The Bureau of Mines has developed a prototype nonincendive explosive rock-breaker charge that can be fired unconfined in underground bituminous coal mines without the danger of igniting a flammable atmosphere that might be present. At present, unconfined shooting in underground coal mines is prohibited, but there are situations where the use of such shots would yield an overall improvement in safety. The charge consists of 1-1/2 lb of permissible water gel explosive in the form of a short cylinder 7 inches in diameter and 7/8 inches high, surrounded by a 1 1/2-inch-thick layer of damp salt, and encased in latex rubber reinforced with cheese cloth. The latex rubber housing provides a charge package that is strong enough to resist rough handling yet is pliable enough to conform to an irregular stone surface. A charge of this shape was found to be more effective at breaking rock than charges with lined or unlined cavities. Incendivity tests in a gallery have shown that the prototype charge will not ignite a flammable methane-air atmosphere when fired. Rock- breaking tests made with limestone boulders indicate that the charge will satisfactorily break stone slabs weighing 1 to 2 tons, and that two or more charges might be effective for slabs weighing up to 10 tons. In cooperation with the Mine Safety and Health Administration (MSHA), a test protocol for the certification of these charges as "permissible" for use in flammable atmospheres is being developed.

The Bureau of Mines conducted a laboratory-scale investigation of a technique that produces zinc sulfate and elemental sulfur from sphalerite concentrates by reaction with sulfuric acid at 175° to 200° C and ambient pressure. The objective of the investigation was to develop a hydrometallurgical method of producing zinc from sulfide concentrates that does not generate sulfur dioxide pollutants. Reaction with 80-to 85-pct sulfuric acid produced 4 moles of sulfur for every 3 moles of sphalerite reacted, with minimal production of sulfur gases under optimum conditions. More than 98 pct of the zinc was recovered as zinc sulfate after 3 hours at 175° C. The reaction mixture was leached with simulated spent zinc electrolyte containing 13-pct sulfuric acid to recover zinc sulfate from the insoluble, high-sulfur residue. Neutral zinc sulfate, which is required for electrolysis, was separated from the sulfuric acid solution by crystallization as ZnS04?7H20 at -10° C. Up to 80 pct of the water in the recycled electrolysis solution was removed by the crystallization process; evaporation was used to further concentrate the sulfuric acid for reuse in leaching sphalerite. Advantages of the proposed method over conven-tional roasting and leaching include virtual elimination of sulfur dioxide, production of a solid sulfur byproduct, and higher zinc recoveries due to elimination of zinc ferrite losses.

Computer-related accidents have caused injuries and fatalities in numerous applications. Normal Accident Theory (NAT) explains that these accidents are inevitable because of system complexity. Complex systems, such as computer-based systems, are highly interconnected, highly interactive, and tightly coupled. We do not have a scientific methodology to identify and quantify these complexities; specifically, NAT has not been operationalized for computer-based systems. Our research addressed this by operationalizing NAT for the system requirements of safety-related computer systems. It was theorized that there are two types of system complexity: external and internal. External complexity was characterized by three variables: system predictability, observability, and usability -the dependent variables; internal complexity was characterized by modeling system requirements with Software Cost Reduction dependency graphs, then quantifying model attributes using 15 graphtheoretical metrics the independent variables. Dependent variable data were obtained by having 32 subjects run simulations of our research test vehicle: the light control system (LCS). The LCS simulation tests used a cross-over design. Subject perceptions of these simulations were obtained by using a questionnaire. Canonical correlation analysis and structure correlations were used to test hypotheses 1 to 3 - the dependent variables predictability, observability, and usability do not correlate with the NAT complexity metrics. Five of 15 metrics proposed for NAT complexity correlated with the dependent data. These 5 metrics had structure correlations exceeding 0.25, standard errors < 0.10, and a 95% confidence interval. Therefore, the null hypotheses were rejected. A Wilcoxon signed ranks test was used to test hypotheses 4 to 6 - increasing NAT complexity increases system predictability, observability, and usability. The results showed that the dependent variables decreased as complexity increased. Therefore, null hypotheses 4 to 6 were rejected. Lastly, this work is a step forward to operationalize NAT for safety-related computer systems; however, limitations exist. Opportunities addressing these limitations and advancing NAT were identified. Lastly, the major contribution of this work is fundamental to scientific research - to gain knowledge through the discovery of relationship between the variables of interest. Specifically, NAT has been advanced by defining and quantifying complexity measures, and showing their inverse relationship to system predictability, observability, and usability.

