The Bureau of Mines estimated the economic feasibility of investing in a directional hole methane drainage project in the Pittsburgh coalbed for 5 yr in advance of mining. This report estimates the capital investment and operating cost of recovering 325 MMft3 of methane gas per year and the selling price of approximately 317 MMft3 of gas per year. The labor, equipment, and supply requirements were determined from those of a previous directional hole drilled at the Emerald Mine, near Waynesburg, PA. The cost of equipment, materials, services, and labor are in third quarter 1982 dollars. They were obtained from vendors, contractors, and the U.S. Department of Labor. Findings indicate a total capital investment of $1,381,160. Annual operating cost amounted to $167,690. At a wellhead price of $2.05 per thousand cubic feet, the sale of approximately 317 MMft3 of gas per year results in a rate of return on investment of approximately 25 pet.

At the request of the Mine Safety and Health Administration (MSHA) the Bureau of Mines evaluated the potential hazards of three compressed oxygen self-contained self-rescuers (SCSR's) designed for use in under-ground coal mines. The evaluation followed the lines used in a similar investigation of chemical self-rescuers and involved laboratory experiments as well as field trials designed to simulate a mining environment. They included bullet impact, bonfire, feeder-breaker impact and feed-through, and mining machine runover tests. The work showed that the units were not inherently unsafe but that under certain conditions of extreme abuse they can present a potential ignition or explosion hazard. This, coupled with a survey of reported damage on SCSR's currently deployed in underground mines, which indicated a relatively high frequency of incidents leading to the destruc-tion of the units, led to new recommendations on the deployment of SCSR's. The recommendations formulated by MSHA state that the units should be either properly worn by the miner, stored in heavy containers, or otherwise protected from situations in which they might be accidentally ruptured or destroyed, such as runover by mobile mining equipment.

This report summarizes the findings of a 9-yr research program, sponsored by the U.S. Department of Energy and conducted by the Bureau of Mines, to evaluate refractory liner materials for coal gasifier reactors. Commercially available refractories were exposed to coal gasifier reactor environments, reproduced in the laboratory with a high-temperature, high-pressure test facility, followed by extensive postexposure evaluation. Thirty-six castable or gunnable refractories and cements and 24 refractory brick were evaluated. The behavior of castable refractories reinforced with stainless steel fibers was also examined. Gas environments that were evaluated included steam, H2, CO2, CO, and typical high-and low-Btu gas mixtures. Exposure pressures ranged from 100 to 1,000 psig, temperatures from 5000 to 1,1000 C, for periods from 50 h to 2,000 h. In some exposures, sodium and/or potassium hydroxide were introduced in order to simulate a high-alkali environment. It was found that intermediate-and low-alumina refractories produced from domestically available raw materials, rather than high-alumina refractories produced from imported raw materials, gave the best service as liner materials and that alkali attack was probably not a serious problem with most refractories. Based on the results of this program, good choices of refractory liner materials for gasifier reactors can be made.

The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

The Bureau of Mines has investigated the structural aspects of shafts and support systems using the finite-element technique. In situ field measurements in deep, vein-type metal mines show that rock stresses are often higher in the horizontal direction than the vertical, and unequal in the horizontal plane. These data and laboratory and field-determined physical properties were used as input to analytical studies. Various design and construction parameters were investigated to deter-mine the effect on shaft stability. Rectangular shafts were studied in detail to determine the effects of applied stress ratio, shaft orientation and dimension, influence of interbedded quartzite and argillite, and rock fracturing. Various support systems were analyzed, including concrete lining, timber, and steel sets. Circular configurations were investigated to evaluate yield zones and liner thickness. Elliptical shafts and time effects were briefly evaluated to illustrate shape and time effects and demonstrate the methodology. It is shown that the magnitude, direction, and ratio of applied stress and rock mass anisotropy are keys to determining shaft stability. A realistic conceptual framework was developed with which to examine the rock and support interaction in deep mine shafts. Structural analysis techniques overcome some of the historical difficulties with shaft de-sign by defining the field data requirements and structural sensitivity of various design and construction parameters.

