In the crushing and grinding of metallics for beneficiation, the sizing is normally done to liberate the metals or sulphides for further processing to improve recoveries of the basic metals or minerals. The objective is to reduce the ore in size through various closely controlled stages to that degree of fineness which gives an economic liberation of valuable mineral, but which avoids as much as possible the production of sliming fractions. A different philosophy applies to the crushing and grinding of Gypsum. Our requirements normally demand controlled grinding and/or crushing of the material not only to a fineness suitable for further processing of the mineral into end products, but to produce various sizes of material which are them- selves saleable products. The majority of our tonnage ultimately ends up in stucco for Wallboard. Therefore, our mineral reduction is normally designed toward this end, but it is done in a manner that permits drawing off inter- mediate products to meet various Customer requirements. This forces us into compromises at times in our equipment installations, and our equipment must sometimes be more versatile and complex than we would like it to be. We try to process our basic rock, Gypsum, for the most efficient size reduction. We market 5 to 6 different sizes intermediate to the end product, which generally is the fineness of material to be used for stucco for Wallboard, and we do this with controlled crushing, grinding and sizing cycles of the material. To summarize, we use a different philosophy of crushing and grinding than the metallic field which uses comminution or crushing and grinding to improve recovery, whereas we choose our equipment to crush and grind primarily for product performance.

The identification of the major subsidence areas in the Western Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential. It is recommended that further site specific studies should be performed on this area.

This paper is based on the philosophy that the management structure and strategy required for mine construction and development projects are different from that required for routine production and maintenance operations in a mine. The purpose of this paper is to present an integrated approach to the management of mine development projects. This paper highlights the four major aspects of the integrated approach. First, a brief review of the various types of contract documents is provided. Second, the management organization of a project is discussed. Third, the project manager's role and the field supervisor's responsibility are briefly outlined. Finally, the use of scientific techniques for planning, scheduling, executing, and controlling projects is presented. Each of these aspects is important; however, each by itself cannot be expected to bring order or unifying impact to the complexities involved in overall project management. When all these aspects are coordinated, the result will be a sore successful project from conception to completion.

Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

In recent years there has been increasing concern in the mining industry over the availability and high cost of diesel fuel to support mining operations. Unit Rig & Equipment Co. has been deeply involved with the development and testing of the newest designs for trolley assist. Beginning in dune 1980, Unit Rig modified and commissioned six 156 metric ton (170 short ton) trolley assist haulage trucks at two mine locations in South Africa. Operating haulage trucks with General Electric GTA 15E/776 drive systems were chosen for the tests since this size of truck represented the majority of the population of large size haulage trucks and the greatest technical development problems. Test operations have proven the feasibility of equipment designs in actual operation and preliminary economic data has convinced the operators to proceed with planning to modify their entire mining operation to use trolley assist. The initial capital investment incurred for trolley assist can be recovered in a short period of time. Following this quick capital recovery, mines will continue to realize lower operating costs through increased productivity and lower diesel consumption.

Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

The role of microorganisms in the leaching of metal sulfides is well established (Torma, 1977; Murr, 1980). However, this established knowledge applies mostly to chemolithotropic microorganisms such as Thiobacillus ferrooxidans which function optimally in leaching catalysis between 25-35° C, and in a pH range of 2-2.5. Although leaching with thermophilic microorganisms capable of extending the range of catalytic viability beyond 35° C is also documented, there are few if any attempts to optimize or extend sulfide concentrate leaching with thermophilic microorganisms. When mixed metal sulfides or other materials having different rest potentials (referenced to the standard hydrogen electrode, SHE, in the electromotive series) make contact in a conducting, aqueous medium, the contacting members will act as an electrochemical cell, with the member having the higher rest potential assuming the role of an electrical cathode. In leaching reactions involving such galvanic couples, the cathode becomes passivated, while the anodic member reacts vigorously due to the electro- chemical reaction which occurs (Hiskey and Wads- worth, 1975). Serry, eta1 (1978) observed that when chalcopyrite and pyrite were in intimate contact in natural ores, the chalcopyrite reacted vigorously by galvanic conversion as a result of the higher rest potential (~ 0.63 V) as compared to the chalcopyrite (~ 0.53 V). In addition, it was postulated that because of the elemental sulfur which can form on the anodic chalcopyrite in this galvanic conversion process, reactions in acid-bacterial medium would be expected to have accelerated copper extraction because of the conversion of any sulfur product layer on the chalcopyrite anode to sulfuric acid according to the following general reactions: [MS?M2+ + S° + 2e- (1) and 2S° + 302 + 2H20 bacteria?-2H2SO 4 (2)] where M in reaction (1) designates the metal (or metals in the specific case of chalcopyrite) to be released to solution by galvanic conversion.

