INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

WORLD production of silver in 1929 totaled 256 million ounces. In 1928 production was 258 million ounces, and in 1927, 254 million ounces. With an actual decrease in the amount of silver produced last year, as compared with 1928, and an increase over 1927 of less than one per cent, obviously there has been no overproduction of the metal in the popular sense. But the price of silver tells a different story. For 1927, the average quotation was 56.37 cents; it was 58.17 in 1928, and 53.0 in 1929. During the last year it reached a high point of 57 cents in January, and fell steadily, without interruption to the downward trend, to a low of 47 cents in December. Since then it has dropped to an all time low of 43 cents on February 6.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships which tie the critical variables to the "safe useful life" of a trona mine layout and observations made in 140 production areas where the variables were researched over a fifteen year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

In the year 1581, the counselors of King Philip of Spain suggested to that monarch that a canal across the Isthmus of Darien would open the west coast of the South American continent to Spanish miners and explorers, enlarging and expanding the flow of precious metals then just beginning to trickle across the path cut by Spanish Conquistadors, from old Panama to Puerto Bello on the east coast. The King sent out a party of surveyors and explorers under the command of a young engineer, Savadaerro, who returned after two years, reporting upon a location for a canal which was virtually adopted by the French engineers employed by De Lesseps, who in 1877 commenced the work of constructing the Panama Canal-296 years after Sava- daerro's first survey was begun. The suggestion for an Isthmian canal, made to the king at a time when Spain was a proud, virile nation and when that country was contending with England in the fields of discovery and conquest, represents a measure of vision that has never failed to intrigue the imagination. That the young Spanish engineer recommended an undertaking so gigantic in conception that it took three and one-third centuries for its completion from the time it was first visioned matters little. Mineragraphy is a coined term to signify the field of microscopic investigation of ore minerals. The term is not euphonius and is sometimes regarded as superfluous because the subject is no more than an enlargement of the scope of petrology. In the past the practical field of petrology has been largely limited by the instruments which were designed for the study of rocks and' the microscopical properties of the transparent minerals. The addition of mineragraphy has been brought about by the use of the reflecting microscope and a totally different technique.The use of the petrological microscope, as it has been employed in the training oi geologists and mining engineers for nearly half a century, has been justified many times, not only in its application to general geological problems, but also in the more restricted field of the exploration and examination of ore deposits. It provides information of the gangue minerals and rocks associated with an ore body which is of great value in some mining fields. In cases where ore deposits occur selectively in certain favourable types of rock, the recognition and delineation of these rock types is a useful guide in prospecting. The Boulder Belt at Kalgoorlie forms one of the most striking examples in Australia where important significance is attached to different rock types, and the petrological microscope is essential to their elucidation.

