Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers with six different filter panel designs and at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least dense filter was as much as 33 % lower than the collection efficiency of the densest filter. At the low operating velocity, the least dense filter allowed over 40% of the respirable silica dust in the scrubber intake air to pass through the unit, where it would be discharged back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency, regardless of the filter panel tested. The density of the filter panels also impacted the quantity of air that is moved through the scrubber, with higher density filters reducing scrubber airflow. For each filter, the relationship between dust collection efficiency and air moving capacity must be considered to determine overall effectiveness for specific mine applications.

"The objective of this study was to develop a laboratory-scale method to rank the ignition and fire hazards of commonly used underground mine materials and to eliminate the need for expensive large-scale tests that are currently being used. A radiant panel apparatus was used to determine the relevant thermal characteristics of the materials: time to ignition, critical heat flux for ignition, heat of gasification, and mass loss rate. Three thermal parameters, TRP, TP1, and TP4, were derived from the data, then were developed and subsequently used to rank the combined ignition and fire hazards of the combustible materials from low hazard to high hazard. The results compared favorably with thermal and ignition hazards of similar materials reported in the literature and represent a simpler approach to quantifying these combustible hazards. INTRODUCTION The potential fire hazard from combustible mine materials is a major concern that can impact the safety of mine workers. Combustible materials tend to be solids and within this category there exist degrees of flammability and fire resistance. These materials may be readily ignitable or they may be able to withstand high temperatures and high heat fluxes. Presently, no simple methodology exists to assess these possible fire behaviors and quantify the resultant fire hazards. Thus, better knowledge of the thermal properties and chemical characteristics of combustible materials is of great importance to the safety of mine workers. Tewarson [1994] developed a methodology which he subsequently used to evaluate the ignition and fire resistant properties of combustible mine materials, but these efforts are more than 20 years old, and do not include many of the new materials used in mines today. The standard practice that has evolved for a combustible material to be approved by the Mine Safety and Health Administration for use in underground coal mines is to conduct extensive and costly large-scale experiments on each new material that is used in a particular mine operation. Results of such tests provide pass/fail answers to the questions of a material’s flammability or fire resistance, yet they provide little, if any, information that will lead to a better understanding of the basic mechanisms involved. Therefore, there is a need to quantify material flammability properties and to develop a methodology to rank the ignition and fire hazards of commonly used underground mine materials. During the heating and ignition stages of combustible materials, properties such as smolder susceptibility, minimum surface temperature for ignition, thermal conductivity, heat capacity, density, and heat of gasification are known to be important [Apte, 2006]. During the flaming stage, additional parameters, such as the heat of combustion, heat release rate, flame spread rate, yields of soot/smoke, and toxic gas production become more important as the flame is sustained and spreads. In very general terms, the heat flux incident on the surface of a solid combustible not only controls the rate of temperature increase of the local fuel surfaces, resulting in expulsion of fuel vapors that sustain the flaming process, but also the heating of other combustible surfaces that subsequently ignite and spread flame."

Rio Algom Limited are currently undergoing a major expansion of their mining operations in the Elliot Lake area. To date this has involved the increase of output at the Quirke Mine from 4080 to 6350 tonnes per mill day (4500 to 7000 tons), the rehabilitation of the Panel Mine to produce at the rate of 2990 tonnes per mill day (3300 tons) by 1980, and the rehabilitation of the Stanleigh Mine to produce 4540 tonnes per mill day (5000 tons) by 1984. In addition, the planning for the rehabilitation of the Milliken Mine to produce 4990 tonnes per mill day (5500 tons) is now underway. This major expansion is taking place at a time of increasing awareness of occupational health matters and has involved very high capital expenditures and detailed planning related to the ventilation system to endeavour the provision of an acceptable environment. The paper discusses the ventilation systems, established and proposed, and relates them to historical and current data on mine air contaminants.

This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

"It is now possible to use 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. This is quite a significant advance in X-ray tomography technology and should be useful for plant-site coarse particle characterization (size, shape, composition, density, texture, grain exposure, mineral liberation) with a response time of minutes after receiving the sample. Applications in the mineral industries are discussed including the coal industry, aggregate industry, metal mining and the processing of industrial minerals. INTRODUCTION Plant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants, and mineral processing plants is needed to improve plant capacity, product quality, and/or process efficiency. Not much on-line coarse particle characterization is done at these plants. Some limited information regarding particle size is obtained on-line from reflected light images using systems such as the OPSA, Split, and WipFrag analyzers. Even laboratory analysis of coarse particles has been difficult because of the large amount of sample required to insure statistical significance of the results. During the past decades laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage [1, 2]. 3D X-ray tomographic analysis had its origin in the medical services industry; it is used to provide internal images of the human body and now has also been developed for non-medical applications [3]. Figure 1 shows a schematic diagram for the cone-beam geometry micro-CT system. In our case X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a three-dimensional image is reconstructed from the collected set of projection images. With the availability of automated high speed X-ray tomography [4] it now seems possible to do plant-site particle characterization at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. The effect of hydrogen peroxide (H2O2) on growth and respiration of Thiobacillus, thiooxidans, and Thiobacillus ferrooxidans, organisms involved in acid leaching of copper sulfide minerals and uranium oxides, was examined. Oxygen uptake and growth by T. thiooxidans were inhibited after contact with 0.82 mM H2O2. Inhibition of oxygen uptake by T. ferrooxidans occurred at 8.24 mM H2O2, and growth was inhibited after 6 hours exposure to 2.06 mM H2O2. Higher concentrations of H2O2 can be used without detriment to thiobacilli if it is dissipated prior to reaching the oxidation pond or dump surface. Since Guild 1 and Snelgrove 2 attracted our attention to the relationships between certain endogenic ore deposits and plate boundaries, an abundant flow of papers appeared in the metallogenic literature concerned with this problem and its application to mineral exploration. Some of the papers only speculate with the formation of specific type of ore deposit 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 Other papers are more concerned with genetic and structural relationships between plate tectonics and mineralization 13, 14, 15, 16, 17, 18, 19, 20 They are philosophical, in that they are generalized and refer to no specific area. Yet it is true that a large part of the world mineral potential is concentrated at the convergence of oceanic and continental plates, for example, around the Pacific. Therefore, the interaction of two plates by either subduction, obduction or slippage likely has an important role for the genesis and/or the (structural) control of these "orogenic" ore deposits. If subduction is the driving mechanism for the generation of igneous rocks 21, 22 and endogenic ore deposits 18, volcanic activity and the nature of volcanic products certainly are the major geologic processes and events to be tested. Fonteilles 23 and Alsac 24 have already emphasized the important relationship between mineralization and the talc-alkaline affinity of the volcanics. The Andean orogen is one of the best areas for testing such genetic relationships. Rich and varied endogenic and volcanogenic ore deposits occur there and plate interaction is still active.

