THE statisticians had defeated Germany months before she invaded Poland. With batteries of adding machines they had proved that she was suffering from serious deficiencies in critical food- stuffs and in practically all of the raw materials necessary for the conduct of modern warfare. Their calculations showed that with respect to fats, oils, wool, cotton, hides, petroleum, iron, copper and other metals, the Reich was bound to be at a great disadvantage vis-a-vis the French and British as long as the latter could keep open the lines of sea communication. The conclusion seemed obvious-"Germany can't win." The more cautious of the commentators introduced qualifications as to the length of the war and the tightness of the British and French blockade. They also made a third qualification as to the character of the struggle- whether it was to be a war of attrition or a war of movement. But since the invasion of Norway in April, there is no longer any doubt on this score. It is a war of movement-a war in which fuel, lubricants, and metals are being consumed on a scale never before seen.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by the natural topography of an open-pit mine. Due to such inversions, the air quality in open-pit mines deteriorates very rapidly. Transport of gaseous pollutants under arctic air inversion is complex and involves an interaction between flow, thermal and convective transport systems. This paper discusses the construction and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the effect of low influent velocity and large gust velocities on the contaminants profiles in the mine. It was found that while higher velocities may remove contaminants from the pit bottom, they may not remove the contaminants from the pit entirely, necessitating artificial mitigation measures.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

Injury experience in the nonmetal mining industry, including and excluding officeworkers, for the a-year period 1961-65 is shown in table 1. The average number of men working, on active days in 1963 was 48,429, or 635 fewer than in 1961. However, mines and mills, wore active an average: of 5 days more for a total of 277 in 1965, and each worker averaged 2,245 hours compared to 2', 190 hours in 1961. As a result, aggregate worktime of 108.7 million man-hours increased 1 percent over the 1964 total of 107.4 million hours.]

THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.

Traditional practice to resist large lateral loads on foundations is the use of large diameter caissons, battered driven piles, or battered micropiles. Dense urban construction environments, however, limit the usefulness of these systems due to the close proximity of below- and above-grade obstructions. This paper presents two micropile construction projects in the United States where a complex scheme of battered micropiles and grade beams was developed to counteract large lateral loads at the foundation level. The paper also presents a procedure used to design vertical micropiles for large lateral loads, which can greatly simplify the design of foundations subject to significant lateral loads in urban environments. A design example shows a case where vertical micropiles were used to support allowable design lateral loads greater than 80 kip per micropile.

The behaviour of iron ores and fluxes in the high temperature zone of a sintering bed is extremely complex. Following a review of current knowledge, an attempt is made to define relevant terminology to describe the processes that occur in this part of the bed. A deformation temperature is used to quantify the initial formation of melt, which is produced predominantly by reactions between fine particles in the sinter mix. The subsequent assimilation of larger particles is considered to depend on the reactivity of the melt and the assimilation resistance of these particles. Novel laboratory experimental techniques are used to quantify these parameters. Results demonstrate that the properties of the raw materials used have an extremely important influence on the initial processes of melt formation and assimilation and also on the nature of the sintering reactions and sinter-bonding phases.

If I should appear to criticize some of his findings and arguments, I do not want to leave the impression that I do not appreciate the article; I think Mr. Barbour has been painstaking, and even where one might not agree with his conclusions, he has opened our eyes and stimulated us in our search for the truth.' It might be well to define the term "secondary copper" and to make a few remarks about the origin and the reasons for the variation of the supply. Mr. Barbour has touched on these points, but not sufficiently to make them clear to those not in the business.

DURING the year 1907 an investigation of the Clinton formation in New York has been carried out under the direction of the State Geologist, and a full account of the results has been prepared for publication.1 The more important economic features of the report are summarized in the present paper. Previous knowledge of this, the type, section of the Clinton has been contributed mostly by Hall and Vanuxem in their reports for the Natural History Survey of New York, which were issued in their final form in 1842-43. Brief accounts of the ore-occurrences have been given by B. T. Putnam,2 J. C. Smock,3 A. H. Chester,4 and E. C. Eckel.5 Prof. C. H. Smyth, Jr.,6has discussed the origin of the Clinton ores in two papers, which, so far as the local occurrences are concerned, have removed all doubt that may have existed on that subject. With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

