Efficiency of industrial research and development depends on the ability of engineers and scientists to collect and present data to top management for decisions. In many cases, the data presented are so deceptive that management makes costly wrong decisions. Since management personnel often are selected on the basis of higher administrative quality than technical ability, it is the responsibility of the industrial scientist or research engineer to make certain that the data presented tell a completely ac- curate story of each industrial problem. It is rare that misleading data are deliberately presented, but when this is done, it is? of course, dishonest. The rise of deceptive data usually stems from the lack of knowledge of experimental design and statistical methods of analysis. Most of the better chemical engineering schools have recognized the need for courses in industrial experimentation and many of them offer complete courses at both graduate and un- dergrarluate levels. By contrast, many of the mining and metallurgical schools have not recognized the importance of industrial experimentation courses and some of them, in fact, do not allow credit toward a mining or metallurgical engineering degree for statistical courses even when taken as an elective. The sole purpose of this paper is to make a plea for mining and metallurgical schools to present required industrial. statistical courses for their graduates. It is true that fine industrial research has been accomplished in the past without the assistance of any statistical techniques. Industrial problems have also been solved without the use of digital or analog computers, electron microscopes or other modern conveniences. The fact remains, however, that the correct use of these modern tools tends to reduce the cost of research and to eliminate costly errors. A working knowledge of experimental design and statistical data analysis must simply be viewed as a valuable tool whose proper use will greatly reduce the cost of experimentation and minimize the cost of false conclusions. These statistical methods, however, simply cannot replace fundamental knowledge or, for that matter, "good horse sense". Nevertheless. an experimenter armed with fundamental knowledge and good horse sense but completely ignorant of elementary statistical techniques, may easily present his data in such a deceptive form to cause management to make incorrect decisions.

When mining operations of The Eagle-Picher Co. began in the Illinois-Wisconsin zinc mining field in 1949, all underground loading of broken ore and waste was by caterpillar-tracked machines. Beginning in 1956 rubber-tired end-loaders were brought in; ultimately they completely supplanted the tracked units. End-loaders proved to have the mobility needed for the mining conditions and additional merit in auxiliary capacities. Eagle-Picher operates five mines in this area; two are entered by shafts and three by inclined adits. Several ore zones, some of which are attenuated over a considerable distance, are worked from the same entry. Consequently underground haulage roads connecting or following these orebodies have attained great length. In addition, working places are often widely separated because of the character of the mining operations which include pillar recovery and extending haulage connections into old workings. At one mine, the haulage distance is 5000 ft on either side of the shaft, at another the maximum one-way distance is 8400 ft, and at another the present road system of 6800 ft is expected to reach 10,000 to 12,000 ft.

Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country's producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

THE purpose of this paper is to discuss the practical aspects of locating gravel deposits and of establishing efficient, portable concrete aggregate beneficiation plants for use on construction projects where limited amounts of high-quality gravel and sand are required. Certain projects are listed, in order to demonstrate the wide variety of problems encountered. Routledge Gravel Contractors Limited, North Vancouver, have supplied concrete aggregate for construction projects in British Colum-bia since 1957. In tl1at year, in sup-plying aggregate for a small project at a site on the northern coast of British Columbia, our quote was as follows: Concrete aggregate to specifications, f.o.b. scow, North Vancouver$ 1.75 per cu. yd. Scowing charges to site. $16.00 per cu. yd. At that time, our company realized that more attractive quotations could be submitted if local gravel was utilized where available. Port-able equipment was then acquired and a simple screening plant (Figures 1 and 1a) was at first used. This was later replaced by heavier, more versatile equipment. THE property of Consolidated 1 Discovery Yellowknife Mines Limited, (Figure I) is situated in the Northwest Territories, approximately 50 air miles north of the town of Yellowknife. The mine is reached by a shaft which extends from surface to a depth of 4,000 feet, with working levels established at 1 50-foot intervals. Stopping operations are carried on throughout a vertical range of 2,000 feet, with both shrinkage and cut and fill methods being used, depending on the ground conditions. Production started in 1950 and milling is done in a 1 65-ton per day cyanide plant. During ten months of the year, the property is serviced entirely by air, utilizing charter aircraft from Yellowknife. A 4,000-foot runway near the mine was constructed from mill tailings. This strip is adequate to receive Bristol freighter planes carrying heavy loads. Other servicing is done by Otter aircraft, equipped with skis or wheels for winter and with pontoons for summer operations.

