Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential; but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for bringing in a prospect and making it a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is headed by an engineer-promoter who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the final operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

This paper describes the location and general features of iron occurrences in Colorado. Most of the deposits were examined; many are in forested and mountainous areas at altitudes of 5,000 to 13,700 feet. Iron is known to occur in 30 counties of western Colorado. Transporting the ore to market is a handicapping economic factor involving long truck and railroad hauls; the nearest purchaser of smelting ores is the Colorado Fuel and Iron Corp., at Pueblo, Colo. When the ore can be sold locally for special purposes and at higher prices than can be obtained at iron smelters, small-scale operations can supply that market.

MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

The Grand Isle Sulphur Mine is located in the Gulf of Mexico, approximately seven miles off the coast of Grand Isle, Jefferson Parish, Louisiana. The depth of water at this location is about 50 feet. The deposit is on acreage covered by oil, gas, and mineral leases which were originally issued in favor of Humble Oil & Refining Company by the State of Louisiana, and which were continued, maintained, and redesignated by the Department of the Interior of the United States, pursuant to Section 6(b) of the Outer Continental Shelf Lands Act. On September 19, 1956, Freeport Sulphur Company acquired from Humble Oil & Refining Company the sulphur rights underlying the tracts. This assignment was approved by the Secretary of the Interior on July 12, 1957. The Director, United States Geological Survey, approved Freeport Sulphur Company as Operator on July 31, 1957. Actual design began in September 1956; the first structural contract was let December 15, 1957, and offshore erection began in June 1958. The initial phase of construction will be completed and production started in early 1960. The estimated total cost of the project is $30,- 000,000, of which $8,000,000 is the extra cost for being in the Gulf of Mexico.

ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

NORTH-CENTRAL United States is now, and will continue to be, a natural market for Canadian crude oil. This area is a natural market for many basic reasons. There are no physical barriers along the border of our countries. This market is in dose proximity to Canadian production. This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

Mining began in Pend Oreille and Stevens Counties about 1885, Lead and zinc have been the principal products, and the area has supplied nearly all the output of these metals in the State. Fend Oreille County's output of lead and zinc from 1902 to 1956 was 110,700 and 229,600 tons, respectively. The Stevens County total was 54,100 tons of lead and 87,600 tons of zinc. Copper ore was produced mainly from the United Copper mine, Chewelah district, from 1912 to 1920; the principal gold mine was the First Thought, Orient district, which was active from 1904 to 1942. Approximately 225 mines and prospects produced; most of the ventures were on a small scale. The total value of gold, silver, copper, lead, and zinc produced from 1902 to 1956 was $75.2 million in Pend Oreille County and $39.4 million in Stevens County. INTRODUCTION In compiling the figures for this report, use was made of Bureau of Mines permanent records of nine production, the annual tabulations of producing mines, and the Minerals Yearbook. Requests to publish individual data, obtained from the annual production canvass, were made to the latest recorded operators of all mines in the area. Response to this request was good; therefore, it was possible to make the tables nearly complete. In a few instances the producer requested that the production data remain confidential, and in others it was not possible to reach the mine operator at his last known address. The district and county tables combine statistics for all mines, including those mines whose output could not be published separately.

WHEN times are booming and metal prices are high, most mining men pay little attention to the industrial mineral industry. However, when metal prices drop and mines close down, many mining eyes begin to scan the less glamorous non-metallic field. For some this proves a temporary diversion, but others find this branch of mining, with its generally more stable conditions, to their liking and enter it permanently. The resulting gradual influx of trained mining men into the industrial mineral industry ?has been one of several factors responsible for the rise in production of non-metallic materials in our Province. Another and ?perhaps the most important factor influencing the production of industrial minerals has been the growth in the population of British Columbia. Because most industrial minerals .are low priced and either heavy or bulky commodities they are normally sold on relatively local markets. Thus the extent of the development of the industrial mineral industry of a region is largely governed by the size of the population and the level of industrialization of that region. This point is well shown by com-paring population and industrial mineral production statistics for 1936, 1946, and 1956 (see Figure 1)9. Note that not only has the overall production rate grown with the population increase, but that the per capita production has risen greatly.

The purpose of this publication is to discuss grounding mediums and the phases of grounding related to corrosion and cathodic protection. The material presented is believed to contribute to a better understanding of this subject. It also indicates more effective methods of reducing corrosion damage to metal structures and equipment in the mining industry by cathodic protection. The authors do not intend to discuss technical aspects but rather to explain the general principles of this method of inhibiting corrosion. The relationship between soil resistivity, protective grounding, and corrosion is presented. Corrosion causes the annual loss of billions of dollars; which can be greatly reduced. Losses in the mineral industry can be excessive owing to the extensive use of direct-current power, the presence of considerable dampness, and the frequent, indiscriminate use of dissimilar metals.

Galvanizers' sal skimmings have been treated by two methods of leaching in attempts to produce preflux solutions suitable for use in galvanizing operations. Both water-leaching and acid-leaching procedures are effective, except in severely exhausted skimmings when water-leaching becomes impractical. A preliminary analysis of the skimmings is not required. Solutions in the recommended concentration range can be produced conveniently by control of pH, specific gravity, and chlorine content. A technician would require only a short period of training to be able to perform the operations described.

AS THE LOCAL electric generating plants increased in size and capacity and costs of producing electricity came down, it became apparent that it was no longer good economy to operate individual boiler plants at the Company's various collieries to power steam hoists and compressors. Great economies could be made by burning the Coal at central power plants and using electric power at the collieries. During the period after the end of the war, a steady and continuing programme of replacing first the smaller steam-driven units, and later the steam-driven compressors, was undertaken, and finally the larger hoists, those at No. 12 Colliery in New Waterford and No. 20 Colliery in Glace Bay, were the last units operated by steam.

