This report covers the period January 1964 through December 1964; it is a continuation of the series that began with the publica- tion of Information Circular 7516 in October 1949. Also, it is the sixth in a series of reports prepared under a cooperative agreement between the Bureau of Mines and the American Association of Cost Engin- eers. The agreement provides for the publication of an annual cost bibliography with the work load involved in the preparation shared equally. The abstracted articles, concerned with all facets of cost engineering in the field of chemical and petroleum plants and related subjects, are from the following sources: 1. This Information Circular describes the development of block-caving methods and practices by the Miami Copper Co. at the Miami mine in Gila County, Arizona. It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief sumary of such costs as are available for publication.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its prin- cipal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctua- tions, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic informa- tion and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that produc- tion rates and reserves have a proportionate relationship.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. The literature on methane-oxidizing bacteria is reviewed in regard to (1) the growth and isolation of cultures by special techniques; (2) the distribution of these organisms in nature and descriptions of individual species; (3) the physiology of methane-oxidizing bacteria as influenced by temperature, light, pH, aerobiosis versus anaerobiosis, and carbon and nitrogen sources; and (4) the biochemistry of methane oxidation revealed by studies with intact cells and subcellular systems. Present practical applications of methane-oxidizing bacteria are limited to prospecting for natural gas and petroleum deposits. Desirable areas for future research are discussed as well as some possible applications such as (1) the removal and/or early detection of methane gas in coal mines by intact culls or enzyme preparations; (2) the generation of electrical energy by microbial fuel cells using methane as fuel; (3) the growth of methane-oxidizing bacteria on methane fur their food value; (4) the purification of hydrocarbon gas mixtures using methane-oxidizing or other alkane-oxidizing bacteria; and (5) the synthesis of methane from mixtures of H2 and CO or H2 and CO2 by methane-forming bacteria.

Money is one of the most pervasive elements in human life. The compensation for a workman's daily efforts is expressed as a wage and is measured in money. What an individual may consume depends largely on his income which also is expressed in terms of money. If he would start an enterprise its size would be determined in large part by the amount of money available for capitalization and its success would be measured in net income expressed in money. In short, the most widely used common de- nominator for comparing merchandise, real property, jobs, enterprises, gross national product, or personal success is money. Despite this use of money by almost everyone past infancy to express his appraisal of the innumerable values he sees around himself, the complexity of the device called money makes its nature and workings a mystery to most users. Some of the difficulty in understanding money results from the fact that it has three distinct but interrelated functions: (1) a medium of exchange, (2) a unit of account, and (3) a store of value. In many statements about money the discussion moves from one function of money to another without the speaker or the listener recognizing the changes. For example, the housewife says "We took the money we had saved up to make the down payment and after twelve monthly payments the television will be ours." When this housewife spoke of "saving up the down payment" she referred to money in its function as a store of value; when she spoke of "the down payment" she was using money as a medium of exchange; and when she referred to the "monthly payments" she spoke of money as a unit of account. Another cause of confusion in understanding money is its paradoxical nature in that it represents both the power to produce and the power to consume. For example, when the rich uncle dies one nephew may regard his inheritance as an opportunity to buy a farm and leave the ranks of the wage earners to become an independent producer, whereas the other nephew may regard his portion as the means of living in complete leisure as a pure consumer.

The significance and role of industrial minerals in Canada differ from those in the United States, The smaller Canadian industry has recently become well diversified and self-sufficient in most commodities, However, it depends on exports, principally to the United States, for much of its market, Imports are small, but imports of several basic products manufactured from industrial minerals are large. This nation is a leading world producer of asbestos, gypsum, sulphur, nepheline syenite, titania slag, potash and barite. It has reserves in asbestos for at least 30 years enough potash to supply the current world's needs for 2,000 years and sulphur reserves for 40 years of current world demand, One of the ilmenite deposits contains enough titania to supply the current world demand for at least, 25 years.