The mining industry has used fleet management systems (FMSs) for decades. These systems were developed long ago in large truck-and-shovel mines, where hardware sales were the core business driver for vendors. These traditional models can be overhauled in the era of the Internet of Things (IoT), Big Data, gamification and low-cost tablet technology. Relatively low-cost tablets are ubiquitous in modern life, and they are packed with communication radios and sensors like Global Positioning System (GPS) and inertial measurement units used widely for games, fitness measures and navigation. These powerful computer devices provide the same, if not more, sensing capability than traditional fleet management hardware, all at a fraction of the cost and without complicated cables or challenging supply lines. 

It has been reported previously that dolomite samples from different locations showed varying flocculation behavior with Poly(ethyleneoxide) (PEO). In this study it is determined that palygorskite associated with the Florida dolomite samples is responsible for their flocculation with PEO. A detailed characterization of the dolomite samples from different locations and its relevance to flocculation with PEO is discussed.

Cemented rockfill (CRF) is being used to backfill primary and secondary stopes at the Eagle Mine, an underground nickel and copper mine operated by Lundin Mining. National Institute for Occupational Safety and Health (NIOSH) researchers from the Spokane Mining Research Division (SMRD) are conducting cooperative research with the mine staff to determine if the size of a CRF sample affects its measured strength properties. Based on previous research by NIOSH, cylindrical samples of CRF ranging in size from six to eighteen inches in diameter were cast at the mine and cured underground. The samples were later transported to the SMRD laboratory and the Michigan Technological University where tests were conducted to determine the strength and elastic properties of the CRF. To further analyze the relationship between backfill density and compressive strength, different ASTM International compaction techniques were used to cast the samples. For comparison, tests were also conducted on in-situ core samples that were drilled from a stope which had been backfilled with the same CRF mix. The data collected from this study not only improves our understanding of CRF in-situ properties but also helps optimize Quality Assurance/Quality Control (QA/QC) methods for backfill preparation and testing.

One of the prime objectives of the mine industry is to develop a low cost way to clean up what has been called "The Rape Of Mother Nature". The project falls under the broad umbrella of reclamation, which is now considered an essential part of the mining cycle. As such, it is being given full consideration in the initial planning of all surface operations. In most areas, if a proposed mining system does not lend itself to proper reclamation, it is not an acceptable system. By combining mining and reclamation plans, a producer not only can minimize reclamation costs, but can also restore the land to usefulness and insure continuing profits after a deposit is depleted. As long as fifteen years ago, many of the larger mining companies were already deeply involved in this extra cost work. Even then the involved companies were projecting a great need for a bigger bulldozer, Bigger than anything commercially available. At that time, the D9 tractor weighed about 60,000# bare weight.

Reliable ore reserve estimates for deposits with highly skewed grade disributions are difficult tasks to perform. Although some recent geostatistical techniques are available to handle problems with these estimations, ordinary kriging or conventional interpolation methods are still widely used to estimate the ore reserves for such deposits. The estimation results can be very sensitive to the search parameters used during the interpolation of grades with these methods. This paper compares the ore reserve estimates from ordinary kriging using several cases in which certain search parameters are varied. The comparisons are extended to different mineralizations to show the changing effects of these parameters.

The coal industry in the United States has undergone significant economic changes during the past six years. The price of coal remained relatively constant from 1950 to 1969 (See Figures 1 and 2). Steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: ? Coal Mine Health and Safety Act of 1969 ? Mid-East oil embargo of 1973 ? United Mine Workers of America contract agreements ? Productivity decrease (tons per man-day basis) ? Environmental Protection Agency regulations The increased value of coal justifies additional capital investment in cleaning facilities to optimize yield. Current trends include recovery of existing slurry ponds and recleaning of refuse. Coal preparation plant product yield and quality must be evaluated in terms of the amount of capital expended and cost of operation. Therefore, it is advantageous to optimize the plant product based on clean coal selling price and rate of return on investment.

Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.
