This report is submitted in accordance with provisions of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U. S. C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1954 has been divided into two separate publications. Each is being published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5118, Part I - R. I. 5119, Part II - 011 From Coal. 011 From 011 Shale. The introduction, identical in both reports, summarizes research progress in 1954 under the entire Synthetic Liquid Fuels program. The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

The Government of Belize maintained strict control over spending in 1982 as a means of protecting its import-dependent economy against the effects of a general worldwide recession. The modest economic performance was not expected to differ substantially from the $152 million2 gross national product (GNP) estimated for 1981. Exports and reexports were expected to decline in 1982, partly as a result of the Mexican peso devaluation. Imports were also expected to decline slightly in 1982, but the overall trade deficit was projected some-what higher than the $44 million experienced in 1981. On September 21, 1982, Belize became an independent state. As a result, the new Government became eligible for assistance from international organizations such as the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), and the United Nations Development Program (UNDP). Belize's independence from its former status as a colony of Great Britain was marred somewhat by the unsettled territorial dispute between Great Britain and Guatemala. Guatemala declared Belize was a part of Guatemala and. therefore. refused to recognize it as an independent state. Negotations between Great Britain and Guatemala continued without resolution.

EQUIREMENTS of montan wax for industrial use in the United States before World War II were met by imports, nearly all of which came from Germany. An important industry for extraction and refinement of this wax from certain brown coals had developed in Germany. At the beginning of the war, montan-wax imports were shut oft, and American industry was forced to rely largely on substitutes. Since the war, relatively small amounts have been imported from Czechoslovakia. Because of the shortage of montan wax at the close of the war and the fact that industry in the United States had to rely on foreign sources in the past, this investigation was started in 1945 to determine probable yields of wax from domestic lignite. Results of the investigation and the properties of extracted waxes are described in this report. Also included in the report are discussions of the occurrence and geology of lignite deposits of the United States from which samples were obtained for wax extraction and the petrographic composition of lignites, particularly in respect to those components that contribute to wax yields.

This work is both a revision and an elaboration of Bureau of Mines Bulletin 371, which was published in 1934 and included data available to October 1933. During the intervening years, a large number of new experimental, high-temperature, heat-content data have become available through continuous, systematic efforts of the Pacific Experiment Station of the Bureau of Mines and the Laboratory for Inorganic and Physical Chemistry of the University of Groningen (Netherlands), coupled with various individual investigations at many institutions. In addition, calculations from spectroscopic and molecular constant data have been extended and applied to a wide variety of gaseous substances. This bulletin purposes to collect and correlate all available high-temperature heat-content and specific-heat data for inorganic sub-stances and to formulate tables and algebraic expressions for their representation. It is hoped in this manner to remove some of the tedium of thermodynamic calculations for industrial metallurgical research workers and engineers who often have available only an inadequate library in this field. It is expected also that this bulletin will have value to those teaching courses in metallurgical and chemical thermodynamics.

Under a cooperative agreement between the Bureau of Mines, the United States Geological Survey, and the United States Bureau of Standards, a study of the stone-quarrying industries of the country was begun in 1914. The results of investigations made have been published from time to time.1 During the World War the Bureau of Mines centered its attention on problems relating to national defense, and detailed studies of stone-quarry problems were not undertaken except for an investigation of labor saving at limestone quarries, reported in Technical Paper 203, which related to a question of military importance. Since the return of peace, the high cost of materials and labor has made more imperative than in prewar times the conduct of investigations for aiding the quarrying industries in every way possible to adopt more economical methods and to utilize the most efficient labor-saving equipment. The publications already issued have had a wide demand, and in the interest of the quarry industries the bureau proposes to issue additions to the series as rapidly as funds are available. In an endeavor to promote economy and the reduction of waste in the slate industry, a study of slate quarrying was begun in 1920 and covered a period of about two years. Sixty-five active quarries were visited, and a detailed study made of all problems bearing on their successful operation. Field study was supplemented by a study of all information available in books or published articles on slate quarrying.

It is unlikely, as In the past, improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel costs/shortages and ever increasing haul distances. There-fore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this U.S.B.M. contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data was gathered from extensive literature searches. European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configuration.

At present the United States furnishes more than half of the world's requirements of borate materials, practically all from California. Nearly the entire production of borax in this country is under the control of four companies: The American Potash and Chemical Corporation, the Pacific Coast Borax Co., the West End Chemical Co., and the Western Borax Co.

Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

The purpose of this program was threefold: (1) to identify the symptoms of poor or inadequate performance of trolley carrier phone systems; (2) to assess the root causes of performance difficulties and classify them on the basis of equipment, coupling, or transmission; (3) to propose, analyze, test, evaluate and verify means of overcoming performance difficulties. Based on interviews and discussions with knowledgeable persons, laboratory experiments, and in-mine measurements, it was determined that the major impediment to good carrier phone system performance is the extreme signal attenuation found on the trolley wire/rail largely due to the many bridging loads. Three means are identified to help overcome the performance difficulties: the low impedance trolley wire, a method of improving performance by capacitively loading the transmission line; the dedicated wire, a low-loss means of extending trolley signal coverage; the use of isolators to remove the offending bridging loads at the carrier frequency. Other subjects treated in the report are design reviews of hardware, guidelines for the use of information in the report, recommendations, and a description of a probe for measuring trolley wire current.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co. The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

This report describes a variety of coal mine lighting projects which were funded by the Bureau of Mines in order to obtain underground lighting experience in support of new lighting requirements for underground coal mines. Low coal and high coal, narrow and wide entries, conventional and continuous mining, ac and dc power, bituminous and anthracite, and machine mounting and area lighting were some of the variables covered in this program. Also evaluated was the OCENCO fluorescent caplamp.

We present an analysis of the propagation in a uniform tunnel of semi -circular cross section that contains two axial conductors. In particular, we show that, even if one of these conductors has high ohmic loss, one of the two propagating modes has relatively low attenuation. This corresponds to the situation where an unloaded dedicated wire is used to improve radio frequency communication in a mine tunnel that contains a heavily loaded trolley wire.

The 1967 Lignite Symposium was held at Grand Forks, N. Dak., on April 27-28, 1967. This was the fifth of these technical meetings and the fourth which was cosponsored by the University of North Dakota and the Bureau of Mines. These symposia have provided a meeting place where current developments concerning technology and utilization of solid fuels (lignite) are presented. There was a registration of 255 persons from 24 States, the District of Columbia, six Canadian Provinces, Germany, and India. Many segments of coal or energy oriented organizations at many levels were represented. During the meeting, 18 presentations were made covering developments in electrical power generation, mining, estimation of reserves, combustion, gasification, and chemical and speciality uses of low-rank coals; these are com-piled in this Information Circular to provide a record of the symposium and to permit wider dissemination of the information. Proceedings of the other meetings have also been published.3
