A brief review of the rapid growth of ACT in Western Canada is presented. It is remarked that this rap-id growth has been accompanied by a heterogeneous approach to design. A more rational and consistent approach is suggested, together with the assumptions on which this approach is based. The operating history of some existing installations is discussed briefly, and conditions necessary for the continued growth of ACT are outlined.

Lloyd W. Ingles, Superintendent, Allen mine, Colorado Fuel and Iron Corporation. Stonewall, Colorado, called the meeting to order at 9:30 a.m. He introduced George C. Trevorrow, Safety Director, Bituminous Coal Operators' Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow's paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow's paper. Mr. Westfield stated that the Foam plug had been used in the Bureau's experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

As part of a program to promote conservation and efficient utilization of petroleum resources, Bureau of Mines engineers at the Morgantown (W. Va.) Petroleum Research Laboratory are studying secondary oil-recovery projects in the Appalachian region. The increasing demand for petroleum and its products and the increasing cost of exploratory drilling tend to emphasize the importance of improving the recovery of oil from known petroleum reserves. Published reports setting forth the pertinent facts of these operations may help others to profit by the experience. This report presents the results of a study of secondary-recovery methods used in West Virginia by the Piedmont Oil and Gas Co., the Ryan Oil Co., and Water floods , Inc., on their Roane County leases in the Walton and Clover Rush Run pools. The principal oil-producing horizon underlying the area studied is the Big Injun sand, at approximately 2,000 feet. The sand is often referred to as blanket sand because it underlies much of the State and is oil-productive in many localities. Most of the pools in the area were discovered during 1907 to 1910 and were similarly developed and operated.

"THIS PAPER will trace the work done in bringing the Munro underground ""A"" •Orebody into production to replace the open pit, which was scheduled to be completed early in 1959. Included will be an outline of the exploration work and early planning, and of the final decisions on mining methods. Some of the more detailed work will be described and reasons will be given for the decisions made regarding development work, mine ventilation, ground support, and equipment. Brief mention will be made of open pit operations, as these have had some influence on underground development. Also, some of the main geological features of the ore occurrence will be de-scri0bed, as these had to be taken into consideration when making decisions on ore development and mining methods.LOCATION AND HISTORYhe Munro mine of Canadian Johns-Manville is in Ontario, approximately 50 miles east of Timmins and 40 miles west of the Que-bec-Ontari-0 boundary. The producing orebody is in the southwestern part of Munro township. Property controlled by the Company extends nortl1westerly about 2¥2 miles into Beatty township, on which two other interesting asbestos-bearing zones have been partially expl-0red. Active exploration work on the property was started in March, 194.9, and continued until the summer of 1950."

Although alternating-current (a.-c.) power systems and equipment have been used in coal mining for many years, most mines in the United States are powered mainly by direct current (d.-c.). There are several logical reasons for this, but the use of d.-c, equipment is, in most instances, a direct outgrowth of the original practice of using such power for haulage systems. For traction equipment such as the electric trolley locomotive the d.-c. motor has ideal operating characteristics, and thus it has been widely used for haulage locomotive service. The first efforts at electrification of coal mines started with the haulage system and from there branched out to include the many types of electrically powered mining machinery used in the industry today.

Two coal mine shafts recently completed in Franklin County, Ill., afford experience and accomplishment to warrant review, These shafts provide access to a tract with a potential recovery of one hundred million tons. This work provided the initial sinking by other than a contractor's organization since 1918. Four additional shafts required during the interim were sunk under contract arrangement with others. Supervisory contact and inspection afforded experience to govern planning and conduct of the recent work.

The Homestake Mining Company at Lead, South Dakota is one of the few remaining gold properties still in operation, in this country. The mine is relatively deep, with a bottom production level of 4250 feet, and a bottom development of 6200 feet. 4, 800 tons of ore are produced daily from three rather large, but inconsistent ore bodies; the dip of which is easterly at about 72 degrees, and the plunge to the south is about 30 degrees. The ore is, for the most part, a chlorite schist with large veins of secondary quartz and cummingtonite schist The ore is not continuous in any direction, but is localized at the ridges of the very intricate system of anti clinal folds. This property has been in active production since its establishment in 1876, except for a period during World War II. The incentive, or contract pay system, has been a gradual process that has been developed by the trial-and-error method down through the years. In looking over the old records, hand-shoveling was paid on an incentive basis as far back as 1916. Since this time, the contract system has grown until it now includes almost all types of underground work - except haulage and maintenance work

In the formation of Oil and Gas Producing Units lawyer& and engineers are interdependent members of the same team. Management is, there-fore, entitled to expect no less than a total cooperative effort from the members of these professions. The petroleum and natural gas lawyer must diligently inform himself on the implications of engineering evidence. Otherwise he can be of little assistance to his engineering witness in a thorough, systematic and convincing presentation of his technical evidence. Conversely, the engineer must appreciate the concern of counsel that quasijudical hearings, whether technical or otherwise, be con-ducted in such a manner as to pre-serve some semblance of organized judicial procedures in the adjudication of property rights. The principal problems in unitization are the participation formula and the adjustment of investment in unit facilities. The equating of oil to gas, the effect of unit infill drilling, the relative values of producing zones and well productivity have •been controversial factors in several Saskatchewan units to date. Perhaps the most perplexing of these has been well productivity. While preserving current income, it may also preserve an ability to drain adjacent tracts plus an inequitable sharing of .reserves properly attributable to secondary recovery operations. However, inequity may also result in depriving an operator of the benefits accruing to him under competitive operations by virtue of his favourable reservoir position or his use of advanced production techniques. The Saskatchewan Oil and Gas Conservation Act has been construed by the Department of Mineral Resources as •completely negating any benefits inherent in the rule of capture when determining equities under unit operations. Under adjustment of investment provisions, large cash flows between owners of exploited acreage should be avoided upon the creation of a unit. These provisions should not deprive any company of the benefits it may have obtained under competitive operations in producing its fair share of the reservoir at a lower net cost per barrel than its competitors. Unitization should be concerned with physical conservation rather than in equalizing production costs as between operators.

