At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. Dense medium cyclones are the preferred means for cleaning 1/2 in. x 14Mesh to 28Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2mm) down to 14 Mesh to 28Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. These small mines and slopes are generally very short along the strike. As a result, coal faces and levels require frequent

This National Institute for Occupational Safety and Health study was conducted to focus future research on the most significant electrical problems in the mining industry. Data from 1,926 mine electrical accidents (including 75 fatalities) that occurred between 1990 and 1999 were studied. Coal and metal-nonmetal operator- and contractor-reported data are presented. All data used in this analysis were MSHA closeout data, except 1999, which were preliminary data. Electricity was the 4th leading cause of death reported in mining despite being the 14th leading cause of injuries. Electrical shock, not electrical burns, caused 70 of the 75 electrical fatalities reported. About one-half of mine electrical accidents and fatalities occurred during electrical maintenance. Suggestions for mitigating electrical hazards are proposed.

"This project analyzed the efficiency of incorporating the use of directional drilling technology into coal overburden blasting. Directional drilling is currently in use in the petroleum industry and it is believed that it will be a valuable asset in the mining industry. This project has shown that directional drilling can be a viable technology for use in the coal overburden removal process resulting in increased drill utilization and potential for cost savings. Future work regarding blasting and geotechnical evaluation should be performed to solidify the concept. INTRODUCTION Determine the Potential Drill Utilization Improvements and Rock Fragmentation Requirements Using Directional Drilling in a Coal Mining Overburden Highwall Application was a project funded by Atlas Copco Drilling Solutions (Atlas Copco) based in Garland, Texas. The project was developed and researched by Montana Tech of the University of Montana. This project was intended to show how the use of directional drilling can increase drill utilization, while decreasing costs, without sacrificing overburden blasting results. This paper discusses a review of the literature, the methods performed, conclusions and future work Background Atlas Copco theorized that an alternative approach to drilling a cast blast pattern would be beneficial to coal mining operations by increasing drill utilization and therefore, decreasing overall costs. Increasing drill utilization results in an increase in the amount of time the drill is being productive, more drill bit time in ground. Atlas Copco’s theory is that by incorporating directional drilling in the design of a cast blast pattern, a drill rig could drill multiple directional holes, which are the length of the cast blast, from a single drill set up. A drill goes through a series of steps to complete a blast pattern, these steps include: tramming to the hole location, leveling the drill, drilling the hole, cleaning the hole, and retracting the drill steel. This process is repeated hundreds of times until the whole pattern is completed. The most time intensive part of this process is drilling out the blast pattern. Integrating directional drilling into this process could decrease the overall time it takes to drill out a blast pattern by minimizing the amount of time spent tramming and setting up for each subsequent hole. Tramming and drill set up are two aspects of the drilling process where the drill tool is not engaged with the ground and, therefore, not being utilized. A cast blast pattern designed to utilize directional drilling will allow the drill tool to be “in the hole” longer and will improve drill utilization. This change in drill utilization was analyzed. Drilling and blasting is an integral part of the mining process, without it mining would be a slower process and less material could be mined. Drilling provides holes for explosives to be loaded and then blasted. Blasting has been found to be the most cost effective method of fracturing rock in mining for material removal. Blasting is also used as a low-cost method to move the rock in open cast mines, commonly referred to as cast blasting. A cast blast is a large blast designed to allow for the maximum amount of overburden to be removed using explosives in a single blast thereby uncovering more coal at a lower cost. Not all the material is blasted to cast-to-final, which requires that material to be moved with large mining machinery. Material that is considered cast-to-final is material that has been thrown far enough to never be moved again in the coal extraction process, therefore it is in its final resting place. A typical cast profile and cast-to-final area is shown in Figure 1."

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

Introduction Longwall coal mining in the US has steadily increased since its introduction in 1960. There are now 108 systems operating. (Sprouls, 1986). Advantages of longwall mining include higher productivity, improved safety, and greater coal recovery. Respirable dust, however, is one of the more serious obstacles to realizing the full potential of longwall mining. Early in 1980, the US Bureau of Mines (USBM) initiated extensive in-house and contract research to identify and evaluate effective methods of controlling respirable dust exposure of longwall face personnel (Niewiadomski, Jankowski, and Kissell, 1981). It was found that several control procedures must be combined to assure compliance, using control techniques appropriate to the dust source. These techniques can typically be grouped into the following categories: reduction of dust generation; dilution of dust; capture or knockdown of dust; and dust avoidance. Control techniques can be divided into basic and effective dust control techniques; additional necessary controls; and optional supplementary controls. This information should allow longwall mine operators to select control methods applicable to their particular operations and to develop a dust control plan that meets Federal dust standards. Basic and effective dust control techniques There are three basic dust control techniques (Taylor and Jankowski, 1982) that should be implemented on all longwall mining operations. • A passive barrier or external water spray system design that confines shearer generated dust near the face and away from the operators. • Large quantities of water through the sprays, particularly the drum sprays, to aid in dust knockdown and prevent dust becoming airborne. • A cutting sequence that allows the shearer operators to work primarily on the intake-air side of the lead cutting drum. Shearer clearer There are some poorly designed shearer-mounted spray systems with nozzles directed upwind at the cutting and loading zone of the intake-side drum. These actually carry dust away from the face and upstream of the drum. Where, it mixes with the clean intake air (Fig. la,) and is carried out into the walkway over the shearer operators. Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

