Explanations of commodity price levels, or movements, commonly focus on the supply and demand fundamentals of the particular commodity, or else are assigned to speculative activity. Comparisons of metal price histories with monetary and other economic data support the argument that the supply of and demand for money are no less important in price determination than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

When is it the proper time to initiate engagement with various stakeholders, including Indigenous communities? This paper will demonstrate what stage of a project’s evolution is the appropriate time to initiate a stakeholder engagement plan. It will look at aspects to consider when identifying the communities to involve. It will describe the contents of a Stakeholder Engagement Management Plan as well and touch on how tried and true options analyses, such as a Multiple Accounts Analysis can be used to inform the results of the engagement, guide the development of your project and clearly document the engagement process. It will illustrate the benefits of initiating engagement at the appropriate point in your project’s schedule, and the limitations of doing so too early and at later stages of the project engineering. The benefits of this approach can be realized within any legislative Jurisdiction including the Canadian Environmental Assessment Act 2012 and Canada’s new Impact Assessment Act.

One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

To minimize the carbon footprint in the industrial valourization of bauxite residue, hydrogen was used as a reducing agent. The current study experimentally investigated hydrogen reduction of bauxite residue-CaO sintered and self-hardened pellets at 1000 °C, along with magnetic separation of these reduced pellets for iron recovery. Calcium was introduced to bauxite residue to form leachable calcium aluminate phases with the existing alumina in bauxite residue. This involved the addition of either CaCO3 or a mixture of CaO and CaCO3 while maintaining the fixed Ca content during pelletization. The former underwent sintering at 1150 °C, while the latter was self-hardened through the cementing effect of CaO in exposure to moisture and air. Both types of pellets were reduced in a thermogravimetry furnace at an elevated temperature under similar conditions. The pellets were characterized by the X-ray diffraction (XRD) method and scanning electron microscope (SEM) coupled with energy dispersive spectroscopy (EDS), and their physical and mechanical properties were measured via standard techniques. During hydrogen reduction, a negligible amount of gehlenite ( Ca2Al2SiO7) was formed in the self-hardened pellets, while this phase dominated in the sintered pellets. Alumina in the bauxite residue converted to mayenite phases during reduction in both the pellet types; however, reduced self-hardened pellets had a higher amount of alumina containing mayenite leachable phase. The two pellets showed similar reduction behaviour, while different chemical, physical, and mechanical properties were observed. The magnetic properties of milled reduced pellets were examined through a Davis Tube magnetic separator in a wet environment under a constant magnetic field of 800 G. Higher iron recovery was observed for the self-hardened reduced (41%) pellets than for the sintered pellets (27%).

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

Requirements of flue gas desulfurization (FGD) for Eastern and Western U.S. coals will not be the same because of differences in coal sulfur content, ash analysis, and beating value. The effects of these differences and of limited availability of water in the West are the subjects of this paper. Eastern and Central bituminous coals are generally high in sulfur and require removal efficiencies in the range of 70 to 90 percent to meet the Federal emission standard of 1.2 lb SO2/MMBtu. Ash in Eastern coals is low in alkali content and is relatively insoluble in scrubber solutions. High sulfur content and market availability make salable product methods more attractive in the fast and Central United States than in the West. Western subbituminous coals and lignites are generally low in sulfur content, however, only a few deposits could reliably meet the Federal emission standard without FGD, Required removal efficiencies generally fall in the range of 0 to 60 percent to meet the 1.2 lb SO2/MMBtu limit. If the standard were raised to 2 lb S02/MMBtu, approximately two-thirds of Western coals could be burned without FGD. Some Western coals contain ash high in alkali, some of which is soluble in scrubber solutions. This complicates scrubber chemistry, but it also provides the meant for displacing some or all of the limestone requirements when only moderate S02 removal is required. Dry areas in the West would benefit from full commercial developement of dry processes of FGD.

