New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

A comprehensive, site specific water management plan is of primary importance to the successful implementation, operation and decommissioning of any mining project. Formulation of a plan requires an orderly planning process consisting of identifying problems, establishing planning criteria based on the guidelines and requirements of regulatory agencies, and an iterative procedure of identifying, investigating, and evaluating plan elements and alternative plans. A typical uranium surface mine operation consists of a mine pit or pits, spoil pile areas, crusher, processing plant, and tailings disposal area. A water control plan addresses the problems of diversion of natural runoff from undisturbed areas around the mine; and diversion, collection, and treatment of runoff from within the mine area. A water control plan is required to determine the location and size of appropriate control and detention structures; their cost; and the schedule for permit activity, design, and construction. The plan must be formulated to meet the requirements of both the State and Federal regulatory agencies.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels at Cyprus Sierrita. The predictive program was initiated by Cyprus Sierrita and P&H Mining Equipment at the Cyprus Sierrita Mine in Tucson, Arizona during August of 1996 on the P&H model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Programme (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature: during approximately six weeks an orientation survey, involving, geology, geophysical surveying, and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Sto. Nino (Fig. 1). The Sto. Nino study demonstrated (Hale and Govett, 19677 Govett and Hale, 1967) the feasibility of geochemical prospecting relative to other exploration methods for the location and delineation of disseminated copper occurrences, the major source of metal in the expanding mineral industry of the Philippines. Predictive geochemical and limnologic modeling of pit lakes is an important aspect of modern permitting. One of the key assumptions of many predictive pit-lake models is that highwalls and pit backfill become unreactive once submerged by the filling pit lake. Existing pit lakes provide useful data to test this assumption. The Sleeper pit lake (northwestern Nevada) is near hydrologic equilibrium and contains good-quality water that generally meets regulatory requirements for pit lakes. Despite the overall stable geochemical composition, seasonal trends in the hypolimnion indicate the generation of solutes and fluctuations in pH. This work applies mass balance, analysis of subaqueous pyrite oxidation, and trends in solute concentrations to evaluate the potential causes of long-term solute generation in the hypolimnion of the Sleeper pit lake. Results will aid in refining the effect that inundation of highwalls and waste rock has on ultimate pit lake chemistry and long-term closure planning. In the case of the Sleeper pit lake, ongoing solute loading does not substantially change the closure plan at this time as influent groundwater contains abundant alkalinity. INTRODUCTION As mine pit lakes become more widespread, regulatory agencies are increasingly requiring advanced predictive modeling of pit-lake geochemistry during permitting. The end goal of all those involved in these permitting actions (i.e., the mining company, the regulatory agencies, and the public) is to have pit lakes become geochemically and hydrologically stable for the long term, which may then allow mining permits to be relinquished. The modeling endeavors therefore are important to inform long-term closure of pit lakes. The conceptual models and numerical methods used to predict pit-lake water quality are complex and require substantial amounts of data and a variety of assumptions (Castendyk et al., 2015). One of the common modeling assumptions is that solute generation via acid mine drainage is eliminated (or at least decreased) by the filling of the pit lake and inundation of highwalls and any in-pit waste rock. However, few studies have reported on observations that support or refute this assumption. The water-quality record of the Sleeper pit lake is an ideal dataset with which to test these assumptions. The former Sleeper mine is located in northwestern Nevada (Fig. 1), and has been inactive (in terms of ore extraction) since 1996. The mine extracted Au and Ag from the famous high-grade Sleeper vein and associated widespread stockwork mineralization (Nash et al., 1995). Water quality in the pit lake has been monitored since the cessation of dewatering in 1996. The current pit lake actually occupies three separate sub-pits, the Sleeper, Wood, and Office pits (Fig. 1). The Sleeper and Wood pits undergo regular water-column monitoring using a conductivity-temperature-depth (CTD) probe, and sampling for dissolved inorganic constituents at several depths (~10, ~130, and ~330 ft. below lake surface). Groundwater quality is also monitored using a series of wells (Fig. 1).

The feasibility of exploiting a mineral deposit by developing a surface mine is closely related to the environmental protection and land reclamation costs. This issue has utmost importance for West Macedonia Lignite Centre (WMLC) of Greece, where there is still a lot of interest for opening of new mines and for further development of the existing open-pits. The decision-making process in these cases can be based on a decision tree that takes into consideration the various cost components of environmental management, the alternative solutions, the environmental permits and the cost reports of environmental management actions carried out so far. Moreover, the mine planning procedure is affected indirectly by numerous uncertain environmental and socioeconomic parameters, such as the delays caused by the bureaucratic procedures and the settlement of arguments in the Court.

