"Phosphate" is a misnomer as often used. The word is increasingly used to refer to any material containing phosphorus - an element essential to any form of life. Phosphate rock, a mineral - fluorapitate - is recovered from Florida's sedimentary deposits in particle sires ranging from 0.1 to 13.0 millimeter. This product of mining, washing, screening, and flotation is commonly called "phosphate". Its phosphorus content, measured and reported as P2O5, varies from 29% to 35%, and is essentially insoluble. "Phosphate" is also used to describe products containing soluble phosphorus obtained from acidulation of phosphate rock with mineral acids; primarily, sulfuric acid. Many miners have nearby chemical plants wherein phosphate rock is converted into upgraded products such as phosphoric acid, superphosohates, and ammonium phosphates with 45% to 70% P205, soluble and suitable for use as fertilizer. The rock and upgraded products are all commonly called "phosphate"; the plants, "phosphate plants' and the producers collectively are known as the "phosphate industry". The public in Central Florida generally loses identification of the individual operators that include major corporations such as IMC. Williams Companies, W.R. Grace, Mobil, Embark, U.S. Steel, Borden, American Cyanamid and others. They all become just a "phosphate company".

Almost all of the world?s zirconium is mined in the form of zircon (ZrSiO4), the majority as a coproduct of titanium mining from heavy mineral sands deposits. These are placer type deposits, in which the dominant mineral is silica but which also contain a suite of ?valuable minerals,? often consisting of a mixture of titanium minerals, various alumino-silicates and zircon plus a range of other mineral species. The composition of the valuable minerals in such deposits is known as the mineral assemblage. There is no reasonable consistent geological relationship between zircon and titanium minerals. They can derive from separate igneous rock deposits that rarely occur together. The connection emanates once these separate rocks have been eroded by weather and water, often across a very long geological period. Once this has happened, zircon and titanium minerals often find their way to the same locations because they share two major characteristics:

The Metropolitan St. Louis Water District’s Project Clear is a 28-year program targeting wastewater capacity throughout St. Louis, MO. The extensive program includes the Jefferson Barracks Tunnel, running parallel to the Mississippi River at 2 m ID and 5,400 m long. A rebuilt Robbins Main Beam TBM began boring but hit challenging conditions about 2,400 m in, including water inflows. A larger 4.1 m Robbins Main Beam machine will complete the remaining 3,050 m in limestone, dolomite, and shale. The TBM will utilize a high-powered, high breakout torque cutterhead along with enhanced 360-degree probing & grouting capabilities to detect any karst formations.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon's magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter's machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). Sustainable Development is a very broad initiative in the mining industry, with major components running over the entire life of the mine. It likely commences with pre-exploration permitting and continues to post-mining final closure and possible land reuse. Most major mining corporations embrace the sustainability initiative, either out of a sense of social responsibility or out of necessity in order to continue doing business. But many may view the overall initiative as an added ?cost of doing business.? In many elements of sustainability, there clearly can be added cost ? some as simple as complying with self-imposed sustainability reporting. Fortunately, one major element of sustainable development can clearly be shown to reduce costs ? energy resource management. This paper will describe how the mining industry sustainable development effort differs from other industries, but can benefit from their experience in energy resource management. The mining industry can utilize proven methods from other industries to further their energy management efforts. In addition, many of the resources developed and employed to promote better energy resource management in non-mining industrial settings will be listed.

The centennial celebration of the AIME provides an opportunity to review some aspects of developments in mineral exploration since 1871 and to reflect on the changes that have occurred. During this period seven Factors have fundamentally altered the procedures, techniques and philosophy of mineral exploration. Although most of these developed gradually, and unheralded, they have drastically altered the art of exploration and discovery. 1. ADVANCES IN MINING AND MILLING The development of huge shovels, draglines, trucks and track-mounted drills, to replace the wheelbarrow and single Jack has drastically expanded the rate of production for both underground and surface mining. The development of selective flotation has had a far-reaching affect on mineral exploration and has made it possible to extract metals from the metallurgically complex deposits discovered years before. These developments have reduced the costs of mining and treatment, and have transformed material into ore that was considered waste one hundred years ago. These advances have permitted exploration for progressively lower grade and larger mineral deposits.