MR. E. L. Longmore (l), in presenting this paper at the Annual General Meeting, suggested that it was neither desirable nor necessary to read any but the briefest portion of the paper. He wished to emphasize that the scale of the milling operations at the Hollinger not only provided several units in continuous operation to ensure that the test work was being carried on under normal conditions, but also provided a large and competent staff to supervise such an extensive experiment and to criticize intelligently the recorded results. He wished to acknowledge the enthusiastic co-operation of the group of assistants whose excellent work was responsible for the confidence with which the conclusions could be presented. The following data were given as a supplement to the published paper. Following conclusion of the test work described in the paper, the size of the balls fed to the mill was changed from 3-in. diameter to 2Yz-in. Within a short time, a gradual rise in the tonnage rate took place and, as no other condition had been changed, the increased tonnage was credited to the changed character of the ball load. At present, the average daily tonnage for the mill with low discharge is 1,507 tons, an increase of 77 tons over the 1,430 tons ground when feeding a 3-in. ball. A similar increase in tonnage should be credited to the high-discharge test, if the 2;Y2-in. ball had been used at that time. This would raise the 1,117 tons ground at that time to a new figure of 1,177 tons. From a study made to determine those factors influencing the rate of pulp flow through the low-discharge mill, it became evident that the ball screen used on the high-discharge mill must have been restricting the flow through the mill, although this was not recognized at the time. Accord-ingly, it was decided to repeat the high-discharge run. Additional length was added to the 21-in. ring grizzly originally used, and the length of the reverse spiral was increased. The end of the grizzly was left open so that, if necessary, excess pulp might flow out. A coarse mesh 3 ft. by 3 ft. flat screen was provided to catch stray balls.

A discussion of the paper by Messrs. Jüptner von Jonstorff, Blair, Dillner and Stead, read by title at the Lake Superior meeting, but presented first at the New York meeting of the Iron and Steel Institute (October, 1904), and here published under a mutual agreement between the two Institutes. Correspondence. MR. R. HAMILTON (Glengarnock) wrote to say that it was known for many years, that unless certain precautions were taken in dissolving the sample, there was a liability to obtain a solution from which the ammonium-molybdate solution would not precipitate the whole of the phosphorus. In 1877 Blair and Finkiner independently attributed this interference to the presence of carbonaceous matter in the solution, derived from the action of acids on the combined carbon of the metal, and they directed that the solution should be prepared in such a manner as to destroy these carbonaceous compounds. This was practically effected by evaporating the acid solution to dryness and roasting the residue. Adolf Tamm, in 1884, accentuated the same view. There are methods founded on the above-mentioned observations which leave nothing to be desired in point of accuracy, but the evaporation to dryness with subsequent roasting and re-solution consumes much time, besides the minor inconvenience caused by large amounts of acid fumes. In 1888 P. W. Shinier suggested that the incomplete precipitation of phosphorus was due to incomplete oxidation of -.the phosphorus, and proposed to render all the phosphorus precipitable by oxidizing the solution with potassium permanganate, etc. Experiments were made to test the accuracy of this view (details will be found in the Journal of the Society of Chemical Industry, vol. x., p. 904), and the results obtained seem to-prove that it is the correct one. From 2022 to 2040, the global demand for mineral commodities is projected to increase by fourfold to six-fold, largely due to traditional drivers such as population growth and urbanisation compounded by the adoption of decarbonisation technologies that are more mineral intensive than fossil fuel technologies. To meet this projected demand, companies operating in the minerals industry should accelerate the development of mineral projects. Since most of the companies generally operate in multiple geographical, regulatory or legislative jurisdictions, it is critical that the information on Mineral Resources and Mineral Reserves they report on in the public domain should be comparable and consistent across different jurisdictions. The Committee for Mineral Reserves International Reporting Standards fosters alignment of national and regional mineral reporting codes through an internationally accepted template that creates common technical understanding of definitions, classification, estimation processes and the Public Reporting of Exploration Results, Mineral Resources, and Mineral Reserves. The Committee for Mineral Reserves International Reporting Standards Template-based codes guide reporting at respective national and regional levels. Since mine planning is critical in the conversion of mineral resources to mineral reserves, a shared technical understanding should aid comparability of mine planning results. However, differences persist in the way mine planning results are reported. Unlike most previous studies, which have primarily focused on comparing mineral reporting codes, this paper updates and extends such comparisons by exploring how similarities or differences in reporting should influence the mine planning process. It also recommends some principle and process changes to assist mine planning professionals to improve consistency and comparability in reporting mine planning results.

