Building off the enthusiasm generated by Credit Suisse First Boston on the potential benefits of an industry-wide effort to market gold jewellery, a group of gold producers, led by Randall Oliphant, CEO of Barrick Gold, decides to investigate the long -term impact of launching a significant marketing initiative to stimulate demand for gold jewellery. The group establishes an international Steering Committee representing producers of differing sizes, members and non-members of the World Gold Council. This Committee comprises representatives from AngloGold, Barrick, Gympie Gold, Kinross, Randgold, and Sons of Gwalia and is supported by the Australian Gold Council, the Gold and Silver Institute, and CSFB. The Steering Committee hires McKinsey to assist it by conducting an independent review of whether investment in a large-scale marketing initiative for gold jewellery would be effective in increasing demand for gold, and ultimately of significant economic benefit of the gold industry. Based on McKinsey?s review* and its own discussions with key stakeholders across the industry, the Steering Committee strongly believes the case for marketing is compelling and sufficiently proven to persuade the industry to undertake a major initiative over the next few years. To meet an increasing demand for minerals, mining operations are moving to ever more remote regions. The lack of a local energy supply and infrastructure, coupled with social and regulatory demands for lowered environmental impact of mining operations, presents an opportunity for a seemingly unlikely competitor ? a nuclear power plant. The Modular Pebble Bed Reactor concept, currently in various stages of research and development around the world, offers a high degree of reliability and safety with minimal consequences for the local or global environment. The passive safety features of this design eliminate the need for the extensive active safety systems that add significantly to the cost of current water-cooled reactors. With the MPBR, as with all nuclear plants, there are no appreciable quantities of waste products released to the environment during normal operations. In contrast with conventional reactor designs, the MPBR would also remain radiologically safe even under the most severe abnormal circumstances. The key to the design is the fuel element. Enriched uranium microspheres are coated with various layers of pyrolytic carbons and silicon carbide to form a highly-temperature resistant particle that effectively retains all fission products. These particles are mixed with graphite and formed into 6 cm pebbles. A randomly packed vessel of such pebbles forms the reactor core through which helium is circulated as a coolant. Computer models and tests performed on actual pebble bed reactors confirm that fuel failure temperatures are not reached even during the most severe conceivable loss of coolant accident. The reactor drives a gas turbine cycle with resulting efficiencies as high as 48%, comparable to natural gas-fired units. The low price of uranium fuel and low maintenance requirements translates into competitive operating costs. However, high capital costs prevent the MPBR from competing with natural gas in most markets. In remote applications where no fossil supplies are readily available, the playing field is more level. This paper summarizes the features of two of the more promising candidates for remote applications and discusses the strengths of the MPBR from the perspectives of fuel supply and environmental impact.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd. , is a $2.3 billion copper/zinc project, located in the Ancash Department in Perú. The project consists of an open pit mine, a 70,000 ton per day concentrator, a 302 Km. long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 million tonnes per year of copper and zinc concentrates over a 23-year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world. This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28th, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14th, 2001 by Peruvian president Alejandro Toledo. The construction stage of the project generated 8,000 direct jobs, with a peak of 10,000 employees, and 30,000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals; around 30% of whom came from the department of Ancash where the deposit is located. Approximately 5,800 indirect jobs will be generated from the project. Independent sources state that Antamina will increase the Peruvian mining exports by 30% and Peruvian GDP by 1.4% within its first year of full operation in 2002. Since winning the privatization bid for the project in 1996, the company has implemented a successful approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company?s environmental program. Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues, and as a result, has set new standards in Perú for environmental and community management, and sustainable development.