SIGMA MINES is situated in the township of Bourlamaque, Abitibi County, Quebec. It is a gold producer, and presently treats an average of 1,200 tons of ore per day, at a grade of approximately 0.18 oz. per ton recovered. The mill started operations in March, I937, at a rate of 300 tons per day. This was increased to 800 tons in I940, and to 1,000 tons by I943. The rate was cut back during the war years, but was brought back up to capacity by I948. The mill tonnage was in-creased to the present 1,200 tons per day in I960. The underground workings are serviced through No. 2 Shaft (Figure 1), which, with 24 operating levels, extends from surface to a depth of 3,317 feet. When depth exploration was decided upon, two possibilities were considered: (a) deepen the main shaft by1,000 feet; (b) put down a winze for the same distance.

This report describes the results of a field study conducted by the Bureau of Mines during 1956 and 1957 on manganese-and iron-bearing mineral deposits in the southern district of Aroostook County, Maine. The work was undertaken to determine the extent of deposits largely concealed under glacial drift and to obtain subsurface samples for manganese mineral identification and research in ore dressing and extractive metallurgy. The investigation was confined to the Westford Hill-Daggett Hill area in Hodgdon Township and to the Stewart prospects and vicinity in Linneus Township. Over 50 magnetic anomalies were mapped by magnetometric surveys in the Westford Hill-Daggett Hill area, Hodgdon Township. The largest anomaly, as outlined by the 1,000-gamma contour, indicates a deposit 3,200 feet long with a maximum width of 350 feet. The smallest anomaly measures about 10 feet wide by 25 feet long.

THE Hamilton Works of The Steel Company of Canada is a fully integrated steel plant with an annual capacity of three million tons. Located on the south shore of -Hamilton bay, it is in the centre of Hamilton's industrial belt. The heavy concentration of industrial activities found in this area, accompanied metallurgical well-known sources of pollution which are normal to urban areas is creating a pollution problem which concerns both industry and the general public. The Steel Company of Canada has recognized this problem and, accordingly, has adopted the policy of integrating suitable pollution control devices into its new installations. Much effort is also being expended to control the emissions of air contaminants from the existing equipment. At the Hamilton Works, there are two main sources of metallurgical dust emissions to the atmosphere -the Open Hearth furnaces and the Sinter Plant. THE milling plant of Bicroft Uranium Mines Limited at Ban-croft, Ontario, was one of the first in Canada to employ ion excl1ange for the selecti1•e recovery of uranium from acid leach liquors. The ion ex-change circuit started operating early in November, 1956, and by June 1 I959, had handled more than two million tons of pregnant solution containing I,830,000 pounds of U3Os. Each column had been saturated and eluted about 430 times. The ion exchange columns are the conventional fixed bed type. Uranium is eluted from the resin with a sodium chloride-sulphuric acid solution and is precipitated continuous-ly with magnesia. After filtering and drying, the precipitate, or "yellow cake," is packaged in drums for shipment to the refinery.

This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

San Manuel has been a modern prodigy from its inception to its present status as a block-caving operation producing 33,000 tons per day. The deposit was discovered, prospected, and developed with modern techniques, and nearly all planning was done from results of an extensive drilling program through an average overburden of 670 feet. The Federal Government had a prominent part in the discovery and primary development of San Manuel. The first 17 holes were drilled by the Bureau of Mines, and discovery of the large, low-grade, disseminated copper deposit is credited to the Bureau. A loan fund of 94 million was granted through the Reconstruction Finance Corporation to the San Manuel Copper Corp. for development of the deposit and erection of concentrating and smelting facilities. Then, while the mine was still being developed, the Defense Materials Procurement Agency contracted to buy a large amount of copper at a pegged price.