At the outset, I believe reference should be made to comparatively recent world developments in copper which have an important bearing upon the Canadian position. COPPER SITUATION No one can doubt the marked change for the better compared with not so long ago when less than adequate attention was paid to marketing and to uses of the metal. I need not show you graphs of world copper prices, which except for relatively brief periods and war conditions were, until about three years ago, not unlike the topography of the Canadian Rockies. There remain, of course, some non-industry factors who yearn for the old days of "roller-coaster" copper prices.

Gyroscopic surveying instruments, which apply the physical law of a gyroscope, are being used for deter-mining the azimuth of lines with a high degree of ac-curacy. In the past ten years, gyro-theodolites have been introduced widely for underground orientation in the mining industry of Russia, Germany and South Africa. Gyroscorpic methods eliminate awkward procedures of conventional shaft plumbing, and provide more safety, excellent control and the highest precision at any point under-ground without interference with hoisting operations. The advantages of gyroscopic orientation in geodetic surveys become obvious in primary and secondary triangulation, in the determination of co-ordinates of single triangulation points, using the method of trigonometric re-section and intersection, and when traversing over long distances or in areas with obstructed view. Other fields of application are found in geophysical surveys and in the orientation of technical objects; e.g. radar stations, relay stations and ballistic missiles.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Markets as used in this report are divided into two components for individual analysis-- (1) supplier markets which include regional Frasch and byproduct sulfur producers and (2) consumer markets which include processors and manufacturers requiring sulfur in their operations The term sulfur as used in this report includes brimstone, native sulfur, elemental sulfur, or sulfur equivalents.

Autogenous grinding, defined as grinding with like material, while quite an old art has recently been revitalized. Two phases of autogenous grinding, primary and secondary, have been the subject of recent papers, technical articles and discussions. The purpose of this paper is to discuss a third phase of autogenous grinding - Intermediate Autogenous Grinding - comparing it to and indicating advantages over the other two phases. Autogenous grinding can also be called ?Rock grinding?1; that is, grinding using ore or rock from the same deposit as the mill feed as grinding media contrasted with using as grinding media steel rods, steel or ironballs, natural or manufactured iron, free pebbles, or other shapes and materials foreign to the mill feed.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

Fluorine is a lively element in both its chemical and economic behavior. It was not isolated as an element until 1886 by Moissan. However, its principal source to this day, fluorspar, was known and its special merits recognized long before that time. Our own mining brother, Agricola, is credited with having named fluorite, the mineral name, in 1546 from the Latin, "fluere", to flow. It made things melt and was already being used as a flux. Because fluorspar has been found as a relatively common gangue mineral in metal ore veins, it has long attracted the attention of geological thinkers seeking to, explain the whys and wherefores of veins. Fluorine has been thought of as one of the principal mineralizers, holding metals in ascending vein solutions for deposition close enough to the eventual surface to be accessible for profitable mining.

The topic of the relationships between energy and particle size has had two very active periods -the first in the early thirties, when the relative merits of Rittinger's and Kick's proposals were vigorously debated; the second in the early fifties, when Bond's Third Theory was published. This second stage has produced several contributions that have provided a clearer picture of energy /size correlations in comminution. Derivations of a general relationship have been made from single-fracture experiments and from the rate of comminution, and both methods arrive at an equation of the type E = AK-11? The constant A in the equation may be regarded as a grindability parameter. In some respects, an understanding of the phenomena associated with comminution is still lacking, and research in this field should therefore be expanded. Non-contacting, radioisotope density and level gauges are discussed. The characteristics of the more commonly used isotopes, the techniques of detection and the methods of presenting information are reviewed. The gauge parameters of accuracy, response time and long-term stability are tabulated with reference to calibration techniques and operating requirements. Automatic control systems, both pneumatic and electrical, are used in conjunction with density gauges on filter feeds, and in thickener underflow and heavy media processes. These systems are described. Procedures for installation, start-up and operator training are outlined, along with considerations of preventative maintenance and service requirements. Typical gauge system costs, including capital expenditure, installation, start-up and service, are presented, wherever possible, in order to provide a basis of comparison with more conventional systems.
