The fifth convention of the National Foreign Trade Council was held in Cincinnati, Apr. 18, 19 and 20. More than one thousand accepted delegates were registered, the American Institute of Mining Engineers being represented by W. L. Saunders and W. N. Thayer. The convention was called to order Thursday morning, Apr. 18, in the convention hall of the Hotel Gibson; by the Chairman, Mr. James .A. Farrel, president of the U. S. Steel Corporation, and was in continuous session for two clays, several group sessions being held simultaneously. The convention adjourned Saturday morning after receiving the report of the central committee. The dominant themes of the convention were: First, "Win the War" and second, "Establish Foreign Trade on a. Firmer Basis." The discussions included textiles, lumber, chemicals, automobiles, finance, and agriculture, and also those things in which mining engineers are particularly interested, metals, oil, and coal. The report of the central committee, which was adopted, recommended the stimulation' of production of all materials required for war purposes; the subordination of all trade that will not impose new and heavy penalties on our adversaries; the maintenance of such foreign trade as will support national credit and supply materials required for military and naval purposes; the continued interchange so far as possible of merchandise and products between the United States and. Latin-America, Asia and Oceania; the immediate increase of tonnage in the north Atlantic; the cheerful and whole-hearted cooperation of importers

This regiment, originally known as the First Engineer Reserve, will be remembered as the one recruited in New York City through the efforts of the Joint Military Committee of the National Engineering Societies. It was sent to England in August, 1917, and, after a few clays, forwarded to France and attached for immediate service to the British Expeditionary Force, without any opportunity for further field-training. This circumstance has led in some quarters to the impression that the regiment was one of engineers and mechanics merely, and had never been drilled under arms; whereas, in fact, it had received such instruction at Fort Totten for some time previous to its embarkation. It is true that in the famous affair of the German counter-attack after Byng's victory near Cambrai, the men of the Eleventh Engineers fought with pick-axes and tools, as well as with rifles borrowed from dead or wounded soldiers; but that was because they had left their own arms in camp, while doing the railroad-building work to which they had been detailed. The accomplishment of that work is really more remarkable than the behavior of the men under a German surprise-attack. It was before that counter-attack, and immediately after Byng's advance, that Field-Marshal Haig issued his despatch, announcing that the engineers deserved as much credit for that victory as the infantry, having performed miracles in keeping the railway transportation up to the fighting line. Indeed, the subsequent scrimmage, of which so much has been said, was ?Date possible only by the extraordinary position of the engineers at the very front, instead of in the rear, as might have been expected of them. A letter recently received from an officer of the regiment says: We have only recently been receiving the New York papers of early December, in which our regiment seems to have received much favorable mention. The stories were, in the main, true. Our men behaved themselves creditably, and certain of the officers received special mention for valor. Two of our 2d lieutenants were pro-moted to 1st lieutenant rank by special orders of General Pershing for "gallant con-duct in action," and about four others would have been decorated by the British,

The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

THE relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent.of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant. that inherent tendency of the industrial worker to be careless, negligent or disobedient, in respect to his own safety, and after that also f his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling, anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics compiled from the records of the Department of Mines of the Union of South Africa to be clue in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are clue to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 2 ½ years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management-in short were-clue to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. This paper reports the results of the use of salt in some research work carried on during the past 3 years at the Salt Lake City Station of the Bureau of Mines, which is quartered in the University of Utah, whose Metallurgical Research Department cooperates with the Bureau. Only the work involving the use of salt is described. The authors wish equal credit given to J. F. Cullen, C. L. Larson, C. Y. Pfoutz, C. E. Sims, H. C. Neeld, R. W. Johnson, F. G. Moses, N. C. Christensen, and G. H. Wigton, who have all in some way contributed toward the success of this work, while connected with the station in one way or another. Lead Metallurgy Popularly Supposed to be Without Problems In lead metallurgy it is difficult at first to find metallurgical problems, as the prevailing conception has been that lead is so easily concentrated in its various ores and so easily reduced to its metallic form that the only progress possible is that involved in cheapening methods of mining and of reduction. Most of the problems usually considered are of minor nature and do not involve radical metallurgical changes. During the three years of work of the Salt Lake Station, the following classification of problems in the metallurgy of lead has been made: Oxidized Ores. 1. Ores containing only lead. 2. Ores containing lead and silver or gold. 3. Ores containing lead and zinc, with or without silver. Sulphide Ores. 1. Ores of pyrite carrying some lead. 2. Ores of complex zinc-lead-iron sulphides. 3. Complex sulphides containing precious metals.