"THE YEAR 1959 appeared to be a good one in which to attempt a summary of progress in the location and study of sulphide deposits in Canada because a temporary surplus of metals caused prices to fall and many geologists who had been working like beavers were suddenly not so hard pressed. So it was •decided to arrange a Symposium. The response to the call for contributions was excellent and the result is the interesting collection of papers that follow.Activity in the search for massive sulphide deposits has never been as intense as in Canada since 1954. That was the year when the airborne electro-magnetometer first became generally available on a contract basis. These instruments work best on massive sulphide bodies, as do most of the ground electrical survey devices, so much of the new information relates to these. It was decided, therefore, to focus attention in the preparation of symposium papers on such masses. This served also to keep the survey within reasonable limits."

The United States not only is the largest producer of phosphate rock but also manufactures and consumes greater quantities of phosphate products than any other country. New and expanding uses will increase even further the demand for this basic raw material. Only a small proportion of the total quantity of phosphate rock mined and marketed is consumed directly in a raw or unprocessed state; the vast bulk is chemically treated and converted into [ertilizer] and a wide variety of finished products that play a vital role in [r] national economy. Three fundamental methods are employed in decomposing phosphate rock. 1. Reduction by carbon at high temperatures. 2. Treatment with one or more acids. 3. Calcination or fusion with silica, sodium salts, magnesium minerals, or small quantities of phosphoric acid.

The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

Exploration of hidden mineral deposits becomes increasingly important as known ore reserves are depleted. The primary objective in any exploratory program is to obtain enough reliable information to evaluate accurately the potential of the mineral deposit. Constant improvement in equipment and technique has established drilling as one of the most valuable methods of exploration. This paper presents the results of studies of several drilling methods currently used in the search for uranium deposits in sedimentary formations from surface drill sites. Also presented is a description of drilling with wire-line equipment from an underground location in metamorphic rocks. The studies were conducted in the Colorado Plateau area and in northwestern New Mexico and Wyoming. Statements of a general nature pertain to conditions or situations existent in those areas.

"Cement" means binding agent or glue. It is derived from the Latin word "Caementum," the name of a limestone, chips of which were used in mortar more than 2,000 years ago in Italy. During the middle ages "cement" or "cement" generally denoted mortar. Today it means any binding material. The Thomas Register lists nearly 200 classifications for "cement" including automobile cement, household cement, rubber cement, etc. The material most commonly associated with this word, however, is portland cement which, when mixed with water and allowed to hydrate, is a ceramic binding material used to cement aggregates (crushed stone, gravel and sand) together in "concrete," the most universally used building material of today. It is estimated that more tons of concrete are used annually than all other building materials put together including steel, lumber, gypsum, bricks, tiles, aluminum and glass. Its use in foundations, building construction, sanitary work, dams, railroads, and highways, makes it difficult to conceive of modem civilization without concrete. A survey made in October 1955 showed the following uses of portland cement: [Percent Highways20 Nonresidential buildings20 Residential buildings15 Military construction10 Sewer and water works8 Public utilities10 Other (conservation, farm, and maintenance and repair)17 100] As of today, the percentage for highways is probably even higher. Ceramic binding materials have unquestionably been used in construction work for thousands of years. The mortar between the blocks of the great pyramids was calcined gypsum (plaster of paris). The use of calcined and slaked limestone goes back earlier than the Roman Empire. Gypsum, however, is relatively soft, and common lime mortar is not "hydraulic," i.e., it does not harden under water. The Greeks and Romans discovered later that an addition of a finely divided active siliceous material (Santorin earth or Pozzolana) would react with slaked lime to form a stronger, and hydraulic, cement. The Appian Way in Italy, Colosseum, and the great Aqueducts built by the Romans were made with this type cement, and some of these structures are still in existence today. However, not until 1756 did some serious research result in the development of better cements. In that year the English engineer, John Smeaton produced a stronger cement by burning a limestone containing considerable proportions of clayey impurities. Other investigations and improvements were made by Bryan Higgins, Bergmann, Joseph Parker, L. J. Vicat, J. F. John, James Frost, and I. C. Johnson.2 Traditionally, but perhaps unfairly to others, the invention of the prototype of today's portland cement is credited to the English mason Joseph Aspdin who in 1824 obtained a patent and gave the product its name, because in color the mortar produced from it resembled a natural building stone obtained from the British Isle of Portland. The contributions of Johnson and Aspdin were primarily the important step of preparing a synthetic mixture of lime and clay without depending on raw materials found in nature which might contain such elements in desirable proportions. The prime objective of this pa-per is to outline one method of bridging the wide gap that lies between a know ledge of a property' s tonnage and grade potential and an appreciation of the value of that property in dollars and cents.THE PRESENTATION OF PROPERTY EVALUATIONThe engineer engaged on a mining property evaluation, regardless of whether he be an independent consultant, or a company employee, has as his goal, the presentation of his appreciation of the property's potential value or worth within terms of reference acceptable to his principal.To furnish a complete evaluation report, the evaluator must firstly study all aspects pertaining to the particular property under consideration, then present his appreciation of the property's worth in some tangible form. The ultimate presentation is one giving a Present Value of the pro pert y in terms of monetary exchange. Such an idealistic presentation is not always possible; typical preventives being -insufficient reliable information, limited time, Jack of ability and absence of definite direction."

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.