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

A new approach to an old problem has made it possible to do in a a tively short period what has not been accomplished in the past three quarters of a century using strictly experimental methods. A theoretical study was made of the underlying principles whereby a jet is formed by a shaped charge and of the mechanism of the penetration of the target by that jet. It was found that there are more than 10, and perhaps as many as 15 variables affectin!? the performance of the shaped charge. Only a few calculations are necessary to show that it is physically impossible to investigate all of these variables experimentally. The shaped charge theory has been extended to include a previously little-understood mechanism in high explosive phenomena; namely, low order detonation. By superimposing a high order detonation on a zone already undergoing low order detonation, all appreciable improvement in performance is accomplished. The development of a design wherehy these phenomena are coordinated in such a way as to develop a jet which is tailored to meet the specific target requirement will be described in detail. The shortcomings or even impossibility of strictly experimental techniques will be illustrated by a discussion of the development of a special-purpose explosive charge. INTRODUCTION In an article appearing in the May, 1888 issue of Scribner's Magazine, Charles E. Monroe described his early experiments with gun cotton (Fig. 1) which led to his name being most fre-quently connected with our present-day shaped charge. Although the sunken letters or "cavities" in Mon- roe's gun cotton were not lined, they produced some penetration of an iron plate. The credit for the lined shaped charge, however, should rightfully go to Dr. R. W. Wood of the Physics Dept. of Johns Hopkins University, who was responsible for first discovering the fact that a metal liner in a cavity of explosive gave high velocity fragments and/or jets of metal. This discovery was made by Dr. Wood inadvertently while investigating an accidental death resulting from an electric blasting cap. The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

RECOGNITION of the benefits to be gained from the continuous casting of molten steel into finished or semifinished products has been given by scientific minds since the very beginnings of steel plant technology. In fact, Sir Henry Bessemer is credited with the first of a long list of patents' issued by the U. S. Patent Office for a process which would accomplish this desirable end. None of these early ideas attained practical success and, as a result, the conventional method of teeming into ingot molds became an integral part of modern steelmaking operations. This procedure, although refined to keep pace with the changes which have come about in steelmaking and finishing facilities, is recognized to have inherent shortcomings which adversely affect manufacturing costs and steel quality. Interest in the continuous casting of steel persists because the process is directed toward avoiding some obvious weaknesses of conventional ingot casting. It has been recognized that should it be possible to substitute any of the continuous casting techniques under current development for ingot casting, it would no longer be necessary to make large capital investments in primary rolling equipment, the sole purpose of which is to reduce ingot castings to a form rollable on finishing mills. The results reported in the continuous casting of non-ferrous metals and specialty steels indicate that in addition to avoiding the primary rolling mills there is some basis for expecting significant improvements in yield, surface, and internal quality. Recognizing the shortcomings of the conventional procedures, the Inland Steel Co., in cooperation with Atlas Steels Ltd. and the Freyn Dept. of the Kop- pers Co. Inc., embarked upon a program to evaluate certain aspects of continuous casting in order to determine whether the process could be applied practically to an existing integrated steel plant producing 'large tonnages of carbon steels. TO assist in this evaluation a study was carried out in which several types of low carbon steel were continuously cast in an existing machine. It is the purpose of this paper to review some of the results obtained in the casting studies and to interpret the information that was obtained so as to indicate factors that must be considered in assessing operating limitations and plant capacities. Despite the early interest in the continuous casting of steel, the actual application to the steel industry is relatively recent. At present, there are about 25 operating plants casting steel, most of which have been built in the past decade. None of these plants could be classified as large in terms of the tonnages that are being processed by the major integrated steel plants. In contrast to the situation in the steel industry, there has been widespread adoption of the continuous process in the casting of nonferrous alloys, particularly aluminum and copper. As a result, much of the basic information that was required to apply the process to steel was developed in the nonferrous industries. In this respect, a most important contribution was the development of the Junghans2 system, which was initially designed for the casting of nonferrous metals and later applied to the casting of steel. Alternative methods for casting have also been proposed by Babcock and Wilcox Tube Co.,'" the British Iron and Steel Research Association,5 and the Gebruder Bohler A. G.13 Each of these methods is now being used successfully for the casting of special steels in small experimental plants or in modest sized commercial steelworks. This paper presents a description of the operational mechanics involved in block-caving a granodiorite-capped, limestone deposit. This method was used for 24 years at the Crestmore mine, near Riverside, Calif., which was operated by the Riverside Cement Co. as a source of raw material used to manufacture a portland cement. The Crestmore mine is the only place where a block-cave method has been used to mine a limestone deposit. Structurally, limestone is relatively strong, and it is not usually considered to be a substance amenable to mining by block caving. It is therefore a credit to the engineering department of the Crestmore mine that it developed a satisfactory, relatively efficient method of block-caving a structurally stable rock. In the discussion, covering the methods applied to produce about 7.9 million tons of limestone and granitic rock materials by block caving, particular emphasis has been placed on an assessment of (1) physical properties of the deposit, (2) ground pressure and support, (3) methods used to induce fragmentation and maintain cave action, (4) surface and subsurface subsidence, (5) secondary blasting of oversize, (6) production rate, (7) safety, and (8) the advantages and disadvantages of the cave method as applied to this specific limestone deposit.

Fluidized low-temperature carbonization of coal, a recent development, offers a possibility of reducing fuel costs of coal-burning electric ?generating plants. The Research Council of Alberta have built a pilot plant and are conducting a programme to -develop a carbomzation plant for Alberta sub-bituminous coals which will produce char suitable for use as a .boiler fuel, and tar of a potentially high value as a ?chemical raw material. The economies of the process as a whole, and the value of the tar, have yet to be assessed.

A brief résumé follows of recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.
