Processes for hydrometallurgical treatment of crude nickel hydroxy carbonate and impure high grade ferronickel to produce cathode nickel and cobalt hydroxide are described. Outokumpu nickel refining process originally developed for nickel matte has been adapted to the mentioned new raw materials. Both new process routes contain the Outokumpu cobalt removal and nickel electrowinning stages but leaching and solution purification stages differ from the industrial process in operation in Harjavalta.

The flotation separation of wolframite from fluorite and quartz is investigated with chelating agents and neutral oil as synergic collectors. Test results indicated that a-nitroso-ß-naphthol has a strong collectivity for wolframite and selectivity against fluorite and quartz. The 8-hydroxyquinoline has collectivity and selectivity also. They both have a better activity than sodium oleate. However, the cupferron is slightly inferior. The synergism of chelating agents and neutral oil looks promising, especially for fine wolframite particles. The activation effect of Fe2+ and Ca2+ ions on separation of wolframite from fluorite and quartz is slight. The UV absorb-spectra measurements showed that the adsorption of chelating agent on wolframite is multilayer, and flotation behavior is related to chemisorption. The chelating agent which bonds to Fe and Mn sits on the wolframite surface, and the reaction between Mn2+ ion with collector is more significant. The essentials affecting reagent activities are the bonding factor and the hydrophobic factor. These factors are discussed by structure-activity relationship theory. The synergism of neutral oil is a secondary collector likely to lengthen the hydrocarbon chain of chelating agents.

INTRODUCTION Dense medium processes have been used to separate coal and ores for over a hundred years. In fact Sir Henry Bessemer first patented a process in 1858. In recent years, their importance relative to other gravity dependent processes has increased. This is particularly true in the coal industry where over 60% of all preparation plants operating in 1984 in North America (1) contained either dense medium vessel or cyclone circuits. In addition, the stringent product quality demands of the consumer, together with increases in mining costs, dictate that the cleaning circuits be both predictable and efficient. Dense medium systems are the most predictable and efficient of all gravity- dependent processes. The majority of the text of this chapter will be concerned with dense medium applications as they relate to the coal industry. However, the techniques and calculation procedures can be applied, in general, to all non-coal minerals (such as diamonds, marginal iron and lead-zinc ores and gravel) which take advantage of a difference in specific gravity between the saleable product and the reject. The object in dense medium cleaning is to produce a liquid whose effective specific gravity is between that of the concentrate and the reject. In which case the lighter product will float to the surface and the heavier product will sink to the bottom. Unfortunately, this simple process becomes complicated by the following practical necessities: (a) collecting and removing the float and sink products from the medium without disturbing the free settling effects; (b) maintaining and controlling the specific gravity of the medium; (c) separating and reclaiming the medium once the products have left the separating vessel; and (d) separating finer sized particles which take longer to fall through the dense, and often viscous, medium. As a result of the last issue (item d) two main types of dense medium separators have evolved: dense medium vessels and dense medium cyclones. Dense medium vessels are essentially large baths through which the dense medium flows at a relatively slow velocity. The lighter products float to the surface and are carried out of the vessel by the medium flow. The heavier products sink to the bottom of the vessel and are physically transported out either by means of a conveyor (usually a chain conveyor) or a rotating, lifting arrangement (Figure 1). The properties, origin and industrial uses of kaolin clay are briefly reviewed. The general waterwashed beneficiation process is described. Yost aspects of filtration and solids-liquid separation as practiced in the kaolin industry are mentioned along with devices that are currently in the developmental stage. The paper focuses heavily on the well known art of rotary vacuum filtration, including general construction and operating details. Devices under investigation that might be used to mechanically or electrically dewater clay slurries to higher cake solids levels than can be achieved with rotary vacuum filters are described briefly.

Classification of Mills Mills may be classified under four categories that relate to the type of action utilized to grind the material: Tumbling. The most important of these to the minerals processing industry are tumbling mills. Grinding media is actuated in a free¬form pattern in a rotating drum causing it to tumble, material being ground passing through the tumbling media. Work is done by a combi¬nation of attrition and impact. Impact. Grinding media is actuated in a distinctive pattern so that it impacts the material being ground. Work is done by impact. Roller. Grinding media is actuated in a distinctive pattern, mate¬rial being ground passing under or between the media. Work is done by compression. Fluid Energy. There is no grinding media as such. Energy is imparted to the material by transfer of kinetic energy from the fluid to the material. Grinding is accomplished by interparticle impact and attrition. Tumbling Mitts The main physical arrangement consists of a lined cylindrical drum mounted on trunnion bearings driven by a ring gear and pinion, in turn connected directly or through a reducer to the electric motor. Variations to this general arrangement include: (1) Drum mounted on rollers instead of trunnions. (2) Bearings on the drum directly, not on trunnions. (3) Utilization of multiple pinions on the gear. (4) Trunnion-type drive arrangement through a gear reducer with¬out the use of a ring gear. (5) Motor rotor mounted directly on the drum with stator around the drum, thus eliminating the gearing. The drum consists of a shell and heads lined with replaceable liners of various types and configurations. Various types of tumbling mills are tabulated; illustrations of some are shown. The types are so designed for specific purposes. Media utilized include steel rods, balls, or rock of the same material as being ground or of special material in the instance where iron contami¬nation is detrimental (see Figs. 9 and 10 and Table 2). Impact Mills Although there may be some overlapping of interpretation of terms, impact mills are considered those in which the media is actuated in a distinctive manner, at relatively high speed, impacting the material to be ground. There is an overlapping also in what may be considered to be crushing equipment rather than grinding equipment. Hammer Mill or Impactor. Material is fed into the equipment; inside hammers of impactors revolve at a high speed, breaking the material on impact with the hammers (see Fig. 11). The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