The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

The Chavara and Manavalakurichi placer deposits have been known since a long time for their rich reserves of heavy minerals like ilmenite, rutile, monazite etc. While detailed work has been conducted on the mineralogy and texture of the bulk placer sediments, reports on the detailed investigations on individual minerals are relatively scanty. Though, limited work pertaining to the chemistry of ilmenite has been carried out by Nair et al (1995) and Ramakrishnan et al (1997), a comprehensive study of the weathering patterns of ilmenite along the longitudinal and vertical profiles has not been, so far, undertaken. Data on the microscopic analysis of ilmenite from the southwest placers, too, is sketchy. The present work deals with the variation of the weathering undergone by ilmenite in the southwest placer deposits based on chemical and mineralogical analyses.

One measure of the exploration potential is the amount that can be justified to spend on exploration for a viable deposit.The appraised value method uses a cost approach to value exploration properties. It is based on the premise that an exploration property is worth the meaningful past exploration expenditures plus warranted future costs to test remaining exploration potential. Results of past exploration work are analyzed in order to retain only those past expenditures that are productive in terms of identifying remaining potential. Warranted future costs comprise a reasonable exploration budget to test that potential."

Coal shearers are one of the major sources of dust and fines in underground coal mines. Despite considerable research investigations, no comprehensive in situ investigations coupled with extensive laboratory studies on the effects of drum design on generation of dust and fines have been found. It may be for this reason that many major shearer drum manufacturers persistently employ a certain drum-lacing pattern on current coal shearers, which is believed to cause excessive dust and fines in coal mines. This paper shows how respirable dust and fines are minimized under near-identical conditions when the drum lacing pattern was changed from a triple-tracking to a single tracking arrangement. A series of laboratory trials simulating in full scale the practical cutting action of tools was followed by extensive long-term underground trials during production operations in OAL (Cayirhan) Lignite mine in Turkey. The results are presented and discussed, and recommendations for proper drum-lacing in terms of respirable dust and fines are made.

PHYSICAL BLAST DATA Pattern Description All measurements related to the description of the physical blast pattern must be made with the mind-set that it has to tell a powerful factual story enabling a future accurate reconstruction of the event. A case has never been lost because too much factual information was available to assist investigators. An accurate physical description of the pattern must be provided based on the blaster’s observations of the pattern actually loaded. The blaster must measure the pattern size, depth, face heights, etc., recording only accurate results. All too often, a blaster records simple pattern sizes and information relayed to him or her from the driller, or from a phone call into the office the night before for powder pre-load inventory purposes. If a pattern was actually measured on the job site by the blaster to be 8.5 x 9.5’, it may, in fact, originally have been ordered at 9’x9’, 8’x9’, or 9’x l0’. In a claim situation, particularly flyrock, recording a “generalization” of what was loaded could result in an interpretation of a blaster’s negligence due to “not knowing or caring” what the actual pattern was, and not loading appropriately for conditions. It is important to remember that other documentation exists such as a drill log from a contract driller or mine records that may provide a different interpretation of the loaded pattern.

The origin of the written blasting log or shot report can likely be traced back to the earliest annals of blasting and record keeping. These records were, for the most part, a way of checking inventory, production progress, or billing, and not necessarily designed with the intention of being used as a legal document in a court of law. As our litigious society has evolved to include far reaching regulatory requirements, however, the blasting log has developed to support and aid in the defense of the common blaster from blasting lawsuits by providing a comprehensive written report of his or her actions.

"This paper deals with the stability investigations carried out at the XIVth seam of Jitpur colliery. The study was conducted to investigate the possible causes of roof cavity formation and face spalling at the middle slice face of block-3 longwall panel and to suggest remedial measures. The instrumentation and monitoring work was carried out in the panel over a period of nine months. On the basis of observations, it was found that if the maximum face span was reduced from the existing 4.8 m to 3.6 m, and if the face time schedule cycle was reduced from a maximum of 37 days to about 18 days, this problem could be eliminated. The recommendations of CMRI have been implemented in the middle slice face of block-4 panel with success. IntroductionModerate to steeply dipping, undisturbed seams of uniform thickness are worked by way of inclined slicing parallel to walls. In this method, the seams are treated as a combination of several moderately thick seams dipping parallel to roof and floor. Numerous variations of multislice mining have been used worldwide to get high coal recovery under local conditions of geology, subsidence control, proness to spontaneous combustion, statutes and economics. Multislice mining can proceed either downward descending from the roof or upward ascending from the floor. Ascending methods require backfill behind the working face to provide a base for the next slice. It is also adopted for surface protection against subsidence or mining under a massive roof. This paper presents a scientific study conducted in Jitpur colliery, IISCO where a 9 m thick seam is mined in three slices in ascending order with stowing."

