"Adoption of the International Cyanide Management Code, regulatory requirements and community concerns have increased the need to implement suitable cyanide destruction processes at gold operations to meet ever more stringent discharge limits. As standards set for the allowable concentrations of cyanide, cyanide compounds and other contaminants may vary from country to country, jurisdiction to jurisdiction, and even from site to site, there is no “one size fits all” technological solution. Currently the most common cyanide destruction processes used in industry are sulfur dioxide/oxygen, hydrogen peroxide and Caro’s acid. Regardless of the process used, cyanide destruction plants must be reliable and achieve permit guidelines at all times. The selection of the most appropriate cyanide destruction process for an operation depends on several factors, including permit discharge requirements, tailings chemistry, location, site-specific climatic conditions and size of the operation. Only after considering all these factors together can the most effective approach be selected to achieve the permit guidelines economically and technically feasible. Finally performing the correct test work program is the most important step to ensure that the correct process design criteria can be determined to accurately calculate capital and operating costs.IntroductionThe adoption of the International Cyanide Management Code in 2005, stricter regulatory requirements and community concerns prompted by environmental incidents involving cyanide have increased the need to implement cyanide destruction processes at gold and silver operations.Process solutions associated with the extraction of gold and silver contain several forms of cyanide. The most toxic form of cyanide is free cyanide, which can be present as a dissociated cyanide anion (CN-) or gaseous or aqueous HCN. Weak or moderately stable cyanide complexes such as those of zinc, copper and nickel are classified as weak acid dissociable (CNWAD). Although less toxic than free cyanide, weak acid dissociable cyanide complexes are considered “ecologically sensitive” forms of cyanide and are regulated in most jurisdictions. In practice, reported WAD cyanide values are comprised of both free cyanide and weak acid dissociable cyanide complexes. Cyanide complexes with gold, mercury, cobalt and iron are referred to as strong acid dissociable complexes (CNSAD) and are much more stable even under mildly acidic conditions. Another term commonly used in cyanide chemistry is total cyanide, which represents all cyanide compounds present in solution, with the exception of cobalt complexes. Total cyanide levels in solutions are in most cases higher than WAD cyanide values and the difference between the two usually indicates the presence of iron-cyanide compounds. Typically, in Canada CNTOTAL levels cannot exceed 1 mg/L in solutions."

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

South African is a repository of significant deposits of a variety of minerals. The Citigroup confirms this assertion with an estimate of in-situ valuation of US$2.5 Trillion. The mining sector plays an important role in the South African economy. In addition to the mineral resource base South Africa has other comparative advantages. Firstly, South Africa retains major mining companies that participate globally, including Anglo American, Goldfields and De Beers. Their global involvement offers much to the local mining sector and the broader economy. Secondly, government established research councils. The Council for Geoscience (CGS) was established to manage the Geological Survey of South Africa, including the reduction of geo-scientific investment risk. The Council for Scientific and Industrial Research (CSIR) promotes industrial development, including mining technology development. Mintek undertakes mineral research from mineral examination of ores, to extraction and refining technologies and manufacture of end products. Thirdly, South African universities teach and conduct research along the mineral value chain. They have increased their minerals graduates? capacity, thus advancing knowledge and skills. Knowledge and technical progress are behind productivity growth and emergence of competitive advantage. The research and development (R&D) capabilities of industry, science councils and universities, working in unison, will enhance the competitiveness of the South African mining industry. The National System of Innovation (NSI) requires multi-disciplinary, collaborative research. Key R&D elements, including skills and expertise, funding and facilities, must be available to implement a long-term national strategy or programme. Improved international collaboration and partnerships between government, academia and industry driven human resource development (HRD), ultimately develop the critical mass for inter-generational skills requirements. This trend requires an expansion of research collaboration programmes. Decisions involving investments and collaborative actions pertaining to R&D in the sector necessitate an analysis of the South African mineral value chain R&D capability. This paper analyses the evolution of R&D capability from exploration to refining, tertiary education, science councils and industry. The political economy of the evolution of this capability is analyzed in relation to the central role that the South African government plays in creating an appropriate supporting environment and related initiatives to enhance R&D and innovation. "The Cortez SAG mill liner design was recently modified to improve the mill operating energy efficiency. In addition to the expected benefits, the design change unexpectedly played a significant role of verifying the proposed grinding circuit expansion for the Cortez Hills project as well as illustrating current SAG mill bottlenecks. This paper will discuss the evaluation that addressed operator and maintenance observations, historical PLC data, and “crash stop” observations to calculate charge motion, packing between lifters, and slurry transport through grate and pulp lifters. The performance of the new shell and discharge end liner design will also be discussed as well as their role in the possible grinding circuit expansion.INTRODUCTIONCortez Gold Mines commenced operation in 1969 with its Mill #1 rated at a nominal 2,000 tons per day. Mill #1 was a conventional rod mill/ball mill circuit followed by an 8-stage CIP circuit. In the early 1990s the Pipeline deposit was discovered and subsequently Mill #2 was built to process the increased ore volume. Mill #2, commissioned by mid-1997, was a nominal 10,000 tons per day SABC circuit followed by an 8-stage CIL circuit for oxide gold ore. Operating and commissioning details of this plant have been published elsewhere (Powell, 1998). By late 1998, there was not enough ore volume to support both mills so the smaller, higher operating cost Mill #1 was put under its current care-and-maintenance status. A simplified flowsheet of the current mill is shown in Figure 1."

"Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium and phosphorus. These coalassociated elements are significantly enriched in coal combustion byproduct fly ash because the majority of the main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main element oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides and unburned carbon.Chinese coal fly ash usually contains about 5 to 15 percent of unburned carbon, which are generally chars with irregular shapes and wide particle size distribution. In addition to unburned carbon, XRD analysis of four Chinese fly ash samples from Liaoning, Shanxi, Guizhou and Shandong provinces indicates that the fly ash samples are composed of minerals such as quartz (SiO2), mullite (3Al2O3.2SiO2 or 2Al2O3.SiO2), hematite (Fe2O3), maghemite (gamma form of hematite, ?-Fe2O3) and magnetite (Fe3O4). The mullite and quartz particles are usually present as spherical particles because they are formed by melting clays, feldspars, quartz, calcite and other common minerals in coal during coal combustion. The silicate particles have usually entrapped gas to yield hollow spherical particles because their lower melting point facilitates gas entrapment.The iron oxides are usually spherical also. The magnetite (Fe3O4) is derived from pyrite (FeS2), hematite (Fe2O3), siderite (FeCO3) and limonite (2Fe2O3.3H2O) in the coal. Maghemite (?-Fe2O3) is formed by dehydration of the mineral hydrohematite (?-FeO(OH)) and/or oxidation of magnetite (Fe3O4) during coal combustion. Maghemite (?-Fe2O3) and magnetite (Fe3O4) are strongly magnetic, so they are recovered from Chinese coal fly ash and widely used for coal processing in China (Fan et al., 2005, 2000)."

"A series of tests was carried out on a dry blend of PPAN and LAN prills (LANFO). The objective of thetests was to determine detonation stability and VOD performance compared to ANFO. Heave andfragmentation results in the field were also evaluated visually. A number of factors were behind for.mulating this blend. A lower cost is combined with higher in-hole energies, but at slower reactionrates and lower peak borehole pressures. The resultant effect is improved heave characteristics andlower energy losses caused by inefficient crushing of the rock immediately around the borehole.The test results indicate that IANFO is ideally suited to blasting in softer midburden and overburdenrock types often encountered in coal strip mines."

A thermal plasma process was used to synthesize nanosized tungsten carbide -cobalt composite powder, in which ammonium paratungstate and cobalt oxide were reacted with a gas mixture containing CH4, H2 and Ar. The reduction and carburization of vaporized precursors produced nanosized tungsten carbide (WC1-x) - cobalt composite powder, which sometimes contained small amounts of W2C and/or W phase. The effects of gas composition, plasma torch power, and the flow rate of plasma gas on the product composition and grain size were investigated. The grain size of synthesized tungsten carbide powder was less than 20 nm. The synthesized composite powders were also subjected to a hydrogen heat treatment to fully carburize WC1-x, W2C, and W phases to the WC phase as well as to remove excess carbon in the product. Finally nanosized WC-Co composite powder of grain size less than 50 nm was obtained.

Although cyclones have been around in their current form since the early-1890s, there have been some exciting new developments, which have extended their efficiency/operation. These developments have taken place with both dense medium and classification cyclones. The more noteworthy developments are:Inlet designInlet design is the determining factor in classification cyclone capacity and efficiency. The recently developed ribbon inlet with patented pressure bulge has not only resulted in unbelievable increases in capacity, but also in efficiency. Sharpness of separation corresponding to an alpha value of greater than four has been achieved! Secondary offtakeOne of the factors leading to reduced cyclone efficiency is the presence of coarse particles in the cyclone overflow. The secondary offtake has been developed specifically to scavenge these particles from the cyclone overflow with great success. Water injectorThe other major factor resulting in reduced cyclone efficiency is the presence of misplaced fine particles in the cyclone underflow. The water injector, which has been around for many years in various forms, can reduce this short circuit fraction by up to 50 per cent. 3-in-1 cycloneThe 3-in-1 cyclone combines the inlet design, secondary off take and water injector into a single unit resulting in the most efficient classification cyclone available in the market. The RejectorTMIron ore has a high yield to underflow and traditional dense medium cyclones have always been spigot constrained. The Rejector TM is an exciting new development whereby the spigot capacity has been increased substantially. The application of the Rejector TM will result in fewer/smaller cyclones being required for a given duty resulting in efficiency gains and reductions in both operating and maintenance costs.