The concept of sustainable development is be-coming present in the policies of increasing number of industries and governments. The complexity affects not only production aspects, but has also special relevance for environmental decision making. Not only producers are re-evaluating the services they expect from the environment and concomitantly increasing their willingness to sacrifice other consumption in favour of enhanced environmental services, but the character of environmental issues is becoming more complex as well. Incomplete information, uncertainty, system wide change, trans-frontier impacts, current causes that have far reaching future effects, irreversibility, and possibilities of catastrophic change all complicate the environmental decision making process. Non-ferrous metals production, due to a relatively low level of metals content in ore, results in generating huge amounts of tailings, exceeding usually 90% of the mine output. They must be stored in special facilities, which have the significant impact on the environment both during tailing management facilities (TMF) operation and after their closure. One of the most essential impacts of operating and closed TMFs is their eolic activity, displaying in worsening air quality, aero-sanitary conditions in the neigh-boring villages and contamination of soils close to the facility by heavy metals.

Three high performance TBM's equipped with large diameter (483mm) disc cutters are currently operating in Norway. This paper summarizes the design philosophy, field performance and ongoing technical development of these cutters. Included are discussions of the early problems encountered with their usage and the solutions to these problems that have been developed. Also included are discussions of the penetration rates and cutter usages observed. From this data it is concluded that high performance TBM's with large diameter cutters can produce significant improvements in both overall performance and in cutter costs under hard rock conditions.

A heap-leach field test was conducted during the 1993-1994 winter season at Carmacks, Yukon Territory, Canada. The purpose of the test was to demonstrate the viability of heap leaching Carmacks oxide copper ore in an arctic setting on a year-round basis. The test itself utilized a 5-m-diam crib loaded with 250 t of composite ore from the Carmacks copper deposit. The ore was stacked to a total height of 7 m in the crib, including 1 m of ore as an over- layer above the emitter system. This matched the plan for the commercial heap at the time when the test was started. The design also replicated an interior segment of the commercial heap. Leaching was done at a flow rate of 0.2 L/min/m2 using leachate at 21 °C. This temperature was maintained with no external heat input other than normal process heat transferred from electrowinning to the leachate via solvent extraction. Winter conditions were quite typical of those expected at the mine site. The temperature reached -54°C, while averaging -13°C over a three-month period. In spite of some flow system problems, leaching continued unabated, and freezing was limited to the insulating ore over-layer and isolated points near the outer crib walls. Thus, the test demonstrated that year-round heap leaching of Carmacks copper ore is practical in an arctic setting.

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

A novel form of calibration of on-line analyzers was implemented. Rather than simple equations, a neural network was used to model the relationship between the scintillation counts (Am and Cs) of an analyzer, and the measured ash for improved on-line analysis of run-of-mine (r.o.m.) coal. Also, a new approach was followed to better evaluate neural network performance. Samples were first divided into various statistically different groups using a Kohonen network. Data was then selected for the training, calibration and prediction subsets, using criteria developed in this paper for sparse data, with representation from each group. A backpropagation based neural network architecture was used in conjunction with quick stop training. Due to noise in the data, the predictions were very good on average, but not individually.

Object-oriented technologies have been developed to more closely model the way we think about the world and our natural approach to solving problems. Higher levels of abstraction, generalization and classification are benefits of an object-oriented approach. Object-oriented programming, design, and expert systems are part of this technology which is shaping the future of real-time supervisory control. Goals of real-time supervisory control systems include: minimizing variations in process operations, improving efficiency, maximizing production, and implementing procedures for starting and stopping the process. Incorporating object-oriented technology in design, development and implementation of real-time supervisory control systems provides new opportunities for these tasks. Several mineralogical prospecting techniques are used in diamond exploration. Most are concerned with identifying indicator minerals such as garnet and ilmenite, which are derived from mantle xenoliths hosted by kimberlites. The first goal of such prospecting is to locate kimberlite intrusions; the second goal is to identify the diamond-bearing kimberlites. Explorationists have worked much less on the indigenous kimberlite phases. The kimberlitic opaque oxides, ilmenite and particularly spinels, promise to be useful in discriminating between intrusion episodes in identified kimberlites, and perhaps in the evaluation and prediction of diamond grades. Several petrologists have showed that spinel compositions and zoning patterns are specific to certain intrusive facies in South African and Canadian kimberlites. Careful evaluation may indicate a correlation between spinel parameters and diamond content.

Block caving, unlike most other conventional forms of mining relies principally on the natural forces within the rock mass to fragment and transport the ore. Obviously, not every orebody can be satisfactorily mined by block caving. In the early stages of mine planning an attempt should be made to assess the benefits of the block caving system relative to others, and develop a reasonable mining concept that may be used to provide preliminary information to mine planners and financial specialists. It is the intention of this paper to outline some basic geotechnical parameters that are essential to: 1) Assessing the feasibility of block caving an orebody and 2) Providing semidetailed information relative to mine design based on drill hole and other data.

