Costs of disposing of steel slag are estimated based on the present method and a proposed alternate method for a steel mill in the Pittsburgh area. Estimated cost data were calculated by the Bureau of Mines and do not reflect the investment and operating costs and credits of a specific steel mill and processing plant. The alternate method of steel slag disposal would result in an appreciable cost savings to the mill and concurrently supply the industrial and commercial markets with low-cost, high-quality construction materials.

This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon's magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter's machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). IT APPEARS that the phenomenon of ion exchange by which saline water was converted to sweet was known to Moses and Aristotle. However, the credit for the recognition of this process is generally attributed to Thompson (1850) and Way (1850), who reported that when a soil was treated with either ammonium sulfate or ammonium carbonate solution, most of the ammonia was adsorbed and calcium was released. It was later proved by Eichorn (1858) that the adsorption of ions from ground waters by clay constituents was a reversible process. The first attempts to utilize ion exchange phenomena was in the field of water softening around 1906, using natural and synthetic silicates. In 1935 Adams and Holmes in England observed that crushed phonograph records (phenol-formaldehyde and amine-formaldehyde resins) were capable of exchanging ions.

Economic investigations indicate that bituminous coal can be mined underground in the Uinta region and marketed at a cost competitive with that of other energy sources in the West. A selling price of $3.90 per ton of coal was calculated from a cost analysis of a projected coal mine in the Emery coal- field of Utah. Although mines in some of the coalfields have extremely difficult mining conditions and cannot compete in the energy market at this price level, at least two other coalfields in the Uinta region contain coal reserves that could be mined and sold at a price of approximately $3.90 per ton. Projections by power companies and other coal-consuming industries indicate a strong future market for the large coal reserves in the Uinta region.

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

A process for simultaneously reducing and indurating iron are pellets was developed by Bureau of Mines laboratory research and confirmed on a continuous pilot plant basis. Moist iron are concentrate was balled, mixed with solid reductant, and heated at about 1,100° to 1,150° C. On a small scale, a variety of concentrates and fuels were utilized successfully. The pilot rotary kiln tests were limited to natural magnetite, synthetic magnetite, lignite, and anthracite. In both cases, partially reduced pellets with excellent physical properties were regularly produced with average analyses of at least 80 percent total iron and 60 percent or more metallic iron. These and other prereduced pellets were smelted in the Bureau's experimental blast furnace facility, Bruceton, Pa. With prereduced spheres comprising 85 percent of the burden, the coke rate was approximately half that with standard oxide pellets and production of hot metal was increased by 75 percent. Economic appraisal of the cost of making hot metal indicates that reduced pellets could be more profitable than any other iron raw material in both investment capital and daily cost of operation.

Mining geophysics in 1969 marked a year of growth and consolidation in the application of ground and airborne geophysical methods and techniques with a 20% rise in expenditures for world-wide exploration. Growth was determined by questionnaire survey of industry, geophysical contractors, universities and government agencies conducted by the Society of Exploration Geophysicists. Relative position of metlhods is shown in the accompanying table on page 87. Methods and Techniques Electromagnetic airborne and ground methods showed the largest gains in the utilization of VLF-EM instrumentation. The VLF-EM instrument is a directional radio receiver which is tuned to distant radio transmitters in the 15 to 25 kilohertz band range. It measures vertical real and imaginary components of the magnetic field vector, and is used in geological mapping and surveying for various types of conductors in the ground. The purpose of this study was to develop methods for the financial evaluation of mineral deposits. This includes the selection of the best alternative mining and processing methods and production rates. This was done by performing a financial evaluation through computer simulation using sensitivity and probabilistic risk analysis. The criterion used to measure the relative advantages of these investment and operating alternatives is the discounted-cash-flow rate of return. Included is a description of the theory and methods used in the probabilistic analysis approach, which is based on the premise that the expression of a range of values in establishing an estimate for a parameter is more realistic than the choice of a single value. Numerous simulations are made using randomly selected values of the input parameters resulting in a frequency distribution of the rates of return and their relative probability of occurrence. The sensitivity analysis method is described and combined with the probabilistic analysis to interrelate mineral reserves, capital investments, operating costs, and production rates. The ability to vary these input parameters on successive runs has permitted the selection of the best alternative mining and processing methods and production rates for a given mineral deposit. For illustrative purposes the evaluation of a mineral deposit was performed using three alternative mining and processing methods at three different quantities of resources and various production rates and prices. The computer program used in this analysis was written in FORTRAN II for maximum compatability and should run without modification on most computers having BK (8,000-word) core memory, a card reader, and printer (120 characters per line).

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

The Bureau of Mines investigated the silver production potential of the Leadville (California) mining district, Lake County, Colo., in 1966-67. The mining history of the district, the ground conditions encountered in mining, and the mine-support methods used are reviewed. The drainage problem is discussed in detail. An initial objective was to establish the existence of potential silver resources minable by low-cost open-pit methods, particularly in the silver-bearing manganese halos surrounding the major deposits. The report concludes that under present conditions, development of the deposits in the area is not economically feasible; however, a pioneer rotary noncore drilling program demonstrated that this type of exploration is technically feasible. Potential reserves of silver and associated metals are estimated. Possible mining methods for recovery of the reserves are discussed. Future production possibilities from the various subareas of the district are analysed, considering optimum operating size. Consolidation of small individual holdings for unit operation is recommended. Type of operation, amount of rehabilitation, size and type of concentrating plants required, drainage and other mining problems, and metal price trends are discussed as they bear on economic feasibility of development.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This profile study of the commercial secondary aluminum industry examines not only the elements that form the industry but also the technological contributions of each toward industrial growth. Concise descriptions of processing methods trace aluminum scrap from generating sources to marketable industrial and consumer goods. Economic and marketing appraisals are used to illustrate the impact that recent technology has had upon the secondary aluminum industry. Price, supply, demand, competition, and substitutes are selected as components of an economic model of the secondary industry and are used to illustrate the aggregate effects of technological changes. The final section is a conceptual look at the future in which sensitive economic indicators (such as die casting in the automotive and appliance industries) are examined as well as the problems of conserving mineral resources by retrieving secondary aluminum from solid waste.

"CANADA'S ECONOMY TODAY is about two-fifths larger than it was six years ago, as measured by the total volume of production of goods and services. Such an achievement has been a rare phenomenon in Canada's first one hundred years. Excluding the forced-draft expansions which took place under war-time conditions, perhaps only the first decade of this century recorded a performance of greater dimensions, when, with massive immigration, the opening up of the West and a powerful array of well-de-signed development policies, the country was looking forward confidently to a great future of nation-building in the twentieth century.What makes Canada's over-all economic advance since 1961 all the more remarkable is that six years ago there was virtually no one in this country who anticipated an expansion of such dimensions. Back in the buoyant conditions of 1956-57, perhaps such an achievement would not have seemed beyond our grasp. After 1957, however, Canada stumbled through an extended period of slow economic growth, high unemployment and substantial and widespread under-utilization of its productive capacity. By the early 1960's, conditioned by the emergence of substantial, persistent and pervasive slack in the economy, t h e r e were few Canadians bold enough to anticipate that their economy was about to embark on a Great Expansion. However, this •is, in fact, what occurred. Beginning early in 1961, Canada moved forward into a sweeping advance which grew into the longest and largest peacetime business expansion in Canada's first century as a nation -a truly great expansion by any standard of measurement. This strong thrust has moved Canada into the front ranks of over-all economic expansion among the industrially advanced nations in the 1960's."

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.
