Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

Mineral Resource Management (MRM) is a business concept with the purpose of increasing throughput by management of key process variables to optimize ore utilization. To achieve a MRM process focus there are four principles that need to be applied to the business. In this sense, the paper define these principles and describe how they are applied to the mining business using Thabazimbi iron ore mine as an example. SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

The feasibility of using hydrogen to obtain clean steels is investigated. High hydrogen contents are generally considered as detrimental due to the risk of flakes, bubbles and breakouts during casting. Hydrogen can nonetheless be removed by degassing of the steel. The results of industrial campaigns, where total oxygen content and hydrogen content were monitored, are presented. High resolution microscopy of inclusions and laboratory experiments on the rate of inclusion removal by CaO-Al2O3 slags at different partial hydrogen have been carried out. So far, evidence that hydrogen may influence inclusions or the steel cleanliness is not clear. Keywords: hydrogen, cleanliness, inclusions.

Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Mining) degree As a partial fulfilment for the degree of B.Sc. (Eng) (mining) at the University of the Witwatersrand, a dissertation was to be completed in the mining industry. This was done at Finsch mine, with the purpose of determining the best solution to the required secondary breaking problem. In order to complete the study of the secondary blasting method available for use in the new block 4, cave mining method at Finsch mine the following problem statement was identified and solved ?The methods currently in use, for the secondary breaking of oversize rocks at their source in the current production levels, are to be investigated, and their applicability to the new block 4mining project determined?. To effectively achieve this problem statement above; time was spent researching and investigating, in depth, the methods that are currently in use at both Finsch and Koffiefontein mines; so as to gain practical knowledge of these. The methods were identified and independently evaluated, taking into consideration factors such as costs of the equipment, time to break oversize rocks, advantages, disadvantages, safety and labour requirements, etc. This in turn then allowed for a direct comparison between the methods and the decision as to the best to apply to the new block 4 production level. The methods that were investigated included: ?Concussion blasting, where concussion bombs and lay-on charges are used to break hang-ups and boulders. ?Drill and blast methods, where holes are drilled in large rocks and charged manually with explosives. ?Emulsion secondary blasting, which is a new project in use at Koffiefontein mine from African Explosives Limited. ?The Ro-BustTM breaking system, a hydro-fracturing breaking system. Once all the methods had been evaluated and compared it was found that the Ro-BustTM Breaking system was the most applicable for the breaking of boulders, with, the Emulsion Blasting System being used for hang-ups. Continuous operating performance and high profit is one of the major concerns in the mining industry. Information systems are expected to reinforce and enable conformance to these requirements. The companion efforts of business management and production information systems press for tighter integration to avoid over-laps, multiple instances of similar data, and expensive maintenance of databases. Implementation of advanced intelligent systems throughout a mine operation can reduce costs, optimize investment and create a shorter payback via conversion of the data accumulated by field and process devices into information, and subsequently, into decisions. However, in order to harness the potential power inherent in these intelligent devices, adequate and flexible modular knowledge-based solutions are required. Fortunately, there has been at least one such practical response to this challenge, namely the ABB IndustrialIT portfolio. With these tools in place, production efficiency is reached via integration of process, production, and quality information. Moreover, they permit immediate detection and remedial action to changes to process and boundary condition variables. Finally, using advanced optimization techniques supported by dedicated mathematical models, they allow for economic process optimization (process set points and coordination thereof, energy management, production planning, energy supply contract optimization, etc) of the plant as a whole.

Seldom, if ever, has any mining hazard presented itself that some method has not been devised to control it to some extent; the degree of success of such control depends largely upon the intensity of desire to prevent suffering, injury, and death. The economic saving to be realized and the more definitely this is realized by all concerned, the more quickly and effectively will the hazards be handled is an important incentive to prevention of accidents. Preventing coal-mine explosions is by no means a complex problem; all that is necessary is sensible, conscientious, sustained effort. The fact that explosions can be prevented has been well-demonstrated by the record of the post few years; the average annual death toll from explosions for the 5 years 1906-1910 was 438, and for the 20 years prior to 1929 it was 265: during the past 4 years an average of only 32 deaths per year resulted from this cause, although the annual production during that time varied but slightly from that of 1906-10. This is a truly remarkable reduction, and if other types of mine accidents had been reduced in the same ratio only about 300 would be killed annually in our mines instead of the nearly '1,300 killed in 1936 and the approximately 2,000 killed annually for many years. Although frequency of occurrence of explosions has not lessened greatly during the last decade, their severity decreased markedly, which would indicate that effective means are being taken to prevent the spread of explosions, even though ignitions and their causes are not being handled nearly as effectively as they might or should be handled. Several large coal-producing States, which in the past have experienced numerous disastrous explosions, have been free from such disasters for continuous periods as long as 8 years in the relatively recent past. The application of rock dust to underground surfaces has been an important factor in preventing widespread explosions; some of the mast dangerous mines have been rock-dusted fairly adequately, and this has been amply repaid in the reduced severity of explosions, as heretofore indicated; however, many have applied rock dust apparently without giving much consideration to the amount required to prevent