Building a new tunnel to accommodate CN North America's needs for double stacked container traffic for the next 100 years presented new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. The mining industry has been a leader in developing liner technology for leach pads and tailings impoundments, but it is a newcomer to cap designs. Closure of waste piles, leach heaps and tailings require special design con­siderations. Factos such as differential settlement, surface ero­sion, veneer stability, vegetation and burrowing animals must be considered.

Researchers at the University of Alabama in cooperation with the U.S. Bureau of Mines have developed adaptive process control systems in which genetic algorithms (GAS) are used to augment fuzzy logic controllers (FLCs). GAS are search algorithms that rapidly locate near-optimum solutions to a wide spectrum of problems by mimicking the search procedures of natural genetics. FLCs are rule based systems that efficiently manipulate a problem environment by modeling the "rule-of-thumb" strategy used in human decision making. GAS and FLCs can be combined to produce powerful, efficient, and robust adaptive control systems. To perform efficiently, such control systems require a control element to manipulate the problem environment, an analysis element to recognize changes in the problem environment, and a learning element to adjust to the changes in the problem environment. I" this paper, the details of an ongoing research effort to develop and implement an adaptive process control system for a column flotation unit are discussed.

INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly. The most critical issue concerns what must be demonstrated to establish the existence of a valuable mineral deposit. The so-called "prudent man" standard was established in the case of Castle v. Womble (19 L.D. 455 (1894)):

It is common practice in Appalachia, when extending the life of an existing mine, to acquire the adjacent reserves and extend the existing mine into it. Also, often the existing mine is renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may be modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (M.V.S.) that require proper planning and control procedures. The authors describe and present the study that was carried out for the ventilation system of a newly expanded underground coal mine located in the Appalachian coal region. Discussed first is the process of correcting the ventilation system of the existing mine. Then, some of the stages of controlling the expanded system are discussed. Finally, numerical data for these steps are presented.

"INTRODUCTIONEdilmac dei F.lli Maccabelli (hereinafter referred to as Edilmac) has recently developed a special civil engineering application using the Raise Boring technology with the assistance of Inrock MGS (Magnetic Guidance System). Applying the Paratrack Magnetic Guidance System coupled with a directional mud motor to the drill string allows a better accuracy compared to standard drilling, as showed in our tests. This is the first time the Paratrack System has been applied to the Raise Boring technology. RAISE BORING METHOD STATEMENT The Raise Boring technology was born in North America during the Sixties. In 1962, Ingersoll and Robbins were the first companies to produce Raise Boring Machines (RBM). The technology was first used in the underground mine industry, in order to bore ventilation shafts and passes through different levels, thus reducing the cost of haulage. The Raise Boring method is only feasible in stable rock conditions. The Raise Boring method consists of drilling a small diameter pilot hole that reaches a tunnel located at the bottom of the drilled hole. Once the pilot hole reaches the tunnel, a reamer head is installed at the end of the drill string and pulled up, creating the hole with the designed diameter (Figures 1 and 2). The main equipment, which is required to perform Raise Boring activities, is the following: •,An RBM; •,A tricone bit; •,Drilling rods; •,A reaming head; The standard mucking of the pilot hole is done with water or bentonite mud. For the last 30 years, Edilmac has developed a mucking process, which uses compressed air with the addition of foam or a small amount of water for dust control.Pilot hole tricone. The drilling of the pilot hole is usually performed with a tricone bit having a diameter between 11” (27.61 cm) and 15” (38.10 cm) (Figure 3). High strength rods. They generally have a diameter ranging from 10” (25.40 cm) to 12 ?” (32.70 cm) (Figure 4), depending on the length and the final diameter of the shaft."

The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Various aspects of this hypothesis are examined.

A dynamic input-output model for a coal power enterprise that now includes four underground coal mines, three coal washing plants, a power plant and a railway transportation system was developed. The model is applied to analyze investment alternatives for long-term development, including the expansion of existing mines, the opening of new mines, the construction of new coal washing and power plants and the upgrading of the railway system. As a result, the optimal investment strategy with capital schedules and projected sector outputs is obtained. Also, the importance of the new power plant to the strategic development of the company is demonstrated. It is concluded that, without applying a dynamic input-output model, it would be much more difficult or impossible to conduct such a systematic and compete analysis.