The importance of controlling respirable dust and methane gas levels in underground coal mining cannot be underestimated. While respirable dust can significantly affect the occupational health of underground coal miners, methane gas accumulations pose significant safety concerns for these same workers. Water sprays and machine mounted dust scrubbers offer effective control of respirable dust exposures and methane gas accumulations. Water must not only be applied carefully to avoid dust rollback to the machine operator but must create sufficient turbulence to remove dead zones that could contain high concentrations of methane gas. While the flooded-bed dust scrubber has been generally responsible for decreased worker exposures to respirable dusts, this device has proved effective in controlling methane levels at the face. This paper reviews practical applications of water sprays and dust scrubbers to control respirable dust and methane gas on continuous miner faces.

Locating subsurface conductive solutions is important for many applications, including in situ mining and environmental protection. Drilling boreholes for sampling is expensive and can increase contamination by mixing water from different aquifers. Various noninvasive geophysical methods are available, but previous comparisons were hampered by different methods being used at different sites or at different times. The U.S. Bureau of Mines (USBM) compared methods at one site using the same conductive solution to improve the reliability of the comparisons. Locating deep (> 100 m) solutions is most difficult, SO the USBM selected methods applicable for such depths. Objective Improve the ability to locate subsurface conductive solutions by evaluating and comparing applicable geophysical methods. Approach The experiment was performed cooperatively with other agencies to increase the number of methods studied. The USBM, the University of Arizona, Sandia National Laboratories, and Zonge Engineering and Research, Inc., conducted cooperative field tests of six electromagnetic (EM) geophysical methods to compare their effectiveness in detecting salt water brine of conductivity 3.6 S/m collecting at the water table, 157 m subsurface. The brine was injected through two boreholes. The test site was the University&apos;s San Xavier experimental mine near Tucson, AZ. Geophysical surveys using surface and surface-borehole, time-domain electromagnetics (TEM); surface controlled-source audiofrequency magnetotellurics (CSAMT); surface magnetic field ellipticity, surface-borehole, frequency-domain electromagnetics (FEM); and crosshole FEM were conducted before and during brine injection. A total of 110,000 I. of brine was injected over one week, but the effective target volume of brine was much smaller because of mixing with ground water and dispersion.

A method to assist in the evaluation and selection of roof bolts using in situ measurements of roof bolt loading has been developed by researchers of the Spokane Research Center, National Institute of Occupational Safety and Health. Both axial and bending forces are measured by strain gauges at many locations along the length of fully grouted bolts during various stages of mining. This information is then used to (1) predict bolt loading for variations in bolt spacing, grade, and diameter, (2) calculate the design changes necessary in zones where bending loads are high, and (3) determine if bolt length is adequate. Results from several case studies of full-column bolt loading in coal mine gate roads are used to illustrate the design method. This knowledge will give design engineers a tool for the selection of roof support systems that will improve underground safety by reducing roof bolt failures.

In connection with its researches on the crude petroleums of the United States, the Bureau of Mines has made a particular study of apparatus for the distillation of hydrocarbon mixtures. While this study is still incomplete it has already resulted in the development of considerable laboratory and semi-plant equipment, motet of which has been described in various publications of the Bureau. The laboratory apparatus (Hempel distillation) and method gives satisfactory comparative results in the laboratory examination of crudes and have been found applicable to crudes of all types, but the agreement of laboratory and plant distillations is not as close as might be desired. This is due, in part, to limitations in size and construction of the laboratory apparatus. Some refiners claim that the Bureau of Mines&apos; laboratory method (Hempel distillation3) for distilling crude petroleum, does not show the full gasoline content of the oil, while others have stated that it indicates more gasoline than can be obtained from the crude commercially. This difference of opinion among refiners results largely from the great variation in stills used and methods of operating them. The Bureau&apos;s experience has shown that crude oils from different fields vary widely in character; in fact, that it is not yet possible to classify crude&apos;s adequately on the basis of their Down chemical and physical characteristics. As a result of the differences that exist among crudes, and of the difficulty of designing refinery equipment, no standard practice has yet been adopted for the commercial distillation of petroleum, and ma" types of stills are used in the refineries of this country. The final tables of this chapter, tables 25-50, extend and expand the statistical series on production that was started in the 1963 edition of the Area Reports: International Volume of the Minerals Yearbook and that was subsequently updated and expanded in the 1965 and 1967-90 editions. Continuing the practice started in 1989, a column has been included in each of these tables providing a 5-year average for 1987-91, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1991. This group of tables now includes each of the crude minerals that ranked from? 1st to 19th in 1983 terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93 % of the estimated value of world crude mineral production in 1983. In addition, world output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-is included because of their significance as products.