A copper alloy containing- 25.5 at, pct Zn and 19.0 at. pct Ni, which was previously found to show an anoma1old.s hardening effect on quenching- from 600 "C and aging- at 400oc, has now been examined by neutron diffraction. No evidence of long-range order was found. The aged sample showed diffuse scattering- consistent with clustering. The anomalous hardening effect is now attributed to lattice strains caused by clustering rather than (long-range) order hardening. SOLID-solution Cu-Ni-Zn alloys (the commercial 'nickel silvers") have been reported to show anomalies in: change of resistivity on cold working,1-6 temperature coefficient of resistance,2-12 resistivity at low temperatures,13,14 parameter (vs temperature),2"4 calorimetric data,2,4 specific heat,15,16 dilation,2-4 and elastic modulus.17 The structure responsible for the anomalies is produced by annealing typically near 400°C and is rather loosely referred to as the ('K-Zustands" (K state), a term coined by Thomas1' who apparently meant simply that the arrangement of atoms on the sites deviated from that expected statistically. Thomas proposed that the K state occurred in a variety of (solid-solution) alloys such as Cu-Ni-Zn, Ni-Cr, Ni-A1, Ni-Cu, Fe-A1, and Fe-Si and is recognized because its formation is strongly temperature-dependent and results in an increase in electrical resistance which can then be decreased by cold working. Later workers on ('nickel silver" have interpreted the K state variously as short-range order, long-range order. or a combination. The present work was prompted by the discovery by Phillips and Jones19 of a substantial hardening effect when an 18 pct "nickel silver" alloy which is fairly close to the Cu2NiZn composition, was reheated in the range 150" to 450 C after previously quenching from 600°C or, alternatively. was slow-cooled from 600°C or above. The phenomenon was attributed to (long-range) order hardening. Due to the similarity in the atomic scattering factors of copper. nickel, and zinc atoms, the ''nickel silvers" are unfavorable for X-ray diffraction studies aimed at detecting ordering. Nevertheless Bialas et a1.,20 using a powder sample containing 47.96 wt pct Cu, 24.03 wt pct Ni, and 27.98 wt pct Zn, slow-cooled from 400" to 200°C taking 500 hr, observed weak super lattice lines. Further unpublished work" using an anomalous dispersion X-ray technique indicates that zinc atoms are regularly ordered at the corner points of the lattice cell, while the nickel and copper atoms are statistically distributed on the remaining sites. Köster 17 also observed X-ray superlattice lines, for example, in an alloy containing 43.5 wt pct Cu, 28.6 wt pct Ni, and 27.9 wt pct Zn superimposed on the basic fcc cell with a = 3.62 kX. He proposed a Cu3Au-type superlattice with the Ll2 structure in which the A sites were statistically occupied by copper and nickel atoms and the B sites by zinc. He adds that substitution must be possible so that zinc atoms partly occupy A sites. Below about 35 pct Cu, Koster had some evidence for a CuAu-type superlattice with the Llo tetragonal fcc structure with a = 3.82 kX, c/a = 0.88 which could be preserved by quenching. This is suggested17722 to correspond to CuNiZn. While the present work was in progress Hirabaya-shi et a1.23 made an independent comprehensive neutron-diffraction study of a single crystal containing 50.05 at. pct Cu, 26.57 at. pct Ni, 0.25 at. pct Mn, 0.13 at. pct Fe, balance zinc. The presence of manganese and iron is surprising since the crystal was supposedly grown from high-purity metals. The homogenized crystal showed evidence of long-range ordering after an anneal of 5 months at about 300°C. Three possible crystal models were proposed. A curious feature of their results23 is that they could not find any neutron-diffraction evidence of ordering in a powdered polycrystalline near-stoichiometric Cu2NiZn alloy. There appears to be some essential difference between a near-stoichiometric Cu2NiZn alloy and one somewhat further off stoichiometry as used by the present authors. Thus Sato14 was able to reproduce the low-temperature resistivity anomaly reported by one of the authors13 on the present alloy if he used a similar composition, but found the normal behavior of the residual resistivity in a near-stoichiometric alloy. satol2 found that the resistivity of a cold-drawn slightly off-stoichiometric alloy increased to a maximum on isothermally annealing at 300°C and then decreased ("over-aged"). Since he could not explain this on the basis of ordering phenomenon, he proposed that zinc atoms were segregating to stacking faults (Suzuki effect) and found etching bands on the surface by replication which were attributed to the widening of faults. Sato suggested14 that the hardening effect observed by Phillips and Jones19 is partly due to the Suzuki effect. The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents-ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

A multiple coal fired boiler house provides steam for utility usage in various production plants. Maintaining stable header pressure and boiler availability is of critical importance for downstream consumers. Advanced Process Control comprising of a G2 based expert system and Model Predictive Control was implemented to improve the boiler house performance. The results yielded improvements in the main header pressure stability, reduction in boiler saturation and significant saving in coal consumption. THE ultimate purpose of the Chemical Manufacturer is to produce consumer products which can be sold to customers. Such production and sales can be continued only if the operations yield a profit to the manufacturer and if the products meet the requirements o the consumer--bath parties to the transaction must be satisfied. There are vast numbers of consumer products, made by chemical pro-cesses. The production of some of these ultimate products may involve the use of several intermediate chemicals, applications of few or many different processes, and the utilization, somewhere in the series of operations, of a variety of raw materials. On the other hand, some ultimate products have a very simple chemical history between raw materials and end products. There are no chemical products in use which are completely independent of the mineral industry. For many, the association is direct and obvious; for others, it may be indirect and even obscure. Analyses of the process and raw-material ancestry of a very large number of consumer products would suggest that many products are derived from Industrial Mineral products directly, that there are many in which the connection is indirect, and that there are only a few products with which industrial minerals are not in some way or other associated. The vast majority of the more important chemical products, and especially the basic chemicals from which other products are made, are directly dependent for their production upon Industrial Minerals or their derivatives. In the preceding part of this paper, for each raw material mentioned some references have been made to the leading chemical products based on this material. This, however, is only part of the story, because in most cases the consumer product can be made from any special raw material mentioned only by the use of other materials or chemicals made from them. The production of consumer chemicals is really possible only through an intricate interlocking of processes, materials, and apparatus.

