No complete work on explosives, their constitution and analysis, has hitherto been published. Several books that contain chapte.r;s on analysis do not cover the matter thoroughly. Methods tha;t, manu~ facturers, testing stations, and other . agencies have developed to meet their own requirements have not been made public. The Bureau of Mines has issued four publications 1 - cov:eri:ng special phases of the subject. This bulletin. is not inte.nded to replace those reports, but rather to cover present methods employed 'in the , industry and to include all classes of explosives and the materials used in their manufacture. No sharp distinctions can be drawn between classes of explosives. . Surplus military explosives, for example, may be used for blasting, just as blasting explosives, under some conditions, may be employed for military purposes. Moreover, one class gradually merges into another because of similarity in composition. Explosives are here grouped as dynamites, black powders, propellants, detonators, and primers. Some materials are used in practically all these groups ; others in only one. To discuss all the materials that have been or that may be used and the methods for their identification and quantitative determination is not feasible, but the methods described will probably suggest ways of examining new mixtures.

The Bureau of Mines since its establishment has always taken an active interest in the utilization of lignite and in the development of the lignite dep'osits of the United States. Extensive lignite fields occur in the west central States, notably in North Dakota, Montana, Wyoming, Colorado, and Texas; there are smaller areas in several other States, some of which are widely separated. The total area of the deposits and the total amount of lignite in these several districts are so enormous that the economic value is seldom recognized. To the people of ·the west and west central regions, however, the larger utilization of lignite, in whatever form it may be, is of fundamental importance, and any new methods or uses that promise to open these great lignite fields for more general and more efficient use deserve careful study. Although these lignite deposits underlie areas of thousands of square miles, their development and general utilization has been rather slow. This is no doubt partly because many of the districts are not thickly settled or highly developed in manufacturing industries, but is largely because lignites, from their peculiar physical and chemical characteristics, are low-grade fuels. Most of the lignites in these areas are imperfectly developed coals; many have a more or less woody structure; some belong to the brown-coal type; and others are darker, denser, and more homogeneous, approaching subbituminous coal. The people living in the regions in which these vast deposits occur, especially in the west central part of the United States, are vitally interested in every effort toward bettering lignite as fuel and aiding its wider utilization.

This bulletin presents the results of 36 tests made on a 468-horsepower Edge Moor boiler fired with pulverized coal at the Oneida Street Station of the Milwaukee Electric Railway & Light Co., Milwaukee, Wis. The tests were made by the fuel section of the United States Bureau of Mines in cooperation with the research department of the Combustion Engineering Corporation. Illinois coal was used as fuel; the furnace, burners, and feeders were designed by the Locomotive Pulverized Fuel Co. The object of the tests was to determine what over-all boiler efficiency could he obtained with pulverized coal under various conditions of furnace operation and with coal of different fineness and moisture content. The investigation was thorough. The pulverized coal, as it was supplied to the furnace, was weighed in specially designed tanks placed on platform scales. Twenty-nine of the tests were of 24 hours duration, three of 16 to 18 hours, and four of 12 hours. All tests are reported excepting two-8 and 20-which had to be stopped abruptly, No.8 because a motor actuating the coal-feed screw burned out and No. 20 because of trouble with the feed pump. Tests 1 to 27, inclusive, were made with round burners and tests 28 to 3Rwith spreading burners. In the first nine tests a large excess of air was supplied in an effort to prevent the ash fusing at the bottom of the furnace. In tests 10 to 16 the supply of excess air was reduced in order to get a high efficiency, regardless of the slagging of ash at the furnace bottom. Tests 17 to 27 were made with a water screen about 10 inches above the bottom of the furnace, to make possible the burning of coal with a small supply of excess air without the ash fusing at the bottom of the furnace. Tests 28,29, and 30 were made without the water screen and with a small supply of excess air, and tests 31 to 38 with a water screen around the walls near the bottom of the furnace. Tests 32, 33, 34, and 35 were run with coarser coal than that used ordinarily at the plant. Tests 36,37, and 38 were made with undried coal.

