This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of November 12, 1973, under the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 indexes. Initial capital investment ranges from $12,540,700 for the 1.06-million-ton-per-year (MM tpy) mine to $44,720,500 for the 4.99 MM tpy mine. Total capital investment ranges from $21,850,700 to $75,693,500 for the same mines. Corresponding selling prices for the coal range from $8.76 to $7.53 per ton, assuming a 12-percent discounted cash flow rate of return after Federal income taxes.

Initial capital investment ranges from $12,938,200 for the 1.03-million-ton-per-year (MJ.Vl tpy) mine to $31,435,500 for the 3.09 MM tpy mine. Total capital investment ranges from $21,607,200 to $51,982,000 for the same mines. Corresponding selling prices for the coal range from $9.11 to $8.06 per ton, assuming a 12-percent discounted cash flow rate of return after Federal income taxes.

Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

The Bureau of Mines has successfully used sulfur hexafluoride (SF6) as a tracer gas to measure mine air flows under conditions where conventional methods have failed. SF6 was employed experimentally to measure accurately recirculation of return into intake air caused by leakage through an old stoped area, to check for potential leakage from an adjacent mine, to trace 10,000 cfm of "lost" air from an intake airway, and to measure transit air time through uranium mines. It proved useful as a means of accurately measuring airflow volumes in airways of large cross section and very low flow velocity, and in determining the recirculation resulting from underground cooling plants.

Cost evaluations were made for five processes for producing 100,000 tons of electrorefined copper per year from a chalcopyrite concentrate. The processes were (1) conventional smelting with all furnace gases vented to the atmosphere; (2) conventional smelting with converter gases routed to an acid plant and reverberatory gases vented to the atmosphere; (3) conventional smelting with converter gases routed to an acid plant and reverberatory gases to a citrate system plant; (4) conventional smelting with all furnace gases routed to a citrate system plant; and (5) a modified smelting process in which the concentrate is roasted before being charged to the reverberatory furnace, with roaster and converter gases routed to an acid plant. The total fixed capital costs of the plants were estimated as (1) $56.7 million, (2) $77.4 million, (3) $87.2 million, (4) $73.9 million, and (5) $77.0 million, respectively. Total S02 removal from stack gases as sulfuric acid or sulfur for each process was (1) none, (2) 66 percent, (3) 99 percent, (4) 98 percent, and (5) 78 percent. Assuming no credit for byproduct sulfur or sulfuric acid, total operating costs per pound of electro-refined copper produced were estimated as (1) $0.081, (2) $0.103, (3) $0.119, (4) $0.111, and (5) $0.103, respectively.

Requirements of flue gas desulfurization (FGD) for Eastern and Western U.S. coals will not be the same because of differences in coal sulfur content, ash analysis, and beating value. The effects of these differences and of limited availability of water in the West are the subjects of this paper. Eastern and Central bituminous coals are generally high in sulfur and require removal efficiencies in the range of 70 to 90 percent to meet the Federal emission standard of 1.2 lb SO2/MMBtu. Ash in Eastern coals is low in alkali content and is relatively insoluble in scrubber solutions. High sulfur content and market availability make salable product methods more attractive in the fast and Central United States than in the West. Western subbituminous coals and lignites are generally low in sulfur content, however, only a few deposits could reliably meet the Federal emission standard without FGD, Required removal efficiencies generally fall in the range of 0 to 60 percent to meet the 1.2 lb SO2/MMBtu limit. If the standard were raised to 2 lb S02/MMBtu, approximately two-thirds of Western coals could be burned without FGD. Some Western coals contain ash high in alkali, some of which is soluble in scrubber solutions. This complicates scrubber chemistry, but it also provides the meant for displacing some or all of the limestone requirements when only moderate S02 removal is required. Dry areas in the West would benefit from full commercial developement of dry processes of FGD.