The original manuscript of section 2 of this series of miners' circulars devoted to accident prevention in bituminous-coal mines was completed in September 1944. At that time roof bolting had been tried with some success in the lead-mining district of south-eastern Missouri, but information on the subject was so fragmentary that it was not included as a method of roof support. References to roof support in bituminous-coal mines, therefore, were confined almost entirely to conventional timbering methods. In 1947 the Bureau instituted a research program and intensive study of the general problem of roof control, which emphasized roof-bolt application. The rapid increase in mechanized mining following the close of World War II provided the impetus for the Bureau's roof-control investigations, because the vertical supports used with conventional timber restricted the maneuverability of mechanical face equipment, and the industry wanted to explore every possible method of eliminating interference with the production cycle to gain full advantage of mechanized mining. Moreover, the accidental dislodgment of vertical supports greatly increased the roof-fall hazard. As roof falls have killed and seriously injured more mine workmen every year than any other cause or classification of injury since records have been kept, the Bureau assumed this investigative leadership with the prime objective of substantially reducing the annual toll from falls of roof, including falls of rib and face.

The Bureau of the Mint of the United States Treasury maintains 13 ofEces for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, nine tables of comparative results, taken from the regular work of the service, are given..These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement in the assay-results, and follow through decreasing gold fineness and increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the agreement of the assay-results ; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these ire added 107 assays of identical samples of coin-gold. THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.

INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. Unfortunately, in a modern and complex world all other things do not remain equal. The statisticians will, no doubt, jump to their own defence by citing this

The paper looks at the basic theory of tri-bological wear and the role played by the lubricant and its additives. It presents the argument that the “real cost of lubrication” is not the purchase price of the oil or grease, but rather the costs associated with not using the correct lubricant. A number of examples are presented, covering oils, greases and additives, in which a detailed evaluation of the application has shown that when all of the benefits of using the best lubricant/additive are evaluated, the savings achievable greatly surpass the incremental cost of the superior lubricant. One of the emerging classifications of costs in industry today are those associated with environmental protection. Two of the examples used describe the replacement of more conventional lubricants with environmentally acceptable products, compounded to compete in all aspects of serviceability, but which have the added bonus of being not only biodegradable but also of being of low toxicity.

A casual reading of the geological literature extant to-day would give one the impression that carbon is an element which by some chance or another always existed at or near the surface of the earth, and was never of a magmatic origin. The carbonaceous matter in shales is said to be of vegetal derivation; petroleum is stated to have been derived from vegetable matter or from marine animal bodies; if carbon or bituminous matter is found in igneous rocks or associated with metallic ores, the statement is made that deeply buried carbonaceous sedimentaries were undoubtedly the source from which such carbon or bituminous matter was derived. This, I do not consider a reasonable or common sense view of the matter. Carbon is one of the elements of which the earth is composed. In the table giving the periodicity of the elements it comes sixth in the order of increasing atomic weights. It is an element formed like all the rest were formed, and must be as common to the interior of the earth as the rest of the eighty-odd elements so far discovered. The spectroscopic analysis of light from the sun, and the stars, shows the presence of carbon in the sun and in the colder stars. Thus with carbon, an element, found throughout the universe as well as on the earth, it is entirely reasonable to consider it as present in the interior of the earth with the other elements. Such being the case, the magmatic origin for the various forms of carbon in rocks and ores is a rational and logical conclusion. If but a small fraction of thought and effort was made along these lines, which is made in fostering the idea of the organic origin of the carbon found in the earth's crust, untold advances in this phase of geological science would result.

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

The process of drilling and bolting the roof is currently one of the most dangerous jobs in underground mining, resulting in about 1,000 accidents with injuries each year in the United States. To increase the safety of underground miners, researchers froth the Spokane Research Laboratory of- the National Institute for Occupational Safety and Health are applying neural network technology to rite classification of mine roof strata in terms of relative strength. In this project, the feasibility of using a monitoring system on a roof drill to assess the integrity of a mine roof and warn a roof drill operator when a weak layer is encountered is being studied. Using measurements taken while a layer is being drilled, one can convert the data to suitably scaled features and classify the strength of the layer with a neural network. The feasibility of using a drill monitoring system to estimate the strength of successive layers of rock was demonstrated in the laboratory.

1. Domestic Production and Use: In 1980, 13 companies operated 33 primary aluminum reduction plants, with 3 firms accounting for 62% of production. Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.
