Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. PT Freeport Indonesia recently completed preproduction development and construction of the Big Gossan underground copper and gold mine, located in the Ertsberg mining district of Papua, Indonesia. Production has commenced with an expected ramp-up to full production of 7000 tonnes per day in 2012. The Big Gossan utilises an open stoping mine method with paste backfill.In order to deliver ore to the mill, which sits in a valley above the ore deposit, an underground production shaft and hoisting facility was designed and constructed as the key component of ore haulage. The design and construction of the Big Gossan shaft posed many challenges to the project team. Available shaft design and construction expertise were limited as this was the first shaft of its kind in Indonesia and the project was undertaken during a time of high industry demand for new shaft systems. Construction resources were also limited due to the remote location and competition with existing, producing mines for these resources and skills. The project also taxed the ability of Freeport to provide services and resources to this as well as their other projects.Completion of the Big Gossan shaft was a milestone in PT Freeport Indonesia’s plan to fully transition ore production to the underground environment in this decade.This paper deals with the various challenges faced by PT Freeport Indonesia and shaft contractor, PT Redpath Indonesia, during the construction of the Big Gossan shaft and offers suggestions to improve future shaft projects of a similar nature.

The paper gives a comprehensive overview of the historical development of various metal rolling technologies and also describes the influence to industrial and socio-economic developments. The rolling of steel, in particular of rails, beams, rebar, strip and plate has enabled the large scale transport and travel, the building of bridges and buildings, the manufacturing of ships and cars. All this has changed the face of the world significantly. Further the paper approaches technological highlights in the design, manufacturing, drive and control of modern mills and the various types developed to create industrial economic units for the different markets and customers’ requirements. An outlook of future challenges is as well discussed in the paper. Various solution approaches for the rolling technologies, from continuous improvement of existing plants to more radical new concepts like endless rolling, near net-shape casting and rolling are approached. A positive conclusion is drawn that rolling technologies will remain a valuable area for engineers with scientific and economic challenges, but also a clear vision for positive contribution to further industrial and social development.

Ground control research for underground coal mining has progressed significantly over the past several decades. With this progression, and the ability to analyze and model underground conditions, underground working conditions have significantly improved. In order to progress further, the behavior of roof support must be known and be adequately modeled, such that models can be used for support design under different geological and mining conditions. This paper discusses the results from a research project funded by the U.S. National Institute for Occupational Safety and Health (NIOSH) and undertaken by Southern Illinois University Carbondale and Peabody Energy. The research involved installation of active and passive instrumented bolts in mines, recording relevant in situ data and then attempting to model the behavior of the bolts as mining progressed. Such calibrated models could aid in design of roof supports under different geological and mining layouts and thus, hopefully, further improve rock related safety.

Due to the modernisation of mines, traditional training methods may be supplemented to support the upskilling of supervisors in mines. A project was initiated by the SAMERDI SATCAP programme to demonstrate the “art of possibility” through a modern training methodology. Two exemplar digital supervisory leadership development modules for underground gold and platinum-group metal conventional and modernising mines, were developed for potential uptake by the mining industry. These exemplar modules were exhibited on a digital platform, towards leading and driving mining modernisation. The research adopted a mixed method approach that included a literature review, a review of an existing supervisory leadership development programme, data gathering, a pilot study, and stakeholder validation workshops. The research supported the development of exemplar digitised modules. The two digitised modules were showcased to the industry for potential adoption. Training slides, a facilitator guide, and a training video were developed for ease of use by industry. The training modules are generic and not specific to a particular mine. They may be used by multi-commodity mines, including gold and platinum-group metals, as ‘stand-alone’ modules. They are customisable, through consultation with relevant service providers for specific working environments. The findings indicated that both the traditional classroom training and the new digitised online learning solution offer advantages for supervisory leadership development. Digital learning is not a new concept for supervisors at mines and modern training methods are well-supported by supervisors in the industry. A ‘modernised’ training solution may consider a ‘blended’ learning approach that combines traditional training with digital methods.

The copper tankhouse at Rustenburg Base Metals Refinery is an essential component of the Anglo American Platinum value chain. The tankhouse uses starter-sheet technology that was adopted in the 1980s, so dependence on manually intensive labour and overall operational excellence has a significant impact on process performance. An efficient, stable, and sustainable electrowinning process contributes to minimising energy consumption and reducing operational costs, and enables improved product quality and increased throughput. Historic performance of this tankhouse has often been suboptimum over prolonged periods. An in-depth operational review of performance from 2018–2024 was carried out to understand challenges, risks, and high-impact factors that contribute to poor performance. Implementation of adherence to fundamental operational basics identified from global best practice, such as the frequency and quality of cell cleaning and maintenance, preventing backlogged harvesting or maintenance, preserving cell-top furniture conditions and integrity of electrodes, preventing short circuits and poor current distribution, and maintaining a high level of operational discipline, has since contributed to an era of exceptional performance. Root-cause analysis fault trees pertaining to poor current efficiency and high scrap rate are summarised. Current efficiency has significantly improved since 2021, now consistently exceeding 88%. The copper scrap rate, previously believed to be limited to a minimum of 4%, achieved a historic monthly low record of 2.06% in 2023. Chemical and physical quality has considerably improved, and cathodes exhibit minimal morphological defects.