It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

Flame safety lamps have been used in gaseous mines since the Davy lamp was introduced, more than 100 years ago. During the last decade the flame safety lamp has been rapidly replaced by the electric lamp as a device for illuminating the miner's working place; in the United States the electric cap lamp has been widely adopted. For example, in 1911 approximately 45,000 flame lamps and no electric lamps were being used in the Pennsylvania bituminous mines, which were then producing 35 per cent of all the soft coal mined in this country; by 1918 the flame lamps had decreased to 17,000, whereas electric lamps-mostly of one maketotaled nearly 48,000. In Great Britain during the same years the total of 723,934 flame lamps decreased to 590,185 and the electric lamps gained rapidly from 4,298 to 156,521. No later reliable figures are at hand. However, before the flame lamp becomes obsolete, it is fitting that the Bureau of Mines compile a permanent record of a device which has served the mining industry for more than three generations, and not only made possible the development of entire districts that otherwise could not have been worked but undoubtedly saved the lives of thousands of underground workers. Flame safety lamps are capable of doing more than the name indicates. First, under normal conditions, they can be used in a mine atmosphere that contains an explosive mixture of gas and air without great danger of exploding such a mixture, though such use of a flame lamp should not be permitted. Second, to an experienced man they indicate percentages of gas much lower than the explosive limit, and thus can be used to indicate to workers the approach of an unsafe condition in the mine atmosphere. Third, flame lamps will not burn in an atmosphere greatly deficient in oxygen, and they therefore warn the users of such deficiency in time to withdraw to a place of safety. Flame safety lamps are still used rather widely in the United States for general illumination and to a still greater extent for detecting gas. Many coal-producing States require fire bosses to use these lamps in gaseous mines, and the regulations of several States specify that a gIven number of such lamps be kept available for emergency service.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.

This bulletin abstracts and reviews essential details of reports on 59 fires in different coal mines in the United States, describes the circumstances of origin and the methods of controlling or extinguishing the fires, and points out the lessons taught. all, the fires caused great damage to property and killed nearly 400 men. The data have been compiled from the records of the Bureau of Mines, which cover most of the major mine accidents in the United States since 1.908. The names of the mines concerned and of the persons connected with the management of those mines have been omitted in accordance with the usual policy of the bureau. The bureau hopes that this bulletin will be of service to all persons interested in lessening the fire hazard at coal mines and to all who may be called on to fight a mine fire.

In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications/ that is, by contracts that make definite requirements regarding the heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The known analyses of coals or the guaranteed analyses offered by the bidders may sometimes be used for determining the award of a contract, but if the coals offered differ widely in characteristics, it may be difficult to determine which would prove the cheapest fuel without data on their relative evaporative efficiencies. Hence, the making of evaporative tests under service conditions may be necessary in order to determine which coal is particularly adapted for successful and economical use in a certain plant. Once a particular coal is selected, however, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, for it guarantees the purchaser receiving coal of uniform character and quality, thereby insuring the best results in the plant. The success of the specification method for the purchase of coal and the reliability of analysis now rests largely on sampling.3 Improper sampling leads to controversies, with resulting condemnation of the specification method in general and of the value of laboratory analyses and tests in particular.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts,· and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used. Electrical problems of many kinds must be solved in dealing with the various phases of electric shot-firing. Success in using an electric detonator is closely linked with the resistance of its bridge, the resistance of its leg wires, and the insulation of its current-carrying parts. The proper layout of a circuit where a number of shots are to be fired simultaneously depends not only on the types of detonators that are used and their arrangement and interconnections, but also on the size and insulation of the wire leading back to the source of power, and even on the source of power itself. Various types of electric shot-firing machines have been developed, and these offer still another field for study. In investigations of electric detonators and electric blasting equipment, the oscillograph is valuable because it can record electrical activity over very short intervals of time. By its use more complete information about electrical performance can be obtained than by any other means.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

The national mine-safety demonstration at Pittsburgh, Pa., was projected and undertaken in the hope that it would aid the increase of safety in the mining industry. That the national mine-safety demonstration was warranted and has served a useful purpose was evidenced by the attendance, not only at the public demonstration in Forbes Field, but also at the more special exhibit of the work of the Bureau of Mines at the arsenal grounds and at the experimsntal. mine. Nearly 2,000 persons witnessed the demonstrations and exhibits of the Bureau of Mines at the arsenal grounds on the morning of October 30, 1911. The spectators were all mine operators, miners, or persons interested in mining, and represented operations in all parts of the United States. Nearly 1,200 of these persons visited the bureau's experimental mine at Bruceton to witness ~th~explosion of coal dust. Had the weather, which was exceptionally inclement, been more favorable, there would doubtless have been a much larger attendance. At the public demonstration in Forbes Field, which· was witnessed by President Taft, from 12,000 to 15,000 persons, chiefly mining men, were present and attested their interest and enthusiasm in the minesafety exhibits by remaining throughout the proceedings, regardless of the rain which fell all the morning .. Sincethis demonstration, the organization of first-aid corps and of rescue corps has been undertaken at mines where there had previously been no such organizations. The bureau has received letters of commendation attesting the value of the demonstration in drawing· attention to the dangers and to possible means of greater safety in mining. Many of these letters have urged that the results of the demonstration be published for the guidance and instruction of those who were present. In response to these reauests the following account of the mine- BlIIeLY demonstration lias been prepared. IIi its preparation various division and section chiefs of the Bureau of Mines have cooperated. The authors acknowledge the assistance they have received from those section chiefs and other members of the bureau who contributed detailed descriptions of apparatus exhibited at the demonstration or of investigations represented.

