This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. Analcime-bearing rocks are one of the varieties of raw zeolite material, although the characteristics of analcime are not as good as other kinds of zeolites such as clinoptilolite or mordenite. However, some fields of application of analcime-bearing rock have been found, eg a method of water purification has been developed and patented. Analcime-bearing rocks are rather widespread in the Timan region of the Komi Republic of the Russian Federation. They are represented by Upper Permian siltstones and mudstones. The analcime-bearing rocks have the following mineral composition (per cent): clay minerals (50 - 70 per cent), quartz (ten to 30 per cent), analcime (one to 30 per cent), feldspars (two to ten per cent), carbonates (two to five per cent) and pyroclastic material. Analcime aggregates encrust cavities and infill microfissures in rock. Both microcrystalline (crystals <0.01 mm in size) and medium-crystalline (~0.5 mm) aggregates are observed. The mechanical, gravitational, magnetic, sorption and ion-exchange properties of analcime-bearing rocks have been studied. They are characterised by a high index of grindability and a low index of abradability and crush resistance, low values of the benzol-based pore volume and toluene-based specific surface area, and a medium porosity value. The magnesium based ion-exchange capacity (IEC) ranges from 28.7 to 196 mg+equiv/100 g. Analcime-bearing rocks of the Timan region are characterised by low beneficiation potential. Preliminary ultrasonic treatment of the analcime- bearing rocks is efficient for the destruction of intergrowths along their boundaries and production of free analcime aggregates. The proposed beneficiation procedure yields 95 per cent analcime concentrate. In the Komi Republic, analcime-bearing rocks are utilised in agriculture. They are also used for domestic needs (eg as biotoilets for domestic animals) and the solution of ecological problems (regeneration of soil polluted by oil). We have completed experiments on the purification of potable and industrial water using analcime-bearing rock subjected to thermal treatment. The experiments demonstrated that it was possible to decrease water colouration by 20 per cent, turbidity by 79 per cent, permanganate oxidation by 30 per cent and total iron content by 70 per cent.

My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

Barra Bonita reservoir, located in the Sao Paulo State, Brazil, has been mainly used for local navigation and electricity generation to supply a prosper region in the country. Sand mining activities in that area have an important social and economic meaning for the local community. In this reservoir there are several sand mines that produce around 45 000 m3 of sand a month. These deposits were rich in material used as concrete aggregate in the civil construction. However, nowadays a significant increase in the demand of gravel can be observed, representing a serious productive problem. This material hasnÆt been well accepted by the market and, through the years, it was disposed at open sky in piles as waste deposits. This deposits have caused environmental problems like visual impact, reduction of free spaces outside and inside the mine, source of material to erosion and sedimentation processes in lower areas, flooding as a result of the filling up process in the drainage system, among others. For a lack of an appropriate technological characterisation, this material have been mainly used to pavement internal and external areas in the mine, with lower cost associated. With the purpose of evaluate the usefulness of this material in the conventional concrete, there were conducted several tests in the disposed residue including petrographical, physical, and chemical characterisation. The petrographical analysis and the preliminary results of the study showed that the material reacts with the alkalis that are present in the conventional cement (CP-II-E-32). In order to make the application technical and economically possible a research was developed seeking forms to correct this characteristic by adding special cements with high pozzolana content. The results of the technological, physical and chemical characterisation of the products indicated the technical viability of the use of that material. The study also allowed projecting environmental improvements resulting in the elimination of the waste piles.

At 9.45 pm on Thursday, 12 July 1962 glass began to flow in an endless stream from a massive melting tank in a new Whangarei factory and a vital new industry was born û right on schedule. It wasn't good glass. It was ridged. It cracked. It rippled. It obstinately refused to emerge upstairs in the cutting room in one solid continuous sheet. But all through the night, drawing speeds were adjusted, temperatures changed. And on Friday morning, at 8:30, it finally came through as sheet û not perfect as yet, but sheet glass all the same. The rest is only a matter of time. Unfortunately, the buoyant enthusiasm displayed by the founders of the sheet glass industry in New Zealand, and the technical expertise of their European consultants, failed to bring the glass quality up to commercially acceptable standards and within six months, the company was in receivership. Taking over the role of producing New Zealand's sheet glass requirements, New Zealand Window Glass Company was formed as a partnership between two companies with long experience in sheet glass manufacture û Pilkington Brothers (NZ) Limited and Australian Consolidated Industries Limited. This paper sets out to identify the raw material requirements and controls necessary for the successful manufacture of sheet glass, and the availability and supply of suitable materials for use at Whangarei.