As part of its effort to develop ways to maximize resource recovery, the Bureau of Mines investigated the extraction of vanadium from Western phosphate beneficiation tailings with H2S04 and/or H3P04. Dissolution of the vanadium was accomplished by digesting a mixture of acid and a 50-pet-solids, tailings-water slurry. In the most effective method investigated, vanadium and phosphorus were leached by digesting the slurry at a constant boiling temperature (1000-1100 C) in a stirred reactor. In batch tests, maximum vanadium dissolution was 95 pet. In continuous-circuit tests designed to further evaluate vanadium dissolution at con-stant boiling temperature in a continuously stirred reactor, vanadium dissolution ranged from 70 to 85 pet. An economic evaluation of the process demonstrated that H2S04 consumption is the major cost factor. Based on the value of the vanadium product with no allowance for a phos-phate product, the cost of producing the V205 is more than twice its value. The potential for profit would depend upon the value of the phosphate fertilizer produced from the impure H3P04 remaining after vanadium extraction.

Effective recycling or disposal of flue dusts is a continuing problem for copper, brass, and bronze smelters. Over 300,000 short tons (st) of dust is generated annually by U.S. secondary copper, brass, and bronze smelters. The Bureau of Mines has developed an alkaline leach method for recovering metal values from copper converter flue dust containing zinc, tin, lead, and copper. The dust was leached with a hot solution of ammonium chloride and ammonium hydroxide to solubilize ZnO. All of the tin (as Sn02) and the metallic copper, lead, and zinc, as well as possible insoluble compounds of each, report to the residue. Dissolved copper and lead salts are removed from the leachate by cementation with granular zinc. Zinc oxide is precipitated by diluting the leachate with water. The tin-rich (9.8 pct) residue has a ready market. The cement product is recyclable to the smelting operation. The ZnO is at least 97 pct pure and has potential marketability.

Significant amounts of cobalt are present in readily accessible spent copper leach solutions. The Bureau of Mines investigated the feasibility of extracting cobalt from these solutions in a multiple-compartment ion-exchange (MCIX) column. The effects of aqueous flow rate, resin flow rate, column height, and compartment height on cobalt extraction were determined. Cobalt extractions of 92 pct or higher were achieved at solution flow rates of up to 5.5 gpm/ft of column cross-sectional area and an aqueous-to-resin flow ratio of 40:1. Overall cobalt extraction increased as the column height increased, but cobalt extraction per unit of length was more efficient in 8-and 12-ftco1umns than in an 18-ft column. Solvent extraction procedures were utilized to purify and concentrate the MCIX column eluates and produce a cobalt sulfate solution containing 70 to 80 giL Co. Metallic cathodes containing over 99 pct Co were e1ectrowon from this solution. Zinc, nickel, and copper byproducts were also recovered during processing of the ion-exchange eluates. Estimated total capital cost for a commercial-scale 10,000 gpm of a spent leach solution containing 26 million. With credits for zinc, nickel, and copper estimated net operating cost was $9.36/lb Co.

The Bureau of Mines conducted laboratory investigations with the objective of developing an alternative process for recovering cobalt and copper from complex sulfide concentrates. Processes currently used depend largely upon precipitation techniques to remove impurities and recover cobalt from sulfate liquors prepared by oxidative pressure leaching of the sulfide concentrates. The Bureau conducted bench-scale research on a process for treating cobaltite concentrates, comprising (1) oxidative pressure leaching, (2) jarosite precipitation followed by H202 oxidation and pH control to remove iron and arsenic, (3) copper solvent extraction with a mixed hydroxyoxime-amine extractant, (4) copper electrowinning from recirculating acidic strip liquor, (5) selective cobalt extraction from copper solvent extraction raffinate with a phosphinic acid extractant, and (6) electrowinning of cobalt from a recirculating weak acid strip liquor. Overall cobalt and copper recoveries were 91.7 and 84.1 pct, respectively. Electrowon products assayed 99.8 pct Co and 99.89 pct Cu.

