This Bureau of Mines report describes 147 known fluorspar deposits in New Mexico and briefly mentions 54 miscellaneous occurrences for which little or no information was obtained. Most miscellaneous occurrences are minor and too poorly exposed to be considered more than prospects. History and production of fluorspar in New Mexico, type of deposition, mineralogy, uses, and grade specifications are discussed. Total mine production of fluorspar in New Mexico is nearly 641,000 tons of various grades of crude ore and hand-sorted material. Fluorspar deposits occur in 13 of the State's 32 counties. Grant, Valencia, and Luna Counties account for 86.4 percent of the total production. During the investigation, 141 deposits were visited. A total of 72 character samples was collected for assay, and 3 larger samples were collected for bench-scale metallurgical tests. Results of these metallurgical tests indicate that an acid-grade product can be obtained with 95 percent recovery of the CaF2 content of the crude ore.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. Two processes are available for the production of synthetic fuels from coal high-pressure hydrogenation and the carbon monoxide-hydrogen synthe- sis. This paper presents some ideas and new developments in coal hydrogen- ation that have been incorporated in an estimate for the production of 30,000 barrels per day of liquid fuels, mainly gasoline. A few comparisons of the processes will be helpful before discussion of the details of pro- posed improvements in the hydrogenation process. The principle of the high-pressure hydrogenation process ie the addi- tion of hydrogen at pressurea in the range of 3,000 to 10,000 p.s.i. to coal at elevated temperature and with the help of catalysts. On the other hand, the principle in the Fischer-Tropsch synthesis is the complete break-down of coal into a mixture of carbon monoxide and hydrogen, followed by the catalytic combination of these two gasse into hydrocarbons or suitable catalysts. For the synthesis, moderately elevated pressures of about 350 p.8.1. will bo used in the immediate future, although it can be carried on at atmosphoric pressure with certain catalysts. The products of these two processes using coal as raw material are almost as differont as hydrocarbons can be. The products of the high-pres- sure hydrogenation of coal reflect the original constitution of the coal. They are, therefore, rich in ring compounds, both aromatic and naphthenic, but, due to the action of highly comprcesed hydrogen and catalyst, are satu- rated and very stable. These constituents give the gasoline a high octane number and excellent rich-mixture performance, combined with good gum and storage stability. Therefore, this gasoline is suitable for aviation gaso- line or base stock. Past issues of Minerals and Materials have discussed such aspects of the economy as consumption and investment expenditures, interest rates, productivity, and international trade barriers and their effect on the minerals industry here and abroad. In this issue, we will (l) look at recent indications of a possible economic recovery, (2) present 1983 expectations reflecting the results of industry surveys conducted by the U.S. Department of Commerce (DOC), and (3) briefly discuss the contribution of the U.S. mining industry to total gross national product (GNP). THE RECOVERY Throughout most of 1982, DOC's Composite Index of Leading Indicators provided evidence of impending improvement in the economy. The index increased moderately during eight of the months in 1982 and then jumped an estimated 3.6 percent in January 1983 (table 1). While the leading indicators continued to predict improvement, the general economy, as measured by the Index of Industrial Production, continued its slide through November 1982 (table 2). Finally total industrial production increased in December 1982 and continued on an upward path in January and February, as predicted by the leading indicators.

This paper presents a description of the operational mechanics involved in block-caving a granodiorite-capped, limestone deposit. This method was used for 24 years at the Crestmore mine, near Riverside, Calif., which was operated by the Riverside Cement Co. as a source of raw material used to manufacture a portland cement. The Crestmore mine is the only place where a block-cave method has been used to mine a limestone deposit. Structurally, limestone is relatively strong, and it is not usually considered to be a substance amenable to mining by block caving. It is therefore a credit to the engineering department of the Crestmore mine that it developed a satisfactory, relatively efficient method of block-caving a structurally stable rock. In the discussion, covering the methods applied to produce about 7.9 million tons of limestone and granitic rock materials by block caving, particular emphasis has been placed on an assessment of (1) physical properties of the deposit, (2) ground pressure and support, (3) methods used to induce fragmentation and maintain cave action, (4) surface and subsurface subsidence, (5) secondary blasting of oversize, (6) production rate, (7) safety, and (8) the advantages and disadvantages of the cave method as applied to this specific limestone deposit.