Today?s modern mining operations have literally dozens of applications and systems generating data whose information very often, are not crossed or centralized for operational decisions. In remote locations, the information and situation awareness is typically limited to the location itself. In addition, access to that information is limited to a small, select group of personnel that have received training on how to interpret the results. When the situation affects another area of the mine then information is relayed to the applicable areas involved. Few workers have time to analyze the situation thoroughly, to see how it affects the mines symbiotic relationship within all areas of production. If the capability to correlate and measure events and situations that affect your overall key performance indicators are not in place, the opportunity to identify process improvement becomes more difficult.

W.H. Moyer In reference to the section “Excess pyrite, ” the author discusses difficulties in separating chalcopyrite from pyrite. A technique does exist, and has been used commercially, for the flotation, separation, and recovery, if desired, of both chalcopyrite and pyrite. The method was described in Mining Engineering, March 1966, “An Improved Flotation Method for Cornwall Sulfides. ” While it was not used on a porphyry copper ore, it was used on a chalcopyrite - pyrite-containing ore and might well have application. Both sulfides, chalcopyrite and pyrite, were floated simultaneously using xanthate as a collector and MIBC frother to produce a cleaned sulfide product. This concentrate was then thickened and conditioned at high solids with aeration and lime to a pH above 12.0 for a period of 1.5 to 2 hr. A supplemental suppressant, such as cyanide, could be used if necessary to sharpen the subsequent separation; however, it was not required at Cornwall. The conditioned sulfides were floated with two stages of cleaning to produce a highgrade chalcopyrite froth product and a pyrite sink product barren in copper. The separation at Cornwall gave a 28.6q. Cu grade chalcopyrite product and a pyrite analyzing 0.0670 Cu. A desliming step on the raw ore initially used at Cornwall for a period of time was later discontinued. Advantages to be found in using a strong sulfide collector, such as a xanthate, is the rapid flotation it induces and, generally, an ability to float at a coarser grind. A following regrind circuit could be used to give maximum liberation and produce a clean sulfide concentration. The “differential” separation is concerned primarily with grade and with assuring a barren pyrite for maximum recovery.

Washability analysis determines the maximum separation efficiency that can be achieved in the operation of coal preparation plants. Unfortunately, there are no on-line techniques for determining this most fundamental information. It now appears possible to determine coal washability on-line through the use of x-ray computed tomography (CT) analysis. This paper presents the results for the development of a CT-based, on-line coal washability analyzer. The development of appropriate hardware and software necessary to adapt a CT analyzer for use in determining coal washability is discussed. Testing of the analyzer using well-characterized coal samples is presented.

BACKGROUND The history of the Pine Point Mine is a rich one. This property once boasted one of the largest and most profitable lead-zinc mines in Canada's long and storied mining history. The Pine Point mine used open pit technology to extract the ore, but they faced several challenges. In addition to logistics problems with haul distances and metal prices, the mine faced the challenge of a large in flow of water from the Great Slave Lake. Eventually, the Pine Point Mine was closed leaving behind a large deposit of lead-zinc ore. Following the closing of the Pint Point Mine, Tamerlane Ventures Inc. acquired this property which includes approximately 70 million tonnes of lead-zinc reserves. The initial phase of this project will concentrate on the R-190 deposit as a test site to prove their new approach for extracting the ore. The R-190 reserve is believed to have approximately 1,014,000 million tonnes of high grade ore varying from 5% to 52% combined lead-zinc. Once the pilot project proves the approach is valid, the process will be repeated in approximately 33 other ore bodies on the property. This paper is written to discuss the design process to determine the most effective means of placing production and service equipment in the same shaft. Currently the design work and the mining scheme is complete, but lead-zinc pricing has prevented Tamerlane Ventures Inc. from moving forward with the project.

The sinking and lining of a large mine shaft with 8.0 m i.d. and 1,133 m total depth is described in detail. The ground freezing method was applied to safely sink the shaft through unstable, waterbearing strata. Following a brief introduction to the geological and hydrological conditions and the owner's shaft requirements, is the general technical concept to sink and line the shaft. Particular emphasis is put on the lining system which has to provide stability and absolute watertightness for the lifetime of the shaft, even though mining takes place in its immediate proximity. Machinery and equipment used to execute the work are mentioned and commented. Furthermore, the excavation and lining of the large filling stations using rock anchors and shotcrete are described. Details on performance rates are given.

