Resource development conflicts arise largely due to differences in worldview between those who support and those who oppose development. This paper illustrates how societies and civilizations with different worldviews produce different levels of creative and economic energy. A questionnaire was created to build a database of responses to test whether worldview and resource development are correlated. Factor and multivariate regression analysis determined correlations for respondent groupings. Results showed a positive correlation between the respondents\u2019 worldviews and their attitudes toward resource development. Correlations became stronger as the homogeneity of the sample subgroups increased.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. (Australian Government - Community Engagement and Development Handbook October 2006 @ page 49.)   This paper considers the merits of a process of community collaboration and what it has to offer in terms of meeting that challenge.

Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.

"INTRODUCTION The brown-iron ores of the Western Highland Rim of Tennessee extend north and south across the State for 115 miles. Many prospects of iron ore are known in this area.The district is credited with an output of 8 million tons of washed ore prior to 1930. Records on past shipments of ore indicates that the grade was probably 45 to 50 percent iron, 0,7 to 1.25 percent phosphorus, and 10 to 21 percent insoluble.As part of a survey of the iron resources of the Appalachian area, the Bureau of Manes began exploration .of the Churchwell and Robinette properties April 16, 1945, and continued until July 25, 1945, during which time 122 feet of test pits were sunk and 667 feet of churn drilling was completedPROPERTY AND ACCESSThe Churchweil property and that part of the Robinette tract north of U. S. Highway 64 are reported to be owned by the heirs of William Millsaps.The Churchwell property is northeast of Waynesboro, the county seat of Wayne County (fig. 1), and is east of Forty-Eight Creek, between Duggar Branch on the north and Little Forty-Eight Creek on the south.The property is reached from Waynesboro by traveling U. S. Highway 64 east 8 miles to Forty-Eight Creek, thence north on a secondary road 2 miles, to where Little Forty-Eight Creek joins it, thence by an old logging road up the hill half a mile to the property.The Robinett tract lies 1 mile southeast of the Churchwell and is reached by traveling east from Waynesboro on U. S. Highway 64 and a distance of 6.7 miles, and then turning left on an old logging road and following the ridge 2 miles to the prospect."

It is now five years since the advent of gold-dredging in Australia, the State of New South 'Wales, or colony as it was, being the first to adopt this system of gold-getting, and the credit of its introduction rests with a member of this Institute, Mr. Chas. L. Garland, who commenced operations with his dredge on the Macquarie River, at the junction of the Muckerawa Creek, in the month of March, 1899. In this paper it is intended to give a brief history of the career of the gold dredge in New South Wales from that relate up to the present time, during which period the writer, as a designer of many dredges, has been constantly in touch with the subject in all its phases in this State; the points noted are the outcome of his observation in a general way, and to a great extent are apart from the design proper.Gold-dredging in New South Wales up to the present moment can hardly be designated an unqualified success...

United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

A brief review of the rapid growth of ACT in Western Canada is presented. It is remarked that this rap-id growth has been accompanied by a heterogeneous approach to design. A more rational and consistent approach is suggested, together with the assumptions on which this approach is based. The operating history of some existing installations is discussed briefly, and conditions necessary for the continued growth of ACT are outlined.

Malagash received its name from the Indians many years ago on acco.unt of its turbid (milky) waters, although,' the red men did not appreciate the significance of this turbidity, and were, of course, entirely ignorant of the crystal beds of pure salt that lay beneath their feet. The salt lake of the Mississippian, or Lower Carboniferous period, in which these beds occur, was apparently a large one, for there is evidence of its existence at intervals all the way from Sydney, Cape Breton, to St. John, New Brunswick, 300 miles as the crow flies, and there is no knowing what its other dimensions may have been, as much of this horizon is now buried on the one side beneath the waters of the Gulf of St. Lawrence, and on the other underneath the Atlantic ocean. About midway of the area and underlying the counties of Colchester and Cumberland, there occurs a synclinal basin of which the Malagash salt outcrop forms only a small portion of its northern limit. This basin has been described very fully by A. C. Hayes. (1) The operations carried on at Malagash since Hayes wrote his report have brought to light very little in the way of new geological data, except to confirm his pre-dictions as to the probable faulting of the salt strata, and the effect which these faults would have on mining operations.

