"The INCO SO2/air process was patented by INCO in 1985 (Borbely, Devuyst, Ettel, Mosoiu & Schitka, 1985). Well over 80 mining operations worldwide are using this process to oxidize cyanides to cyanates in the tailings from gold, silver and copper mining operations. Though it is possible to supply sulphur dioxide (SO2) in either gas or liquid form, the majority of these SO2/air operations use sulphite-based salts as the ‘SO2’ equivalent reducing agent. This is probably due to the lower capital cost, safety concerns with, and availability of liquid SO2. Sodium metabisulphite (SMBS) is commonly employed, and its cost is an order of magnitude higher than that of sulphur. The increased capital expenditures (CAPEX) for a sulphur-burning SO2 gas plant could have a pay-back of less than two years. In addition, a SO2 gas plant offers potential for significant heat recovery from the sulphur burning process. In terms of safety, the SO2 gas plant only requires the storage of relatively benign sulphur and the site inventory of SO2 will be limited to the plant gas inventory. Furthermore, a SO2 gas plant will not trigger the US Clean Air Act Section 112(r) accident prevention regulations, as may be the case for liquid SO2.Most existing mining operations using ‘SO2’ are gold operations, but in recent years there has been an increased interest in larger sulphur dioxide gas plants for hydrometallurgical facilities that employ leaching of cobalt/manganese minerals or precipitation of manganese/iron (e.g. Tenke Fungurume and Boleo).This paper discusses the different processes which require SO2 as a reducing agent and compares the capital and operational costs of a SO2 gas plant to conventional process alternatives using sulphite-based salts or liquid SO2.The heart of the SO2 gas plant is the sulphur furnace. The most economical way to produce SO2 is by combustion of sulphur in air producing up to 19.5 vol% SO2. Examples of large and small sulphur furnaces are discussed in terms of design, operation, and impacts on operational costs.The SO2 gas produced in a sulphur-burning plant has to be contacted with the liquor to be reduced. The choice of gas-liquid contacting device is important, and two contacting devices are discussed: 1) Gas sparging into the bottom of leach tanks (high, nearly constant, back pressure due to liquid head) and 2) absorption columns (low gas-side pressure drop)."

ROUGHLY one-half the value of mineral products at mines or quarries must be spent for wages. In view of the steady increase in hourly wages that continued for several decades prior to the onslaught of the recent depression, it is perhaps surprising to discover that labor's share of the gross proceeds of the mining and quarrying industries of the United States declined to 46.8 per cent in 1929, compared with 52.2 per cent in 1919 and 53.2 per cent in 1909. The actual percentages vary in different branches of the industry and in different localities but the downward trend is unmistakable. DURING my trip around the world last year, covering a total of 45,000 miles, I saw many things of especial interest from an engineering viewpoint. Sailing from New York, I went through the Panama Canal, down along the west coast of South America, then over the Peruvian and Bolivian Uplands; thence to the celebrated copper mines of Chile; across the Andes, to Buenos Aires, then to Rio Janeiro; across the Atlantic to Lisbon, Portugal; through Spain to the Rio Tinto mines; across southern Europe to Italy; thence to Alexandria and Cairo; up the Nile to Assouan, to Palestine through the Suez Canal, Red Sea and across to Bombay; up to the country of the Moghul Emperors; then to Calcutta, from which point I shipped to Singapore, as having crossed the Equator twice, I wished to shake hands with it again; thence to Shanghai and Pekin; up to the Great Wall of China, back to Nanking and up the Yangtse to Hankow; then back and eastward across the Pacific Ocean. The climatic changes were sudden and severe; there was winter where, for me, it should have been summer and vice versa. The weather man was very kind, however, and until I was near the Aleutian Islands there were only three rainy days in a total of 220.

Raymond, the oldest living past-President of the Institute, who has been in harness almost continuously for thirty-six years, and who has contributed more than any one else to bring this society to its present great success and to establish the reputation of the American mining engineer the world over, for a few words supplementary to those which were uttered to engineers generally, during the sessions of yesterday and the day before. THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.

