The Bureau of Mines in its safety work has for a number of years advocated and recommended the use of permissible portable electric cap lamps for use in all mines. In the course of time required for the evolution from an unsatisfactory to an efficient and safe light, but encouraging increase in their use has been experienced in Alabama. As early as 1916, small installations of these safer lamps were made or an experimental basis by several operating companies, and the first complete mine installation eras made at the Virginia mine of the Gulf States Steel Co., July 1, 1918. From the experiments in 1316 and the complete equipment of the first mine in 1918 gradual progress has been made until there are now 30 installations with 10 operating companies; as a result 20 mines have been put entirely and 5 partly on, closed lights, and 3 companies equip their engineering departments; two installations of closed lights are maintained by other companies for emergency use. One of the mines partly on the electric cap lamp is an ore mine - the only one in Alabama (and one of the very few in the United States) that uses closed lights. A recently completed survey , made by the Bureau of Mines to determine the trend of fuel consumption at refineries in the United States , showed the following outstanding points : A decrease in the use of oil for fuel in 1927 of over 5,000,000 barrels as compared with 1926 ; a decrease in the use of coal of over : 1,000,000 short tons ; small increases in the use of both natural gas and refinery gas ; an increase in the use of petroleum coke . The decrease in fuel - oil consumption was approximately 2,000,000 barrels each in the Atlantic Coast , Texas , and Louisiana- Arkansas districts , with an increase of 1,000,000 barrels in the Indiana - Illinois district , or a net decrease of 5,000,000 barrels . The decrease in fuel- oil consumption by refineries in the Texas and Louisiana- Arkansas areas was offset largely by increased consumption of natural gas and refinery gas , whereas the increased consumption in the Indiana- Illinois region was more than offset by the decrease in coal consumption . The use of coal for fuel declined from 6,052,000 short tons in 1926 to 5,031,000 short tons in 1927. Practically all of this decrease was recorded in the Appalachian and Indiana- Illinois districts , which at the same time showed the largest percentage increase in the use of oil for fuel . It is probable , therefore , that although coal prices also fell off , a considerable quantity of oil replaced coal in this area in 1927. In addition , the group of refineries , which are by location more or less definitely committed to the use of coal for fuel , undoubtedly succeeded in saving a material amount of coal through the use of more efficient fueling methods . A total of 130,815,000,000 cubic feet of natural gas was consumed for fuel at refineries in 1927. This represents an increase of 8 per cent over the 1926 total . Nearly all of this increase resulted from the opening of a line from the Monroe field to Baton Rouge , La . Had this line not been opened , there would have been a decrease in the use of natural gas , as a number of districts , particularly the Rocky Mountain , reported decreases in its use . The use of refinery or still gases for fuel did not change materially during 1927 , there being a total of 52,807,000,000 cubic feet burned as compared with 52,077,000,000 cubic feet in 1926. Refinery gases are largely a product of cracking and , it was probably more than a coincidence that a few districts in which cracking slowed down in 1927 also reported less refinery gas used as fuel .

Engineers interested in the manufactured-gas industry have witnessed p pronounced improvements in gas-generating equipment and marked changes in operating procedure during the past decade. In spite of these changes, however, the trend of development in the near future seems to be doubtful. Uncertainty exists mainly because no one can yet accurately calculate the number of years which will elapse before petroleum products become too expensive for, general use in making gas. Research in this field has been active, and the ultimate results are awaited with interest. Some engineers predict that in the future coking coal will be carbonized on such a large scale that coal gas will be used (straight or modified) for city distribution; others maintain that gas oil will be used in large quantities in the production of base gas; they believe that it will be economical to use oil even at appreciably higher prices. The question involves, among other; factors, consideration of initial and relative costs of equipment, flexibility of operation, salability of coke, cost of distributing different gases, and the relative value of by-products, It is common belief that for many years large quantities of oil will be used in gas-making, particularly in the generation of peak gas or that water gas will be used for the synthetic production of hydrocarbons to enrich additional water gas. In this paper interest centers in a discussion of the practicability of employing synthetic processes in view of reported investigations of the chemistry of the synthetic reactions. For many years it has been known that the chief components of water gas would react chemically under proper conditions to form methane. As long ago as 1903 a patent3 was issued in this country for a gas-making process which included the synthetic production of methane. More recently the studies of numerous investigators here and abroad have shown that besides methane it is possible to produce other paraffins, olefins, and additional, materials adaptable for enriching water gas or for other uses. The question arises: In what manner, if at all, can such processes be incorporated, as a part of the gas-making scheme in a city-gas plant?