BHP Iron Ore initiated research programs in January 1995 to develop long-term plans for decommissioning waste rock material at its Mt. Whaleback operation. More than 2 Gt (2.2 billion st) of waste rock were deposited during the past 30 years. Ultimately, a total of 4 Gt (4.4 billion st) will be deposited in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semiarid climate adjacent to Newman, Western Australia. The primary research program includes the development of technology for the long-term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. Data obtained from a laboratory program and from soil-atmosphere modeling was used to design horizontal field test plots. The construction of the horizontal surface field test plots is discussed together with the field instruments installed to monitor performance. The cover system is designed to maximize infiltration during wet periods for subsequent evapotranspiration while minimizing surface runoff. The result is a near-zero net infiltration to the underlying waste material. An important feature of the design is the use of run-of-mine waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long-term performance.

A $20M pressure oxidation facility is under construction at the Nerco Con Mine, Yellowknife. Plant commissioning will start in the third quarter of 1992. Roasting of arsenical auriferous concentrates prior to 1970 left 45,000 tons each of highly toxic gold-bearing arsenic trioxide sludge and roaster calcine at the minesite. Safe disposal of these wastes has been a high priority. In 1983 an arsenic trioxide plant was built by the former owner to re-treat the sludge and to sell the product. Due to a poor market and high operating losses, the plant was closed by Nerco in 1989. Mine production in the future will revert increasingly to refractory ore as a replacement for free-milling ore which has been the mill feed since the roaster was shut down. With this fact in mind, Nerco management saw the potential of a proven process to recover the gold from a combined feedstock of refractory flotation concentrate, sludge, and calcine waste. A further requirement was the stabilization of all the arsenic as an insoluble ferric arsenate. By the end of 1989, after the completion of a literature search and a study of process economics, pressure oxidation was selected. Extensive bench and pilot plant work was completed in 1990 and early 1991 to develop the process parameters and to complete environmental testing of the autoclave products. Management approval for construction of a pressure oxidation facility was made in December 1990. Plant capacity is 96 tpd requiring a 40 tpd VSA oxygen plant on site. Detailed engineering began in March 1991. The pressure oxidation building was completed by the end of 1991. The autoclave arrived on site and was mounted on its foundation in December 1991.

Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

Sulphur deposits occur within the upper Salado and Rustler gypsum beds. The formation of a sulphur ore deposit requires large quantities of oil and /or gas, which must find a permeable pathway into the gypsum beds. The Permian beds weathered for 90 million years in an arid environment prior to the advent of a more humid climate at the beginning of the Cretaceous Period. The first Cretaceous rivers enlarged the sinkholes and caverns of the Karstified Permian terrain and deposited coarse conglomerates and sands into the subsurface gypsum beds. The resulting network of caverns and sinkholes, filled with permeable sediments, permitted the free flow of hydrocarbons through gypsum. All sinkholes and caverns infilled with Cretaceous sediments that have penetrated beds of gypsum are associated with sulphur deposits. The Castile gypsum lies directly upon the oil bearing Bell Canyon formation. Sinkholes and caverns filled with Cretaceous sediments occur in the lower Castile. Biogenic calcite and sulphur are adjacent to these sediments. However, faults assume the major role in generating the initial permeability, allowing hydrocarbons to penetrate the lower Castile gypsum. The largest faults are associated with biogenic calcite and sulphur for a distance of 250 meters up from the bottom of the Castile gypsum. It is apparent that two dynamic geological processes are generating permeability within the gypsum beds: (1) the Cretaceous sands decending with difficulty into gypsum and (2) the faults creating permeability in the lower Castile but losing energy through soft bed deformation in the overlying gypsum. Both of these sulphur ore controls are mappable, but another large sulphur deposit of the magnitude of the Culberson Sulphur Mine has yet to be discovered. Pillars are used as the primary support structures for underground mining to maintain stability by supporting the over laying strata. In the case of horizontal seams, the pillars are typically subjected to axial loading due to the weight of the overburden and/or abutment stresses, while in the case of inclined seams they are subjected to oblique loading due to both the vertical and horizontal in-situ stress.

With obvious signs of deterioration, the double track, historically registered Bergen Tunnels as part of the commuter rail system in New Jersey waited for rehabilitation for a long time. Serious water in filtration not only caused operational and safety hazards for the electrified rail line but also deteriorated and structurally compromised the tunnel lining. An innovative rehabilitation program was developed to enlarge the tunnel and to provide a new waterproofing system and final lining. For the rock excavation and support New Austrian Tunneling Method (NATM) principles were utilized, while water tightness was achieved by installing a PVC membrane waterproofing system followed by a reinforced cast-in-place final lining. Experienced on-site supervision generated additional savings during construction by streamlining support elements based on geologic conditions encountered.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. The Similkameen Copper Project located near Princeton, British Columbia, is operated by the Similkameen Mining Company Limited, a wholly-owned subsidiary of Newmont Mining Company. The orebodies for this project are located on both sides of the Similkameen River for which the project is named. The project involves the processing of an average of 15,000 STPD of andesitic ore, mineralized largely with Chalcopyrite, at an overall plant availability rating of 90 percent. Project life is nominally 15 years. Design for the plant and its ancillary facilities was undertaken by Bechtel Corporation with procurement and construction management by Canadian Bechtel Limited. Construction began in June 1970 and first ore was introduced into process in March 1972. This paper concerns itself only with the project tailing system. The processing plant is located on a bench of glacial stream gravels which overlooks the river canyon. This site represented the only relatively flat area of sufficient size to accomodate processing facilities near to the ore- bodies. Reference is made to Figs. 1 and 2 showing the relationship of project features in plan and profile.

Approximately 7 billion tons of soil, rock and ore are currently being excavated in open pit mines and quarries on the North American continent at the present time. As the depth of excavation increases and the grade of ore being mined reduces, the safety and economy of the stability of the pit slopes becomes increasingly important. The magnitude of the potential influence on economics can be appreciated from the results of recent full scale field studies by Kennecott Copper Corporation at the Kimbley pit near Ely Nevada (Merrill, 1968). This pit was originally excavated with an average wall slope of 45°. Based on detailed studies it appeared that a slope of 610 would be stable. Subsequent excavation to this slope proved the original pit could have been steepened by 16° during production.

This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit of oxidized ore became known as the Mossy Creek Mine. From that time until 1913 small scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposits dates from 1913 when the American Zinc Company started operations at Mascot. Six mines are in operation by three companies and a seventh mine is being developed by a fourth company. The total daily production from the field is 11,000 tons of crude ore, which grades from 3 to 6 per cent zinc. Most of the ore bodies are large and ramiform, resembling asyrmetrical networks in which the ore shoots form channel like branches with areas of non-comercia1 rock, called blank islands. Most of the orebodies are adapted to large scale mechanization.

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development.
