The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

This paper presents the near-field rock damage owing to production blasting in limestone quarry in the western region of Japan. The study's purpose is to learn the mechanism of crack development due to blast vibration. In this study, blast vibration's magnitude was expressed with peak particle velocity (PPV) which was obtained based on seismographs recorded database. In attempt to pursue a research's purpose of this study, there were two considerable interests: near-field blast vibration propagation and prediction, and crack observed and prediction. Furthermore, with regards to considerable interest of the study, there were three essential aspects which were challenged, such as: monitoring and interpretation of seismic wave propagation in a rock mass near large explosive charge of production blast scale, measurement of blast rock damage in adjacent to blasthole, and determine critical value of PPV which may produce significant rock damage. In order to determine precision critical PPV, understanding correlation between rock damage with vibration level is firstly important to be done. This paper also discusses how to measure, detect and quantify near-field blast vibration and blast rock damage in adjacent to blasthole.

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage. ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.

"In the base metals industry of today, operations required to continuously improve productivity and reduce unit production costs. Consistent with these goals is the improvement of the muck haulage cycle from open stopes with the No. 12 Mine.Existing haulage from open stopes occurs with LHD units experience at Brunswick indicates that LHD units have a higher unit cost per tonne mucked than loader-truck combinations when the haulage exceeds approximately 150 m.The reintroduction of open stoping at Brunswick made existing loader-truck combinations unsuitable. It was recognized that application of recent continuous loading technology could potentially result in significant unit cost savings and productivity increases.A review of the technology resulted in the testing of the Voest Alpine AL60 loader in the open stopes located on the 1000m Le vel. Testing began in January 1988 and finished in late November 1988. The test will provide experience as well as quantified production and maintenenace parameters f or the purpose of quantifying production unit costs and system productivity, ultimately resulting in a decision to further utilize or not utilize the loader as a primarymucking unit at Brunswick .INTRODUCTIONBrunswick Mining and Smelting Corporation Ltd. produces approximately 10500 tonnes per day from the No. 12Mine located 35 km southwest of Bathurst, New Brunswick Mining is the largest (single mine) producer of zinc in the world having mined over 52 million tonnes since 1964. Many years of production still remain with proven and probable reserves in excess of 90 million tonnes. Reserves grade at an average of 3.65% Pb. 8.99070 Zn, 99g/mt Ag and 0.32% Cu . The operation employs 1446 people with approximately 800underground including operations and maintenance staff.In the No. 12 Mine two major mining methods are presently utilized . The primary method is Mechanized Cut and Fill (MCF) accounting for approximately 6500 tonnes per day from four major areas. The remaining 4000 tonnes per day is produced from open stopes with the majority of 2800 tonnes per day being produced by the 1000 level.The 1000Level contains 30 million tonnes segmented into open stope blocks 30 m high, 15m and 30 m on strike , with a transverse width of 10m to 50 m (Fig. I). Stopes are organized on a primary secondary stope arrangement along strike. Primary stopes are undercut and overcut full size with the back fully cablebolted. All stope and lateral development is driven 4.0 m high. All stopes to date are flat bottom (Fig. 2). Primary stopes are filled with cemented rock- fill , secondaries with conventional rockfill, Haulage from the stopes is primarily with 8-yard LHD units ; mucking is approximately 50% conventional and 50% remote. Haul distance to date has averaged approximately 150m with current stope haul distances of approximately 300m. Haulage is presently to a small jaw crusher situated on the 1000 Level. From August 1989on, haulage will be to a set of ore passes feeding to a large gyratory crusher situated on the 1200 Level. Start up of the gyratory crusher corresponds to an increase in tonnage from 1000 Level to 4100 tonnes per day."

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semivariogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size, and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that the ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semivariogram model should take a value of zero, a value equal to the nugget effect, or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semivariogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3 ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and Web courses, the definition of the semivariogram is ambiguous as the formulae for semivariogram models is not actually specified at zero distance6,7,8.