An examination of the physical properties of manganese ores is being made at the Mississippi. Valley Station of the United States Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Missouri. The object of the study is to find out how much these ores can be beneficiated by such processes as jigging, tabling, magnetic separation, and flotation. Some. of the results were given in an earlier report.4 Eighty samples obtained from various prospects and mines throughout the country have been examined; this is a very small part of those that should be examined before the work can be a definite factor in-the appraisal of manganese ores or the guide in beneficiation which the operators seek. The ore deposits are not expected to reach to great depths vertically, after the manner of copper and gold, but in lateral distribution their greater extent is notable. This applies particularly to the residual and replacement deposits of manganese.

This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. During the recent study of lubricating oils carried on in the San Francisco laboratory of the United States Bureau of Mines, it became desirable to distill the oils used in the experimental work at pressures as low as 10 millimeters (mercury column) absolute. In the effort to Overcome difficulties and eliminate sources of error, certain changes were made in the apparatus for vacuum distillation used by the Bureau of Mines for crude petroleum.4 These changes were described in R.I. 2819, issued in July, 1927. Subsequent to the publication of R.I. 2819 several other changes have been made, and the present form of the apparatus for vacuum distillation of lubricating oils is described in this revision of R.I. 2819. These changes were found to give more accurate checks on duplicate distillations. The major part of the credit for the laboratory work which developed the changes in the apparatus and method revised herein is due to Boyd Guthrie, assistant petroleum chemist, and R. V. Higgins, junior chemist, o the San Francisco laboratory, United States Bureau of Mines. DESCRIPTION OF APPARATUS The distilling flask employed is essentially the Hempel flask as used by the United States Bureau of Mines for the analytical distillation of petroleum.5 he complete apparatus is shown in Figure 1. The fractionating column and exposed portion of the flask is wrapped with 4 inch asbestos rope and then surrounded by a cylindrical hood of 1/8 inch pliable asbestos sheet with a narrow air space between the wrapping and the cylindrical hood. This was found necessary to prevent any radiation or convection heat losses from the column, and resulted in obtaining a more even and constant fractionation by eliminating any dephlegmating action caused by temperature changes around the column.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

"The fifth annual National Safety Competition conducted by the United States Bureau of Mines to determine the best safety records at mines and quarries during the calendar year 1929 has been concluded, and the general results of the contest are presented herewith. To the winner in each of the five groups into which the contestants were divided there has been awarded the bronze trophy 'Sentinels of. Safety,' donated by the Explosives Engineer magazine. The trophy for bituminous coal mines was won by a mine in Alabama; that for metal mines by an iron-ore mine in Michigan; that for nonmetallic mineral mines by a salt mine in New York; that for quarries and open-cut mines went to a limestone quarry in Michigan;. the trophy provided for anthracite mines was, of course, won by a mine in Pennsylvania, as all of the anthracite mines participating in the contest are situated in that State.Winners of the trophies were selected by a committee of sward in accordance with rules governing the contest and on the basis of accident records furnished by the various companies to the Bureau of Mines. These records were summarized by the bureau and the results submitted to the committee. Members of the committee are W. H. Cameron, managing director of the National Safety Council. William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of 'Mining and Metallurgy'; C. B. Huntress, executive secretary of the National Coal Association; A. J., Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the engineering bureau of the National Crushed Stone Association.Thirty-four States were represented in the l29 contest. Among the plants which participated were 68 bituminous coal mines, 29 anthracite mines, 54 metal mines, 19 nonmetallic mineral mines, all of the foregoing being underground mines, and 141 quarries or open-cut mines. A total of 106,533,006 man-hours of work was reported by all of the companies. Accidents during the year numbered 7,008 and represented a period of disability equal to 986,306 man-days. Hence the accident-severity rate for all plants combined represented 9.3 man-days of disability for each thousand man-hours of exposure to hazard. Similarly, the combined accident-frequency rate for all plants showed that 66.3 accidents occurred for every million man-hours of exposure to hazard. Both of these rates indicated an improvement over the combined rates for all plants in the previous year's contest. The reduction in the accident-severity rate centered chiefly in the metal mine group, though all except the quarry and open-cut mine group shared in the reduction; the improvement in the accident-frequency rate was in all croups except anthracite and metal, the rate for the former having increased while that of the latter remained unchanged."

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."

