INTRODUCTION Evaluation and optimization of mineral processes has been going on since the the first plant started hundreds of years ago. A huge mass of knowledge has been collected since then. The main problem with this type of empirical knowledge of complex processes is that it is very difficult to formulate and document. The methods used for collecting the knowledge is not consistent but-varies with "he person" that does it. In the late 60's and early 70's efforts were made to use computer based techniques to evaluate process performance and to formulate process models for mineral processes. Models were developed, such as the flotation model by R. P. King (1973) which is still used to simulate flotation circuit behaviour. During the 70's. a number of mass balancing packages were developed together with process simulation packages. The industrial sector also made great efforts to develop and utilize computer based systems for process control and evaluation. The expert system that BOLIDEN created in 1974 at the Kristineberg plant was a remarkable achievement considering the hardware (CDC 3600) and the software tools (FORTRAN) available at that time. The main obstacle to successfully implement optimizing computer control of mineral processes was and still is the limited knowledge about the dynamics of complex processes. There are, however. many activities going on in this area today and it seems that the technology is very near a break through. Process evaluation is the most important tool to improve and maintain the optimal performance of a process. Today dedicated computer based techniques are used for fast and reliable screening of the processes. The stages in process evaluation consist of three basic steps: - Data acquisition, manually or by data logging. - Data refining, mass balancing and parameter calculation. - Data evaluation. The refined data can then be used for model construction/calibration and subsequently for process simulation. Handling of fine coal is an importance issue for coal as well as the utility industry. Reconstitution in form of pellet or briquet would be desirable if it could be done economically. This paper evaluates the effectiveness of three binders e.g., asphalt- emulsion, corn starch and Brewex, in forming pellets of ultra-fine clean coal. It was found that asphalt emulsion and corn starch were not effective binders for ultra-fine clean coal, however, Brewex provided excellent quality of pellets, which exceeded all the minimum quasi requirements of coal pellets. INTRODUCTION Advanced coal preparation techniques (physical or chemical) are designed to process ultra-fine (minus 200 mesh or 74 pm) coal. The average particle size of the clean coal product is about 25 pm. Currently available dewatering techniques are effective in providing a 25 to 30 percent moisture product of this size coal slurry (Parekh et al. 1989). Handling and utilization of this dewatered ultra-fine size coal is difficult. Reconstitution, which includes pelletization, briquetting, extrusion, etc., of the dewatered coal product provides an ideal answer to handling and transportation problems. However, reconstitution of fines in the coal industry has not been successful due to various reasons. The most important criterion for its unsuccessful application in the coal industry is the cost of the binder (Capes et al. 1965). Various methods of reconstitution, such as briquetting, disk pelletization, extrusion pelletization and roller and die-pelletization, have been tested for fine coal agglomeration (Conkle et al., 1991) (Richards, 1990). Conkle et al., (1992) have provided a detail analysis of each technique in terms of moisture and operating cost requirements. According to Conkle, briquetting requires a product containing very low moisture, whereas pelletization can be done with coal containing up to 30 percent moisture. Currently available dewatering technique provides about 25 percent moisture product, thus, pelletization appears to be an ideal route for reconstitution. In this paper, results are presented on the comparison of three different binders i.e., asphalt-emulsion, corn starch and Brewers condensed solids (BCS or Brewex), for fine coal pelletization.

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

The Formative Years Douglas Winston Fuerstenau was born December 6, 1928 in Hazel, SD to Edwin Arnold and Hazel Pauline (Karterud) Fuerstenau. His father, of German extraction, was a farmer and, later, a cabinet maker, while his mother, of Norwegian lineage, was a school teacher. His parents are still alive today at ages 91 and 88, respectively. Two younger brothers, Richard and Maurice and a sister, Jean, completed the family. The family first lived near Watertown and later in Lemmon and Mobridge, SD. The 1930's were a difficult period for any family in South Dakota. A decade-long drought made this a part of the dust bowl, which together with a serious infestation of grasshoppers (the locust plague described in The Bible), and the world-wide depression, made living difficult for all. In spite of these privations, Doug has many happy memories of his childhood which can be attributed to the resilience of youth and a strong family structure. He has fond memories of summers spent with his cousins on family farms where the children were introduced to farm chores at an early age. When he was old enough, he worked in a grocery store after school. At the age of 14 he spent the summer hearding 2,000 sheep near Lemmon, SD as his contribution to the war effort in that labor-short period. He remembers well the dust storms of the 1930ts, the destruction at his grandmother's farm by tornado, pulling weeds on the farm, threshing grain with a monstrous steam-driven machine and such pleasant childhood activi- ties as fishing for bullheads, hunting for rabbits, searching for arrowheads in newly plowed fields, and ice skating in the winter. Early in life his parents instilled in him a strong work ethic, a love of learning and the need for a good education. In 1943, the family moved to Rapid City, SD. With a population of 13,000, it was