Ashanti Goldfields CompanyÆs (AshantiÆs) most recent development is the Geita Project in the Lake Victoria Goldfield of NW Tanzania. It comprises six distinct gold deposits within two mineralised trends: Nyankanga, Lone Cone, Geita Hill (Geita trend) and Matandani, Kukuluma and Area 3 West (Kukuluma trend). Between 1936 and 1966, the Geita area produced an estimated 5.5 M tonnes of ore from five underground deposits at an average recovered grade of 5.3 g/t. The discovery of Nyankanga was made by Ashanti in 1996 from RAB drilling of a +100 ppb Au anomaly in laterite soil above ferricrete cover. The Kukuluma trend was discovered by SAMAX Resources (taken over by Ashanti in 1998) between 1996 and 1997 from RC drilling of a +80 ppb Au laterite soil anomaly. Oxide facies banded iron formation (BIF) of the Upper Nyanzian System forms prominent topographic ridges and is the dominant host lithology for gold mineralisation. The ridges are flanked by felsic tuff units which lie stratigraphically above. Syn-genetic lamprophyre (vogesite) and post-genetic felsic dykes are also seen in the Geita trend. At Nyankanga a granodiorite-diorite suite has intruded as dykes and sills into BIF from a plug centred on a WNW fault and has produced wallrock alteration assemblages similar to those seen in Cu-porphyry systems (potassic, propylitic, etc) as well as sulphide and gold deposition. However, the main ore-grade mineralisation (as in the rest of the Geita trend) is controlled by low-to-medium angle structures dipping north-west and north with numerous splays in the hanging wall. High-grade shoots at Nyankanga plunge to the west and to the north-west, being lithologically and fault-controlled respectively. At Geita Hill the higher grade shoots are controlled by fold noses in BIF dipping to the north. Free gold occurs within fractures of sulphides. The deposits of Kukuluma and Matandani occur on an ancient (possibly Cretaceous) erosional plateau and are related to two WNW to NW trending shear zones, discordant to the local strike of the BIF sequence. Complete oxidation occurs up to 120 m depth and there is a strong supergene component to the gold distribution. Primary gold mineralisation is divisible into two distinct assemblages: arsenopyriteûpyrrhotiteûmagnetiteûchlorite associated with brecciated cherts and pyrite associated with shaley banded ironstones. Area 3W is most likely the fault-displaced extension of the same mineralised trend and comprises thin, intermittent zones of high-grade gold mineralisation occurring adjacent to a ridge in banded cherts and minor BIF. Current resources (measured, indicated and inferred) for the project are estimated at 89.24 Mt at an average grade of 4.17 g/t (11.97 Moz of contained gold) at a 1.0 g/t cut-off grade. Of this 9.83 Moz is within the Geita trend and 2.14 Moz is within the Kukuluma trend. A resource of 2.74 Moz is from an inferred resource at depth at Nyankanga where the viability of an underground operation is being studied. Proven and probable reserves are 49.77 Mt @ 3.46 g/t (5.54 Moz) based on a $325/oz gold price providing a mine life of ten years at an average production rate of 500 000 oz per year. Reserve estimation was carried out using mineable polygons to select resource blocks based on a series of mining and costs parameters. In addition key cost parameters were tested to provide sensitivities for pit optimisations and pathfinders for negotiations with suppliers and contractors. Construction began in March 1999 and first gold is expected to be poured in the second-quarter 2000.

External investment beyond the research, derived from the genuine value proposition of transformational change, funds the pathway for traversing the so-called Valley of Death.

