , although commonly present , is not an essential constituent . Probably

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.