The U.S. Bureau of Mines is conducting human factors research for the purpose of reducing accidents and improving the person-machine interface found in surface and underground mining operations. Miners are exposed to a variety of environmental stressors, e.g., extreme heat, noise, vibration, and adverse illumination, throughout the workday. Exposure to these environmental stressors has been noted in the literature to affect performance on vigilance tasks. Since impaired performance at vigilance tasks can lead to industrial accidents, further investigation of the effects of environmental stressors on human performance is warranted. A brief description of the environmental conditions present in the mining workplace is followed by a review of experiments dealing with the effects of environmental stressors on vigilance task performance. The applicability of past research to actual mining operations is considered.

The design of a mine should aim to optimise the market value by maximising revenues whilst minimising costs. In open pit mining, the nature of the extraction technique translates this objective into the maximum recovery of reserves while minimising waste extraction subject to technical, economical and safety constraints. Since the introduction by Lerchs and Grossman, in 1965, of a model that is now considered a classic in the area, open pit design has reached a level of maturity and acceptance by industry. These models are being used on a regular basis by designers and planners.This paper proposes a new alternative model for open pit design. It is based on genetic algorithms (GA) and exploits a reduction of the number of decision variables of the more traditional techniques. The novel approach provides more flexibility than traditional models; it can also be extended to consider planning problems that traditional open pit design models are not capable of handling. The algorithm has been designed for two dimensional problems and tested in a simple instance. The results obtained in this simple test are encouraging and are a good supporting argument for the development of a GA model capable of handling three-dimensional (3D) instances. The model presented in this paper is just a first step towards a full GA to solve the pit design problem and it is believed that novel tools like the one presented herein could become great allies in tackling challenging problems in open pit design, an illustration of such a challenging problem is presented and discussed.

Work places of an underground coal mine are required (30 CFR 1719) to be illuminated while self-propelled equipment is used. Permissible machine mounted systems have been developed and applied satisfactorily to many mining operations. However, some low seam and thin seam equipment has been difficult to illuminate because reliable, direct current systems and compact, low output, low glare luminaires were not available. This program resulted in the design and prototype construction of compact, low glare luminaires and AC and DC power systems, particularly suited to resolving illumination problems on low and thin seam mining equipment. Design objectives were based on enhancing the prospects for thin seam illumination solutions through definition of a product which could challenge markets enjoyed by higher glare luminaires and through reduction of technical risks associated with any new product development as well as the MSHA certification process.

Rock is a heterogeneous medium, a fact often ignored during blast design. In reality, the rock mass characteristics have a controlling influence on the outcome of a blast. If the optimum blasting results are to be achieved over a range of rock mass conditions, it is prudent to understand the role played by the geological features of a rock mass in producing overbreak around the periphery of an excavation. The field work was performed in a drift located in a geologically dominant rock mass and also included observations and assessment of blast damage at several operating mines. The blast damage was estimated on the basis of the half cast factor. The effect of rock strength, rock quality designation, orientation , frequency and aperture of joints, number and thickness of layers and hydrogeological conditions on blast damage has been described.