A hydraulic scaling rig was placed in operation at the Bureau of Mines oil-shale mine near Rifle, Colo., in 1953. The rig consists of a self-leveling platform mounted on a hydraulic-powered boom. The boom is mounted on the bed of a diesel truck. The equipment provides a movable work platform from which two men can work in safety and comfort while barring loose rock from the backs and walls of the rooms, pillars, and haulageways. INTRODUCTION As a part of its synthetic liquid fuels program the Bureau of Mines has developed a mine in the richer oil-shale beds of the Green River formation near Rifle, Colo. An important part of the work of the Oil-Shale Mining Branch is investigation of techniques for low-cost mining of oil shale on a commercial basis. It is evident that scaling loose rock from the high backs and walls of the mine represents a portion of the direct mining cost. This paper describes the development of a scaling rig for operation in the upper heading of the mine, which is 39 feet high.

The Bureau of Mines is cooperating with the U.S. Department of Energy in a directional degasification project at the Emerald mine near Waynesburg, Pa. This project is designed to combine the highly successful underground horizontal degasification technology with surface drilling methods. The objective of this program is to demonstrate that directional drilling can be used as a technique for degasifying coalbeds ahead of mining to reduce the hazards of methane-air explosions in coal mines. The directional hole at the Emerald mine is designed to start vertically and enter the Pittsburgh coalbed horizontally. A 3-inch-pilot hole entered the Pittsburgh coalbecl at a vertical depth of 999 feet, The hole will be reamed to 8-3/4 inches in diameter, and 5-1/2-inch casing will be cemented in place. Three individual 3-inch-diameter, 3,000-foot horizontal gas collection holes will be drilled into the coalbed in a “bird foot” pattern. A corehole and vertical dewatering hole have been completed at the anticipated coalbed intercept. The dewatering hole was drilled to130 feet below the Pittsburgh coalbed, a depth of 900 feet, and 880 feet of 7-inch-OD casing was cemented in place. Seven vertical holes for monitoring the extent and progress of degasification have been drilled within the horizontal drilling area.

The Bureau of Mines has developed procedures for sampling the geometry of fractures in underground coal mines. Stratified cluster sampling and the unit area concept are applied to the collection of fracture orientation data. The use of unit area mapping, stratification, and site delineation is made to assure collection of representative data. The procedures developed here help to isolate sources of variability in the fracture patterns.

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure&apos;&apos; or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", “canopies” , "roll bars" , protective structures" and other such descriptive names. In this report, "ROPS" describes the function of the structure; "FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection. “MESA” is used as an abbreviation for the Mining Enforcement and Safety Administration; "USBM" is used to abbreviate the U, S. Bureau of Mines.

Urban refuse that was mechanically separated at the U S Bureau of Mines pilot plant in College Park, Md., was successfully evaluated for its fuel values using standard coal analysis methods. Analyses performed on refuse samples taken from five sample points included moisture, ash, sulfur, chlorine, and heating value. It was recommended that characterization of the combustible portion of urban refuse by standard coal analysis procedures should be widely adopted.

An experimental degasification program using a vertical borehole and vacuum pump to drain gas from the gob area of a longwall panel was successful at Bethlehem Mines Corporation, Cambria Division, No. 33 coal mine. Sixty-one million cubic feet of methane has been exhausted during a 9-month period. Daily production time in the panel increased as a result of lower methane levels in the returns. Removal of large quantities of methane in this way and the exclusion of it from the ventilating system will provide reduced cost in mine ventilation and provide a safer environment for the mine.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the pre- dicted fields more nearly model the measured data than does the homogeneous half-space model.