This Bureau of Mines report reviews the mineral industry of the Black Hills area, including Butte, Custer, Fall River, Lawrence, Meade, and Penning- ton Counties, S. Dak.; and Crook, Niobrara, and Weston Counties, Wyo. It includes discussion of geological occurrence, processing, and potential of 27 commodities that have been produced from the nine-county area. The value of mineral production exceeds $70 million annually. Gold and petroleum account for two-thirds of the total, followed by clays, cement, sand and gravel, and rock. The combined mineral industries annually consume 268 million kilowatts of electrical energy, 933 million Mcf of gas, and 2 million barrels of fuel oil. Water consumption is about 10,000 gallons per minute. About 2,700 persons are employed on a year-round or significant part-time basis.

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. "THIS DEPARTMENT is unique in that it operates in the production stream and also provides an essential service. Its operating function consists of scheduling an ore train to haul 10,000 tons per day over 17.1 miles of track and switching all incoming and outgoing rail equipment on 2.2 miles of track at the minesite and 6.2 miles of track at the metallurgical site. The service it provides is traffic control of all incoming commodities and all outgoing concentrates, metals and acid by rail and truck, even extending to port and ship control for overseas shipments (Fig. 46). This Bureau of Mines report investigates solvent injection as a means of increasing oil production from low-gravity oilfields; thus, wells in two California oilfields that produce from reservoirs having low-gravity oil were injected with highly aromatic solvents to increase their oil recovery. The wells were either allowed to soak or the solvent was circulated for a period of time. In some of the wells, the solvent was followed by a slug of water. The post-stimulation production rate was considerably higher than the prestimulation rate of the wells. Wells in which the solvent was not followed by water showed an immediate increase in oil production, and essentially all of the solvent was recovered. The wells in which solvent was followed by water essentially showed a delay in the increase in oil production, thus indicating a temporary water block. The results show that the production rate is usually increased by the injection of solvent, and the method may prevent early abandonment of marginal producers. Cumulative post-stimulation oil production indicates that cyclic solvent injection treatment can be an economic success.

Costs of producing lead from various known resources in the United States are developed by the Bureau of Mines to define the future availability of domestic lead at various price levels. It is estimated that 60 million tons of primary lead (75 percent of the total resource) is available at $0.20 or less per pound; 72 million tons (90 percent of the total) is available at $0.50 or less per pound; and the 79 mil- lion ton total estimated resource can be obtained at a price or $1.82 or less per pound. The supply available at $0.20 per pound or less will meet demand for over 78 years at the 1970 annual consumption rate of 763,000 tons.

The Technology Transfer Seminar on Mine Communications held on March 21-77, 1973, at the Pittsburgh Mining and Safety Research Center, Bruceton, Pa., presented information about recently developed equipment, instruments, and techniques for use in mine communications systems. All of the basic ideas presented in the fine seminar are operational in the Bureau of Mines Safety Research Mine in Bruceton.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

This report has been prepared by Lockheed Missiles & Space Company, Inc. (LMSC), under United States Bureau of Mines Contract No. H0220040 dated 21 June 1972 for the design, development, fabrication, and certification of the One-Hour Self-Rescue Breathing Apparatus (PBA). The PBA is a self-contained, oxygen-generating, CO2-removing closed-loop breathing apparatus that provides a minimum of 1 hour of breathable atmosphere during escape from a mine with a contaminated or oxygen-deficient atmosphere. This Cost-Plus-Fixed-Fee (CPFF) contract has been successfully completed in a three-phase program. The Phase I tasks included the design, development, and fabrication of prototype units developed at LMSC in accordance with the requirement of the Code of Federal Regulations (CFR) Title 30, Chapter 1, Subchapter B, Part 11 (Appendix A), and was submitted to the National Institute for Occupational Safety and Health (NIOSH) for joint NIOSH and Bureau of Mines certification testing.

The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.

This report presents the results of a study of mill tailings disposal practices and potential tailings dam stability problems. Recognizing the long period of time that would be required to develop the technology and practices necessary to significantly improve refuse disposal safety, the Bureau initiated this research effort as a first step in that development. Volume 1 includes a summary of conclusions and recommendations resulting from the overall research effort; discussions of disposal systems and methods, geology, seismicity, hydrology, and materials characteristics; evaluations of investigational techniques; discussions of usable interim generalized investigational, analytical and inspection procedures; discussion of general principles and presentation of a tailings technology manual outline; and discussion of needed future research am recommended programs.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as derived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems.