A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

The recent upswing in mining coincided with increased environmental concern. These trends have significantly increased regulation, but have not always provided sound environmental protection. Throughout, mining has remained passive, reacting to initiatives from outside. The high road to environmental protection must be an active strategy. The mining industry must take the lead and develop an environmental program effective in price and protection. It must involve all levels of mining. The mining industry should be the real environmental activist. We have the most to gain by sound environmental protection and the most to lose if the environment decays.

INTRODUCTION Production of chrysotile asbestos from the northern Appalachians has been going on for 100 years and, on the basis of known reserves and the present rates of mining, appears assured of continued production for at least another 25 to 30 years. In spite of this, mining companies and government agencies are showing an increasing interest in exploring for chrysotile asbestos throughout this region and elsewhere in the world, implying that increases in the rate of consumption are envisioned. This chapter describes the geologic and tectonic settings surrounding these important chrysotile deposits, with emphasis on those in southern Quebec that yield about 90% of the total production from the northern Appala- chians. Detailed descriptions of a few individual deposits are also given, along with exploration guidelines aimed at facilitating the discovery of additional chrysotile deposits. One section of this chapter deals with the origin and mode of formation of the chrysotile deposits in the light of modern day concepts of plate tectonics. The objectives of this chapter are to give a brief description of the geologic and tectonic settings of the ultramafic rocks in which the numerous chrysotile deposits of the northern Appalachians are found; to describe a few of the individual deposits; to give a few exploration guidelines for those interested in exploring for new asbestos deposits in similar geologic environments; and to propose a new model for asbestos genesis in light of the recently developed theories of global tectonics. As this chapter is based almost entirely on field and laboratory observations, rather than on the study of experimental laboratory models, most of our deductions and suggestions are empirical in nature and may be interpreted in more than one way. The interpretations we have selected seem to offer, we feel, the best explanation of observed geological phenomena (Lamarche and Wicks, 1975). This region had a production capability in 1979 of close to p.5 Mt of chrysotile asbestos with 92% of this tonnage being derived from the deposits of the Eastern Townships of Quebec. With known resources, which now stand at between 36 and 40 Mt of fibers, this production capability seems assured for the next few decades. In spite of all known reserves of chrysotile asbestos, which now stand at between 36 and 40 Mt of fiber in this region alone, mining companies and government agencies are still showing a good deal of interest in exploring for new sources throughout the world. GEOLOGICAL SETTING The asbestos deposits at Baie Verte in eastern Newfoundland, Thetford Mines, Black Lake, Asbestos in southern Quebec, and Belvidere Mountain in Vermont, all occur in partly serpentinized ultramafic rocks that are part of the Lower Paleozoic ophiolite complexes of the northern Appalachians [Cady, Albee, Chidester, 1963, Chidester, Albee, Cady, 1978, Lamarche, 1972,1973, Laurent, 1973,1975, Williams, Hibbard, Bursnall, 1977, Norman and Strong, 1975). The deposits to the northeast of Thetford Mines, on the other hand, are found in a more highly serpentinized ultramafic body known as the Pennington dike, whose spatial, genetic, and chronological links with the ophiolite masses proper have not as yet been adequately resolved. INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

A computer program has been developed for use by the mining engineer for analyzing drum-type hoists prior to the modification of an existing system or the designing of a new one. Its use permits the preliminary evaluation of a system before seeking the technical assistance of mine hoist designers and manufacturers. Compatible with an IBM-PC, the user-friendly program accepts a variety of data and can analyze hoisting systems for any balance state. The extensive program can be used to: (1) calculate skip capacity to yield a desired production rate; (2) solve for required drum face width; (3) select a permissible wire rope from a menu of 50 available rope types: (4) estimate total horsepower of the hoist plant; and (5) estimate power cost. An example of the model's use in evaluating a hoisting system will conclude the paper.

Direct Production Costs for Solar Sa 1t approximate the trucking cost for 160 Km. Operations near markets appear unusually attractive at first look. However, many desert operations have been plagued by dust storms yielding salt too high in insolubles for most uses. This paper relates the history of a successful operation in a dust storm area. Saturated brine from the solution mining of LPG storage caverns is evaporated in solar ponds yielding 99.95% sodium chloride (dry basis). Purchased energy is one-eighth that of vacuum pan operations. Production scale tests have proved it works at another desert location using a more complex brine. A new approach for refining soluble salts at ambient temperatures is demonstrated by bench scale and pilot work. Again, savings in purchased energy exceed 80%, even when temperatures are raised to reduce refining time.