This user&apos;s guide covers the operation of a suite of three computer programs-Bplane, Bstepp, and Bwedge. These programs can be used to evaluate the potential for plane shear, step-path, and wedge failures along the crest of a slope bench. Such failures reduce the width of a catch bench and may compromise the bench&apos;s ability to catch rolling or sliding material before it reaches miners working below. The Bplane and Bwedge programs address sliding of blocks defined by continuous planar joints. The Bstepp program examines sliding of blocks defined by more complex failure surfaces that include steeply dipping cross joints and may even include breaks across small bridges of intact rock. The programs are applicable to jointed rock masses where the joints are small relative to the overall slope and form a number of sets with uniform statistical characteristics within a slope sector. The theoretical basis, application, and operation of these programs are described.

Many people consider the mining of coal to be an extremely hazardous occupation; but it should be remembered that most large industries have to meet special conditions which, if not dealt with properly, might become hazards to life and property. Mining men may not always be fully aware that some practices and certain equipment that is incorrectly designed or maintained can lead to dangerous conditions. In endeavoring to help the coal-mining industry to prevent accidents and disasters, the Bureau of Mines has engaged in a program of education on conditions and practices that must be avoided. An effective way to teach safety is by visual demonstration. For example, it is generally known that certain kinds of electrical flashes have ignited explosive atmospheres in mines, but actually to see and hear explosions caused by electrical sparks of different size and character under laboratory control is likely to teach a much more emphatic and lasting lesson than would be learned by merely reading about them. The interest manifested by those who witness the demonstrations seems to prove that this is true. The purpose of the demonstrations is not to discourage the use of electricity in mines, but rather to indicate what types of equipment (including some generally regarded as harmless) can ignite gas and what safeguards have been developed to prevent such ignitions. It is hoped that this information will improve the ability of mining men to cope with underground hazards.

Crude shale oil produced during in situ retorting by the Bureau of Mines at Rock Springs, Wyo., was refined by three schemes. In the first, the crude oil was fractionated to raw naphtha and 400° F+ residuum. The residuum was hydrogenated over cobalt molybdate catalyst at 815° F and 1,100 psig. The blended raw and 160°-400° F hydrogenated naphthas were hydrodenitrified and then catalytically reformed. The 400° F+ hydrogenated oil was catalytically cracked. In the second scheme, the crude was hydrogenated over nickel-tungsten catalyst at 800° F and 1,500 psig. The hydrogenated fractions were processed by methods used in the first scheme. The third scheme resembled the second but, prior to hydrogenation, the crude was "hydrostabilized" over cobalt molybdate at 500° F and 500 psig. Yields of reformate and cat-cracked gasoline as volume-percents of the crude, and research-method octane numbers (with 3 ml TEL) for the three methods were as follows: First method, 32 pet reformate, 90 octane; 19.5 pct cracked gasoline, 99.2 octane. Second method, 29 pet reformate, 81.1 octane; 21.3 pct cracked gasoline, 99.6 octane. Third method, 28.2 pet reformate, 86 octane; 28.7 pct cracked gasoline, 95.9 octane.

Improve the efficiency of stainless steel pickling (chemically cleaning) operations by providing the industry a quick and convenient method to estimate pickling solution behavior and to estimate recommended ranges of nitric and hydrofluoric acid concentrations for effective pickling of stainless steels. Background Iron, chromium, and nickel in stainless steels react with nitric and hydrofluoric acids during pickling. Ions of these dissolved metals complex or combine with the acid anions. When the total metal concentration reaches about, 50 grams per liter of pickling solution, the solution no longer serves its purpose and is considered spent. Knowledge of cation and anion species in these pickling solutions contributes an insight into pickling chemistry and allows estimates to be made of the most effective ranges of acid concentrations. The Bureau developed a computational model of the complex equilibrium chemistry occurring among iron, chromium, and nickel and the pickling solution. Total concentrations, in grams per liter, of nitrate, fluoride, iron, chromium, and nickel were used as input; output was 17 cation and anion molar concentrations. The model, in the form (if an equilibrium program on a mainframe computer, was used extensively to facilitate Bureau research by determining chemical complexes in numerous stainless steel pickling solutions. However, the program&apos;s availability to members of the stainless steel industry, its intended users, was limited because of lack of mainframe compatibility and the difficulty of program maintenance.