Discussion of the paper of H. H. STOEK, presented at the St. Louis meeting, October, 1917, and printed in Bulletin 129, September, 1917, pp. 1385 to 1419. J. B. WARRINER, Lansford, Pa. (written discussion*).-The figures on costs given at the end of this paper. are of particular interest and it is unfortunate that they necessarily cover such limited periods, as figures giving the costs over a period of at least a year would be of much greater value; for instance, it seems hardly probable that the performances credited to the various shovels for the months for which the costs are given would represent the average of the performances of these machines over a longer period. It would seem to me that the maximum of 4000 cu. yd. (3058 cu. m.) per clay given for the 225 B shovel is much greater than could be maintained for an entire year's operation. On the other hand, the 1500-yd. figure for the 150 B shovel would seem a low average for this type of shovel. In connection with the drag-line excavators, it will be interesting to know that the Lehigh Coal, and Navigation Co. is about to install one of these machines on a clay stripping at their Nesquehoning colliery to excavate an average depth of. overburden of 65 ft. (19 m.), which, due to local conditions, will require that part of the excavated material be handled a second time and a lesser quantity a third time. The results of this operation will undoubtedly be watched with great interest.

This book is one of a series of publications being issued by the Bureau of Mines for the purpose of disseminating information in regard to the methods by which the fuels in this' country may be used most efficiently. A knowledge of the temperature of the gases in boiler settings and in other commercial apparatus using heat tends to develop improved designs of apparatus and better methods of operation, thus reducing waste of fuel. The following pages present, for the benefit of those designing, operating, and testing such apparatus, information as to the accuracy of temperature measurements made under certain conditions and the corrections that can be safely applied.

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

The data reported in this bulletin are largely the result of experiments conducted by the Salt Lake City station of the Bureau of Mines in cooperation with the department of metallurgical research of the University of Utah. The work on lead is only one of the phases of the investigations carried on at that station during the years 1914 to 1916. The results of similar work with zinc ores and with copper and other ores will be published in future reports of the bureau.

This bulletin deals with a topic that is exceedingly wide, and will doubtl~ be under consideration and discussion so long as there are enough known deposits of oil and gas remaining in the earth to make their revelopment profitable. The Bureau of Mines has repeatedly called attention to the importance of protecting oil or gas sands from the encroachment of water, and the purpose of this paper is to summarize existing knowledge of methods and devices. Water may gain access to an oil-bearing formation from several sources-from water sands above or below those. containing the oil, or by encroaching through the oil sands as the oil is withdrawn. In short, it may enter a well from the "top, bottom, or side." Such ingress of water is a most serious detriment to the recovery of oil from the ground. As the art of drilling and developing oil properties has progressed, increasing thought, labor, and money have been expended on various methods, devices, and equipment for arresting the migration of water from its normal subsurface position into the porous strata containing valuable oil or gas accumulations. At an early stage in the oil-field development of California, it became evident that considerable modification of accepted drilling practices was necessary in order to meet the conditions imposed by the poorly consolidated shale, clay, sand, and bowlder beds penetrated, as well as the hard layers of sandstone and calcareous shale, which vary greatly in thickness, hardness, and frequency. These hard streaks are commonly called " shell," and are so reported in the well logs. As deeper and deeper territory was prospected, drillers from the older fields of the Ea,st, as well as from Texas and Louisiana fields, took part in the operations. Xhe practice evolved was thus based on the wide experience of a most cosmopolitan group of men who, considered as a group, were not hampered by being limited to the knowledge of the practice at any one locality.