There are a number of factors, including mine geometry, local geology, geotechnical properties of overburden materials, surface topography, sequence of overburden strata, and extraction rate, affecting characteristics of surface subsidence imposed by large underground excavation. Among the factors, the first three have the major impact on magnitude and area of influence of final subsidence. Hence, a model has been developed, considering mine geometry and geologic and geotechnical properties of the associated area, to predict maximum possible subsidence and subsidence profile at any cross-section within the subsidence influence zone. Based on extensive field measurements and mechanics of strata behavior, under the action of overburden pressure in the vicinity of the large underground excavation, the vertical plane of influence zone has been divided into five areas: 1) excavated, 2) caved, 3) fractured, 4) highly deformed but continuous, and 5) subsided zones. In the final state of subsidence each area maintains a certain volume expansion/contraction, i.e. a factor which depends on geologic, geotechnical properties of overburden strata and state of stress within the subsidence trough. The cumulative volume expansion and contraction partially compensates for the extracted volume and the difference between the two is reflected as the subsided area in the form of the area within a curve defined by a probability function. The input parameters for the model are mine geometry (i.e. length and width of the panel), depth of cover, and geologic and geotechnical properties of overburden strata (i.e. percentage of hardrock, sandstone and limestone, and soft rock, shale within the overburden strata and Rock Quality Designation). The model calculates angle of draw for the site, expansion factor for each zone utilizing empirical relationships, maximum possible subsidence and plots the subsidence profile curve. The model is developed for a longwall excavation with unique characteristics of prediction of angle of draw and maximum possible subsidence for a given geologic and mining condition at any cross-section within the influence zone of subsidence.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

The authors aim to analyze the behavior of smart sensors using Transmission Control Protocol/Internet Protocol (TCP/IP) infrastructure in hazardous applications, because of their advantages regarding safety, expansion and Quality of Service (QoS). Initially, some constraints are discussed for these applications. Then, the possibility is analyzed of using 2.4 GHz TCP/IP based transmission for sending data out of an industrial area. In this setup the authors evaluated the round-trip implementation (which requires a database of packet lengths), related to the delay introduced by the radio transmission algorithms from 802.15.4, and 802.11d/g protocols. Tuning results of different varying time-delays were compared to the constant delay cases from the literature (Deák, 2003; Lincoln, 2003). Both the hardware and software setups are implemented. Based on TinyOS specific software for hardware checking/ initiating communication/ starting/ closing measurements the authors have developed separate/combined procedures for testing the integrated devices. Measured time delay is presented and analyzed, for both beaconed and non-beaconed 802.15.4 transmission, with power optimization criteria. By testing two different implementations (Zhang et al., 2001), (ATmega256 RZAV - 256KB flash memory, the CC2420 IEEE 802.15.4 and ZigBee-compliant RF transceiver core - 128KB flash memory) the authors have found some time delay variations as a result of local processing by the ZigBee controller with an amount of flash memory. The work is also focused on adapting industrial measuring standard systems to the smart sensors, but not only through the 4-20 mA standard.

It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

This is presentation of a model which simplifies application of project management in control of the construction procedure of industrial units (mines, power stations etc). The model is made for further referrence of investors. The most demanding problem in large units is to find the best way of locating all activities within a network. The model uses term "line" (which refers to a construction unit) for a serie of activities which are to be sequentially executed (up to 1000 lines, each with 10-20 activities). The lines are coded in advance. Each line is described by a competent expert. Team of experts provide liason between lines on the basis of computer drawings. The method proved to be extremely effective. In order to provide smooth monitoring at all management levels, graphic documentation is given at 4 levels. The initial level is the third one, made based on input data (more than lo listings per one drawing). By condensation of activities along one line, another level is obtainable. Grouping of lines gives the first level (1-2 listing) for the highest management level. More detailed information is given for a limited (shorter) period at the forth level for the purposes of operational management. Each activity has three phases: prior to contracting, post contracting and accomplishment. All phases are presented at all levels, which enables investor to be continually well informed about construction advancement. Model is written in FORTRAN language. Programs comprise: maintenance of data base, calculation of time and costs and elaboration of graphic and other documentation.

During the last 30 years, at least ten authors have dealt with startup ("ramp-up') times for minerals beneficiation, hydrometallurgical, and/or pyrometallurgical plants. Most have attempted to identity the reasons for delays and some have suggested attributes common to successful startups, as well as those shared by unsuccessful ones. The most recent has advanced a project characterization matrix as a predictive tool for qualified users. This paper will summarize past work, will review cause and effect, will outline an approach for refining our ability to avoid costly delays, and will seek guidance from professionals most likely to use such a tool. INTRODUCTION During the last few decades, many billions of dollars have been lost by investors in mineral industry projects that did not perform as well as their developers had hoped. The most common form of failure has been the inability to generate a profit quickly, and delayed achievement of planned production rate has been the chief cause. Minerals processing projects are by no means the only kind of plant to suffer from startup delays, as some authors cited in this paper considered inorganic chemical plants and other types of facilities. Furthermore, mines are not without fault and there have been many that were closed after years of disappointing performance. However, our interests as a group are most sharply focused on mineral processing and our database for such projects is relatively extensive. It is sufficient to say that the conclusions made or repeated in the following text can be readily extended to most types of projects.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral-property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive-industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM's MICA subdivision organized the VALMIN `01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN '01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB were expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

