Ecuador's economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador's production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.

Provide coal mine shafts/slopes with an optimum coal mine shaft fire and smoke protection system composed of reasonably-priced, reliable hardware. Approach Accident and injury data indicate that a relatively low percentage (5%) of underground coal mine fires occur in shafts or slopes. Nevertheless, shaft or slope fires are extremely serious because they block critical escape routes for miners. That also can happen when combustion products resulting from fires in other mine areas contaminate shahs and slopes. Seeking the optimum configuration for a shaft/slope fire and smoke protection systems, the Bureau of Mines gathered data on the performance of existing fire detection devices and signal telemetry systems In several mines, and analyzed the generic protection needs of the U.S. underground coal mining industry. The optimum system developed by the Bureau provided an adequate number of detectors, a wide area of coverage, and an extensive data acquisition, analysis, display, and storage capability. This system. recommended for fabrication and in-mine testing, consisted of a microcomputer-controlled master panel located in the test mine's slope hoist room, and four remote units. Two of the remote units were placed on the surface atop upcast ventilation shafts, a third was situated underground near the slope bottom, and a fourth was installed at the slope top in intake air.

Provide an accurate, reliable means for determining when a sealed mine or mine section can be safely reopened after a fire. Approach The Bureau of Mines performed a research investigation that resulted in the development of a mathematical formula for deriving a quantity, called RATIO, which can be used to define when a sealed mine or mine section has returned to safe recovery conditions after a fire. Research Results There were two major results from this Bureau research. Over a period of several years, the Bureau of Mines conducted six experiments at its Bruceton Experimental Mine in Pennsylvania. The experiments involved sealing the mine after several tons of piled coal had been allowed to burn continuously for 2 to 3 days. Although gas data obtained during the experiments revealed nothing significant, measured smoke particle levels were found to correlate with the stages of combustion and temperatures of the smoldering coal pile. Moreover, it was found that no smoke particles are produced when high-temperature smoldering exists deep within the mass of the coal pile since the smoke particles are filtered by the coal surrounding the hot region. Smoke is emitted into the mine atmosphere only if combustion is occurring near exposed surfaces. As suggested by these findings, any decision to recover a sealed mine area based primarily upon the absence of smoke particles is not a wise derision.

This Bureau of Mines report presents data on the changes in the use of steel in motor vehicles over the past 35 yr. Sources of supply of steel for the automotive sector have shifted from almost all domestic in the 1950's to about 50% domestic and 50% foreign in the 1980's. Downsizing, design changes, and substitution of lighter weight materials to achieve energy efficiency also contributed to the market loss of the domestic steel industry. Although plastics and aluminum have displaced some steel in motor vehicles over the years, heavy low-carbon steel is now being replaced most rapidly by lightweight high-strength steel. If the percent of domestic steel used in motor vehicles had not declined since 1950, domestic industry would have supplied 9.3 million more short tons of steel than it supplied in 1985. Downsizing and design changes accounted for 43% of the loss; steel imports, 32%; and substitution of plastics and aluminum, 25%. In 1985, the total value of market share lost by U.S. steel producers was $5.1 billion, of which $1.6 billion was lost to foreign steel producers and automobile manufacturers. Through aggressive marketing and increased efficiency, however, the domestic steel industry may be able to recapture some lost markets, as applications for high-strength steels expand, and as foreign-owned automotive plants in the United States provide fresh sales opportunities.

This report contains a summary of Phase I and complete results of Phase II portions of a study of geologic factors associated with roof falls in mines on the Pocahontas #3 coal seam in southern West Virginia and southwestern Virginia. Principal objectives of Phase I was the selection of five mines that best portrayed the spectrum of roof and mining conditions and Phase II consisted of a measurement and documentation program for each of the five mines. The documentation measurement program included reconnaissance mapping, detailed mapping, joint measurements and coring roof rock. 1.2 PHASE I RESULTS The results of Phase I consisted of the selection of the following five mines for detailed study: Virginia Pocahontas #3 (Island Creek Coal Company), Bishop (Consolidation Coal Company), Shannon Branch (Allied Chemical Company), Keystone II (Eastern Associated Coal Company) and Macalpine-East Gulf (Westmorelenad Coal Company). In addition, Phase I results, which were based on questionnaire data, indicated that the kind of rock in the roof --gray sandstone, crystallized sandstone, laminated sandstone and shale, grey shale, slickensided shale, and rider seams could be associated with good and bad top areas. Also presence of vertical separations, bolt length, entry and cross-cut width, length and torque on bolts and depth of overburden seemed to be related factors. These data provided a focus for the Phase II measurement program.

Gold was found in samples collected from Pleistocene and Holocene stream and terrace deposits. Approximately 15,000 cu yd (11,400 cu m) of small and discontinuous terrace and stream gravel deposits in the study area are composed of material derived from sedimentary and granitic rocks. The detritus is subangular to subrounded, and poorly sorted, ranging from boulder to sand size. Gold values in samples collected averaged 8.2 cents per cu yd (gold value of $500 per oz). Pan concentrates and rock chip samples collected from reported mineralized zones showed an absence of economic minerals. Stream placer deposits are uneconomic. No potential was observed for metallic or nonmetallic minerals in the La Panza study area. No potential exists for gas, oil, or coal resources.

Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.

