Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region. Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

In the second half of the nineteenth century, bimetallism progressively replaced by gold standard. After World War I and 1931-33 depression, gold mainly reserved for official international transactions and internal use restricted. Changes since 1971 have shrunk official international use of gold. International payments deficits and surpluses now financed by private and official credit, rarely by gold. Historical review covers evolution of: (1) internal and external private use, (2) internal official use, (3) external official use, (4) role in IMF and (5) use as unit of account.

The fundamental chemistry of zinc smelting, especially that part dealing with the chemical reduction of the zinc-oxide content of a roasted zinc ore, has been discussed by metallurgists in some detail, but, in the light of present knowledge, unsatisfactorily. A considerable portion of the information available has been qualitative, or quantitative in a sense that could not be interpreted chemically. A number of attempts to elucidate the physical chemistry of zinc oxide reduction have been based upon unsubstantiated and, as is now known, incorrect equilibrium data. To write upon the chemistry of zinc smelting at this time, when electrolytic methods for the production of zinc metal from ore are becoming increasingly widespread, may seem a belated effort. So, for example, C. A. Hansen,3 in the communicated discussion of an article by the author,4 writes as follows:

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

Applications of helium in aerostatics, cryogenics, space, and undersea work are described in papers from the Helium Applications Symposium. Specific subjects include investigations of X-ray sources by means of balloon-borne instruments, meteorological soundings by balloons, powered lighter-than-air flight, tethered balloons, refrigeration techniques, large superconductive magnets, electronic devices, superconducting transmission lines, high-precision thermal conductivity analysis, He3-He4 dilution refrigerators, uses of helium in the atomic energy program, helium-cooled nuclear reactors, power- plant applications for high-temperature gas-cooled reactors, helium welding of stainless steel tubing and pipe, development of helium-shielded arc welding, helium as a diluent in spacecraft atmospheres, helium utilization in the Saturn-Apollo program, and helium utilization in diving environments. Papers from the Helium Centennial Symposium at the national meeting of the American Chemical Society cover the history of the discovery of helium, the history of its development by the Bureau of Mines from a laboratory curiosity to an important item of commerce, the source of helium in natural gases, the world of liquid helium, and liquid helium-3.

This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

AUSTRALIANS and New Zealanders, whose countries have respectively yielded gold to the value of £666,000,000 and £96,000,000, are taking full advantage of the current high prices for that metal. There is a marked activity in ordinary prospecting, geophysical exploration, further development of working mines and reopening of old properties, formation of new companies, installation of new equipment and processes, and expansion of operations generally. Australian gold production last year was approximately double the quantity of 1929 and its value three times as great, 1929 being the low of recent years. The 1933 production was about 821,000 oz. From New Zealand, 165,000 oz. was exported last year. Papua and New Guinea contributed slightly over 100,000 oz. What the future price of gold will be nobody knows, but, even if it returns to the former level, Australian producers are almost sure of 110 shillings an ounce until 1940 through the Commonwealth Government's Gold Bounty Act, at present temporarily and necessarily suspended from operation.

Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

Talc is a hydrous magnesium silicate having the chemical formula H2Mg3 (SiO8 ) 4 ; it is often called steatite, soapstone or potstorie, and by the trade names talc clay, agalite, asbestine, and verdolite. The term talc may be used to include all forms of the pure mineral, whereas steatite denotes particularly the massive, compact variety, and soapstone the impure, massive form that often contains only 50 per cent of talc. Merrill 1 says: The name soapstone is given to dark-gray and greenish talcose rocks, which are soft enough to be readily cut with a knife, and which have a pronounced soapy or greasy feeling; hence the name. Such rocks are commonly stated in textbooks to be compact forms .of steatite, or talc, but as the writer has elsewhere pointed out, and as shown by the analyses here given, few of them are even approximately pure forms of this mineral, but all contain varying proportions of chlorite, mica, and tremolite, together with perhaps unaltered residuals of pyroxene, granules of iron ore, iron pyrites, quartz, and, in seams and veins, calcite and magnesian carbonates. When pure, talc is soft, having a hardness of 1, but when impure or when it grades into its varieties, the hardness increases to 3 or 4. Talc ranges in color from pure white and silvery white through gray, green, apple green, gray green to dark green, nlso yellow, brown, or reddish when impure. It is rarely, if ever, found in wellformed crystals, but often occurs in foliated plates or in fibrous aggregates. It is commonly compact or massive or in fine granular aggregates. Several analyses of talc from different regions ·are given in Table 1. Talc has several varieties, the most important of which is Rensselaerite. This variety, found in a small area near Gouverneur, St. La.wrence County, N. Y., is a hard, fibrous, -waxlike mineral having the same chemical composition as talc, but lacking its softness and its peculiar greasy feel. Its hardness and its peculiar fibrous form, even when ground, have made its grinding and separation a separate problem. In addition to the varieties of talc and soapstone, the mineral pyrophyllite or agalmatolite, a hydrous silicate of alumina, with the formula H2Al2 (Si08 ), is also mined and sold as talc. It resembles talc in color, feel, luster, and structure, and may be successfully substituted for true talc for most uses. In this paper it will be considered as one of the commercial forms of talc.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

THE lack of Aryan roots for the names of metals commonly known among the Aryan settlers of Asia Minor, as well as the later colonizers of Europe, indicates that these races were generally ignorant of the use of metals until they came into contact with Semitic peoples. Practically all mining-terms in current use among the earliest Greeks resemble very strongly their distinctly Semitic equivalents, which can be traced all the way in a broad belt beginning in Lower Mesopotamia, and extending westwardly to the Syrian shores of the Mediterranean. The Greek word " "metallon," for instance, used indiscriminately to designate mine or ore, probably came from the earlier Semitic equivalent, " matal." Again, the Greek words " chrysos " (gold) and " chalkos " (copper) seem to be descended from the Semitic forms " throats " and a chalak." It is a natural inference that primitive mining-methods were evolved by the dwellers in the mineralized areas of Asia Minor, from whom later Greek, Roman, and even North European miners obtained their first notions of the reduction of metallic ores, by virtue of a general westward migration of mining and metallurgy. Some traces of its passage through Turkish territory will be noted in this paper. While European Turkey can boast of one ancient gold-field, the Asiatic dominions of the Sultan may lay claim to at least two well-defined and widely-separated gold-producing districts. These three regions may be distinguished as the Thracian, the Pontic, and the Anatolian gold-fields. II. TURKEY IN EUROPE. . The Thracian Gold-Field. Technical developments in the American petroleum industry as regards exploration, drilling, production, and transportation were characterized by many anomalous conditions during the half decade 1914-19. A review of the literature of that period discloses the striking fact that individual geologists, engineers, and other technologists were surprisingly well versed concerning the occurrence of natural hydrocarbons and methods of extracting them and were acquainted with many of the physical and chemical characteristics that influence the behavior of fluids in natural reservoirs. However, the industry as a whole knew little of the correct application of recognized fundamentals; indeed, judged by present standards certain expediencies of self-styled "practical' operators seem cumbersome, if not evidences of ignorance.