The Salt Flat field, formerly called the Toe -Bruner field, is located northeast of the town of Luling in Caldwell County, Tex. This field, which is a fault structure, approximately parallels and is about 5 miles east of the Old Luling field. The proved area is approximately 1,280 acres, on which 332 producing wells (September, 1930) have been drilled. The majority of the wells are producing from the Edwards limestone at an average total depth of 2,700 feet. A few wells are producing from the Austin chalk or from other formations above the Edwards limestone. The Wilcox formation is exposed, and the fault trace in places is scarcely evident. The strike of the structure is approximately 111. 20 to 45° E. The displacement of the fault is probably 200 to 500 feet. The discovery well was completed in the Austin chalk by the Lutex Oil Co. during April, 1928. In October, 1928, the Sun Oil Co. completed the discovery well in the Edwards pay. This well was an important discovery, as it indicated the potential oil possibilities of the Edwards limestone in echelon fault structures. The discovery led to the development of the third fault field in the Edwards limestone and opened up a large area for future prospecting. The total oil production for the Salt Flat field to and including September, 1930, was 19,833,215 barrels. The most reliable figures available of water production were compiled for a number of leases and wells in the south half of the field. These data show that the water percentage for the average well in this part of the field increased steadily from 30 per cent for January, 1929, to 81 per cent for December, 1929. The estimated daily water production of the entire field for December, 1929, was about 82,000 barrels as compared with a daily oil production of 29,725 barrels; or approximately 2.7 barrels of water were produced with each barrel of oil 14 months after the discovery well was completed in the Edwards pay. Estimates of water production in the (Old) Luling field, which is near the Salt Flat field, place the daily water production at about 150,000 barrels (July, 1929) as compared with a daily oil production of 11,000 barrels. These figures indicate that in the Luling field approximately 14 barrels of water must be lifted for each barrel of oil produced. The Luling field was discovered in August, 1922, and a peak annual production of 10,210,000 barrels was reached during 1924. The production during 1928 was 5,057,000 barrels of oil from an average of 567 producing wells for the year. Although water appeared early in the life of the Luling field, the oil production has been well sustained. Another feature of outstanding interest is the comparatively few producing wells that have been abandoned on account of water during the soven years of operation of this field. Comparison of data between the Luling and Salt Flat fields is of importance because of the nearness of the two fields. The Luling field is a narrow strip or "shoestring" approximately 8 miles long, with a maximum width of 3,400 feet. Production is obtained in the Edwards limestone at an average depth of 2,200 feet on the upthrow side of a fault. Similar conditions of accumulation are found in the Salt Flat field at greater depth to Salt Flat field as outlined (April, 1930) is about 7 miles long? with a maximum width of 2,000 feet. At the time the field work was begun (July, 1929) in the Salt Flat field, drilling operations had been almost completed in the south half of the field, while the north half was still under development. Cross sections and a structure contour map interpret the subsurface conditions in the south half of the field, where the water conditions first became serious.

"The Bureau of Mines has repeatedly emphasized the necessity of completely ""rock-dusting all coal mines, except anthracite mines, in every part whether in damp or dry condition."" Every open accessible part of, the, mine without exception should be thoroughly rock-dusted, including parallel entries, air courses, trackless entries, crosscuts, and rooms to within at least 40 feet of every coal face. Very few mines have followed this recommendation and warning, with the result that there have been explosions not only in mines which have not used rock dust but also in so-called rock-dusted mines. Following a number of mine explosions it has been reported that the mine was rock-dusted,"" whereas it is probable that only some of the haulage roads had been given a hurried application of rock dust and in most instances not as much as 5 per cent of the mine was really rock-dusted. That is not rock-dusting.Some conscientious, well-meaning mining men have felt that rock-dusting of haulage roads would effectively stop an explosion; however, when shown, through widespread explosions in mines ""well rock-dusted"" according to the above method, that leaving large areas undusted, furnishes paths through which a violent explosion may travel, these mining men have realized the necessity of thorough rock-dusting and have adopted this explosion-prevention method.The Mather Collieries mine, Pickands, Mather and Co., operators, at Mather, Pa., was the first mine in Pennsylvania to receive, full credit for rock-dusting under the new 'stringent ruling of the Pennsylvania Compensation Rating Bureau, the provisions of which require that:"

The National Granite Commission at its annual meeting in Norfolk, Va., in January, 1930, passed a resolution requesting the Bureau of Mines to conduct an economic study of the granite industry. In with this request a preliminary review has been made of trends in the production and uses of block granite.. Some unfavorable conditions were thus brought to light, and certain suggestions regarding a more orderly and consistent growth in the industry are herein discussed. The results of the study are, presented in this report for the earnest consideration of. the industry, and comments are invited, not only on this report but as to future work that might be accomplished by the Bureau of Mines. The authors desire to acknowledge many helpful suggestions and comments from Paul M. Tyler of the Bureau of Mines and from Harris F. Sherman, secretary of the National Building Granite Quarries Association. Miss A. T. Coons of the Bureau of Mines rendered valuable assistance through her wide knowledge of granite statistics. The block granite industry has shown little expansion during recent years. While the value of the annual production has grown from about $14,000,000 in 1904 to nearly $25,000,000 in 1928, the increment in value is caused mainly by mounting prices rather than by increased production. Even granite for memorials shows a very small advance in production volume, although the value has increased from about $3,500,060 in 1904 to more than $11,000,000 in 1928, which is the most consistent growth of any branch of the industry. The value of building granite has fallen for a number of years much below the figure for 1904, and in 1928 was very little in advance of the value attained 24 years previously. The use of granite paving blocks and rubble has shown a gradual decline.