We report on the development of a finite-element method model for a pilot furnace for the production of manganese alloys. The model is a multiphysics model that addresses material flow, electrical conditions, heat transfer, and physical and chemical transformations. It is capable of studying both quasi-steady and transient states in time-dependent simulations. The model includes common charge materials and fluxes and can simulate production of both ferromanganese and silicomanganese alloys with acid and basic slags, as well as changing charge compositions. The model output provides access to the material distribution in the furnace during furnace runs, temperature profiles, current paths, energy balances, and alloy and slag production rates and compositions.

Material handling in surface mines accounts for around 50% of the operational cost. Optimum truck dispatching plays a critical role in the reduction of this operational cost in truck and shovel surface mines. Researchers in this field have presented several mathematical models to solve the truck dispatching problem optimally. However, a critical survey of the literature has shown that three significant drawbacks exist in the available truck dispatching models. The published models underestimate the importance of the interaction between truck fleet, shovel fleet, and the processing plants. They also disregard goals set by strategic-level plans. Moreover, none of the available models account for the uncertainty associated with the input parameters. In this paper we present a new truck dispatching model that covers all of these drawbacks, using a fuzzy linear programming method. The performance of the developed model was evaluated through implementatin in an active surface mining operation. The results show a significant improvement in production and fleet utilization.

The thermal decomposition of carbonate minerals as pre-treatment before smelting reduces the energy requirement for smelting. It can also make the combustion of fossil fuels for heating unnecassary. Thermal decomposition may become important in reducing greenhouse gas emissions when producing ferromanganese alloys while simultaneously reducing electrical energy demand during smelting. A kinetic reaction rate model for the thermal decomposition of manganese ores is presented, based on published reaction rate kinetics for the decomposition of manganese oxides and calcium carbonate. The model was validated against thermogravimetric data for two carbonaceous manganese ore samples and one ferruginous manganese ore sample. The reaction rate model shows that carbonate minerals in the manganese ores are decomposed at temperatures above 900 °C while pyrolusite is decomposed at temperatures from 450 °C to 500 °C. Mn2O3 decomposes rapidly at 550 °C. Braunite decomposition at temperatures below 1000 °C was negligible. The presence of organic carbon in the samples led to further reduction of the samples during thermal treatment.

A willemite concentrate consisting mainly of willemite (55.3%) and dolomite (15.6%) was reduced in a tube furnace with charcoal as reductant. The effects of temperature and varying reductant additions on zinc extraction were studied. A zinc recovery of 86% was achieved with 20% reductant in the charge at 1100°C. During reduction, the calcium oxide generated through calcination of the dolomite promoted decomposition of the willemite, thus lowering the temperature at which reduction took place. The presence of CaO improved the zinc recovery at all temperatures studied. The best zinc recovery (93%) was obtained in the presence of 5% CaO, 20% charcoal reductant, and at a temperature of 1100°C. The results show that the willemite concentrate studied has great potential to be used as a raw material for the Waelz process.

ITALY is by- far the poorest in mineral resources of the so-called great pou7ers of Europe. Before the World War this shortage was not so serious as the essential minerals that could not be mined domestically at a profit were bought in the world markets. In those days tourist trade and remittances from Italians abroad helped to provide Italy with foreign exchange. During the World War, when certain mineral products were scarce and when prices rose in some instances to several times normal, the Italian Government began to regulate consumption and imports. It was not until later, when the Fascist regime established the corporate state, that Italy seriously considered adopting a of self-sufficiency. Private industry was grouped under separate corporations, for the principal industries; including mining and metallurgy and the heads of the large producing companies, became members of these corporations. Industrialists were thus able to regulate their own affairs and to advise the Government as to the measures necessary to meet domestic or foreign trade demands upon their industry. Labor was or-

During the testing and design of the Gold Fields' Chimney Creek mine, it was found that a much higher carbon loading was possible with CIC (carbon-in-solution columns) than with CIP (carbon-in-pulp). In an effort to keep the carbon handling minimized, an emphasis was put on forcing gold to the CIC circuit rather than the CIP. After considerable study, it was found that a circuit with two thickeners and an interstage leach would force 90% of the gold to CIC. Computer modelling indicates that the benefits of the hybrid circuit include higher recovery, less carbon handling, fewer leach tanks, and lower reagent costs.