The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

A long history of weathering and bacterial alteration processes have transformed Georgia’s Coastal Plain kaolins from dark organic muds to recrystallized white pigment-grade industrial clays. A sequence of six stages in development of these valuable mineral deposits is outlined over their Late Cretaceous and Tertiary deposition and alteration history. Anaerobic and aerobic iron oxidizing and iron-reducing bacteria are present in the Georgia kaolins. These bacteria may have had a major role in iron and organic matter removal during several of the alteration stages that occurred over the past 60+ million years. Iron was likely solubilized by both iron-reducing and iron-oxidizing bacteria, depending on availability of Fe(II), Fe(III), and NO3. Thus, over long periods bacterial activity slowly led to nearly complete groundwater removal of iron from the kaolin deposits. Further bacterial iron removal on an industrial process scale may eventually prove feasible. “Without the multitude of living reactions as channels for energy and electrons and without the enormous capability of life to transfer with and against chemical gradients, there would be practically no or at least a very reduced geochemical rock cycle on this planet.” (Krumbein and Dyer, 1985, p. 157)

The roasting and gas handling circuits at Goldstrikes' new Roasting Facility incorporate proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available unit operations from the perspective of capital, environment and operating costs. The roaster utilizes Freeport-McMoRan whole ore roasting technology with pure oxygen as the oxidizing gas. This process was chosen based on its proven application on Carlin-type carbonaceous ores. An extensive gas cleaning train follows the roaster and comprises direct cooling, dust scrubbing, indirect cooling, wet electrostatic precipitation, mercury scrubbing, SO2 scrubbing, CO incineration and NOX reduction.

Mine operation managers are constantly tasked with identifying new ways to produce more, while using less. Mine effectiveness and reliability is the foundation of improving operational performance. Timely decisions need to be made in order to identify production waste. Intelligent data needs to be visualized in real-time. Operational events need to be captured with impacts quantified and root causes identified. Unfortunately, complex information technology solutions often have a very poor success rate, with some reports suggesting 30 percent of complex projects are canceled before completion.

The Pinto Valley concentrator of BHP Copper Inc. restarted its sulfide mining operations in September 2007 to produce copper and molybdenum concentrates. During the plant production ramp up, the copper/molybdenum circuit quickly reached the copper grade and recovery targets, but the production and quality of the molybdenum concentrate continued to be a challenge. Even though several improvements in the molybdenum circuit were completed, the final molybdenum concentrate did not meet contractual specifications. After reviewing several options to improve grade and reduce contaminants, the installation of three flotation columns were chosen. The column design and construction were done using in-house craftsmen and engineers. Ten days after commissioning, the columns successfully reached a steady operation and began producing molybdenum concentrate to the required specifications, that is, high molybdenum tenors and low copper and iron content. The Pinto Valley operations, are comprised of the Pinto Valley concentrator, the Pinto Valley dump leaching and a solvent extraction/electrowinning (SX/EW) plant. The concentrator operated from 1972 to 1998 when mining and milling operations were curtailed for economic reasons. The SX/EW plant continued operations for copper cathode production. After a cessation of mining operations of almost 10 years, Pinto Valley operations began a restart project in January 2007, to bring the mine and the concentrator back into production. Copper concentrate production started in October 2007 after refurbishing and upgrading the facilities with a new DCS system and filter plant. The daily targets of the concentrator were to treat 56.7 kt (62,500 st) of ore, produce 762 t (840 st) of copper concentrate containing 27.5 percent copper at recoveries of 86 percent and produce 2.2 t (2.5 st) of molybdenum concentrate containing more than 80 percent MoS2.

In Japanese tunneling history, it has commonly been accepted that the long-round driving is difficult due to the complicated geological condition. Therefore, the maximum past record has been less than 3 m per round. A new record of advance was established in the 99 m2 headrace tunnel of Imaichi Water Power Station Project with an advance of 239.5 m in a month by drilling 3.9 m deep blast holes. The geology of the headrace tunnel composed of pyroxine andesite (ie. 960-1770 kg/cm2, VP3.1-4.3 km/s) which had several clay seams and open cracks and was moderately weathered. Automatic shotcrete machine was used for shotcreting. Rock support was specified according to the N.A.T.M. with each different rock type. The contractor achieved a remarkable tunneling advance not earlier experienced in Japan.

The Rasmussen Ridge phosphate mine is owned by Agrium CPO and operated by a unit of Washington Group International. The mine, located in southeastern Idaho, received the Idaho Inter-Agency Reclamation Award from the Idaho Department of Lands. The phosphate mine, located northeast of Soda Springs, was honored for “Excellence in Ongoing Operations, Soft Rock Mines over 75Acres.” Charles Ross is Agrium CPO’s plant manager. He said, “We are honored to receive this award. This recognizes the commitment and dedication of our employees toward the protection of the environment. I am really proud of the people that work at the mine.”
