As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

This paper discusses the basic requirements covering the area between the initial discovery of a deposit and a decision as to whether or not the deposit will support an economically sound mining venture. The procedure for gaining the necessary information and the sequence of steps is in .some respects parallel to gaining like information on deposits other than the sand type. For the sake of simplicity the stages and sequence are presented as follow: first, the initial reconnaissance drilling; second, the exploration drilling to permit initial ore body estimates; third, metallurgical testing; fourth, the estimate of plant and operating costs; and last, the economic balance. The objective of the reconnaissance drilling is to collect sufficient information to reach a decision as to the advisability of further exploration or the abandonment of the area. This initial phase will comprise, in addition to some drilling, a thorough reconnaissance of the area, a study of the best geological and topographic maps of the region, and a study of any literature available, all under the guidance of a geologist.

Metalliferous sediments and/or saline brines have now been discovered in numerous sea floor deeps along 900 km of the axial rift zone of the Red Sea (Fig. 1). The Atlantis II Deep remains the most interesting of the the brine deeps both in terms of intensity of submarine hydrothermal processes and in terms of potential economic importance. In fact, successful completion of a pre-pilot mining test in 1979 indicates that the Atlantis II Deep may become the first deep sea base metal sulfide mine (Mustafa and Amann, 1980). Under the most optimistic scenario, the Atlantis II Mine might be established 4-6 years after completion of a year long pilot mining test in 1983-84. If established, mining would produce about 100,000 tons per day of wet mud with about 200 tons per day contained zinc, and proportional amounts of Cu and Ag. Expected mine life would be about 15-20 years (Anon., 1981). In addition to direct economic importance, the Red Sea brines and metalliferous deposits provide significant insight into exploration for sea floor brine-related ore deposits and for analogous ancient deposits. In this paper I will concentrate on the economic potential of Red Sea deposits and sea floor exploration for brine related deposits, but some ramifications of relevance to ancient deposits are extant.

There is no single mining problem at Benson that does not exist at some other mine. There are four, however, that require special attention primarily because they occur together and have an influence on each other. These are the nature of the mineral occurrence, the shape of the ore body, the operating schedule, and the climate. It is the purpose of this paper to describe mining practices in relation to these four factors. Iron ore was first noticed in the Star Lake area early in the nineteenth century. Prior to Jones and Laughlin leasing the facilities built by the Defence Plant Corporation, several companies tried to mine the ore body but gave it up as uneconomical. While there is a little high grade (40%) magnetite, most of the ore contains 20 to 25% iron and not enough was known prior to World War II to design a profitable operation. By 1943, and certainly in the years that followed, technological developments in ore dressing and mining not only put the magnetite into the category of a commercial ore, but made possible the concentration of the non-magnetic iron mineral, martite. This last development nearly doubled the ore reserve. Jones and Laughlin bought the DPC holdings in 1946 and has since expanded the plant to its present capacity of 4,400 gross tons of concentrates daily or 1,600,000 gross tons per year. Magnetite makes up 62% of this production at the present time, but it will be necessary before long to bring martite production up to about 45% of the total because of the ratio of the two ores in the reserves. To keep the plant supplied, 14,000 to 15,000 tons must be mined and crushed daily, with a ratio of concentration that varies from 2.8 to 3.4. The ore body is 12,000 feet long and varies in width from 600 to 1,500 feet. The waste rock is, for the most part, a granite gneiss, and the overburden, of which little is left, is a glacial drift sand. For the entire reserve, there is a half ton of rock for every ton of concentrate, but the stripping ratio is more than one to one at present because of the existence of more rock in the upper mining levels in relation to the ore. The dirt stripping or development work that cannot be handled by company facilities is contracted to an outside firm. The need for this diminishes every year and will soon disappear. The deposit looks like a "J" in plan, with the long leg running approximately north and south and the short leg to the west. The primary crushing plant, consisting of a 54" gyratory followed by two 18" gyratories and a 1,500 foot conveyor belt to the fine crushers, is located on the third level where the long and short leg of the mine meet. The widest part of the pit lies just the north of the crusher. The mine is operated on a lease that expires in 199l0 There are two fee owners, the Benson Iron Company, which owns slightly overhlf of the reserves, and the Newton Falls Paper Company, which owns the balance. There is no appreciable difference in the mining on the two fees, so the ore is removed in strict proportion to calculated reserves during each year. Basic mining equipment consists of eight 45 yard electric shovels, a fleet of twenty-five 22 ton end dump trucks, eleven churn drills for nine inch blast holes, and two small percussion drills for four to five inch holes, There are the normal auxiliary items, such as dozers, graders, wagon drills, and two drop-ball cranes. Power is purchased and, where practical, is used at 4100 volts. Pit drainage pumps can handle a maximum of 11,500 GPM from the several sumps, but water is a problem only during the spring or when a sudden thaw follows a heavy snowfall.