"The role of flash flotation in precious metal recovery is reviewed. Interacting flash flotation and gravity recovery is discussed. The GRG test can be used, when linked to the behaviour of gold in grinding and classification units, to predict the recovery of GRG by flash flotation. The Cadia mill in New South Wales is used as a case study of circuit design, performance and simulation. It is shown that high throughput coarse grind applications such as Cadia require very effective fine GRG recovery systems in the primary grinding loop, which are more consistent with flash flotation than batch centrifuge concentrators (BCCs). BCCs can effectively recover a significant fraction of the GRG from flash concentrates, as predicted by laboratory testing and confirmed at a growing number of mill sites.INTRODUCTIONThe GRG test was designed to characterize Gravity Recoverable Gold (GRG) ten years ago (Woodcock and Laplante, 1993; Laplante et al, 2000), in response to the need to predict how much gold could be recovered from the main circulating load of grinding circuits using centrifuge concentration. The amount of GRG is not itself a prediction of gravity recovery: the performance of a gravity circuit nested in a circulating load also depends on the type and size of unit used, how much of the circulating load is treated, and how many times GRG is recycled and presented to the recovery circuit. The GRG test was first used in a simulator to predict gravity recovery (Laplante et al, 1995), and indeed most of the early tests targeted ores or prospective ores for which gravity recovery was an obvious match. As the test became more accepted, more and more samples returned a verdict that precluded the use of gravity recovery, or made it marginal. Typically, such ores are either copper-gold or base metal ores in which the GRG content is often fine (largely below 105 um) and ranges from 8 to 33%. Extensive simulation and plant sampling tests, either published (Laplante et al, 1997) or proprietary, show that full scale gravity recovery for these applications is generally below lo%, and can be as low as 2%. Not in all cases are such low recoveries economically unjustifiable, since there is documented evidence (Darnton et al, 1992) that a significant proportion of the gold recovered, at least in the case of base metal ores, would not have reported to the copper or zinc concentrate and received NSR credits."

Production sharing and cost apportionment in joint ventures is commonplace in Australasia today and elsewhere. It is a recognised convention that, with the exception of a free carry situation, joint venture participants usually share the proceeds of the joint venture in direct proportion to their respective participating interest, after having first paid its respective cash calls, in advance, to cover the projectÆs ongoing operating and capital cost requirements.In surface mines, the parties simply pay their way and take their proceeds in this manner. In underground mines, the situation is no different, though treatment of capital, depreciation and tax may differ between the parties. A common feature in many cases is the creation of a joint venture entity to conduct the business. This entity then collects cash from the parties, banks it, employs the staff, runs the operation, provides reports and pays out the proceeds. This convention appears to be relatively simple in application. In practice, it has been known to be complicated in the situation where the participants take their product at the mine gate and undertake their own marketing and selling arrangements. A more complex situation presents itself where the joint venture tenement boundary with an unrelated third party straddles an economic deposit. In this scenario, both the joint venture parties and the third party may wish to mine the deposit, sharing some infrastructure and costs, yet taking their own product as it is produced. A case study outlining such a situation is presented in the paper, outlining firstly how the major cost categories were identified and treated for cost apportionment purposes. Secondly, a mechanism for the equitable apportionment of product is suggested. Finally, issues such as timing and cost reporting are dealt with, together with a checklist of points which should be considered when a similar situation might arise in the future.