The Bureau of Mines developed a process using ion exchange to recover cobalt from spent copper leach solutions. A preliminary economic evaluation of the process indicated that about one-third of the capital cost was attributed to the total resin inventory, and one-third of the operating cost was required for reagents to remove iron from the ion-exchange eluates. An agitated Pachuca elution system was investigated in place of a fixed-bed elution system. The Pachuca system reduced the resin inventory by 27 pet when compared with the fixed-bed elution system. Processing fresh spent copper leach solution reduced the resin inventory by 20 pct and resin iron loading by 80 pct. Reagent requirements for removing iron from the eluates were decreased because less iron was extracted. The Pachuca system, along with processing fresh spent copper leach solution, reduced the total resin inventory by 47 pct. A revised cost evaluation of the cobalt recovery process was obtained to determine the effects of these process modifIcations. The estimated total capital cost for a plant processing 10,000 gpm of spent copper leach solution containing 26 ppm Co was $23.1 million. With credits for nickel, zinc, and copper byproducts, the estimated net operating cost was $5.10/lb of cobalt.

The U.S. Bureau of Mines conducts basic and applied research related to predicting, eliminating, and/or controlling rock bursts in underground hard-rock mines and coal bumps in underground coal mines. An important element in this research is the development of a reliable and efficient microseismic source location technique. This report presents the results of a Bureau study to develop and evaluate a new algorithm to locate microseismic events based on the Simplex method, a powerful linear programming technique. The technique was tested on both field data and simulated data. Microseismic event source locations obtained with this new Simplex-based algorithm were shown to have less error than those locations obtained using a least squares method. It was concluded that the Simplex approach to source location of microseismic events can be used effectively in microseismic monitoring.

The U.S. Bureau of Mines investigated the recovery of tin and silver from the Coal Creek deposit in the Talkeetna Mountains, AK. Approximately 5 million st of reserves grading 0.2 pct Sn with silver credits of 0.2 tr oz/st have been delineated by drilling. A 10-to 25-pct Sn gravity concentrate was produced by treating the minus 20-mesh ore with a spiral, then regrinding to minus 65 mesh and tabling. Sulfide contamination in the gravity concentrate was as high as 60 pet. Sulfide flotation of this concentrate produced tailings containing 40 to 50 pet Sn. Overall recovery was 76 pct for tin but only 5 to 10 pct for silver because of losses during sulfide flotation. Other methods tested to clean the concentrate included cassiterite flotation, gangue flotation, nitric acid leaching, and wet and dry magnetic separation. Tin beneficiation tests on the minus 325-mesh fraction included cassiterite flotation, vanning, sulfide flotation, and fuming. The bench-scale and locked-cycle tests were used to estimate the mass flows for a 1,000-st/d plant.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

To reduce U.S. dependence on imports of titanium, the U.S. Bureau of Mines has investigated the recovery of titanium from perovskite (CaTi03). Domestic perovskite deposits represent a significant, but untapped, titanium resource. An acid sulfation method was developed that will extract about 97 pct of the titanium and the columbium and 70 to 90 pct of the rare-earth byproducts from perovskite concentrates. A flow-sheet for recovering titanium as pigment-grade titanium dioxide (Ti02) is discussed. Test work performed in developing each unit operation is described. The first three unit operations have been demonstrated using laboratory-scale continuous methods of operation: acid sulfation of perovskite concentrates, leaching sulfation residue to dissolve metal values, and precipitation of titanium oxysulfate monohydrate (TiOS04?HP) from the resulting leach flltrate. Batch testing of other unit operations was performed: TiOS04?H20 redissolution and iron reduction, precipitation of Ti02 by hydrolysis, and regenerating recoverable acid with rare-earth byproduct recovery. Cost evaluation results are provided, indicating that processing perovskite concentrates by acid sulfation may be an economically viable means of producing Ti02.