Tonnage quantities of hafnium metal have been prepared in Kroll-process equipment designed for producing zirconium. Some slight process modifications have been necessary, but overall operation is the same as for zirconium. Hafnium oxide is chlorinated in the presence of carbon and the resultant hafnium tetrachloride reduced by magnesium metal. Byproduct magnesium chloride is removed in a high-vacuum distillation step and the hafnium sponge metal crushed for further use. Arc-melted metal can be forged and rolled to sheet, but the best material produced to date would not be considered cold ductile. INTRODUCTION This investigation is part of the program for the production of pure metals from domestic and foreign ores that has been underway at the Bureau of Mines for several years. It was done in cooperation with the Atomic Energy Commission and the Bureau of Ships.

THERE is at the present time a revived interest in amalgamation, due to the number of mines starting up, usually on high-grade ore, and utilizing this relatively cheap and convenient means of recovering gold, more especially in their initial stages of production. The marked increased use of the amalgamation process has revealed a dearth of amalgamators and there is no doubt the art of amalgamation has stood still for a generation or two and is not readily applicable to the modern practice of milling gold ores. Mill operators of long experience are learning the art for the first time and are giving it intelligent study, and considerable testing and research work is now being undertaken Most millmen consider amalgamation a simple process, and so it is when we have a clean ore with coarse gold, specially when stamps are used for crushing. In treating Nova Scotia ores by stamps and amalgamation, recoveries of 95 to 97 per cent are common and easily obtained. So-called 'under-water feed' is almost universally used in Nova Scotia and is quite beneficial. The water is supplied through jets between the dies and below the die surface and maintains this space as a live trap which catches the gold particles before they are overground and spoilt for amalgamation. With this method, the portion of gold recovered in the battery is higher than usual and often amounts to 80 per cent of the total gold in the ore, the remaining 20 per cent being caught on the plate. As a continuous amalgamator, the simple plate cannot be excelled. Some of the modern devices having moving or covered and not very accessible plates, which cannot be readily inspected and dressed to keep them in condition, do not give the best results in service. An exception might be drawn in the case of amalgamation of very heavy ore or concentrate which would bank up unless the plate is carried at such a steep inclination as to weep mercury. Difficulties in stamp-mill amalgamation are encountered when acid water is used or when grease is present. Also, certain sulphides and graphitic and talcose ores give trouble, resulting in poor gold recovery and high mer-cury loss. The older literature on gold milling deals with the common troubles of this type and the old-time amalgamator was well able to take care of day-by-day difficulties. When the difficulties were unsurmountable, the ore was classed as 'refractory' and other processes were used.

Tables are presented of British Standard tests for wrought iron grades A, B and C, Admiralty tests for iron in chain, the quality of material for wheels and axles, and the composition and mechanical properties of wrought iron, Armco (ingot) iron and drawbar-gear steel. In ,1993, the WMC Resources Ltd.-owned Kalgoorlie Nickel Smelter, underwent a capacity upgrade. This capacity increase was offset by .air quality control restrictions limiting the smelter's availability to 80%. As the direct. result of this limitation, WMC Resources Ltd commissioned a double absorption contact ,acid ,plant for the desulphurisation of furnace waste gas in August 1996. The history and the impact of the acid plant on S02 emissions and air quality is reviewed. General descriptions of the other aspects of the Kalgoorlie Nickel Smelter's Environmental Project are also included in the paper. Information on 'the design features? and operating practices that relate to or contrast with practices at operations visited by KNS personnel prior to acid plant commissioning provide the paper's focus. Smelter operation has changed markedly from unstable operation prior to 1997 to continuous" operation with little down time due to mechanical or process failures resulting in increased smelter availability to more than 90%

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.
