My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

The rapid crushing technique for the measurement of gas content of coal consists of accelerating the rate of gas desorption from coal by crushing. This technique allows the determination of gas content in the space of hours rather than days or weeks as required for the traditional slow desorption technique. The crushing technique is used particularly when gas content determinations are urgently required for mine safety purposes. The method is now routinely used in underground coal mines of NSW and to a lesser extent in QLD. Despite the rapidity and efficiency of this method, concerns have been raised upon the reliability of the method to deliver accurate results. Experience in Australia has shown that there is in fact some discrepancy in results between gas laboratories using the rapid crush technique. The development of rapid crushing techniques for seam gas content measurements in Australia and the main causes of variability in the gas content test results were investigated. The gas laboratories participating in the gas content testing were CSIRO Division of Coal and Energy, BHP Technical Services and GeoGas Pty. Ltd.

The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

The use of secondary desliming cyclones ahead of froth flotation cells to reject ultrafine (-45 ¦m) particles has become a popular option in the United States for preparing fine coal feeds for froth flotation circuits. In light of this popularity, several experimental studies have been performed at industrial plant sites to develop a better understanding of the impacts of ultrafine desliming on froth cell performance and, ultimately, overall plant performance. These studies included an evaluation of various circuit configurations incorporating different flotation technologies (conventional machines and column cells) as well as different dewatering systems (disc filters, screen-bowl centrifuges, and thermal dryers). The data obtained from these studies indicate that deslime circuits offer several important benefits including lower product ash, reduced product moisture, better froth handling characteristics, and lower capital and operating costs. In addition, case studies conducted as part of this investigation have been used to develop generic guidelines for how deslime circuits may be successfully applied to improve the overall profitability of fine coal flotation circuits for both the metallurgical and steam coal markets.

Different conventional and non-conventional flowsheet configurations were examined for the treatment of a number of refractory lead-zinc and copper-lead-zinc ores containing carbonaceous pyrite, flotable non sulphide gangue and pre-activated zinc. The flowsheet configuration for the processing of complex massive sulphide ores has a remarkable effect on the overall metallurgical results. Conventional sequential flowsheets, with circulation of intermediate products for both lead-zinc and copper-lead-zinc ores, gave poor metallurgical results and often saleable concentrates were difficult to produce. The concept of semi-bulk flotation and double bulk flotation with coarser grinding of the ore, followed by single or double-stage regrinding and sequential flotation was established to be most effective in achieving optimum metallurgical results. This flowsheet design gave superior results as compared to the conventional sequential flowsheet, and resulted in a lower reagent consumption, a significant reduction in the circulation load of intermediate products, and improvement in the rate of flotation of valuable minerals. Thus, optimum flotation conditions were provided for different products within the flowsheet.

FIRST TOWN PLANNING PROPOSALS Initially, accommodation at the minesite was provided at the Pastoral Homestead situated some seven kilometres north-east of the mine and between 1963 and 1966 was the base of the exploration camp. Tents were used for sleeping of 100 men and the Homestead used for dining and office facilities. With the beginning of ore production and shipment due to commence in 1969 a permanent town location was sought. Early town planning studies had been commissioned by Amax Inc. and Colonial Sugar Refining Co. Ltd. and in 1967 The Broken Hill Proprietary Company Ltd. took over the responsibility for putting them into effect. The location chosen was about four kilometres due east of the mine. Certain dominant factors influenced this choice. It was near enough to the mine to share services, yet far enough away not to be affected by dust and noise and received the additional shelter of a range of hills separating it from the mine. A predominant slope to the east provided good drainage and the ground was easy to excavate for services.

Compared with modern longwall coal mining systems, automation has not been developed very far in the underground metal minin industry. One of the main reasons for this is that present har rock mining systems do not produce ore with a controlled degre of fragmentation. With this concept, it will be necessary to control the maximum fragment size by careful blasting design. The degree of fragmentation will have to be finer than is common to-day. The study shows that the belt conveyor mining con-cept with controlled fragmentation may be economically competitive with conventional cyclic loading and transport, even for an annual production as low as 0.5 mill. tonnes.. Fragmentation design and cost calculations have been based on a combination of the Kuznetsov relationship between blasting parameters and mean frag-ment size, and the Rosin-Rammler formula for fragment size distribution.