Over the last five years, a large number of small to medium sized carbon-in-pulp gold treatment plants have been built in Australia, most designed to treat between 250,000 -1,500,000 tpa of ore. In many cases, the primary requirement was to get a plant built and operating in a short period of time and at minimal capital cost, relating to the limited capital resources and tight cash flow positions of these relatively small mining companies. Since the inclusion of both pre-leach and tailings thickeners resulted in an obvious and significant capital cost, most plants were built without thickeners, without doing a detailed cost-benefit analysis on their inclusion, However, the increasing use of High Rate Thickener?s (HRT s) in the mineral processing industries resulted in a reassessment, in some cases, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas, where borefields were costly to install and water was limited. It has become apparent, though, since startup and operation of these installations, that the savings in cyanide consumption is also a very significant factor and can be used as a primary justification for the installation of a HRT in many cases.

"The applications for automation continue to expand within the mining industry. These applications can range from the startup, control, and shutdown of processing plants to the autonomous operation of surface haulage trucks. However, the term “automation” should not necessarily be interpreted as the total elimination of human interventions since numerous mining processes can be partially automated. The future survivability of many mining operations will be influenced by a company’s willingness and ability to understand, accept, and utilize this technology. The mining workforce, including management and engineering, should be familiar with the technological capabilities and limitations for effectively implementing automation into mines for improving safety and productivity. The Department of Mining Engineering at the University of Kentucky has recognized this educational gap and developed an automation laboratory, along with project-oriented courses at the undergraduate and graduate levels. The laboratory and the course objectives are described in this paper, as well as the skills and abilities that students obtain at the completion of the course(s). BACKGROUND The touted benefits of automation include: improved productivity, lower operating costs, reduced drudgery of repetitive operations performed by workers, and the removal of workers from hazardous locations. The acceptance of advanced technology by the mining industry, however, has traditionally been slow. This cautious approach is understandable considering the complex and harsh conditions routinely encountered in mining operations. Bad experiences with some premature installations of newly hyped technologies may have also resulted in lingering skepticism by many mine operators. Nonetheless, with thoroughly demonstrated reliability and proven applications, automation based on programmable logic controllers (PLCs) has made significant inroads into the mining industry. Programmable logic controllers (PLCs) are the workhorses of automation. They were originally conceived in the late 1960s, long before the invention of the personal computer (PC). Initial PLC applications were directed towards sequential relay control in manufacturing plants, which subsequently eliminated the use of “relay logic” that was based on hard-wired electromechanical relays. With continuous advancements in electronics and computer technology over the years, PLCs have evolved into sophisticated and powerful devices with very stable operating systems. They are designed for deterministic logic execution with extreme consistency in timing, along with a high tolerance to temperature, humidity, and vibration (Smith 2003). Because of their robust characteristics, PLC networks now provide the backbone for most industrial automation applications."