A paper read by J. A. H. Church before the Northern Alberta Branch last February described a method of working thick inclined coal-seams from the dip upwards, with the view to preventing fire risk by using water for the stowage of waste workings, and extinguishing a conflagration should such break out, was favorably received; but there was some doubt as to the cost of such a method, as it involves a retreating system, which might prove too expensive for practical adoption. Let us consider a typical leasehold such as we are familiar with in the Rocky Mountains. The leasehold is crossed at one end by a mountain river, which is cut by the outcrop of a seam of coal, 30 feet in thickness, pitching as shown on the drawing herewith, which also shows the general line of the outcrop in elevation through the leasehold, which is two and a half miles long and contains 1,500 acres. The average lift is about 600 feet above river level and drilling has proved that the coalseam can be tapped at a depth of 1,500 feet, 2,000 feet down the pitch from the outcrop in the river, all as shown in the illustration, which is typical enough of our mountain conditions to serve the purposes of comparison of methods. We take up the leasehold and invest $30,000 to pay for drilling and prospecting; $30,000 more for the price of the lease to locator or holder, and say $100,000 to pay for a railway spur (it might cost twice this sum, but we are only comparing two methods in the same location) and "now we are ready to consider equipment and the cost of development.

Improved desulfurization of Illinois coals is a widely Shared research goal. The development of a physical cleaning strategy and the results of a project to demonstrate technical and economic feasibility of producing a low sulfur compliance coal from the Illinois Basin are reported. Processing flowsheets to extend or retrofit existing preparation plants are considered. Comminution, conventional and micro-bubble flotation, and selective agglomeration technologies were investigated to maximize pyrite rejection while maintaining high product yield. Batch bench scale testing was followed by continuous pilot plant studies. Parameters included grind size, flow rates, pulp density, aeration, agitation, and reagent dose. An economic evaluation of targeted processes is included.

This paper describes the use of a computer in analyzing the expected return on a mining venture. The computer program is designed to incorporate all aspects of a mining project, including the mine, mill, smelter, and refinery. Data input may consist of the operating variables in each phase such as the mining rate, grades, reserves at the mine, and the technical operating characteristics of the mine, mill, smelter, and refinery. Detailed tax computations are shown for a domestic operating company, for a foreign company and for a foreign subsidiary. In addition, the use of the various options that are available such as expense write-offs or deferments to create tax credits during preproduction years are considered, and its effect on the DCF. The program is also constructed to accommodate changes in metal prices, and escalation of capital requirements and operating costs. Output consists of profit and loss statements for entire projects using different methods of depreciation, cash flows, discounted cash flows, net present value and returns on investment. Returns on investment are computed for equity investment, total investment, and total investment less tax credits. Allowances are made for bank and guaranteed loans. Additional financial statements can be made for the following: a) A mine-mill segment with a concentrate selling schedule b) A mine-mill-smelter complex with a smelter product selling schedule c) Profitability of the smelter separately d) Profitability of the refinery separately

During the year of 1972 ASARCO's Silver Bell embarked upon a project that would test a modified grinding circuit using direct digital compute against the performance of its other five grinding lines, implementation and subsequent outcome of that project has been previously reported in a paper by Pitts, et al. The main purpose of the present paper will be to describe major problems incurred during the implementation of this control strategy on the remaining five primary grinding lines and their solutions. Also included will be a discussion of changes made in operating philosophy and methods used since that report was written. Description The Silver Bell concentrator is a 10,436 tonne/day copper sulfide plant supplied by ore from two separate open pits approximately 4 km. apart. As well as receiving ore from these two main pits, ore is received from several exten¬sions of both pits. The ore bodies are variable in rock type and the extensions have increased this variability. Grinding is carried out by six primary, single-stage, 3.20M x 3.66M Allis Chalmers grate discharge ball mills in closed circuit with four Krebs D20B cyclones (Fig. 1). Each of these grinding circuits is controlled by four independent but interactive control elements. These control elements are the fresh ore feed, the water added to the feed end of the mill, the water added to the ball mill discharge sump, and the cyclone feed pump speed. At the present time, instrumentation for measuring primary process variables consists of Merrick weightometers for fresh ore feed, orifice plates coupled with differential pressure transmitters (dp's) for incoming water measurements, back-pressure diaphragm coupled with a dp for estimating ball mill discharge sump level, a magnetic flowmeter for determining cyclone feed velocity and a nuclear density gauge for measuring cyclone feed density. All measuring instruments develop electrical signals that are measured as 2-10 V DC "inputs o the computer interface.