An important problem in the efficient conduct of industry is that of helping the individual employee to formulate an attitude toward his work which will result in the reduction of accidents and the promotion of safety. Perhaps nowhere is the need greater for this type of Psychological training of carefully selected men than at oil refineries whore both the raw materials and the finished products are highly inflammable and explosive in nature. However, the refinery organization usually is well adapted to educational safety activities - much more so than in the producing, pipe line, and marketing departments where the personnel are more or less scattered; but the same general principles of conduct hold true in any industrial organization. This problem of directing the attention of the employees to their specific tasks or helping them to control and frequently eliminate hazards engendered by adverse mental attitude or emotion is met most satisfactorily by carefully selecting applicants and placing them at jobs for which their ability, best fits them. The subsequent training of these carefully selected employees to assure their most effective work in accident prevention mu be accomplished in a variety of ways, such as by personal supervision and instruction, inspections, drills, and by the studied use of well thought out safety pamphlets and posters. This procedure is simple in outline and not original in scope, yet the importance of selecting and training the personnel has, not been generally accepted by the petroleum industry until recent years. In 1926, the Bureau of Mines, while making a study of accidents in the petroleum industry, found that medical examinations of prospective employees were not receiving unanimous endorsement by all companies, and the point was stressed that the selection and allocation of employees was a problem requiring serious consideration in the petroleum industry.

The success of any project in which gas is injected into oil-producing sands to increase the current rate or the economic ultimate production of oil or in which surplus gas from oil-producing operations is stored temporarily in reservoir sands that have been wholly or partly depleted of their producible oil depends mainly upon an understanding of the underground movements of oil, water, and injected gas and the ability to control their speed and direction of migration through the reservoir sends. Many operators believe that injected gas always travels up the structure and drives oil to wells structurally higher than the injection wells, because the specific gravity of the injected gas is less than that of the fluid substances in the formation. Consequently, many injection wells are located on the flanks of oil-bearing structures with the idea of utilizing the energy of the injected gas to drive the oil to producing wells higher on the structure. It is true, under certain conditions of pressure and fluid depletion of the reservoir sands that injected gas will move in an up-structure direction, but the theory that injected gas always moves up the structure is based on an erroneous conception of the laws that pertain to the expansion of gases. By definition, "a gas is distinguished by its property of infinite expansion and is limited in volume only by the walls of the vessel which contains it." The expansion of gas that is injected into reservoir sands also is limited by "walls" that surround the space influenced by the injected gas. The walls of the majority of undrilled or virgin oil-bearing reservoirs in California are the impervious shales overlying and underlying the productive strata and the "dams" or effective barriers of edge water around the rims of the reservoirs. When gas is injected into the sands of a producing reservoir, regardless of the location of the injection well on the structure or the degree of depletion of oil from the sands, one of the walls which confine the gas in the structure about the injection well is fluid. Therefore, since compressed gas always seeks regions of reduced pressure and its final volume is limited only by formation and fluid barriers and since the force exerted by the gas under pressure is equal in all directions, the course of migration of injected gas in reservoir sands in California and the effect of the gas pressure on fluid movement does not depend necessarily upon the up-structure location of low-pressure regions.

The success of any project in which gas is injected into oil-producing sands to increase the current rate or the economic ultimate production of oil or in which surplus gas from oil producing operations is stored temporarily in reservoir sands that have been wholly or partly depleted of their producible oil depends mainly upon an understanding of the underground movements of oil, water, and injected gas and the ability to control their speed and direction of migration through the reservoir sands. Many operators believe that injected gas always travels up the structure and drives oil to wells structurally higher than the injection wells, because the specific gravity of the injected gas is less than that of the fluid substances in the formation. Consequently, many injection wells are located on the flanks of oil-bearing structures with the idea of utilizing the energy of the injected gas to drive the oil to producing wells higher on the structure. It is true, under certain conditions of pressure and fluid depletion of the reservoir sands, that injected gas will move in an up-structure direction, but the theory that injected gas always moves up the structure is based on an erroneous conception of the laws that pertain to the expansion of gases. By definition, "a gas is distinguished by its property of infinite expansion and is limited in volume only by the walls of the vessel which contains it."3 The expansion of gas that is injected into reservoir sands also is limited by "walls" that surround the space influenced by the injected gas. The walls of the majority of undrilled or virgin oil-bearing reservoirs in California are the impervious shales overlying and underlying the productive strata and the "dams" or effective barriers of edge water around the rims of the reservoirs. Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic supply was evident, During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Mines has ascertained the potash resources in certain districts through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the Passage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.