In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

The Missouri-Kansas-Oklahoma lead and zinc district, better known as the Joplin district, includes the mines in southwest Missouri and in those parts of Kansas and Oklahoma that are directly adjacent. (See PI. I.) This report of investigations carried on by the Bureau of Mines gives the methods used in mining and milling and indicates in some detail the conditions that affect the efficiency of those methods; it does not attempt to discuss the geology of the district, except incidentally, as this has been described in numerous reports by several geologists. Some of the more important recent publications are those of the United States Geological Survey by Smith and Siebenthal, a Bain, b and also those of the Missouri State geological survey by Buckley and Buehler." Other reports are those by Schmidt and Leonard," and Winslow,e of the Missouri geological survey, by Haworth and Crane,! of the Kansas geological survey, and by Jenney.g Although the lead and zinc ores are closely associated, the proportion of zinc ore mined at present is far greater than in former years. For this reason and because the losses in milling zinc ores are proportionately greater than in milling those of lead, the zinc ores are here given most consideration. Only the mines and mills actually examined and tested are discussed in detail, statements of results being restricted to the mines in general, with no special reference to anyone mine. Several mill tests were made to determine in a general way the efficiency of the milling practice in this district and to discover at what stage of the process the losses were greatest. Making these mill tests proved difficult,for, because of the arrangement of the mills and the necessity of estimating the tonnage treated, systematic mill testing and sampling can be done at only a few plants. Many tables giving results of mill tests and screen tests have been omitted because they would serve only to emphasize the important points shown by other data given. The writer has tried to bring out the possibilities of making certain improvements that would effect a greater saving, and has endeavored to avoid the use of technical terms and phrases in order that all statements may be clear and easily understood.

The recovery of gold from sands and gravels is one of the oldest forms of mining; it antedates history and has been practiced by savage peoples. In North America the search for placer gold has been a powerful agency in the exploration and development of unknown regions and has profoundly influenced the course of our civilization. With the progress of invention, the improvements in machinery, and the availability of large capital for the conduct of great operations, the tendency in placer, as in many other branches of mining, has been toward the working of extensive but comparatively low-grade deposits. The early miner washed the rich spots in stream beds or terraces with his pan, his long tom, and his primitive sluice. Then followed the growth of hydraulic mining and the use of giants supplied with water under pressures of hundreds of pounds to the square inch that could work at a profit gravels whose gold tenor was less than 3 cents to the cubic yard. Finally came the dredge that could handle deposits lying so far below water level as to be beyond attack by other methods. Although the gold dredge was first successful on a commercial scale in New Zealand, it has reached its present strength and efficiency in this country and its development is a monument to the daring, per- severance and technical skill of the many men, mine owners and engineers who have each contributed something to the final result. The Bureau of Mines, authorized to conduct investigations for the purpose of increasing efficiency in the mineral industries, had its attention called some years ago to the need of a comprehensive report on gold dredging in the United States. The director of the bureau recognized that such a report should summarize the development of the gold dredge, should describe in detail the essential features of present-day dredges, should discuss the facts that determine whether a placer deposit can be profitably dredged, and should point out the approved methods of prospecting placer ground and of operating dredges. At the request of the director, the author undertook the preparation of such a report and has been intermittently engaged on the task for several years. This bulletin is the outcome of his labors. He hopes that it will prove of interest to designers and builders of dredges, to mining engineers, and to persons who may contemplate investing capital in placer-mining ventures.