The U.S. Bureau of Mines investigated recovery of manganese from basic oxygen furnace (BOF) steelmaking slags because the slags represent a large potential resource of a metal for which there is no domestic production. BOF slags were leached using fluosilicic acid, a byproduct of the fertilizer industry. Manganese and iron were extracted as soluble manganous and ferrous fluosilicates while the calcium and magnesium remained in the tailings as insoluble fluorides. Treating the pregnant liquor with sodium chloride, precipitated sodium fluosilicate (Na2Sif6) which was recovered as a byproduct. Manganese and iron were precipitated as hydroxide-carbonate salts with the addition of sodium carbonate to the treated liquor. Recoveries for manganese and iron were 73 to 83 and 67 to 70 pet, respectively.

Electronegativities of the rare-earth elements were calculated from heats of formation. The values obtained from different compounds varied widely. The postulates of Pauling's electronegativity theory were interpreted for bonds that are primarily ionic; the study showed that many compounds obey rules of the form expected. Revised electronegativity values are given for the more electropositive elements, including the rare-earth metals (which are near magnesium in electronegativity). Estimates of un-known heats of formation are made from electronegativities and are compared with other estimates. INTRODUCTION Calculation of the electronegativities of the rare-earth elements is interesting to show how these metals stand relative to the other metals and to each other, and also possibly to systematize the thermochemical data on them.

In recent years the issue of human stress response in emergency workers has begun to receive attention. This paper presents a rationale for considering human stress as a significant factor in the management of emergencies It discusses the concept of stress, Critical Incident Stress in emergency responders, and intro¬duces the Critical Incident Stress Debriefing (CISD) process. It is suggested that in a disaster, the CISD process can improve the effectiveness of response teams on site, their turnaround time on site, and post disaster time off the job. This paper, prepared by a US Bureau of Mines research psychologist, offers some ideas to the mining industry in general, mine rescue trainers and more universally, to those responsible for developing emergency management plans.

Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

Submicrometer particle concentrations and average particle sizes were monitored for four full-scale sealed coal fires in the multiple-entry section of the Bruceton Experimental Mine. The data from these tests indicate that there exists a very good correlation between the submicrometer particle concentrations and the maximum temperatures measured within the coalbed. As the maximum coalbed temperature decreases with time after sealing, the submicrometer particle concentrations show a corresponding reduction. This particle-temperature correlation is in sharp contrast to the gas concentration data obtained, for which essentially no correlation exists with the measured coal-bed temperatures. The results of these full-scale tests indicate that the measurement of submicrometer particle concentrations may be a more realistic approach to determining the status of underground sealed fire areas.

To improve construction materials for emerging chemical and metallurgical technologies, the Bureau of Mines is investigating the acid resistance of ceramic materials. In the study described here, eight commercial ceramic materials comprising two red shale, two fire clay, a silica, a silicon carbide, a carbon, and a high-alumina brick were evaluated. Samples were exposed to 20 wt-pct HC1 at 50° C for 110 days. The test apparatus designed to evaluate the materials is described. Changes in chemical and mineralogical composition, cold crushing strength, volume, and weight, and leach rates of AI, Ca, Fe, K, Mg, Na, Si, and Ti ions were monitored. In general, the statistically significant physical property changes that occurred were small. In many cases, no changes were detected.

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines devised a processing sequence for recovering uranium from carbonaceous ores. Uranium extractions of 97 pct were obtained by contacting the ore with a solution containing 400 grams of ferric sulfate hydrate in 200 ml water for 3 hr at boiling temperature (96° C). Uranium was recovered from the leaching solution by solvent extraction with tri-issooctyl amine. The barren ferric sulfate solution was recycled to the leaching system. The leaching process resulted in no detectable dissolution of carbonaceous material from the ore. Work on the project was terminated in 1978 because of a transfer of responsibility to the U.S. Department of Energy.

Dust explosion data obtained in laboratory tests by the Bureau of Mines are presented for 73 chemical compounds and mixtures, 29 drugs, 27 dyes, and 46 pesticides. Information is given on ignition temperatures of cloud and layer, minimum igniting energy, minimum explosive concentration, percent of inert dust required to prevent flame propagation, limiting oxygen concentration in the atmosphere to prevent ignition, and pressures and rates of pressure rise at dust concentrations of 0.1, 0.2, 0.5, 1.0, and 2.0 ounces per cubic foot. Explosibility indexes are computed where data are available to permit comparison of the relative explosion hazard. Variations of explosibility parameters with chemical composition are discussed. General means for minimizing the dust explosion hazard are reviewed.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Itmann No. 3 Mine, located near Mullens, West Virginia. The electromagnetic environment created by 250-volt-dc and 550- and 950-volt-ac machinery in two longwall panels was measured and is reported. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. It is recorded using broadband analog magnetic tape, and the noise data is later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). This U.S. Bureau of Mines study found that the performance of the active noise cancellation hearing protector in a reverberant field was mixed. The performance varied when the conditions changed from ideal to nonideal. The active noise cancellation (ANC) component provided substantial additional noise reduction from 125 to 500 Hz for all testing conditions (broadband noise or pure tones both with and without safety glasses). While the ANC under ideal conditions provided additional attenuation from 500 Hz and below, under nonideal pink noise conditions the ANC amplified noise below the 125-Hz third octave band. There was a middle band of frequencies at which the ANC amplified noise levels ranging from 630 to 4,000 Hz. The results for pure tones showed that attenuations were higher but that they followed the same general trend.