The Bureau of Mines investigated the production of hydrogen cyanide by reacting powdered coal (minus 300 mesh) with ammonia at 1,250° C in a bench-scale study. Both metallic and ceramic reactors were used. Yields up to 0.7 cu ft of hydrogen cyanide per cubic foot of ammonia consumed r- obtained. The resulting ammonia conversion of about 75 volume-percent approximates conversion obtained commercially in processes utilizing natural gas and platinum catalysts. The coals that had higher volatile-matter contents gave the best yields of hydrogen cyanide. Allowing the coal to adsorb ammonia before reaction resulted in increased yields of hydrogen cyanide. Cost studies for a plant with a 40-million-pound-per-year capacity indi-cate that hydrogen cyanide can be profitably coproduced with carbon black, from coal and ammonia, at the current market price of hydrogen cyanide (11.5 cents/lb). These figures are based on heating the reactor electrically. If a cheaper heating method were devised the economics of the process would be more favorable.

For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

An economic evaluation was made of the Bureau of Mines incinerator residue separation process to update the one published in 1971 to a mid-1.974 cost basis. This evaluation includes a modification of the glass-recovery operation used In the original plant design as well as a unit to bale the ferrous scrap product before shipment. Products from the plant are ferrous metal, aluminum and copper-zinc scrap, and a mixed-color glass cullet. The estimated capital and operating costs for four plant sizes are as follows : [ ] The operating costs do not include credits for recovered metals and glass.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Mineral resource information indicates that in the Gore Range the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range. Limestone, marble, sand and gravel, rock for crushed aggregate, and other industrial rocks have been recently mined or Quarried in the Forrest, and will likely be mined or quarried in the near future. Currently coal is being produced at one mine in the Forest, and extensive identified coal resources are located in the Forest. Parts of four known gas fields lie within the Forest west of Glenwood Springs; there is current production at one field.

It describes practices and equipment used in tramway construction and discusses the design of tramways. The second paper will describe the construction and operation of tramways and give operating costs. The mineral waste disposal system at the Grace Mine, Morgantown, Pa., was designed to minimize environmental effects while allowing much of the waste from the iron mine, mill, and concentrator to be utilized. Standard cost estimating procedures were used by the Bureau of Mines to determine waste disposal costs. Mill tailings and rock waste disposal costs were estimated at $0.151 and $0.276 per ton, respectively, for the 1965-67 production period. Total waste disposal cost was reduced about $0.015 per ton by utilizing part of the waste as aggregate. The net average cost for disposal of all mineral waste was $0.189 per ton.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) slip along steeply dipping faults and (2) fracturing of strong strata above, or below, the coal seam. Both failure modes produce dynamic or ?shock? loads on the perimeter (roof, rib, floor) of mine openings. Special consideration should be given to these failure modes in planning of deep coal mines since their occurrence is not within the professional experience of many contemporary workers, and their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

A study of certain gas making and fuel problems peculiar to the gas industry of California has been made by the Bureau of Mines. The work was done at the request of, and in cooperation with The California Gas Research Council 2, for the purpose of obtaining basic information on the gas-making fuels available to California, and their applicability to the present and future needs of the gas industry in that State. The data obtained have been applied in outlining a construction program, and indicate the possibilities in efficiently utilizing fuels in making gas by other than the oil-gas process. This paper presents an outline of the study and a summary of the principal results obtained, with some of the more important conclusions and recommendations based on this data. Gas is produced in California by processes which are both unique and different from those common to other parts of the United States. The bulk of the manufactured gas is made in and distributed from two main districts which are centers of population - namely, the Los Angeles district and the San Francisco Bay district. The gas manufactured in the Bay district is, almost exclusively oil-gas, whereas that produced in the southern part of the State, where natural gas is available, is mostly mixed natural gas and reformed-gas, but oil-gas is the chief product when the supply of natural gas is inadequate. Practically all of the gas companies are equipped with oil-gas generating apparatus, and anticipate using it in the future. As the continued use of the oil-gas process to the exclusion of all other processes, depends upon a continued supply of oil at a low cost, and the prospect of obtaining such low-priced oil in the future is somewhat uncertain, the questions have arisen: What will the future gas-making process or processes be? When will it be necessary to make plans for the installation of different gas generating equipment, and what will that equipment comprise?

Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .

The material was gathered red on a trip through tale State in the summer of 1936. After evaluating preceding studies and designs of lightweight supports, ESD selected the all-hydraulic and the hydromechanical concepts for detailed design and fabrication. Further analysis and testing showed that the all-hydraulic design was economically justified and met all the crucial engineering, manufacturing, and design criteria identified during the evaluation phase. Following Bureau of Mines approval of the detailed design, four all-hydraulic support models were fabricated. Once functional and structural testing was successfully completed, 40 additional units were constructed and distributed for in-mine testing. The units were very well-liked by all three demonstration mines. The wide- spread interest in supports for seam heights greater than 8 feet led to expansion of the design data package. ESD designed four basic models to cover the new height range, but no hardware has yet been fabricated for the new design.

Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).