In their description of the post-mine leaching of galena and marmatite at Broken Hill, Messrs. Garretty and Blanchard1 find themselves unable to account satisfactorily for the fact that the more usual order of solubility of these two minerals is here reversed, and that the galena is leached more rapidly than the marmatite. An explanation of this somewhat unusual phenomena is perhaps provided by the recent work of Garrels.2 Garrels showed that the presence of Cl' ions in Pb-Zn solutions, in concentrations in excess of 0·1 N, rendered the zinc less soluble than the lead. It seems possible that Cl' ions may be present in the underground waters of the North Broken Hill Mine in sufficient concentration to cause such reversal in the relative solubility of the lead and zinc sulphides.Thus the analysis of "water believed to be free from contamination by mine drainage" given by Messrs. Garretty and Blanchard (p. 158 of their paper) is as follows:Total solids in solution 878 grains per gallon...164 grams of Cl per gallon is equivalent to 2· 3394 grams of Cl' per litre, which is equivalent to 0066 N.This concentration is approaching a value sufficient to cause a reversal of the relative solubility of zinc and lead salts; and it seems probable that there will be parts of the ore-body where locally the Cl' concentration will greatly exceed this figure. At such points the lead salts would be more soluble than the zinc salts, so that the galena would be leached more rapidly than the marmatite. With the dilution of such Cl'-rich waters with water containing less Cl', the Cl' concentration would fall below 0·1 N, and the lead would be reprecipitated, while the zinc would stay in solution, as, for example, in the water analysis quoted. Gas drainage has been practiced for many years mainly for safety reasons in various countries in Europe, in the U.S.A., the U.K. and Japan. Legislation has been developed to control the production, transport- ation and utilisation of methane and associated gases. Gas drainage is now being carried out at some Australian Collieries, but as this is a new venture little specific legislation is available. This paper briefly describes the drainage methods and legislation applied overseas, gives a brief history of gas drainage in N.S.W. and indicates the deficiencies of the present legislation. It outlines the approach to new legislation which will deal comprehensively with gas drainage operations and utilisation in New South Wales.

Two commercially available through-the-Earth (TTE) communications systems were evaluated at an active underground longwall mine in West Virginia. One system utilises magnetic field (H-field) antennae while the other system utilises electric field (E-field) antennae to achieve communication. A large portion of this mine is overlain by an inactive gas-oil field composed of densely spaced wells. This feature provided a unique opportunity to determine the impact of cased wells on both TTE technologies. The following communication modes were investigated: surface to underground, underground to surface, underground to underground and real-time two-way communications. Standard deployments of the TTE systems using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations under certain circumstances. As a result, the design and deployment that will optimise TTE transmissions are unique to each system and to the specific area of the mine. This field study was conducted as a part of a larger multisite evaluation of available TTE systems in an effort to determine their operational sensitivity. In surface mining, studies of the kinematics of blasted rocks using high speed film/video image analysis have allowed the estimation of the starting time, direction and magnitude of visible movement of fixed sections of the free face. Horizontal displacement versus time plots from discrete targets at the face generally report changes in slope over very small time intervals. These changes indicate step increases in velocity due to the action of explosive gases. In practice, the onset of rock mass movement, different to localised spalling, has been associated with a response time which exceeds the combined times of detonation, propagation and reflection of stress waves. This time is referred to as minimum response or burden movement time. As an engineering index, burden movement time has been used to provide guidelines for the selection of inter-hole and inter-row delay sequences in production blasting. With respect to improving breakage and fragmentation, it has been demonstrated that the delay interval between adjacent explosive charges should be less than the expected burden movement time. Similarly to reduce confinement between rows, delay intervals should exceed the expected burden movement time. The Hybrid Stress Blasting Model (HSBM) is a modelling framework that dynamically links an ideal and non-ideal explosives detonation code to a geomechanical rock model. This blast simulation tool is aimed at analysing the role played by different explosive formulations in fragmenting and/or damaging various rock types under different degrees of confinement. In the current framework, the rock behaviour under extremely high pressures and loading rates is calibrated from shock tests and the role of the explosive in fracture growth is accounted for and assumes a compressible fluid flowing through the explicit fracture network. The model is being developed as part of an international collaborative research project funded by a consortium of companies comprised of explosive and equipment suppliers and major mining houses. As part of the development and validation of the HSBM project, data from literature addressing the kinematics of the rock mass (ie burden displacement, face velocities and response times) has been collated and used to evaluate the current version of the code. A series of numerical experiments have been conducted with the view to: evaluate the response of the rock mass to changes in burden distance given by the impact of both stress waves and radial gas flow pressure;compare the modelling outcomes in terms of displacement, response time and face velocities to documented field observations; andcompare stress induced and stress/gas induced modes in terms of burden displacement outcomes. Results from these experiments have shown that in its current form the model is able to capture the trends observed and measured in practice. This is with respect to the simulation of burden displacement, response time and average face velocities for different geometries and charging conditions. The experiments have served as consistency checks which form part of an ongoing and comprehensive evaluation and validation of the HSBM code also aimed at addressing some of its current limitations.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil.Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers.As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

Mount Isa mine has a long history of successful exploration since discovery 70 years ago. Remaining reserves, although substantial, exist in a scheduling framework which involves long-term production from new ore sources with attendant technical risk and major capital investment. Current exploration aims to incrementally increase reserve tonnage to maintain existing production levels as well as to provide a buffer for potential start-up delays from new ore sources. Exploration also aims to increase the net present value of the operation by discovering new major orebodies around the Mount Isa and Hilton mines.