Granitic Pegmatite deposits are the chief source of commercial feldspar, micas, lithium minerals, tantalum-columbium, beryl, and certain types of kaolin. The output from pegmatite mines in the United States is small compared to other mineral products in terms of bulk or value, and much of it comprises only minor metals and nonmetals. Nevertheless, pegmatite minerals play a vital part in our domestic industrial economy, particularly in the ceramic and electrical industries. Numerous special purpose uses also are important, even though they require small quantities of raw materials. In recent years, realizing the potential importance of the pegmatite minerals, the U.S. Geological Survey, the United States Bureau of Mines, several state Bureaus of Mines, and a few private companies have carried on extensive programs of pegmatite studies in the New England and southeastern states, in the Black Hills area of South Dakota, in the Rocky Mountain region of Wyoming, Colorado, and New Mexico, and in various parts of Washington, Idaho, Utah, Nevada, Arizona, and California. Currently, some of the pegmatite minerals such as micas and spodumene are selectively separated by the flotation process. To a lesser extent a few plants are selectively floating feldspar and quartz. Much of the credit for the above progress goes to the fine work done by U.S. Bureau of Mines (1), and companies such as Foote Minerals (2). Additional research efforts by the New Mexico Bureau of Mines (3) has successfully demonstrated selective separation of micas, beryl, spodumene, lepidolite, microlite, quartz and feldspar from a complex Pegmatite containing all these minerals. Since the nature of the mineralization of various valuable components of a pegmatite deposit is such that selective separation of some of these can be carried out at a coarse size using the Heavy Media Separation technique, it was felt that such a system should be investigated for selective preconcentration of their minerals. It was also felt that of all the :MS systems available, the DYNA WHIRLPOOL (DWP) device which allows a close control and adjustment of specific gravity should provide a means of achieving the above goal. Once the desired preconcentration of one or more of the pegmatite mineral assemblage is achieved, the available selective flotation techniques should provide effective recovery of various minerals into marketable products. This paper presents technical and economic aspects of selective preconcentration of some of the pegmatite minerals followed by selective flotation to produce marketable products.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.

This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.

Cost estimates and technical feasibility are compared for six chemical coal cleaning technologies. The comparison is based on conceptual application of the chemical cleaning methods for removal of pyritic and organic sulfur from a utility grade bituminous coal. The process layout includes receipt of 8,000 tpd ROM coal, fine coal pulverizing, desulfurization, and preparation of a compacted clean coal suitable for storage and shipment. The methods are: the Magnex iron pentacarbonyl process, the KVB dry oxidation process, the Battelle hydrothermal caustic leaching precess, the TRW Meyers ferric ion leaching process, the Ledgemont oxygen/water leaching process, and the Bureau of Mines/Energy Research and Development Administration air/water leaching process. Capital costs estimated for the desulfurization operation alone, scaled to 8,000 tpd, range between $14 MM and $122 MM, while estimated operating costs for desulfurization alone on the same scale of operation range between $7 and $17 per ton clean coal produced. Relatively little is known about the chemical cleaning of coal, and present cost estimates indicate that the method might not be competitive at its present state of development when used alone to clean utility grade coals for sulfur removal. The principal attractiveness of chemical coal cleaning lies in its potential for combination with physical cleaning to produce cost competitive compliance coals in a combined process with high-Btu yields.

This report reviews the phosphate deposits, mines, and industry, and prospects in 10 districts covering most of the Montana phosphate field. These districts are discussed individually, and an evaluation of the resources and potential of each is presented. Phosphate rock produced from underground mines in the Garrison district is shipped to Canada for processing to fertilizers, utilized locally for production of animal feed supplement, and pulverized and sold for direct application to the soil. Production from the Melrose district is shipped to Silver Bow and processed to elemental phosphorus. The Maxville-Philipsburg district is destined to become a major producer with the development of the Douglas Creek mine and beneficiation plant by Montana Phosphate Products Co. Montana ranks fourth after Florida, Tennessee, and Idaho in total annual production in the United States. Production him increased from about 60,000 long tons of acid-grade phosphate rock in 1940 to more than 660,000 tons of acid-, beneficiation-, and furnace-grade ore in 1961. Montana has the second largest potential resources in the Western field; in the area south of Butte there are approximately 1.2 billion tons of phosphate rock (+18 to +31 pct P2O5) available above and within 100 feet below entry level; and in the northern part of the field there are about 67.6 million tons available above entry level. In contrast to Idaho, most of the phosphate deposits in Montana are best suited to underground mining.