To determine the effect of flux crystal size on the production rate and strength of sinter, batch sintering tests were conducted on samples of both dolomite and limestone of various crystal sizes. In addition, calcination tests .were performed on the dolomite and Limestone to determine the effect of crystal size on calcination rate at various temperatures normally attained in sinter beds. The results indicate that flux crystal size does not affect sinter production rate or sinter strength.

A laboratory study was carried out to evaluate the effect of oxygen and lead nitrate on the recovery of gold by cyanidation of a free milling gold ore, which contains 0.4 % copper as chalcopyrite. Efficient gold extraction is achieved only under specific conditions. The recovery of gold was increased from less than 90% to up to 98% by addition of lead nitrate. In the pre-leaching, the kinetics of oxidation of soluble sulphides are not an accurate indication for the length of the treatment. Even though the consumption of cyanide was reduced due to the inhibition of the dissolution of chalcopyrite by increasing additions of lead nitrate, cyanide consumption had to the held above 1.85 kg/t to maintain good recovery of gold. The continued addition of lead nitrate above 300 git had no impact on the recovery of gold. It was also found that the addition of lead nitrate at the start of cyanidation gave the same performance as when added during pre-leaching. The addition of oxygen increased the recovery of gold by 1.5%. The concentration ofNaCN had to be maintained in the range of700 mg/L because of the high concentration of copper in solution. The recovery of gold dropped significantly when the average NaCN concentration fell below 640 mg/L. Application of the findings of the laboratory study at the industrial scale led to improved plant performance.

The distribution pattern, abundance variations and types of polymetallic nodules and associated megabenthic communities in area covers more than 60 000 km2 laid out in the eastern Clarion-Clipperton Zone (CCZ) is presented. Our observations are based on data from 158 boxcore stations collected during the cruise of the Interoceanmetal (IOM) in 2004 on board of RV Yuzhmorgeologiya. Although those polymetallic nodules for two decades been subject to prospecting and exploration studies carried out by IOM, the knowledge of megabenthic communities and their distribution pattern within nodule field was extremely limited. With purpose to evaluate the relationship between polymetallic nodules and associated benthic megafauna, an comparison analyze was carried out in respect to their composition, types, abundance across the studied area owing into account the local particular feature of bottom topography. It is suggested that the nodule-bearing seafloor supported more diverse fauna (higher number of morphotypes) than the nodule-free areas. Moreover, based on correlation between types of nodules and associated faunal morphotypes frequency the apparent relationship is considered. The most abundant megafaunal taxa (between 68 ? 92%) is essentially associated with the occurrence of the diagenetically growth nodules type (D-type and its D1-subtype); the role of the H and HD nodule-types was variable. In respect to the bottom topography, the highest diversity in the structure of megafaunal communities was recorded in the gently undulating plains and on the horst slopes, thus the highest nodule abundance occur on the topographic slopes.