Because of an urgent national need for manganese, the deposits in the Little Florida Mountains of Lune County N. Mex., were visited by O.H. Metzger, an engineer of the Bureau of Mines, on June 12 and 13, 1940, accompanied on the second day by S. G. Lasky, a geologist of the Federal Geological Survey. After this preliminary examination, it was recommended that exploratory work be done by the Bureau of Mines on several properties in the district. An exploratory project of trenching, sampling, and core drilling was started by the Bureau of Mines in September 1940 and completed in May 1941.2/ Work was done on three properties - the Luna mine, the American group of claims, and the Manganese Valley mine. The Little Florida manganese district is situated on the eastern slope of the Little Florida Mountains about 2 miles south of U. S. Highway 80-90, 12 to 14 miles southeast of Deming, Luna County, N. Mex. The principal claims comprise the Luna Manganese, American, and Manganese Valley groups.

A new blasting technique has been developed by International Technologies, LLC. to eliminate subgrade drilling, lower ground vibrations, improve fragmentation and reduce explosive consumption. The new technique utilizes a uniquely designed borehole plug, with a bottom hole air deck and a predetermined stemming mass on top of the plug. This combination is referred to as the Power Deck?. Single holes and full scale tests were conducted by Blasting Analysis International, Inc. (BAI) to determine how the system works, the mechanisms behind its success and the best design parameters to use for the given rock conditions. Results have shown reduced or eliminated subgrade drilling, ground vibration reductions of up to 33%, reduced explosive consumption by 16 to 25%, and improved fragmentation by up to 25%. This paper summarizes the methodology, field test setups, analyzes procedures and results for one series of single hole and full-scale tests which were performed in a Pennsylvania, USA quarry.

"PURPOSE OF INVESTIGATIONOf more than 300 bituminous mines examined by Crichton 5 and his assistants in connection with litigation in Indian Creek Valley, Payette County, Pa., only four were found to have alkaline water. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. In connection with investigations pertinent to coal-mine drainage that are being conducted by the United States Bureau of Mines, it was noted with considerable interest therefore, that a mine in the Thick Freeport bed about 20 miles north of Pittsburgh had no acid water in the workings, As it was thought that this condition might be common to all mines,this condition in this bed most of them were visited, samples of the outflow and from different parts of the mine inside were examined, and such general information as was available was gathered.ACKNOWLEDGMENTSThe authors acknowledge with thanks the courteous assistance of mine officials in connection with collecting the data for this paper, and of the analytical and coal laboratories of the Bureau of Mines for analyses."

"Falconbridge Copper's Lac Shortt gold mine is located in northern Quebec approximately 300 km northeast of Val D'Or and 100 km west of Chibougamau (Pig. 1). Engineering for the mill commenced in early 1983 with a feasibility study. The plant was commissioned in the fall of 1984 at a capital cost of approximately $12 million. Design capacity was 750 tpd which was increased in the fall of 1985 to the current level of 1200 tpd.The ore at Lac Shortt is free milling, grading an average of 5.5 g/t gold which is finely disseminated throughout the host rock. Pyrite at 3 to 5% by volume and traces of copper mineralization are also present.Some of the latest gold processing techniques known at the time of design were incorporated into the mill. These include carbon-in-pulp, pressure stripping, electrowinning of pregnant solution and induction furnace refining. The plant also features several innovations such as a unique interstage carbon retention screen in the CIP circuit and the outdoor location of the cyanidation feed thickener, mill solution tank and reagent storage silos despite -40° Celsius winter temperatures.This paper describes the current mill process and discusses some of the problems encountered during the first two years of the plant's operation. CRUSHINGThe Lac Shortt surface crushing facilities are located in a separate building, isolated from the wet processing circuits for dust and noise control reasons. The crushing plant equipment was originally utilized at the Manibridge operation in northern Manitoba where it had been designed to operate at 135 tph. However, at Lac Shortt a rate of only 80 tph has been achievable to date, mainly due to the hardness and frequently slabby breakage characteristics of the ore. Therefore, in order to meet fine ore requirements at the current mill throughput of 1200 tpd, the crushing circuit is run seven days a week. 24 hours a day. Availability has been averaging 65%."