ANNUAL meeting of the Woman's Auxiliary of the American Institute of Mining and Metal-lurgical Engineers convened on Tuesday morn-ing, Feb. 20, the president, Mrs. H. W. Hardinge, presiding. President Hardinge, in opening the meet-ing, said: "I have the honor and great pleasure to welcome you to our seventh annual meeting. It has been a happy year, though I started in fear and trembling. My fear is partly gone and my trembling becomes less as time goes on. Never has a chairman had such splendid cooperation and harmony in her work; no. matter how much was asked nor what the task, I have always received the same answer, `We are with you, of course we can do it.' Often the road has been untried and the way full of snares, but we have all pulled together. Is it any wonder we have had a prosperous year? I cannot thank the governing -board and officers enough for their help." Mrs. Hardinge described her trip through the West last summer, during which she visited many of the local sections of the Auxiliary. She also spoke of the work of the Rossiter Raymond memorial library which has been started as an activity of the Woman's Auxiliary. Mrs. Reynders read the minutes of the last annual meeting, and Mrs. Kemp read the treasurer's report. The latter showed that on Feb. 1, 1922, there was a bank balance of $683.61 and on Feb. 10, 1923, the bal-ance was $947.93. Mrs. Westervelt expressed the sorrow of the Auxiliary for the death -of Mrs. Florence Howe Hall and of Mrs. Levi P. Holbrook.

Mr P. Bermingham introduced paper 9.1, describing the development and trials of a new pile load-testing technique that the Authors had termed "Statnamic". The system involved launching a test weight mounted on the head of the pile by igniting chemical fuel in a pressure combustion chamber between the pile head and the test weight. The expansion products from the burning fuel generated large pressures which were used to launch the weight upwards at high velocity. The reaction from this force generates an equal and opposite force at the pile head. This force is typically of much longer duration compared with, for instance, dynamic load testing by drop hammer. In addition the pile experiences a much lower acceleration - typically of less than one g. Because of the long duration blow, the pile is loaded at below its natural frequency and is therefore under a uniform high stress over its full length throughout the duration of the test. The pile behaviour is not dominated by the complex action of an impulsive stress-wave as with standard dynamic testing. The test technique is thus essentially quasi-static. It was anticipated that a ram test weight of 16 tonne would be sufficient to provide the test reaction for a 600 tonne load test. It was pointed out that the device was still at the research stage, but had yielded encouraging results to date. Testing would proceed from model testing and computer simulation to full scale field testing.

The Jinfeng mine is Sino Gold's flagship project and is the second largest gold mine in China. Sino Gold Limited (SGL) holds 82 per cent equity in the Sino-Foreign joint venture Sino Guizhou Jinfeng Mining Limited (SGJML) with a Chinese partner. Jinfeng is located in a relatively remote site in southwestern Guizhou province. The orebody is considered to be the largest known Carlin type deposit in China. Jinfeng Plant has the world's third largest BIOX« bacterial oxidation facilities (790 t/d), treating highly refractory concentrate generated from crushing, semi-autogenous grinding (SAG) and ball milling and bulk sulfide flotation operations. The Jinfeng Plant construction started in February 2005, commissioning was completed in April 2007, and commercial gold production was achieved in September 2007. This paper describes the successful operations of Jinfeng Plant over the last two years. The key events of the project development are described, from the project background and process design, through to the commissioning and achieving design mill throughput of 3600 t/d resulting 180 000 ounces of gold per year. Process aspects of the BIOX« and carbon-in-leach (CIL) operations over the last two years are discussed which illustrate a very high BIOX« oxidation rate (more that 97 per cent) and excellent CIL recovery (more than 96 per cent). The management of the Jinfeng plant CIL tailings detoxification and filtration is described, and Jinfeng has became the first BIOX« processing plant to have achieved dry stacking of detoxified and pressure filtered CIL tailings. Current efforts to recover cyanide from CIL detoxified solution and the achievement of a zero discharge site water balance are also introduced. Many improvement projects have been made over the last two years which have culminated in a 15 per cent increase in mill throughput over the design and BIOX« CIL recovery increasing from 92.5 per cent to 96 per cent. Significant operating cost reductions from lowered of acid, lime and cyanide usage through process modifications and technical innovations are discussed.

IN discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual ex¬perience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has not been sufficiently appreciated by us, and that our, tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products. which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 1906' supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.)