Production of refined zinc (99.95 per cent) at the minesite without increasing greenhouse gas emissions is considered. As an example, exploitation of the full reserve of the McArthur River orebody is proposed, using the existing concentrator, whilst introducing radically innovative smelting technology. Bulk flotation of all the sulphide minerals is followed by smelting in a melt circulation reactor with tonnage oxygen. By smelting the high-energy pyritic concentrate and reacting the evolved sulphur dioxide with near-mine dolomite, a large amount of electricity can be generated. This is enough to supply all the requirements for the smelter itself, an air separation plant and a facility for compressing and liquefying carbon dioxide. Carbon dioxide is disposed of off-shore for enhanced oil recovery or by other means. The reacted dolomite fixes sulphur as an inert and environmentally acceptable solid residue. Treatment by these means leads to virtually zero gas emission smelting. The paper concludes with a vision for the future in which expansion of zinc smelting capacity is seen to be definitely needed.

Evans' theory for chisel shaped picks is well known in the field of rock cutting technology. It has been widely accepted as a good mathematical description of how coal and other rocks break under the action of a simple wedge or chisel. Subsequently, Evans proposed a corresponding theory for pointed shaped picks. Theory along with experimental evidence from the laboratory has consistently shown that chisel picks are more efficient than pointed picks. However despite such evidence, pointed picks continue to be the preferred shape in most practical cutting applications. Evans' theory for pointed picks was developed in an attempt to shed light on this apparent incongruity. The theory although predicting forces of the right order was found to be deficient in several respects. This paper examines Evans' theory for pointed picks and proposes changes to it, which brings the theory much more into line with measured data. The issue of the relative efficiencies of chisel and pointed shaped picks is also examined on a theoretical basis and the apparent incongruity is Resolved.

The Curragh coal mining operation was designed and constructed to produce two coals initially at a rate of 4.3Mtpa. These are a high thermal energy steam coal primarily for domestic electricity generation and a low ash high quality coking product for the export market. Treatment of coals from four seams to achieve this requires a large and complex preparation plant and blending facilities incorporating state of the art technology. This facility was constructed during 1982/83. It has been designed for expansion to 6.8Mtpa capacity. The preparation and handling facilities were built at a cost of approximately A$80 million. Equipment includes 500 plus electric drives with a total capacity of 20 000kw. Commissioning was carried out in three phases : Staging - of the control system Coal Handling Facilities - conveyors, stackers and reclaimers for raw and product coals The Coal Preparation Plant - heavy media cyclones and froth flotation. A period of three months was devoted to the commissioning of the plant before requiring product coal to contract specification. This paper will describe the planning, implementation and results achieved.

For many mining operations the challenge of equalling World Best Practices has become the key motivator for increasing mine productivities and for lowering total costs. In most instances this will only be achieved if mines optimise their total system rather than minimising specific costs within unit operations. In the past, drilling and blasting have been viewed as a cost to be minimised rather than operations which should have their impacts fully leveraged. Once a hardrock orebody is defined the activity which has the most substantial impact in determining the efficiency of a mining operation is the blasting. The output from a blast affects every downstream operation; only by understanding the extent and interactions can the mine be optimised. Substantial improvements to hardrock mining, quarrying and excavation operations are achievable. Instead of seeking the regular one to three per cent improvements based on reduction of consumables, mine operators would be well advised to go for much bigger targets of ten to 30 per cent by fully leveraging the drill and blast operations.

Different mineral structures can act as mineral reservoirs for the immobilisation of toxic compounds. In the paper different mineral structures will be explained and their potential for incorporation of heavy metals and anions will be shown. The following structures will be explained (P÷llmann, 2007):apatites (incorporation of heavy metals, silicate apatites);ettringites (fixation of oxo-anions);layered double hydroxides (fixation of heavy metals, fixation of anions, fixation of organics, sorption materials); andmanganese oxides. Different possibilities of solid solution and incorporation in crystal structures will be explained and advantages of stable minerals be proved using experiences with real toxic wastes. In the process of thermal treatment the formation of primary mineral reservoirs will be shown. The precursor phases (similar to well known cement minerals) react in contact with water to form secondary mineral reservoirs (cement hydration mineral products). The formation condition of primary and secondary mineral reservoirs and their stabilities and incorporation possibilities will be shown. Examples for incorporation of various elements are given. Application for water clarification will be outlined.