This circular is concerned with eight nonferrous scrap metals as they generated, collected, prepared, and consumed in California. Brief reference also is included with respect to Nevada and Hawaii. Four of these scrap metals - copper, lead, aluminum, and zinc - are of major importance and make up about 95 percent of the total value, whereas the remaining four - antimony, magnesium, nickel, and tin - make up the remaining 5 percent. For convenience, the subject matter is divided into three parts, (1) Data with respect to the collection, preparation, and marketing practices that are common activities to all the nonferrous scrap metals; (2) separate discussions and statistical data with respect to each of the eight nonferrous scrap metals in California; and (3) data with respect to Nevada and Hawaii.

The foundation of Japan's growing industrial and economic strength lies primarily in minerals, power, and technical know-how. Domestic raw material resources cannot supply domestic demand, and imports are indispensable. The Japanese are forced to acquire minerals and metals on a global basis, and their activities already have made an impact on international markets. A by-product of these efforts is the development and expansion of mines in many parts of the world to supply Japanese requirements. Japan now has a surplus capacity to produce finished products for consumption and export. Tradition-ally, domestic deficits in minerals have been met by importing crude materials. Because of the rising demand, however, the time has come when semi finished products as well as crude minerals are required. While the domestic market is the mainstay for Japan's industrial products, expanding export markets are essential for balancing trade and for providing economic prosperity and higher living standards for the Japanese people. Japan has a long history of mineral and industrial development, and the best in modern practices abroad has been adopted and modified for use under Japanese conditions of smaller enterprises, cheaper labor, and a more closely knit society. Generations of industrious workmen, technicians, and business-men have been trained in industrial occupations. Devastation of war temporarily slowed progress, but at the same time provided the opportunity for reconstruction, modernization, rationalization, and expansion. The Japanese excel in small and medium-sized operations, but they also have mastered large-scale production. Management is aggressive, practical, and strongly imbued with the concepts of effective utilization of resources. Integrated operations, diversification of facilities, intense competition among concerns in the domestic market, and close cooperation in foreign activities characterize Japanese industrial policies. Available capital has been utilized up to the limit for the establishment of mineral and other industrial facilities at home and abroad. Technology, machinery and equipment, and transport services have been exported along with venture capital, and funds have been advanced against future delivery of foreign raw materials. The Government has been restrained in regulatory functions and has provided technical services to private industry. Thus, Japan's technological foundations are secure, management practices are efficient, and government has stimulated production. The future outlook is bright for the continued rapid growth of mineral and other industries in Japan. Already supreme in Asia in per capita output and living standards, Japan steadily is gaining on the European countries. Steel production has overtaken the United Kingdom and is pressing the level in West Germany. Consumption of fuels and power is expanding at a rapid rate. Construction activities are booming. Japan has built up medium-sized non-ferrous industries. Its ability to produce the exotic metals needed in the nuclear space age is well established. Since Japan makes a great variety of mineral products, her overall posture in mineral extraction and processing is strong. Primarily as a result of intensive efforts in the mineral and other industrial fields, Japan is emerging in world markets as a serious competitor to all industrialized nations.

MICA is a group name for a number of complex hydrous aluminum silicate minerals that have a sheet or platy structure and extremely variable and complex compositions containing various metallic ions, particularly those from the alkali group. Muscovite and phlogopite, the two varieties of significant commercial value, are the principal consideration of this report; muscovite has major importance industrially. The mica crystal, because of its laminated structure, can be split easily and accurately into thin films that are transparent, flexible, elastic, tough, and waterproof and have outstanding dielectric and insulating characteristics. This combination of properties is not duplicated in any other known substance. The world production of mica can be divided into two main classifications: (1) Sheet mica and (2) scrap mica (including flake mica). In general, separate divisions of the industry produce these two classes of mica, which differ widely in their uses and in the forms in which they are marketed. A glossary of mica terminology is given in appendix A.

In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation's energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett's path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine.