Error calculations, load selections and timing criteria are identified as the three key functions which affect the suitability of a demand controller for any particular application. The advantages of simulating the demand control application on a computer are described, and applications of a demand controller to an iron ore concentrator and a copper refinery are shown. Finally, the paper studies the return on investment for a demand controller.

Probably one of the most perplexing problems with which a mill operator contends is the proper evaluation of his mill results. True, he accurately determines his recoveries of metals and grades of products monthly, weekly, and often daily. These figures do not of themselves directly translate to mill economics. When one figure is unusually good there may be an offsetting circumstance. The advantage of high lead or zinc concentrate grade may be offset by poorer recovery; high lead recovery may be offset by poorer zinc recovery, or vice versa; and so on. Besides, grades or recoveries may not of themselves mean more than a reflection of the grade and character of the ore during the period under study. What the operator sorely needs is some one measuring stick that tells him when he has achieved his greatest return, regardless of grades or recoveries—for if he knows his methods and practices are yielding the optimum return he need no longer concern himself with the assays of products and tailings, or the corresponding distribution of metal values. At first blush it would appear that the obvious answer to this is the actual money return to the mill. Paradoxical as it may seem, however, money return does not make a dependable yardstick any more than do grades and recoveries, as ore condi- tions would vary enough to bring about greater money return during periods when the actual metallurgical work is not as good. The mill operator, of course, should always aim for the greatest return on the ore, once it is in the mill bins, with proper attention always to mill treatment cost. The need of a proper yardstick becomes more imperative with the increasing complexity of the problem. In the case of a simple, single-product operation on a fairly uniform ore, in which only one metal is of significant importance, the need is not great, as grade and recovery pretty well tell their own story. At the other extreme is the operation that makes three or four separate marketable products from a complex mixture of heterogeneous ores that vary tremendously in individual metal contents and ratios, degree of oxidation, and other characteristics, and in which gold, silver, copper, lead and zinc are all significant values. Economic Recovery The first attempt at obtaining a proper single yardstick for a fairly complex ore with which I am familiar is the use of the ''Economic Recovery" term at the lead-zinc flotation mill of the Sunnyside Mining and Milling Co., Eureka, Colorado. This method had been applied there early in Sunnyside flotation-mill history (not later than 1920) and credit for the innovation I believe belongs to Messrs. Kuryla and Marquand. Flotation testing of Flin Flon ore was started in the Denver laboratory of Complex Ores Recoveries Co. in March, 1926. There had been a considerable amount of flotation testing previously which had shown possibilities of success, and it was felt that, with the increased knowledge of flotation and the comparatively new reagents then available, flotation held out the best prospects for a successful commercial treatment of this ore. There remained available for this experimental work a small amount of the rejects from a thorough sampling of the mine and some ore from the mine dump.

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching. The four major steps in the production of marketable copper are mining, concentrating, smelting, and refining. In a few cases, however, leaching takes the place of concentrating, smelting, and refining, and in others ores are smelted without being concentrated. Copper ores have been milled since the early days of mining in the United States. Except in the Michigan district, most copper ores went direct to the smelter until the so-called porphyry mines were developed. At present, although considerable leaching and direct-smelting ores are produced, the bulk of the copper ore mined is concentrated. Improved methods of concentration have kept pace with the increased tonnages of ores milled.