This paper discusses different possibilities to enhance coarse particle flotation using forth manipulation and improved flotation cell design. Experiments were carried out in laboratory, pilot and industrial scale ranging from 0.0015 to 100 m3/axle. During the work it could be shown that the conventional idea of one single flotation cell type for both fine, immediate and coarse flotation of coarse and fine particles need different impeller tip speeds and a different froth control objective for effective operation. For optimal operation for coarse feeds the tip speed must be reduced and the froth vertical velocity must be increased to compensate the respective drainage velocity and also the water film thickness must be taken care of. Turbulent eddies below the froth interface should be suppressed. The paper discusses the effects of different froth manipulation variables like froth vertical velocity and froth residence time to the recovery and selectivity. A function has been developed, between the residence time of the froth and the flotation cell's ability to produce an improved concentrate grade as a function of different operating and froth manipulation variables.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. Eight proportioning bins located below but adjacent to the south end of the patio will be used for actual charge make-up from which concentrate, ore and flux will be proportioned to the feed belt and conveyed to the roaster feed hoppers. Managing project exposure and risk has numerous viewpoints, including those of engineers, owners, bankers and insurers. Fewer stakeholders are involved in early stages, though with wider risk management techniques and tools available. The costs and sometimes benefits of the occurrence of risk and uncertainty have different contingent outcomes for different stakeholders. For some, the impact of risk outcomes can be mitigated or managed. Some sectors and stakeholders can manage resources project risks more completely, by choice or by externally imposed forces, opportunities and constraints. The core to resources project risk management lies in the identification and analysis of project risks, the examination of project management risk options and alternatives, and the determination of which risks are able to be controlled, managed or laid off to third parties. Without prior risk identification and knowledge, the wildcard of previously unidentified or unconsidered project risk impact has the potential for fatal impact to one or more stakeholders. A range of case studies is reviewed, from exploration projects to development and operating projects, with relevant learning experiences, from the risk management lessons available from the oil and gas sector as well as the mining sector. For many cases, the emphasis focuses on the risk analysis modus operandi and on risk management and risk mitigation techniques that can be and in some cases have recently been implemented for resources project and related debt, capital markets and equity project fundings.

Until 1980 copper, lead and zinc sulphide slurries have been success- fully dewatered for rail and sea transport for many years at the Rose- bery site of North Broken Hill Holdings Ltd. utilizing conventional vacuum disc filtration systems. An upgrading and mill expansion program completed in 1981, which also permitted the introduction of ore streams changes, had resulted in difficulties dewatering copper and lead sulphide slurries to comply with transportable moisture limits. Following an extensive investigation which included both laboratory and pilot plant testing a program was commenced to replace the 2 vacuum disc filtration systems with 2 pressure filtration systems for use on copper and lead slurry dewatering and also to retain other existing vacuum disc filters as standby. An analysis of mill operations performance resulted in slurry storage tanks with a capacity equivalent to 20 hours of normal production being incorporated into the project. The pressure filters are mounted above the concentrate stock- piles. A sealed sloping floor incorporating launders is used to prevent any accidental contamination of the concentrate from pipe leakages, spillage, or from water hoses used for clean up purposes around the area. The project was completed in 1985 and operating performance has been better than that predicted from testwork. Equipment availability at 95076 together with the slurry storage capacity provided results in minimal requirement for the standby vacuum filtration system. Some typical operating results are given.

A simple method of designing effective fill drainage systems for slurry backfill is presented. By using the proposed method, it is easy to calculate and predict the expected fill drainage rates or to provide additional drainage systems to accelerate the fill drainage. The fundamentals of hydraulic fill and an efficient method to determine its permeability is also explained. The safety in hydraulic filling and bulkhead stability depends totally on achieving effective drainage regime for the fill. This paper provides the basis for creating such efficient drainage regimes. The recent fatal fill bulkhead failures in Australia were the result of poor drainage from the respective fill masses, and therefore it is more important to provide suitable drainage arrangements to continue using hydraulic fill to the benefit of the mining industry. At present there is no procedure available to mine operators to estimate the expected bulkhead pressures to design a satisfactory bulkhead. Some mines are constructing bulkheads after their initial investigations carried out years ago. Other mines have simply borrowed the ideas from the pioneer mines and using in their areas. It is high time that we develop a rational approach to estimate the expected bulkhead pressures for the design of bulkheads. We need a simple model that could be understood and used by the mine operators on a day-to-day basis. This paper also presents a model to predict the bulkhead pressures for designing safe bulkheads.