Forecasts prepared by the B.C. Research Council for the National Harbours Board suggest that mineral shipments through B.C. Lower Mainland port facilities will increase more than four-fold, from 6 to about 25 million tons, during the decade 1965 to 1975. The longer term outlook is for a six-fold increase to about 35 million tons by 1985. In 1967, minerais accounted for more than one-third of the total deep-sea traffic tonnage, nearly as much as grain. By 1975, the minerals' share will be about half the total. The principal items are exports of potash from Saskatchewan, and of coal and sulphur from Alberta and British Columbia. Additional exports include copper and other mineral concentrates and propane. Imports are chiefly salt and phosphate rock. Coastal traffic in such items as cement, sand and grave!, and limestone totalled 3.3 mil-lion tons in 1967. They will continue to be of major importance, but do not have the spectacular growth potential of the deep-sea traffic.

Christmas morning 2020, an IED in an RV was detonated along an evacuated section of downtown Nashville, Tennessee. The blast damaged over 40 buildings, including AT&T’s Main Central Office and caused internet and cell outages across 1,200 zip codes for three days including the airport and EMS services. Published investigations by the ATF and FBI were inconclusive in determining the explosive composition and size. Video captured a large fireball that may indicate a fuel-air-mixture explosion which would create lower peak pressures than high explosives, but longer pressure duration and significant impulsive loading. Blast pressures were amplified by reflections in the urban environment bordered by the 8-story AT&T building and a row of multi-story historic buildings. Some structures had little damage as they were shielded from the blast pressure by closer buildings, and seemingly far-field structures contained damage from the pressure wave after multiple reflections and propagation through porous parking garages. Damage to the reinforced concrete frame AT&T building included snapped masonry ties, cracking and spall to the closest column, and vertical displacement of the elevator, even with the brakes applied. The historic structures directly across the street from the blast partially collapsed. Initial damage included complete failures of unreinforced masonry façades, broken timber beams, and uplifted roofs. Secondary, progressive collapse took place over months as the brick walls and weakened historic mortar could not resist typical wind and environment loads. One of the close historic structures was renovated in the 1990’s and structural retrofits to comply with building codes were required. The addition of steel columns and façade tie-ins improved survivability and it remained standing with a high percentage of the front brick intact. Generally, the observed blast damage was related to a structural component’s mass and flexibility. Internal timber framing was unscathed, but many steel studs required replacement. Glazing damage was observed several blocks away and many roof membranes were punctured by falling debris. Secondary damage from broken sprinkler lines and loss of environmental control often led to more costly repairs than the initial blast pressure damage. The proliferation of bomb-making knowledge leads to hundreds of bombings each year in the US. Building risk considerations should include explosive threats along with other hazards. ASCE structural standards and design manuals have been published to address these risks and may be useful guides for building construction.

The grade control process undertaken at mines aims to maximise the value of the ore (valuable product) mined and fed downstream for processing or sale. The full range of grade control activities includes: reserve estimating, drilling/sampling, assaying, modelling, ore block design, blasting, ore mark out, excavating, stockpiling, processing and reconciling. Over the last 25 years, the grade control process has undergone significant improvements and this is in part due to the developments in grade control blasting. This paper discusses the development and classification of grade control blasting applications in surface mining. A review by the author in 1988 (Little and van Rooyen, 1988) is used as a benchmark for discussing the very significant progress that has been made.Two major technology initiatives have enabled this development. The first was the development of a method for the measurement and analysis of total displacement during the blasting process. Currently, the Blast Movement Monitor (BMM®) is a practical tool that has been used around the world to improve the industry’s understanding of three-dimensional blast movement dynamics. The second technological enabler was the development of electronic detonator systems. The unique aspects of electronic detonating systems are their higher accuracy and that all detonators are activated at time zero (initiation). From a grade control blasting perspective these features and other improvements allow experimentation and, ultimately, more complex, multiobjective blasts to be designed and implemented.This paper reports on a classification and review study undertaken by the author. In all, five selective blasting methods and nine bulk blasting methods are classified and reviewed. Five important observations are made: there is value in classifying the range of grade control blasting strategies, and the blasting objective framework presented is helpful in this regard the range of strategies available to designers is increasing as enabling technology develops, so too do the ambitions of blast designers and the expectations of downstream customersgrade control blasting and Mine to Mill concepts are merging, and this paper caters for this trend using multiple blasting objectiveshaving a technical primary blasting objectives framework, combined with the classification system presented here, should assist practitioners and stakeholders with lateral thinking in regards to future technological innovations, grade control blasting and Mine to Mill initiatives.CITATION:Little, T N, 2015. Subsidence is controlled by a complex combination of mining and geologic factors. For example, a world-wide compilation of data shows that, as the percentage of shale in the overying rock mass decreases and the amount of sandstone increases, the angle of draw (and the area affected by subsidence) decreases. Limestone in the overburden appears to cause as much as a three-fold decrease in the angle of draw compared to a like amount of sandstone. Increased amounts of sandstone were accompanied by a greater surface subsidence relative to the mining height. The total thickness of overburden did not appear to influence the subsidence magnitude above super-critical panels. The greater the thickness extracted the smaller percentage of that thickness that shows up at the surface as subsidence. The greater the percent of the seam extracted, the greater the subsidence reaching the surface. The maximum subsidence above room and pillar panels is dependent on the pillar height and minimum width as well as the other factors listed.