"INTRODUCTION By far the greater part of the high-grade manganese ore used in the United States is imported from overseas. During the early part of the recent World War importations of manganese ore were seriously threated, and it appeared that it would be necessary to utilize low-grade domestic ores to the fullest possible extent. Among the processes that appeared to offer the best possibilities for beneficating low-grade domestic oxide manganese ores, which ordinarily are net readily amenable concentration by ore-dressing methods, were those involving leaching with sulfur dioxide. The Bureau of Mines therefore investigated the amenability of a large number of such ores to sulfur dioxide leaching.Several sulfur dioxide processes for beneficiating low-grade oxide manganese ores have been proposed. 3/ One of these, based on a patent by Van Arsdale and Maier, 4/ was used recently in a plant constructed to treat 1,000 tons per day of 20-percent manganese ore from the Three Kids deposit near Las Vegas, Nev. 5/ In this process the ore slurry is leached with sulfur dioxide gas, the resulting solution is evaporated to crystallize the manganese sulfate, the crystals are decomposed thermally to produce high-grade manganese oxide and regenerate sulfur dioxide, and the manganese oxide product is nodulized. The Bureau of Mines has recently developed a process 6/ in which a suspension of the ore in calcium dithionate solution is leached with dilute S02 gas, the manganese is recovered from the resulting solution by a simple lime precipitation, and the precipitate is nodulized or sintered to form a high-grade manga¬nese oxide product."

Among the many engineering problems directly related to conservation in the petroleum industry, that of crude-oil emulsions continues to be important. Emulsions of water and oil always have constituted one of the most serious forms of waste in the oil fields, and the necessity of dehydrating emulsified crude petroleum to obtain marketable or pipe-line oil confronts operators in many fields with a major operating problem. In 1926 the Bureau of Mines published a comprehensive treatise s on oil-field emulsions dealing with field conditions, practical methods of dehydration, and physicochemical characteristics of the formation and resolution of emulsions. Although this bulletin is still available and may be obtained from the Superintendent of Documents, Washington, D. C., and although its contents are a valuable reference on the subject of emulsions, knowledge regarding the physical properties of emulsions and the phenomena of dehydration has increased greatly within the last decade. With the information gained through continued scientific research, substantial improvements have been made in the art of resolving petroleum emulsions. Moreover, in recent years there has been a growing realization of the importance of emulsion-preventive measures that has led to more critical examination of the causes of emulsions and methods of eliminating or at least reducing the degree of emulsification. Conditions causing agitation and commingling of oil and water and the formation of "cut oil" often are within the control of the producer, thereby making it possible to utilize preventive or remedial measures by which emulsification may be minimized or avoided. In fact, many companies have materially reduced their treating costs as a result of careful studies in emulsion prevention and proper handling of "wet" production. Of course, in many instances preventive measures or the correction of conditions causing emulsification cannot be achieved practically or economically, and the emulsions that form must be treated regardless of the care exercised or the money spent in attempting to prevent their formation.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

Increased TBM performance is leading the way for resurgence in tunneling activity in NYC. Tunnels will be excavated in the same geologic formations as previously excavated D&B tunnels whose construction records are providing valuable insight into the prediction of rock mass behavior. This report compares an eight mile stretch of NYC Water Tunnel #2 with the recently excavated eleven mile stretch of the TBM driven Water Tunnel #3. Comparisons of the type and amount of rock support installed as well as water inflows and grout quantities are made. Rock mass characteristics specific to TBM performance are also evaluated.

About 75% of the market economy countries's supply of cobalt is produced in Central Africa by Zafre and Zambia. Zafre alone accounts for more than 55% and has the resources and capacity to increase output significantly at any time so its dominant position is unlikely to be challenged in the foreseeable future. Other producers from domestic resources are Canada, Australia and South Africa; and Cuba, probably the most important producer outside of the Market Economy countries. Belgium, Norway, France, Japan and Finland produce cobalt from imported materials. While there are "cobalt ores", inMorocco, USA, Canada and the USSR, the mineralisation is complex and cobalt extraction is costly. In ZaPre and Zambia cobalt is a by-product of copper; in Canada, Australia, France, and Cuba it is a by-product of nickel; and in South Africa it is a by-product from the production of Platinum Group Metals. Thus the levels of cobalt production are inevitably related to the production of other primary metals. While some cobalt is produced by predominantly pyrometallurgical methods most of the world's cobalt is produced hydrometallurgically. The existence of large hydro-electric power plants and the mineralogy of the copper and cobalt concentrates encouraged research and development in Zafre of the recovery of copper and cobalt by electrowinning from sulfate solutions; much pioneering work was carried out, which lead to construction of the two largest copperlcobalt hydrometallurgical plants in the world, at Shituru and Luilu. Similar systems were adopted in Zambia. In Canada high pressure hydrometallurgical processes based on the sulfate system were developed and adopted in Australia, the Philippines, Finland and South Africa. Meanwhile developments in chloride hydrometallurgical extraction of nickel and cobalt lead to its use in the extraction of cobalt in Norway, France and Japan.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.