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The sequence of events which results in the formation of Porphyry deposits (Figure 1) can be summarized as the result of collision of crustal plates, subduction of the oceanic plate, emplacement of a serpentine ultrabasic diapir, formation of a dioritic magma at depths of 300 to 500 km, rise of the magma to a sub crustal or intra-crustal chamber, eruption of andesitic volcanoes, emplacement of diorite or differentiation of the magma into more acidic products, multiple intrusion of hypabyssal rocks and hydro-

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

Clay slurries are normally dewatered using flocculents like sulfuric acid or aluminum sulfate. This type of flocculation is based on the electrolytic mechanism. For certain clay dewatering applications, this method of flocculation is unsatisfactory. Flocculation, based on the bridging mechanism, using organic polymers has been utilized to overcome such problem situations. This method of flocculation offers solutions not possible by previous methods. Normally these flocculents are used to assist dewatering. In this case, not only is dewatering promoted, but also further processing is assisted by a change in the dilatant character of the filter cake that is formed. Discharge of filter cake is easier, extrusion of filter cake on to conveyor dryer is possible or improved, and heat transfer and drying rates of the extruded filter cake are substantially higher. Both natural and synthetic organic polymers have been utilized for this purpose. Selection, application techniques, and economics are described.

As part of a research program to develop a coal-handleability index that would predict the ease with which a coal would flow through a handling system, an apparatus was developed to directly measure the unconfined Yield strength and bulk density of consolidated-coal samples. The new test apparatus provides a fast and simple method for determining the strength and compressibility parameters that are associated with the handling characteristics of crushed coal. Comparative tests were conducted using a low-stress triaxial-test apparatus. To check the accuracy of the new method, four coals with a variety of moisture contents and gradations were tested using the new method. These tests indicate that the new test device yields valid results. Further, the speed and ease of operation of the new device makes it suitable for quality control and quality assurance in plants.

Primary autogenous grinding has been in general use for somewhat over 20 years. During this period there have been many highly successful plants built on this principle, while some others have had problems such as: 1. Not performing as predicted from test work. 2. Highly fluctuating tonnage rates. 3. Mechanical problems. 4. High liner wear. Many of the problems with commercial autogenous mills have resulted from improper sampling and testing of the ore during the development period. It is recognized that the fully autogenous mill is very sensitive to any changes in grindability which may occur in the feed to such a mill. The semi-autogenous mill is somewhat less sensitive, but large swings in grindability of the feed require adjustment of ball charge and this cannot be easily accomplished in a short period of time.

The Falkirk Mining Company, a wholly owned subsidiary of The North American Coal Corporation, is located 80 kilometers (50 miles) north of Bismarck, North Dakota. Falkirk is under contract to provide 5.08 mil- lion tonnes (5.6 million short tons) annually to the Coal Creek Generating Station, an 1100 mega- watt electric plant owned by the Cooperative and United Power Associations of Minnesota. Coal Creek is located 2.4 kilometers (1 ½ miles) south of the Mine. Electricity from the plant is transmitted to rural electric customers in Minnesota via a 400-kilovolt D.C. power line.

The Macmillan Pass tungsten property (MacTung) is the largest known copper-tungsten, calcic, exoskarn deposit in the Western Hemisphere. Located on the border between the Yukon and Northwest Territories in northwestern Canada, the deposit crops out on Mt. Allen within the Selwyn Mountain Range. It was discovered in 1962 by a subsidiary of AMAX Inc. and has since been explored by 16,300 meters of surface and underground diamond drilling and by 800 meters of underground development. Geologic reserves are in excess of 30 million tons, grading slightly less than 1.0% WO3. Scheelite (CaWO3 ) is the main mineral of economic interest. Accessible by road, the property is not in production. Previously estimated reserves at MacTung have been unable to fully utilize all the geological controls on mineralization. In the past three years, however, an intensive program has been underway to improve our understanding of the deposit and to use the resulting information in a more precise way. This paper will discuss the key aspects of the geology as they specifically relate to reserve estimation and will demonstrate how these controls are being used in a geostatistical model of the deposit.