The extended weakness of dollar-denominated commodity prices during the past four years has often been attributed to, among other factors, the strong rise in the value of the dollar, and many U. S. producers have hoped for a recovery in metals and minerals prices once the dollar weakened in foreign exchange markets. The recent turnaround in dollar strength may put this view to the test quite soon. Hence a review of the role of exchange rate changes in the determination of the prices of world-traded metals and minerals may be timely. This paper has three parts. Part I reviews the recent summary record of price movements in commodity and foreign exchange markets. Part 11 reviews the distinct ways in which exchange rate changes influence the supply and demand sides of a representative commodity market. Part III then more closely examines copper and aluminum prices to highlight the potential differences in the effects of exchange rate changes for commodities whose production is dominated by geology and commodities which are processing-dominated. The paper also contemplates the likely implications of these differences for commodity prices in the case of a decline in the trade-weighted dollar. The evidence suggests that the degree of recovery for dollar- measured commodity prices may be very different for differing goods. And it may be the case that some commodities whose prices appear to have been most affected by exchange rate influences may show the least recovery in response to a fall in the trade- weighted dollar.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aero- sol monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical font, a convection diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. In this paper, comparative analyses of results (8 the controlled experiments with the predictions of the mathematical model are presented. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion are examined in light of the experimental observations. The experimental data from controlled experiments compared more favorably with model predicted results for similar conditions as opposed to the comparative analysis results for in-mine experiments. Specifically, the model predictions for an 800-m stretch of a mine airway reveal some significant differences from the behavior noticed in the mine. The deposition was lower than that predicted by the model. Consequently, concentrations were higher than those predicted by the model. The implications of these and other findings for further investigations are discussed in the paper.

A laboratory study of dense-medium cycloning with Redstone seam coal has been conducted. The investigation was performed using a 203 mm (8 inch) Heyl-Patterson dense-medium cyclone. Two underflow orifices of 31.8 mm (1.25 inch) and 44.5 mm (1.75 inch) in diam were used. The effects of feed pressure and particle size were determined on the cycloning performance. In addition, the cyclone performances with coal-rich and refuse-rich samples were also investigated. The results of the experiments were analyzed using basic hydrodynamic principles. The increase in the feed pressure increases the specific gravity of separation (defined as the specific gravity of a particle which has an equal chance of reporting to either the overflow or underfow) for both underfow orifices. The specific gravity of separation increases as the particle size decreases with the smaller underflow orifice. However, an opposite relationship has been observed with the larger under flow orifice. The separation becomes sharper with the smaller under flow orifice than with the larger underflow orifice especially for fine material. Also, the separation becomes sharper with an increased feed pressure for a coal-rich sample. However, this effect is less significant for a refuse-rich sample. This means that a high feed pressure is required for a coal-rich sample to maintain a good separation. It also means that applying a high feed pressure provides a good separation regardless of the type of feed coal in terms of ash content in the solid.

For thousands of years gold has been not only a commodity, valued for its comparative scarceness, immutability and homogeneity but also a medium of exchange which has no nationality. Approximately 90% of the gold produced is still accessible in the world, although some of it in museums, galleries, jewellery and dental work is not immediately available for circulation. The majority is held as bars by central banks for their reserves; the balance circulates as coinage or bullion held for investment. The value is further enhanced by the political aspect that gold cannot be debased as paper currency can and, therefore, it always becomes an investment refuge. It has always been possible to buy and sell gold at a price which is readily established by reference to bullion's weight and purity; and it is this fact which makes a loan denominated in gold, rather than one in currency, a viable alternative means of finance. The purpose of this paper is to discuss some general aspects of what is considered to be one of the more effective and presently popular methods of financing the development of a gold mine - the gold loan. This is not intended to discuss all the minute details which must be uniquely designed to fit each individual situation, but rather to provide general guidelines. You will all be aware of the traditional sequence whereby companies primarily finance exploration work by the raising of equity through the sale of shares to the public or by that unique Canadian form.

While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea.

The siting, grading and fill usage for leach pads are important aspects of leach pad design. A method is presented that optimizes the cut and fill quantities (i.e. minimizes the cost) required to grade a leach pad with parallel cells; given the desired pad characteristics of maximum and minimum pad slopes, maximum cut and fill depths, etc. and the cut and fill costs. The method allows the variation of the cut and fill costs with depth, which allows the accurate modeling of the cost savings practice of using cheaper fill towards the bottom of a thick fill. This optimization could be incorporated into a CAD package, enabling a designer to simply draw a desired pad shape on a site plan, input the pad and heap characteristics (required heap volume, heap height, heap sideslopes, etc.) and then have the computer report both the adequacy of the pad area and the optimum grading for the particular pad shape. Using this, a designer could quickly and accurately assess the optimum, or cheapest, grading of many shapes and positions for a leach pad. This would be especially useful for large pads that need to be sited on rough terrain.

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.