Fall of ground accidents continue to be a source of injury in underground metal mines. MSHA accident statistics indicate that most rock fall accidents occur at a new face where drilling and blasting methods are used. Removing loose rock by scaling is imperative to removing the potential for rock fall injury. Detection of potentially loose rock could improve the scaling process and result in fewer rock falls. Infrared thermal imaging cameras were investigated as far back as 1966 as a tool for loose rock detection. Early on it was clear that sensitivity (e.g. detectable temperature increment) is a key factor in this application. Both pixel resolution and temperature resolution have greatly improved with modern instruments. This paper describes an evaluation of modern infrared thermal imaging camera technology to detect loose rock conditions at six underground metal mines in the western U.S. It was found that thermal images provide a high resolution visual discrimination between loose rock and intact rock. However, detecting loose rock was difficult in cases where the rock and ventilation air were at the same temperature. Loose rock was detected when rock was both warmer and cooler than the ventilation air temperature. Warm rock with cool ventilation air provided the best conditions for detection.

Coal, as energy resource, possesses numerous characteristics and properties which all have an influence on its gasification behaviour. The two properties considered as critically important when evaluating a coal source for gasification is its mineral content and slagging behaviour. Research has indicated that slagging formation can be inhibited or even prevented by the addition of a fluxing agent. It is thus of great importance to understand the mineral interaction during gasification in order to select a suitable fluxing agent for the prevention of slagging and clinker formation in the gasifier. The aim of the present project is to evaluate the effect of iron as a fluxing agent and study the transformation of the mineral and added iron during gasification. A pre-determined amount of pure elemental iron (between 2wt% and 20wt%) was added to a base case coal sample in order to study the effect of the addition of iron to the coal. The transformation of the iron in conjunction with the possible iron containing minerals present in the coal was studied by means of Mössbauer analyses. Typical characterisation techniques included proximate analyses, ultimate analyses and ash composition analyses. The ash fusion temperature analyses (AFT) were used to study and predict the slagging behaviour of the iron-spiked coal samples. Even though AFT analyses only provide an average flow property, it gives a good indication of the changes that the iron addition induces on coal properties. FactSage modelling was carried out in conjunction with the Mössbauer and AFT analyses. From the proximate, ultimate and ash composition analyses it was clear that the coal used con-formed to the average characteristics measured over an extended time period. From the AFT values it was seen that an increase in the flow temperature occurred with the addition of pure elemental iron to the coal, which can be of importance for operational purposes as to raise the gasifier temperature and not to have slagging problems to occur in the gasifier. The Mössbauer data show that he-matite is the main Fe-component that forms from the pyrite originally present and from the added iron to the coal, consistent with FactSage modelling, which shows that the partial oxygen pressure determines which mineral species will form. This study opens up new possibilities when considering operational problems experienced in in-dustrial gasifiers. Successful completion of this study and a study to look at reducing conditions in the gasifier will also add to the knowledge that already exists regarding fluxing agents.

This report describes the results of a study of longwall ignition hazards and specific suppression systems to minimize each of the major hazards. The major ignition hazards were identified by conducting a literature search and conversing with knowledgeable individuals in the United States mining industry. Three classes of potential ignition suppression systems are discussed: triggered suppression systems for face ignition, passive suppression systems, and control of ignition hazard in the gob. The triggered suppression systems included protection for the shearer, head and tail gates, welding equipment, and the shearer power cable. Passive systems include improved ventilation and water sprays, and charges in the shearer head. Gob protection can be improved by isolating the gob from working areas and by introducting inerting agents into the gob.