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

During the 5-year period 1906-10 inclusive, 84 major disasters (a major disaster being one in which 5 or more lives are lost) occurred in the coal mines of the United States, or an average of 17 per year, and the total number of fatalities from coal-mine gas and dust explosions (major plus minor) for the 5 years aggregated 2,338 or 477.6 per year. The monotonous continuance of coal-mine disasters month by month aroused the people of the United States to such an extent that it was felt necessary for the Federal Government to try to do something looking to the avoidance of the admittedly excessive loss of life in our coal mines, and this was one of the deciding factors in the establishment of the United States Bureau of Mires in 1910. That results have been obtained in this particular cause of coal-mine accidents may be seen from the fact that for the year 1933 but one major explosion disaster occurred in the coal mines of then united States and the total number killed in that disaster was 7. Unquestionably the coal-mining industry through use of oaf or mining practices and aided by the various kinds of work of the Bureau of Mines looking to the prevention of mine fires and explosions is in large part responsible for this very creditable change. If the gas and dust explosion fatality rate of 1.059 per million tons of coal produced during the period 1906-10 inclusive had continued to the first of January 1934, instead of the 6,373 deaths which actually occurred due to gas and dust explosions, there would have been 13,480. Hence, during the 23 years existence of the Bureau of Mines there has apparently been a saving of about 7,102 probable deaths, or an average of more than 300 per year, from gas and dust explosions as against the number which would have occurred had the 1.059 gas and dust explosion fatality rate for the period 1906-10 continued. Thirty-nine persons were killed in all kinds of explosions (both major and minor) in the coal mines of the United States in 1933; if the 1.059 gas and dust fatality rate of the 1900-10 period had been in effect in 1933, about 400 persons world have been killed. Unquestionably, the various teachings of the U.S. Bureau of Mines looking to the avoidance of explosions and fires in mines have had a vital influence in reducing the number of explosions and fires and also in decreasing their destruction in case they occur.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, staurolite, and emery, increased in 1987. The increase was, in certain cases, because the materials were used in nonabrasive applications, such as the increased use of tripoli as a filler and special silica stone material as a special-purpose crushed stone. The increased use of garnet as a blasting media accounts for most of its growth. Production and sales of garnet were at a record-high level in 1987. [ ]

This paper is based upon the experiences of collaborating academics in two mining schools and their personal view of attempts to integrate the principles of sustainable development into mining education and research. In this quest, the concept of sustainable mining practices is proposed, not only relating to environmental, social and economic performance but also stressing mine safety and efficiency. These practices need to support strategies that enable flexibility and resilience within mine operations to counter recessionary cycles. Also, these counter-cyclical strategies are now imperative for sustaining mining education and research itself. There is a critical interdependence between these two different perspectives on æsustainabilityÆ. The paper concludes by demonstrating models of strategies that promote inter-disciplinarity, collaboration and networking for sustaining mining schools.

There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. "ALTHOUGH coal is generally the cheapest fuel on the basis of heating value it has been at a disadvantage in competition with other fuels because means have not been available for efficient •Conversion of its thermal energy to mechanical work. Taking the •railway application •as an example, the cost of Diesel oil is about three times that of its thermal equivalent in coal, but the overall efficiency of a Diesel locomotive is about five times that of a coal-fired steam locomotive. Accordingly, the Canadian railways are replacing all coal-fired steam Locomotives, as they are retired from service, with Diesel units. This conversion in itself represents a major loss to the coal industry because the value of railway fuel is approximately 130 million dollars per year, and there are other applications in the medium power range where oil is displacing coal. There is, therefore, a strong incentive to attempt development of an efficient coal-burning engine.Coal has never been a promising fuel for reciprocating internal combustion engines because of the time required for its combustion in pulverized form . This is not less than one-tenth of a second so that the speed of such an engine would have to be very slow. There are also serious difficulties of a mechanical nature arising from the necessity for intermittent combustion and the use of close-fitting pistons."

This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

"Mineral exploration properties are those on which an economically viable mineral deposit has not yet been discovered. Such properties are bought, sold, optioned and joint ventured on the basis of their perceived potential for the existence and discovery of a viable mineral deposit. The intrinsic value of an exploration property is therefore based on the exploration potential. One measure of the exploration potential is the amount that can be justified to spend on exploration for a viable deposit.The appraised value method uses a cost approach to value exploration properties. It is based on the premise that an exploration property is worth the meaningful past exploration expenditures plus warranted future costs to test remaining exploration potential. Results of past exploration work are analyzed in order to retain only those past expenditures that are productive in terms of identifying remaining potential. Warranted future costs comprise a reasonable exploration budget to test that potential."