Ore grade modeling of a placer gold deposit is considered a challenging problem even today. Typically, gold-bearing deposits show extremely erratic and unpredictable grade variation. This is principally because of isolated occurrences of gold metal within a few high-grade pockets. Because of sporadic fluctuation of high-gold-grade distribution, the overall spatial continuity of the deposit becomes poor. This type of variation is often described by a lognormal or highly skewed frequency distribution, and the spatial continuity of the deposit is characteristically represented by a variogram model that exhibits a high nugget component. Further complicating the matter is the sparse availability of drillholes to capture such erratic variation. Due to the prohibitive cost of drilling, gold grade and reserve estimations are typically carried out using insufficient exploratory data. Use of a traditional estimation technique on limited data often produces an unreliable ore grade model. Kriging and its nonlinear variation, lognormal kriging, are frequently used in gold deposit modeling (Rendu, 1979; Journel, 1980); however, kriging is flawed by the smoothing effect. Moreover, though kriging is known to be globally unbiased, it is not free from conditional bias. As a result, if a deposit is modeled using the traditional kriging technique, a high-grade zone can be predicted to be a low-grade zone and vice versa. Predicting high grade as low grade results in a missed opportunity to exploit profitable ore. On the other hand, prediction of low-grade ore as high-grade ore might result in financial loss for a mining operation. Thus, the use of kriging for ore grade mapping of a gold deposit may not be recommended. Estimation techniques (including kriging) can produce an estimate with minimum error in a minimum-error variance sense. However, no matter which estimation technique is used for grade modeling of a highly erratic deposit like gold, the error margin is bound to be high. Therefore, any grade prediction made for an unknown location is associated with high uncertainty. Since various mine-planning operations, including derivation of grade tonnage curve, pit design and economic analysis of the deposit, are based on estimated grade rather than true grade, a mining project evaluation that depends upon estimation will be subject to considerable risk. Thus, the successful design of a mining project not only depends upon accurate grade estimates, but also upon accurate assessment of uncertainty, for predictive grade is equally important. Although the kriging standard deviation is used as an indicator of uncertainty for prediction, it is flawed by characteristics related to a data-independence property. This study, therefore, investigates the stochastic simulation technique of conditional simulation for ore grade modeling of a placer gold deposit at Nome, Alaska. It is expected that the research will provide a better solution to ore-grade deposit modeling than the kriging technique because (1) conditional simulation preserves spatial continuity as well as reproduces the data histogram, thus avoiding the smoothing problem; and (2) generation of multiple realizations helps to accurately quantify the uncertainty about grade values in the deposit.

The Bureau of Mines, in cooperation with the Federal, State, and local health services, and the mining companies, and miners? organizations, has for several years been carrying on sanitary surveys of mining districts in various states, with the purpose of collecting information on good and poor practices in mine sanitation, construction of approved wash-houses and change houses, the measures being taken to combat preventable diseases, the essential features of good houses for mining towns, and other conditions affecting the health and efficiency of miners and their families. The knowledge thus gained is disseminated for the common benefit of the mining industry. The sanitary conditions in the coal-mining districts of Alabama, as found by a recent survey made by the writer, are presented in this report. In addition to the towns on which this report is chiefly based, at least twice as many were visited where no details :were taken, but their general conditions are taken into consideration in summing conditions in the coal districts.

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

Many members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. As a representative of the Ingersoll-Rand Co., as well as a member of the Institute, I may be permitted to add that my company, being largely interested in the manufacture of air-coxpressors and machinery driven by compressed air, has no desire to injure its own business by claiming for this new machine that it should immediately supersede all existing applications of pneumatic transmission of power for drilling. When assessing the safety of a tailings dam, the constant weight method (CWM) is one of the most commonly used methods. However, when the evaluation indicator value suggests serious defects, the evaluation value is often inconsistent with the actual situation. To address this issue, the variable weight method (VWM) is introduced to assess the safety of the tailings dam. Initially, a three-layer indicator system for dam failure safety assessment is built, and individual indicator values are divided into four grades. Then, an appropriate state variable weight function is constructed and relevant parameters are determined. Finally, a case study is illustrated to verify the effectiveness of the model. The assessment results of the VWM more closely represent the actual situation than that of the CWM, which is more helpful for decision makers and technicians to take scientific and reasonable precautionary measures, thereby improving the safety management of the tailings pond.

The Bureau of Mines studied the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian region. All relevant published literature pertaining to the occurrence and control of surface and ground water in underground coal mines was reviewed, and the impacts of mine water with respect to health and safety, production, environment, and costs were assessed and are described in this report. The report also identifies the sources of water inflow into underground coal mines, and gives a summary description and evaluation of techniques that can be used to reduce the amount of water entering these mines. Engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings were reviewed and are summarized. Major emphasis has been placed on the identification of geologic and hydrologic conditions of the site, the water control methods used, and an evaluation of their technical and cost effectiveness.

UNDER the able leadership of Samuel H. Dolbear, the Committee on Nonmetallic Minerals furnished a program of sixteen papers comprising three sessions. An outstanding accomplishment in technology presented at the first session by Benjamin L. Miller and C. H. Breerwood is the application of flotation to the purification of limestone used in cement manufacture. In place of selective quarrying to provide high-grade raw material, the quarry-run stone is pulverized and treated in froth flotation cells for removal of free silica and mica. Some advantages are cheaper quarrying, more complete utilization of quarry rock, avoidance of purchasing high calcium stone, lower fuel cost and improvement in the finished cement. Paul M.