In ball milling the rates of breakage vary primarily with the size distribution of powder in the mill. In wet grinding viscosity of the slurry varies continually as size distribution changes and hence the breakage rates change. In this study a simpler estimation scheme is used to determine breakage rates in batch grinding. Using an approximate solution to the batch grinding equation, acceleration and deceleration of breakage rates of all individual size classes is determined when the grinding environment is varied. Experimental results with limestone and copper ore show time-dependent breakage rates under both dry and wet grinding conditions. In general the breakage rates increase for coarse sizes and decrease for fine sizes with increase in the fines present in the mill. Such variations have strong implications in closed-circuit grinding.

The development of new coal markets is -t upon the ability to utilize coal in an environmentally acceptable and economically viable fashion. Foremost in the concerns about coal utilization is the impact its combustion has on air pollution. Concerns over environmental issues, such as acid rain, are currently one of the major impediments to the development of new coal markets. The Department of Energy and the Synthetic Fuels Corporation are addressing certain aspects of the development of new technologies for the utilization of coal. However, at the present time, there is a void in the new technology development process. That void is the step from proof- of-concept to commercial demonstration. Congress has established the Clean Coal Technology Fund at a level of $750 million to fill this void. The Department of Energy, in a solicitation of interest, received over 175 proposals for commercial demonstrations of clean coal technologies. A review of these solicitations indicates that $1.2 billion worth of research could be accomplished with a federal cost sharing of $425 million or 35 percent of the total. Industry has indicated, through this response, its willingness to invest its limited funds on projects it feels have the greatest potential for the clean use of coal. What must now occur is that Congress must appropriate the monies from the fund to initiate the commercialization of these clean coal techno1ogies.

INTRODUCTION In the early days of coarse-coal cleaning by the dense-medium process in Europe, loess was one of the materials used for medium solids. Newly developed cyclones were used to reclaim and thicken the loess suspension. On occasion, when the cyclone thickener at the Maurits mine in the Netherlands plugged, the overflow was found to be filled with clean coal free of impurity. From this observation stemmed the concept of the cyclone as a cleaning device. Development took place during World War II in the laboratory of the Dutch State Mines under the direction of M. G. Driessen. A 15-tph (13.6 t/h) pilot plant was in operation in the laboratory by 1945, when, in September, Driessen made the first public disclosure of the process in a paper presented to the Institute of Fuel in London.51 In April 1945, operation of this pilot plant was observed by H. F. Yancey, who was so impressed with the potential of the cyclone process that, on his return to the United States, a research program on the cyclone was immediately started by the US Bureau of Mines (USBM). This work led to an AIME paper in 1946 in which the first details of cyclone operation on American coals were made available.52 Commercial adoption of the cyclone proceeded in Europe, initially in the Netherlands, Germany, and France. In the United States, where coal is less costly and most of the coals are easy to clean and respond well to simpler cleaning processes, the first cyclone plant was not built until 1961.53 THEORY Before discussing the theory of a dense-medium cyclone, a brief description may be helpful to some readers who are not familiar with its basic operation. In a typical dense-medium cyclone, illustrated in Fig.7-51 a mixture of medium and raw coal enters tangentially near the top of the cylindrical section, thus forming a strong vortical flow. The refuse moves along the wall of the cyclone and is discharged through the underflow orifice. The washed coal moves toward the longitudinal axis of the cyclone and passes through the overflow orifice, or vortex finder, to the overflow chamber. Washed coal is discharged from this chamber, usually through a tangential outlet.

The mining industry continues to be under expanded scrutiny in the health and safety arena, both from federal regulators and the media. While this paper will briefly discuss how enforcement activity, both with citations issued and the size of penalties proposed, the primary focus will be practical suggestions to deal with some key, high-risk areas for a mine operator which could have substantial impact, both in terms of liability and mine operations. It goes without saying that all mine operators need to continue compliance programs they have in place with careful ongoing evaluation of those plans for areas of improvement. The focus here will not be compliance as such, but rather steps to take and procedures to have in place to try to minimize risks in the face of the potential for more significant liability. Thus, our focus will be procedures to respond to unwarrantable failure citations, immediately reportable accidents, and to deal with potential pattern of violation issues.1

Evans Industries, Inc., a management coal consultant and company was assigned to evaluate National Steel Company's coal properties in Knott and Floyd Counties, Kentucky. The results of evaluation showed large reserves of good quality, high volatile metallurgical coal contained in the Elkhorn coal beds and resulted in the formation of Beaver Creek Consolidated Coal Company. Based on results of the exploration and feasibility work, the decision was to install a coal nine, preparation plant and related facilities having a production capacity of one' and three quarter million tons per year with Evans Industries acting as Beaver Creek's management company. The recoverable tonnage assigned to the Stinson Mine is approximately forty-five million tons. This paper discusses the general arrangement of storage, conveying, loading, refuse disposal facilities and the flow sheet of the preparation plant developed by engineers of Heyl & Patterson, Inc., and Evans Industries, Inc., with emphasis on practical flexibility, sulfur reduction in all circuits, and high product yield with the minimum amount of selective mining, Three and one-half miles of railroad have been built by the Chesepeake & Ohio Railroad to service this mine.