Selective-reductive leaching of manganese from low-grade manganese ore using tannic acid as a reductant in acidic media was demonstrated by XRD, SEM-EDX characterization, and batch leaching studies at room temperature. The pH change in the liquid phase before and after leaching revealed that selectivity of manganese over iron was due to the hydrolysis of iron. The acidity in the liquid phase during leaching was dictated by two mechanisms: proton-consuming reaction (manganese oxide reduction by tannic acid) and proton-producing reaction (ferric ion reduction by tannic acid to produce ferrous ion). Based on the leaching studies, the more prevalent reaction between these two was determined by initial leaching conditions: tannic acid concentration, sulfuric acid concentration, liquid-solid ratio, temperatures, and agitation time. Kinetic studies revealed that maximum recovery was attained within 6-h agitation, which indicated a product layer diffusion process.

The International Commission on Large Dams (ICOLD) is a non-governmental International Organization which provides a forum for the exchange of knowledge and experience in dam engineering. It is the world's leading professional organization dedicated to advancing the technology of dam engineering and supporting socially and environmentally responsible development and management of the world's water resources. ICOLD was founded in 1928 and has National Committees in 82 countries with approximately 7,000 individual members who are engineers, geologists and scientists from governmental and private organizations, consulting firms universities, laboratories and construction companies. Its original aim was to encourage progession in planning, design, construction, operation and maintenance of large dams and associated civil works by collecting and disseminating relevant information and by studying related technical questions. Since the late sixties, focus was put on subjects of current concern such as dam safety, monitoring of performance, reanalysis of older dams and spillways, effects of ageing and environmental impacts. More recently, additional subjects have included cost studies at the planning and construction stages, harnessing international rivers, information for the public at large, and financing.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are some- times large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy Bureau of Mines- sponsored subsidence study at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County) , West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar re- treat mining. Findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water levels at shallower depths. Post-mining values of hydraulic conductivity were typically somewhat higher than pre-mining values. Changes in water chemistry associated with mining were not sufficient to render the water unfit for human consumption.

The Kerr-McGee Coal Corporation's Galatia Mine's first longwall mining system was implemented on May 3; 1989. Start-up of the longwall face represnted the successful conclusion of an effort begun nearly four years earlier. This paper-presents a case history of the processes that led to the longwall's implementation, and the subsequent mining of the first 7,900 foot long panel.

A study was conducted on the seismic activities and associated rockburst events that took place at an underground Canadian metal mine over a period of five years. In the first stage, a back analysis of the microseismic database led to the identification of clusters of major events. The locations of these clusters were identified with respect to the local geology and the planned mining sequence. In the second stage, a numerical model was constructed using the finite difference code FLAC3D to simulate the in-situ stress, mine geometry, local geology, and stope sequence. Mining-induced stress fields were compared against two rockburst events that took place during this period, as well as against the various geologic units present. It was shown that by combining microseismic analysis and numerical modeling, it was possible to provide a basis for evaluating the influence of the in-situ stress regimes and stope sequencing on mining-induced seismic response.

Magnetite (Fe3O4) ore is concentrated by low-magnetic-field drums to recover a magnetite concentrate that is low in silica (SiO2). The presence of SiO2 in the magnetite concentrate for steel production increases the steel processing costs, so a major challenge in magnetic concentration is to lower the SiO2 grade in the Fe concentrate. This work presents studies that were carried out on the removal of SiO2 from the magnetite concentration at the plant scale. Studies were performed with a three 36 × 96″ drum unit processing 46 ton/h of rougher magnetite concentrate. These studies showed that silica appears in the magnetite concentrate by three mechanisms, namely SiO2 entrainment in Fe3O4 chains, heterocoagulation between Fe3O4 and SiO2 particles, and mineral locking of SiO2 to Fe3O4. The SiO2 entrainment mechanism had the highest contribution (75%) to the SiO2 recovered in the Fe concentrate. Electrokinetic studies on Fe3O4 and SiO2 showed that heterocoagulation occurs because of the low negative zeta potential of the minerals at the pH of the plant slurry. This study also showed that a high percentage of ultrafine size SiO2 particles trapped in Fe3O4 agglomerates was not removed by the dilution water for the slurry fed to the drum. To lower the SiO2 recovery in the drum magnetic concentration process, work should be directed towards the removal of trapped SiO2 in Fe3O4 agglomerates.