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Hydrometallurgical processes for copper flotation concentrates avoid the S02 emission problems associated with smelting, but they require oxidation of copper to obtain solubilization during leaching. The resulting copper ions must be reduced to metal, which normally requires large amounts of energy or energy equivalent reagents such as hydrogen or iron. The conventional reduction method is electrowinning which is labor intensive and involves 35 to 40% of both the en-tire operating and capital cost of the better hydrometallurgical processes. Smeltermen are correct in criticizing the available hydrometallurgical processes for being more energy intensive than modern smelting processes. Clearly, there is considerable incentive to reduce the cost and energy required for reducing copper ions from solution. Furthermore, it is thermodynamically possible to do this using sulfur contained in the concentrate itself. In fact, the thermodynamic potential of oxidizing sulfur from S+4 to the S+6 state is greater than required to reduce cupric ion to metallic copper. (1) Realization of this potential in a practical process would significantly reduce the cost of hydrometallurgical processing of sulfide concentrates because sulfur would become a cost-free reducing agent. An apparently practical method is to use SO3 and HSO3 ions, obtained by ammonia scrubbing of SO2 from a concentrate roaster gas, to reduce leached copper to metal in an autoclave. This reduction step is the Jumau 1907 patent. (2) A series of steps including sulfite reduction constituting a crude flowsheet was suggested by Parker in 1976(3), but apparently little development work has been done by him, since he has been interested in new routes of refining the resulting copper powder. The purposes of the present paper are to elaborate on the Jumau-Parker thrust. Describe a detailed complete sulfite process flowsheet based on materials and energy balances, discuss the chemistry, and discuss further work that is required to develop this process. The results of the present paper are largely based on a synthesis of the steps using handbook chemistry. Process materials, utilities costs, and energy requirements are projected to be unusually low.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. "Search Amazon.com using the keyword “leadership,” and you are rewarded with a list of over 144,000 titles. There is no shortage of books and articles, many of them well written, with excellent ideas. So why is there still a constant cry for effective leadership in organizations? Often, the person in charge has personal blinders that prevent them from seeing or understanding how to implement the newest leadership idea or method. Either deliberately or subliminally, there is a disconnect from learning about leadership, and actually modelling and implementing what has been learned. Some current research in leadership theory can provide insight and tools to address this issue. INTRODUCTION Let’s start with a discussion of terms. Pseudo is defined by Webster (2015) as “Being apparently rather actually as stated.” Synonyms include affected, assumed, contrived, fake, false, phony, pretended, and artificial. Antonyms for pseudo provide additional clarity, especially when we consider terms normally associated with effective leadership: genuine, natural, unaffected, unforced. A similar type from my world of academia is a pseudointellectual, “A person exhibiting intellectual pretentions that have no basis in sound scholarship” (Dictionary.com, 2015). This is a person pretending to have an interest in intellectual activities for status; a fraudulent intellectuality. The thought of applying the term pseudo to leadership first occurred to me while reading Power and Innocence by Rollo May (1972). In discussing the dynamics of power, and how the innocent are often victims of the exercise of power, especially the more aggressive and destructive types of power, he saw two types of innocence. The first he called authentic innocence, which he described as a childlike clarity that carried into adulthood. The second type he called pseudoinnocence, a type of naïveté that makes a virtue of powerlessness, weakness, and helplessness; being more childish than childlike (p. 48-50). Just as there is the potential for pseudoinnocence and pseudointellectuals, it is also possible to experience pseudo leadership. (I hope the gentle reader is not troubled by my decision to use pseudo leadership as two separate words, in contrast to the use of compound words for pseudoinnocence and pseudointellectual cited above. Since there is no official definition of pseudo leadership, I have exercised my author’s prerogative to treat it as two words, both because I think in this particular application this makes the most sense, and also I think it is easier to read). As we will see, there are numerous theories applied to leadership. What is so troubling to many of us in organizations, there are a myriad of “leaders” in companies espousing pet theories, but very few instances where the actions of these individuals match their words. This is a particularly important problem when we look at the effect this has on the day to day operations of a mine, and where effective leadership (or its absence) can have a profound impact on both productivity and safety."

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

Coal producers and utilities depend on automated coal blending systems to reduce costs and meet stringent environmental regulations. Over 30 systems installed in the United States since 1987 use on-line PGNAA (Prompt Gamma Neutron Activation Analysis) analyzers to accurately control the blending process. Experience and detailed engineering are required to integrate real-time data produced by the coal analyzer with a control system to meet demanding performance specifications. This article reviews successful installations and lists important features including interfacing analyzers with plant control systems, specifying feeders and weigh scales, and managing data.

A reaction is evaluated by which heated and pressurized water is used to precipitate metal oxides from loaded Kelex 100 complexes. Pure copper oxide (CuO) and pure nickel (Nio) in powder form, and ranging in average size from 12 to 25 micrometers, were found to precipitate from copper and nickel loaded Kelex 100/kerosene complexes, by water heated and pressurized to between 374 and 400 °c and 2170 psig (148 atm) and 3500 psig (238 atm). The precipitation is suggested to result from hydrolysis of the metal, following exchange for the hydrogen in the phenolic hydroxyl of the Kelex 100 structure, enhanced by the conditions provided by heated and pressurized water. The reaction is believed to have the characteristics of homogeneous nucleation and heterogeneous growth. The effects of temperature, pressure, initial metal concentration and seed addition on the kinetics of the process were studied. In addition, characterization studies were performed on the reaction products. A detailed discussion of the experimental results is presented.

The Macassa Mine is a mature mine with a 61 year history of continuous production. The majority of past production has been derived from a zone called the '04 Break (Main Break). Recent underground mine exploration has been successful in locating several neighbouring ninera1ized zones. This paper will characterize the spatial location, geometry and mineralogical properties of these secondary zones. Future plans for underground mine exploration to follow-up on these target zones will be outlined.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.