David H. Browne was born June 8, 1864; at Hollymount, County Mayo, Ireland. At the age of 16, after going through the Londonderry Academy; he came to this country, and entered the University of Michigan, where he was graduated in 1885. He began his scientific practice as chemist, under F. A. Emmerton, in the laboratory of the Joliet Steel Co., after which he served some time as chemist at the Ludington mine, Iron Mountain, Mich. But in 1888 he went back for a year to his alma mater as instructor in inorganic analysis. Those who knew him feel sure that he would have been an efficient and popular professor; but his ardent temperament could not brook the rnonotony and confinement of the class- room; and in 1899 he went to work at the Andrews and Hitchcock blast-furnaces, at Hubbard, Ohio, where he remained until 1891, when he entered as chemist the service of the newly organized Canadian Copper Co., operating in the Sudbury district, Canada. This was the beginning of his special professional life-work. For twenty-six years he devoted himself to the numerous and complex problems successively arising in connection with the metallurgical treatment of the nickel-copper ores of Sudbury. One of his notable achievements was the development of an electro-lytic process for the separation of nickel and copper in the ores referred to. This method was successfully employed for several years; but when the Canadian Copper Co. was absorbed by the International Nickel Co., the cheaper Orford process owned by the latter was substituted. . A still more permanently important piece of metallurgical progress credited to Mr. Browne was the successful firing of reverberatory smelting-furnaces with powdered coal-a measure which had been desired, dreamed and attempted by others, but which he was acknowledged as first to put in practice on a large scale. BELL (communication to the Secretary*).-I have to thank Mr. Merrill not only for his very kind remarks, but for the weight of his implied opinion that the work accomplished probably has an important practical aspect. I think there is a distinct although unuttered impression among engineers, that it will be time enough for them to begin to take an interest in the law of crushing when it emerges from the cloud of violent and even vituperative controversy that has hovered over it during the last 6 or 7 years. I have a very confident feeling that as the result of the work done by Mr. Gates, by me and by Messrs. Mitchell, Baily and Cockfield, who so loyally helped me to obtain the necessary data, at least the practical law of crushing has emerged; that it is ready and available for use by our fellow engineers, and that it will help them to unravel a number of the many practical problems they are con¬stantly confronted with. In regard to Mr. Gates' discussion, I would indeed like to believe that McGill could claim, as a minor achievement, the credit which Mr. Gates so generously bestows of having established the "law" of crushing. I think that more work would be required to establish this claim in the, strict sense of the word, as there is a fairly large gap between the coarse and fine crushing results. I am not worried about that gap, because the reason for it is quite clear to me; at the same time I-think it will be well to bridge it by a series of tests, and I am bound to admit that the testing machine is the most promising machine right at hand to work with, although whether the minute amounts of power required to crush small quantities of rock can be so accurately integrated as to insure high accuracy in the final result is still a question in my mind. If we had an Amsler-Laffon machine I would certainly try it. Mr. Gates' remarks about choke crushing are extremely interesting. He compels me to wonder, too. It is a new and probably a very important factor to be considered in this connection. I am in perfect accord with Mr. Gates about the desirability of the determination of crushing constants, because when this is accomplished the efficiencies (not relative mechanical, but real efficiencies) of different types of rock-crushing plants in any part of the world will then be comparable. (communication to the Secretary*).-I notice that Mr. Callow takes issue with me on certain points I have previously contributed to the Transactions, to which I would reply," follows: Regarding Inspiration: Mr. Callow's refinements of gravity methods made just prior to the advent of flotation in the Southwest were intended to be "down to the minute," and the gravity flow sheet for Inspiration ores which he brought out at that time as the result of his long campaign of experimentation was regarded by many as the last word in wet gravity work. It was not my intention to discredit this good work when I said "he threw small light on slime treatment." "Minus 200 mesh," however, is not-synonymous with "real slime." Repeated treatments by gravity methods will result in the separation of a very large percentage of the fine granular sulphides in sizes much finer than 200 mesh, and I gave him due credit for that. The unavoidable losses were made in the "real" slime which I mentioned in the paragraph which Mr. Callow refers to as my "statements on page 1871," and his refinements were not a solution to the real slime problem. Mr. Callow has called attention to the fact that his best results at. Inspiration in gravity work were obtained on Joe Bush ore and he presents a table, viz., Tests Nos. 68, 71, and 72; and asks us to consider and compare these results, made by his refined gravity methods, with the results obtained by 'flotation methods in the new mill "during the second half of 1915 and in August, 1916." Of course, the ore treated in the mill was what happened to come. It was not Joe Bush ore, and therefore comparisons of detail figures are of no value. In regard to Mr. Callow's statements under the caption "Callow Cells Adopted by Arizona Copper Company," I would say that those who have been sufficiently interested to read my paper and' his remarks will notice what amounts to contradictory statements on several points which I cannot allow to go unchallenged. I was on the ground constantly and got my information at first hand. The tables published were the official ones. Mr. Callow was not present during the period and has been laboring under that disadvantage.