The massive B(bcc) — am (fcc) transformation in Cu-Zn alloys has been studied isothermally by pulse-heating the retained ß phase from room temperature to the reaction temperatures. The transformation is found to occur only in the single-phase a region of the equilibrium diagram. The massive growth rate is of the order of 1 cm per sec and is constant at each temperature, usually after a delay time of some milliseconds. The delay time depends on the reaction temperature in C-curve fashion, while the growth rate increases monotonically with temperature over the single-phase range. The absence of isothermal massive transformation in the two-phase region does not arise from slow growth rates at such temperatures, but because the reaction cannot get started there. It is proposed that the massive transjormation initiates at small preexisting a particles which have rejected zinc into the surrounding 0 matrix. Only within the single-phase region can these particles consume the excess zinc during diffusion-controlled growth and thereby accelerate to the steady-state massive growth rate. The onset of massive growth marks the end of the delay time, and the growth rate then becomes interface-controlled. These isothermal transformation characteristics explain why the usual composition range for massive-kinetic studies by quenching is so limited. The same principles can be extended to more complex alloy systems by recognizing that the single-phase region in which the massive transformation can occur may not be stable with respect to phases not participating in the reaction. MASSWE transformations are now recognized as a regular class of solid-state reactions involving no compositional change (like martensitic transformations) and no shear displacements (unlike martensitic transformations). The name was first coined by Greninger1 in 1939 to describe the coarse grains of fcc a solid solution generated via a fast reaction from the parent bcc 0 solid solution in Cu-A1 alloys. However, some 9 years earlier, phillips2 had already described a similar transformation in the Cu-Zn system. The fact that the massive a formed as a single phase during drastic quenching from the 0 region of the equilibrium diagram signified that compositional changes were precluded. and the reaction was presumed to take place as in a one-component polymorphic transition by nucleation and growth. Phillips also observed that the occurrence of the massive transformation in the Cu-Zn system was extremely sensitive to alloy composition. For example. in a Cu-37.3 at. pct Zn alloy. the ß — am (am = massive transformation product) reaction was found to predominate and was not suppressed by iced-brine quenching from the 0 region. whereas at compositions greater than 38.3 at. pct Zn the massive reaction did not appear at all. Knowledge concerning massive transformations has bee11 substantially enhanced over the years by Massalski and his coworkers; an excellent summary of his papers and the current understanding of this type of reaction has been published recently by Barrett and ~assalski." he massive transformation product grows in roughly nodular form. often with irregular boundaries but sometimes with almost planar interfaces. The latter may have simple crys-tallographic indices relative to the 0 matrix. or the indices may be complex just as in the case of mar-tensites.'1 Little is known about the existence of orientation relationships between the massive and parent phases. A striking feature of massive transformations is that the massive units start almost exclusively at grain boundaries of the parent phase and frequently propagate on a broad front across matrix grains and grain boundaries of various orientations. Because of the rapid growth rate, it is thought that the interface motion is controlled. not by long-range diffusion. but by thermally activated atom jumps across the transformation boundary.

The present struggle for economic and industrial supremacy by the Communist world is against the United States, its main target, and the other Free World nations. The basis of industrial power is minerals, so the Communist nations are building up mineral production within their borders, often regardless of costs, and are acquiring quantities of mineral products from Free World countries for future use. They are contracting for additional supplies and advancing funds for the development of these quantities. A number of the less developed mineral producing countries of the Free World are being infiltrated by Communists and Communistic influence. This situation is well known, but as yet little has been done to oppose these activities or to awaken the public to their seriousness. The Communist countries are still far behind the Free World Nations in production of many essential minerals.