A system capable of monitoring mine electrical power systems and detecting impending component .failure could significantly improve power system safety and reduce unscheduled equipment downtime. Such monitoring would require a method of evaluating electrical parameters, calculated from terminal values, for indications of component deterioration. The U.S. Bureau of Mines has targeted electrical failure of squirrel cage induction motors and examined the use of mathematical models to aid in this evaluation. The initial stage of this work is complete, and has produced polynomial networks called adaptive learning networks (ALN's) that can detect and quantify winding insulation leakage simulated on laboratory motors. In this modeling process, empirical data from laboratory motors were used to select the electrical parameters most significant for assessing? motor conditions, and mathematical expressions relating these parameters to simulated deterioration were formed. ALN's developed thus far can process readily measured motor terminal information and quantify power and current levels of laboratory-simulated leakage to within 1% and 3% of full load values, respectively, for motors in the 10-to 150-hp size range. The next stage of this research is validation of these ALN's for actual motor failures; this stage is currently underway, using accelerated life testing of laboratory motors.

The basis for the selection of the ultimate pit for an open pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau whilst the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-making range is significantly reduced, and the process for selecting the ultimate pit becomes more consistent, replicable, and defensible. This paper provides an approach to including risk in the process used to select the ultimate pit.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

We won't have to worry about our kids in the swimming pool, perhaps. It is delightful for me to have been able to have represented the Rocky Mountain Coal Mining Institute for the year 1982-1983. This has been our 71st year and this is our 79th meeting. In recognizing the attendance here, that dinner we had last night, and some of our entertainment must have gotten to some of us, or it is a little early. But I'm sure as the day goes on, and with the speakers outlined, it will be very beneficial for those who do attend. We do appreciate your attendance. I'd first like to make an introduction of our head table. Doris Finnie, she is our executive secretary. As most of you are aware, Gussie Whiteside retired as secretary. This will be the first time since the Institute started that there has not been a Whiteside present at one of our conventions. I'm sure Gussie would appreciate any calls or letters that any of you would care to make to her. Doris, I might add, has been a great help to me and all of the people who have been working on the program for the Institute this past year. There's been lots of reorganization and we are very pleased with Doris's ability to take hold from Gussie without any waves. Much credit must be given to you Doris for this and we do appreciate the help you have given us and believe me she has kept us out of trouble. Next, we have Art Neill. He is our vice president of the Institute from Montana and he also works with Western Energy Company. We appreciate the help that all of these session leaders and chairmen give to us. We have other names on the head table, but they will fill in as the morning goes on, so we won't bother you with any of those at this time. Profiled here are the eight RMCMI 2001 Scholarship Award winners. Seven of the eight attended the 97th Regular Meeting and Convention at the Steamboat Springs Sheraton Resort in Steamboat Springs, Colorado in lace June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. Thanks to the Patrons of the Institute each student received a 52,000 tuition credit, a plaque signifying the honor and the opportunity to thank the membership. The winners were guests of the Institute Sunday through Tuesday noon and had an outstanding opportunity to meet many in the coal industry that could be potential employers. The state vice presidents host the winners anti pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criterion for the awards is chat the recipient be (1) a full time sophomore student who will use the tuition credit in the junior year. (2) a U. S. citizen and a legal resident of the member state. (3) in good academic standing while pursuing a degree in a mining related field. They must have an expressed interest in western coal as a possible career path. He participated in Football, Track, Wrestling and the DECA club while in high school He is the recipient in both the WAAIME and the Phelps Dodge scholarships. Steven volunteers during the academic year at the U of A San Xavier Mining Laboratory. He worked the summer of 2001 at the Black Butte Coal Company in Point of Rock, Wyoming. In high school he was recognized in rite President's Education Awards Program and as a Radio Shack Tandy Scholar. lie belongs to SME, is a member of Fellowship of Christian Athletes, and volunteers at a local elementary school tutoring children. He enjoys intramural Sports. His father is Bruce Gerdes of Broomfield, Colorado Brian is holding a 3.75 GPA while studying for a mining engineering degree. He would like to go into reclamation scaring that his dream would be to reclaim an old mine and restore it to a function, al role in society again.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1990-1991 year followed by a brief profile. All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992.