In mining coal in the anthracite region of Pennsylvania the general custom has been to leave a large percentage of the coal in place as pillars to support the roof. Evidently any practice that involves partial waste of an important mineral resource is bound to be discarded. It is well recognized that one method of obviating probable waste is to fill the workings with cheap or worthless materials, a process extensively employed in the anthracite and some European mines. At present many of the collieries in the anthracite region of Pennsylvania are utilizing refuse from the old culm banks, which formerly were prominent features in the landscape, and are flushing the fine waste underground so that pillars may be reduced in size or removed. As a result the banks are now disappearing and soon will be gone. The fine culm from the breakers and rock from the mines will continue to be available, but the volume of these materials is insufficient to replace any considerable proportion of the coal removed. The next stage of progress suggested is the use of sand. Fortunately there are available large deposits of this material, much of which can be handled by dredges and pumps. This report is issued by the Bureau of Mines in the interest of safer and more efficient mining methods. I ts purpose is to describe the sand deposits in the northern anthracite coal field in Luzerne and Lackawanna Counties, Pa, Much of the information available is presented in the map, Plate I. Field studies, mostly preliminary, were made in the summer of 1911 to determine the distribution, amount, and character of the larger deposits. It was not thought desirable to make a detailed examination of the region because when the coal companies decide to utilize the sand their engineers will make precise surveys and drill test holes. In preparing the map the various coal companies were consulted; they contributed a large number of facts, especially as to the deposits in the buried valley of the Susquehanna between Pittston and Nan- ticoke, where nearly 1,000 test holes have been bored. The results of these borings were placed at the author's disposal, and have been utilized in drawing the boundaries given in the wide valley area and its extensions up Lackawanna River and NewportCreek. Wyoming Valley contains deposits of sand that are 100 feet thick over a wide area, 200 feet thick in places, and over 300 feet thick in the deep old channel south of Plymouth.

During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

Electrical apparatus because of its flexibility and its adaptability to all classes of service has become essential to the mining industry. Hence the problem of providing electrical equipment that is safe for use in explosive mixtures of methane and air is of prime importance in coal mining. Ilwestigatorsand experiment stations early recognized this fact and much work has been done in the investigation and the development of electrical apparatus for use in atmospheres containing fire damp. The term "fire damp" as applied throughout this bulletin means an explosive mixture of methane and air. Direct-current motors and alternating-current motors of the slipring type when running usually give off electric arcs or flashes that will ignite fire damp. Other 'motors that ha,'e no moving electric contacts may become dangerous through accident, deterioration, or neglect. Auxiliary apparatus such as fuses, switches, rheostats, and controllers may arc, flash, or become heated to snch a degree that fire damp can be ignited. Such equipment is still more dangerous when worn or out of repair. In the United States the development of apparatus for use in gaseous mines has been associated largely with coal-cutting equipment run by electricity. This is undoubtedly due to the use of such equipment at the face of the mine workings, where the chance of igniting fire damp is necessarily greatest. One American manufacturer built a coal-cutting equipment of the totally inclosed type for use in firo damp atmospheres in 1903. Another built similar equipment with special protective devices in 1906, for export. During the years 1910 and 1911, the Bureau of Mines at its Pittsburgh experiment station conducted a preliminary investigation of the safety of such protection as was then in use or under consideration. Five motors were submitted for this investigation, each having somewhat different methods of protection. The results of this investigation were published in Bulletin No. 4G.a

A grantee of a mine who agrees to pay the grantor's debts in part payment of the purchase price of the mines becomes to that extent the principal debtor, and the grantor becomes the surety, and the grantor's creditor may in equity enforce his claim against the grantee of the mine, and the grantor in such a case is not a necessary party. ORES PROCESS OF ORE CONCENTRATION-PATENTABILITY. The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. In an action by the grantor of a certain mine and mining property against his grantee to recover damages for the conversion of a quantity of ore that the grantor before the conveyance had mined and extracted from the mine and placed on the dump near the mine, the plaintiff is not entitled to recover where it appears that at the time the ore was placed on the dump the mine was owned and operated by a mining company and that at the time the ore was taken out of the mine the company had no intention of doing anything with it but simply deposited it on the dump as waste and to give an opportunity to develop the mine and get better ore to send to the smelter, and that

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000.
